Dissertação Acesso aberto (Open Access) O Instituto das eleições diretas para diretor de escolas municipais da Região Metropolitana de Belém(Universidade Federal do Pará, 2017-01-25) OLIVEIRA, Patrícia Soraya Cascaes Brito de; SANTOS, Terezinha Fátima Andrade Monteiro dos; http://lattes.cnpq.br/9502681594591950This master's thesis aims to research the direct elections for directors of municipal public schools of the Metropolitan Region of Belém (RMB). It aims to analyze how the direct elections legally instituted in the Federal, State and Municipal legal system have been conformed, as well as verify the dilemmas of the nature and institutionality of the direct elections that underlie the contradictions engendered in and by the Democratic State of Right in force in Brazil, With this, the legal system of Greater Belém was analyzed, which deals with the institute of the direct elections, verifying the articulation between the legal systems in the three levels of the Units of the Federation analyzed. The approach of the research is qualitative of the documentary type, because to the extent that the analysis driven by a reality that presents / displays itself unsatisfactory, it is looked for theoretical alternatives that allow reflections and alternatives of change of this reality, it analyzes the legal order of each municipality Of the RMB, but does not consider the full of documents, but only the devices that deal with the dimension of democratic management and direct elections for school director. The study revealed how the historical, socio-economic context occurred in the 1980s, especially in the 1990s and 2000 marked substantial changes in legal, political, economic and social structures, in which they interfered in the process of drafting legislation in the three spheres of power Resulting from this process of democratization of management. The study also revealed that the institute of the direct elections for directors competes legally with other forms of choice for this position / function, so that this modality takes effect will depend on the political interest of the constituted executive power, since other forms of provision are foreseen Many of them incompatible and contradictory to the democratization process of the school. It also showed that direct election can, on the one hand, gain characteristics for the democratization of the public school, on the other, it can, depending on who exercises management, base it on authoritarianism and manipulate the community in favor of personal or partisan interests. It was concluded that the fact that the municipality establishes direct elections does not solve the problem of the lack of participation of the community in the management of the school nor does it guarantee an effectively democratic process, but direct election can be one of the important instruments for the democratization of management ; However, the struggle is in need of breaking with the authoritarian and rigid structure of the school, the Secretariat of Education, the Prefectures, and the State, as well as the community articulated to the struggle for public education, demanding compliance with the norms established for Effectiveness of the constitutional principle of democratic management.Dissertação Acesso aberto (Open Access) O Plano de Ações Articuladas (PAR) e suas implicações para a gestão da educacão na Rede Municipal de Educação de Santana/AP(Universidade Federal do Pará, 2016-06-24) NOGUEIRA, Heryka Cruz; GUTIERRES, Dalva Valente Guimarães; http://lattes.cnpq.br/3309392796628506This study analyses the Articulated Plan of Actions (PAR) and its implications for the educational management in the municipal network of Santana in the State of Amapá, with a view to analyze its effects in the democratization of the management, emphasizing the different conceptions of the management used in the sphere of municipal education, having as baseline the organization of the current education in a context permeated of changes in the administrative structure of the country, originated from the Reform Plan of the Brazilian State in the years of 1990, that propose actions of organization of the State and of management oriented to serve the expectations of a capitalist society. It is assumed that the democratic management of the education cannot be sight in an abstract way and, therefore, in the capitalist system the participation, the decentralization and the autonomy, that are constitutive elements of the democracy, they get contradictory nuances. It was used as methodology the documental analyze and the semi structured interview with the team manager of the municipal network of the education in Santana – Amapá –, the technical local Team of elaboration of the Articulated Plan of Actions (PAR), the participating of the Municipal Council of Education, the School Council, the Fund for Maintenance and Development of Basic School and Valorization of Professionals (FUNDEB) and School Director. The purpose was to analyze the Dimension School Management of PAR, focusing at the area “Democratic Management” from six indicators: existence of schools councils; existence; composition and operation of the Municipal Education Council; composition and operation of the School Meals Council; composition and operation of the Fund for Maintenance and Development of Basic School and Valorization of Professionals; criteria for the choice of the school director; and the existence and operation of the local committee of the All for Education Commitment. The results obtained put in evidence the historic fragility of the democratization of the education management in Santana City, because the mechanism that could permit the participation, the decentralization and the autonomy, that are the municipal education councils, they have been worked precariously. The criteria of choice of the directors exclude the democratic manners of participation of the school community, as the election for example, and they promote the centralized practices of appointment. The management of the financial resources of the education is centralized at the municipal government, turning the participation of the population in the social control more and more difficult. There was expansion of the number of school councils, which can ramp up the participation of individuals in the social control of the resources and other ways of decentralization of the decisions. It depends of the correlation of local forces historically permeated for patrimonial manners of management that get, with PAR, a manageralism nuance.
