This study focuses on the analysis of public policies related to the development of planned touristic activities performed in Cametá city which are considered a social-spatial expression of Amazon ribeirinha region, this work concerns to a geographical analysis of tourism trying to identify the policies which have been planned through the means of promoting this activity, in different power sections, it emphasizes the ones performed in the State and Municipal ambits. The data and information collected through bibliografical and documental research and interviews made to in charge institutions were organized and systematized and this study seized the policies that, direct or indirectly, contributed to the growth of tourism in Cameta, the modalities which were promoted, the spatial interventions and if these policies considered the local social geographic peculiarities. The research also traces the characteristics of hotelling net, analyzes the category of the hotels in town, according to classification of Embratur, the Brazilian institute of tourism promotion, analyzes the jobs generated, the services offered by the hotels, as well as the flow of this demand according to the months of the year. All these factors have a huge relevance in the elaboration of strategical planning for the tourism in Imperatriz, as well as for touristic public policies in the region. This is very important information, since the city does not have any kind of databasis on the profile of the tourism in the region. Producers of touristic space, understood by the state, private initiative and local society (FRATUCCI, 2009) create spaces and contribute to the dynamics of the touristic space for which Cruz (2006) is the object of consumption of tourism referring to this space, point of Geographical interest as a science. One goal of this work is to discuss how the Cirio de Nossa Senhora de Nazare is constituted as a construct socio-space, a tourism resource (religious, cultural etc.) that produces and reproduces different space and requires a management, accordingly, carried out by different actors. The focal point for the object of the research in understanding this dynamic inside the space tourism management that the Cirio de Nazare in Vigia offers to happen every year on the second Sunday of September, as well as the territoriality production by the subjects involved in this plot social. To that end, a candidate was selected as a member of public policies in the Amazon Region and in the State of Pará, notably in the Polo Marajó, notably in the municipalities of Soure and Salvaterra. To reach the objective is the identification of the instances of governance of tourism in Soure and Salvaterra, which are possible preprints that hinder the creation and / or function of governance bodies. agents inserted in the decisory process of the tourism in the Polo Marajó, and verify the limits and the possibilities of the articulation of the agents of the network of governance. To that end, an analysis had as theoretical and methodological assumption a proposal of social networks Castells (2005) and its congruence in the perspectives of governance and participation in public policies. The research then showed that, in the end, the themes were published and interpreted based on the assumptions of qualitative research. The bibliographic deepening, a documentary analysis, an elaboration and application of semistructured interviews and a systematic analysis for the understanding and application of the information. With regard to the approach of the agents that participated in the reactivation of Soure Municipal Tourism Council, the Netdraw software was used for a visualization of the centrality of agents. The analysis reveals that the fragility that has been instuuated in governance bodies is not in fact an example of civil society, but it has not been consolidated as instances, such as in the State Tourism Forum of Pará, Polo Marajó Regional Tourism Forum and not Soure Municipal Council. During his development on the local space, the tourism, exploring the image et a Amazonian that gather adventures, mythos and legends, through of the pororocas phenomenon have been provocaded sociospatial repercussions at the city on the cotidians pratices point of view. Understanding that tourism active at a city of Pará s interior, with hybrid caracteristcs of space (riparian and urban), restructures temporalities and territorialities diverses, defining again in consequence, forms and content of local space. In the present analysis, one searchs to evidence the lived space local and its relation with the intensification of the tourist activity in the City, in particular the ribeirinha everyday dimension. For all, the research was used of the space dialectic (LEFEBVRE, 1981) as reflection ahead of the production of the space, in view of the involved agents. In the field work, five essential categories in the production of the space had been interviewed: local population, tourist, sponsors, government of the State of Pará and local public power. The major objectives were: i) to investigate the corresponding factors to the guest’s satisfaction level, correlating them to the planning characteristics on the operational (OL), tactical (TL), and strategic (SL) levels; ii) To create, given the latent factors/variables, the Customer’s Satisfaction Normalized Index (CSNI), per group, according to gender, age, and schooling's control variables, as the basis for a Customer’s Satisfaction Measurement Model (CSMM); iii) proportionating, from the CSMM, theoretical and practical contributions that favors the expansion of the academic and scientific literature’s fields on the guest’s satisfaction, as well as business practice, in the context of developing commercial hospitality. The methodological procedures included a bibliographical review and fieldwork with 252 