Item Acesso aberto (Open Access) Governança relacional na terceirização de tecnologia da informação: o papel da Teoria da Autodeterminação e o efeito mediador do controle percebido pelos gestores públicos(Universidade Federal do Pará, 2022-12-09) FRIAES, Ligiane Cristina Braga de Oliveira; POLETO, Thiago; http://lattes.cnpq.br/2623462990819090; https://orcid.org/0000-0001-7100-2319Researchers in the field recognize the importance of the relationship between contractor and contractee in the process of Information Technology (IT) outsourcing. However, little is known about the impact of the manager's profile in this process. Thus, the objective of this research was to analyze the impact of the perception of competence, autonomy and relationship of public managers on Relational Governance (RG), as well as, to identify the effect of perceived control in this relationship. Design/methodology/approach: This study uses a quantitative approach to investigate the impact of the behavioral characteristics of IT managers from the Self-Determination Theory (SDT). The data were collected in Brazilian public institutions active in the areas of education, finance, statistics, and technology, and the hypotheses were identified and evaluated using the technique of Partial Least Squares Structural Equation Modeling (PLS-SEM). Findings: The results identified that managers' selfdetermination is related to the perception of control, which consequently this impacts the RG by providing feelings of competence and autonomy capable of building a beneficial relationship with the IT provider. Practical implications: This study, promotes the understanding that upper management needs to support the autonomy of managers to increase their levels of intrinsic motivation when managing supplier deliveries. Originality/value: The application of Self-Determination Theory, to the IT Outsourcing context, provides new insights into the mediation of perceived control by explaining the relationship between managers' expectations and motivations as an important driver for RG.Item Acesso aberto (Open Access) Integrando a teoria do comportamento planejado e o oportunismo para prever os efeitos na intenção de renovação contratual de serviços contínuos na administração pública(Universidade Federal do Pará, 2024-12-18) SÁ, Najla Andrade Massoud de; POLETO, Thiago; http://lattes.cnpq.br/2623462990819090; https://orcid.org/0000-0001-7100-2319Purpose: This study explores the integration between the theory of planned behavior and the concept of opportunism to analyze contract renewal intentions in continuous services in public administration. Originality: The research advances the academic field by applying this theoretical combination to understand the decisions of public managers regarding contract renewal. The study highlights the relevance of cognitive elements in managers' decisions regarding contract renewal. This theoretical approach deepens the understanding of public sector decision-making processes and converges with external assessments related to contractors' pportunism. Approach: The quantitative methodology examined the responses of 198 public managers in charge of continuous service contracts. The method used to analyze the results is Partial Least Squares (PLS), based on SmartPLS 4.0 software. Conclusions: The results indicate that the variables of the theory of planned behavior (subjective norms, attitudes, and perceived behavioral control) exert a positive influence on contract renewal intention. However, opportunism had a negative effect on contract renewal intention. Furthermore, opportunism positively moderated the relationship between attitude and intention, while there was no moderation between subjective norms and perceived behavior control. Practical implications: It is proposed that managers adopt negotiation strategies that prioritize transparent dialogue, which is essential to establish trust between the parties. Furthermore, public administration should invest in improving managerial capacity in order to implement appropriate solutions for contract management.Item Acesso aberto (Open Access) Práticas de governança e valor social: estudo de caso sobre a sustentabilidade da inovação social no Norte do Brasil(Universidade Federal do Pará, 2023-04-24) ROMANO JUNIOR, Otávio Luiz de Castro; SOUZA, Armando Lírio de; http://lattes.cnpq.br/8782066216945002; LUCENA, Bruno Rafael Dias de; http://lattes.cnpq.br/0451524747464562The literature on social innovation suggests that there is a strong relationship between the concepts of governance and social value that drives SI. Evidence shows that social value influences investor decisions, partnership formation, social participation and volunteering. But this relationship is not explained by the literature. Therefore, this study investigates “how” this relationship can boost IS and benefit its sustainability (longevity). A case study was carried out in a district in the north of Brazil, through qualitative methods and content analysis, five social innovations were approached. The findings suggest that democratic governance practices favor the creation of social value by providing trust, belonging and behavior change. The social value affects interested parties and positively influences sustainability variables such as: financial (donations, income and local consumption) and formation of collaboration networks. The findings reveal that this relationship can affect the long-term sustainability for the maintenance of the IS (survival), and also support the sustainability strategy through expansion at the local level, allowing the entry of new actors.Item Acesso aberto (Open Access) A Relação entre o público e o privado no investimento em infraestrutura: o caso do FI-FGTS(Universidade Federal do Pará, 2022-11-08) SALES, Mariane Lima de; PUTY, Cláudio Alberto Castelo Branco; http://lattes.cnpq.br/5885474167011571Throughout Brazilian history, it is clear that a fine line marks the relationship between the public and the private sectors. In infrastructure investment, as the literature points out, the public presence is still the majority, with little expressiveness of the private sector. The private sector emerges as a supporting player, having its investments conducted from the mobilization of resources from the treasury and having in its portfolio fundamentally the execution of essentially governmental infrastructural policies. In an attempt to attract and increase private participation, the Investment Fund of the Guarantee Fund for Length of Service (FI-FGTS) was created, responsible for contributing to the policy of investments in infrastructure in Brazil. However, even with the efforts undertaken, it is believed that most of the investees have state participation. This research aims to elucidate the application of FI-FGTS resources and provide a panorama of the network of organizational relationships involved. Based on an exploratory analysis, using the techniques of the multi-method approach, descriptive statistics and triangulation, the results showed that, in fact, the investments have been directed to state-owned companies or with state participation. The findings are emblematic, since in addition to the FIFGTS organizational relationship chain having considerable public sector participation, discontinuity of the companies involved and possible management failures.