guests from 40 of the metropolitan region of Belém do Pará (RMB) commercial hosting facilities, through the application of a structured questionnaire. The collected data were submitted to the exploratory and factorial analysis, as well as the creation of the Normalized Satisfaction’s Index (NGSI) in support to groups’ formation, through Cluster’s analysis. The applied techniques and tests culminated on the CSMM validation, since they provide essential information to the company’s best performance when considering the customer’s perception on receiving the service. MMSH states these evidences coming up from factors related to the organizational strategy, communication and marketing, operation services, technology and care, human resources and food & beverages, which, regarding the NGSI and the satisfaction groups, present the results of the study. The dimensions referring to gender, age and schooling, according to the NGSI and cluster’s analysis, help to explain the experience lived by the guest. The study indicates that there is no evidence of equality of satisfaction among the three levels of schooling in the investigated commercial hospitalities, although the average level presents a difference in relation to the others. In the study’s overall outcome, both genders, male and female, from groups of classes between 18 to 30 years old, manifest greater dissatisfaction in their staying experience. On the other hand, the guests among ages of 31 and 50, who corresponds to the majority of those investigated in the study, presents a good level of satisfaction in the lodging. It turns out that there were guests overall satisfied with the staying experience, in the RMB’s commercial hospitality. The . The research expands the current theoretical knowledge on the guest’s experience in the MHC, from the NGSI creation, segregated into satisfaction groups that may follow on new lines of investigation. It also provides empirical experience by providing contributions to managers so that they enhance the customer’s experience when offering services at MHC. The research aims at identifying the active participants in the processes that influenced the formulation of Para state tourism public policy. It used as a theoretical reference the Multiple Streams Model of Kingdon. The empirical evidences were obtained from the document reviews about policies and their decision streams, as much as the semi-structured interviews with a public manager of tourism and the representative of the consulting firm; as well as the analysis of the minutes of the State Tourism Forum where the opinions of other participants in the decision making process are recorded. The results indicate that the alternatives for the development of tourism in this state have been materialized in the Plan “Ver-o-Pará”; that the active participants are also pointed out in it; that the performance of some actors that integrated Multiple Streams Model has not been identified; and that the alternatives depended on the streams of problems, policies and politics. Another aim is to analyze the participation of the social actors in this process, as well as the contribution of this Program for the sustainable development in the area under consideration. This study is based on bibliographic searches, on documents including photographs and maps and fieldwork to collect data. Following these procedures, it is described the process of implementation of this Program as well as the factors that had contributed for its discontinuity. The analysis of public politics of tourism, notedly on ecotourism, reveals that these realities are rarely analyzed. It is too expected to contribute with the amplifying of the knowledge on the same realities. It aims at understanding the process of formulation of tourism public policies in the states of Amazonas and Pará, therefore highlighting the rising of this issue to the agenda of these states. The research uses as a theoretical reference the Multiple Streams Model of Kingdon. The empirical evidences are sustained in the analysis of documents on policies and their decision streams, and semi-structured interviews with the participants of the decision making process. The results indicate that the rise of tourism on the agendas of the states of Amazonas and Pará was the result of the convergence of the stream of problems, public policies and politics, as well as the action of visible and invisible active participants; that the solutions to the promotion and facilitation of tourism in the mentioned states are materialized in the plans for tourism Victória Régia and Ver-o-Pará; the active participants are also mentioned in these plans. It is concluded that new participants turnedout in the specification of the alternatives that generate the solutions in these plans; that the existence of distinct factors were demonstrated in the Multiple Streams Model, the influence of the federal public administration and the guidelines and determinations of the Brazilian Ministry of Tourism influenced, respectively, the streams of politics and public polices; and finally, that tourism was identified and defined as an opportunity for the development of the two states and not as a public problem to be solved.Dissertação Acesso aberto (Open Access) Políticas públicas de turismo na Ilha do Marajó: turismo e apropriação da paisagem no município de Soure - Pará(Universidade Federal do Pará, 2012) SANTANA, Eliane de Jesus Miranda; TAVARES, Maria Goretti da Costa; http://lattes.cnpq.br/7796891525258446Soure municipality Marajó Island has great tourism potential, particularlt for its natural landscapes, like beaches and farms, before this and for being one of the towns closest to the Marajó state capital, became one of the most visited by tourists, among other facts that led the city to receive marajoara state intervention through public policies aimed at promoting tourism in the state of Pará the present study aims to analyze the public policies of tourism, in which is inserted Soure. However, the focus of this review is about the appropriation of the landscape by the State, through these actions that seeks to promote tourism in the city since the 1970s. We tried to analyze the appropriation of the landscape by the state, market, tourists and locals as well as the last three are included in those policies. The study was conducted based on the geographical analysis of tourism, because tourism means, beyond the economic bias, as a socio activity. To achieve the objectives followed by the following methodological steps: collection, organization and systematization of the information contained in the documents. Fieldwork, where interviews were conducted with tourists and locals. Anyway, it was observed that the landscape of Soure is used in policy on the perspective of exoticity, a characteristic that is also used by the tourist trade, but the local population, not contradictory in its entirety enjoy the landscape of the city. This fact is centered on the premise that the tourism phenomenon as part of the administered life, that is politics, involves a series of formal and informal character of processes. This is because the assumption is that the tourism sector - Tertiary sector of the economy - is riddled marketing of adjustments that are presented as part of its genesis and therefore shrouded in the most diverse manifestations of power relations. Thus, the different segments of tourism practice are also steeped in conflict relations. Resulting from this is that public policies for the tourism sector, as in any given activity, are shrouded in the centrality of power constituted mirroring their actions and decisions. The new ways of conducting the tour displacement, particularly those linked to the use of natural resources, such as carried out in protected areas are based on biossociocultural sustainability as a way to mitigate the negative impacts of the activity. In this case, the indigenous communities living in the interior areas or around these areas seek to be included in the participation processes to cope with struggles for rights historically usurped. This fact is that come the management bodies with decentralization as an establishment resistance perspective setting up a new process for tourism research. The Policy Analyses of implementation of the Regionalization Program, describes the implementation system of the public policy for tourism; specifies who are actors involved, and comprehends how these organized actors perform in the implementation of these public policies. The first section presents the public policy of each level of the governments, through which considers the role of the authorities, the contents, the process, and the evaluation. The second section presents the results of the field study about the organizations and their participation in the public policies in Soure. The results comprehend the difference of the logics between the federal/state government and the local government. It is caused by lack of the concept on the sustainable tourism development. Also, the discontinuity of politics in the scene where takes place the policy, is noted in its implementation. As for local organizations, the problem is that they are not yet in the stage to be able to maintain them. The objective of this research is to analyze the dynamics of tourism and environmental management, focused on the UCM in the municipality of Serra do Navio, emphasizing well as being the issue is socio-cultural city, from a context that was once a company. The methodology of the work consisted of literature and documents in Belem /PA and Macapa / AP; field research in the city of Serra do Navio, using interviews and questionnaires with the municipal and state governments, private sector, and the community at large, doing well, visual record of the residents of the locality and finally the data analysis, quantitative and qualitative, from the collection field. Preliminary results indicate that tourism is gradually inserting itself in the city, and encouraged by the state government and also municipal, and environmental issues is a significant issue for the town as it is has one of the first places to feature UCM northern Brazil, and finally, that the company still has a mountain great memory about the experiences of the former mining.Dissertação Acesso aberto (Open Access) O processo de criação e implementação de unidades de conservação e sua influência na gestão local: o estudo de caso da área de proteção ambiental da ilha do Combu, em Belém/PA(Universidade Federal do Pará, 2013-04-02) CIRILO, Brenda Batista; ALMEIDA, Oriana Trindade de; http://lattes.cnpq.br/0325909843645279This is a case study which seeks to analyze the creation process of the Environmental Protection Area (APA) Combu Island, a state sustainable use conservation unit, located in the Amazon estuary, in the insular region of Belém, State of Pará. The study aimed to demonstrate that some aspects of the creation process of the APA Combu Island prevent its management from being consolidated. To contextualize the area, the results of a survey conducted by the manager of the unit, in 2010, with the heads of 100 households, distributed among the four communities in the island, are available. In 2013, a field survey was conducted with the same people, to ascertain their level of knowledge about the creation process of the APA. Ten people related to the process of creation, deployment and management of the unit were also interviewed for further information on the topic and to confront or validate the results of the field research. Since this is a qualitative study, we also analyzed: a) the unit planning and management; b) the historical trajectory of national conservation policy, c) the historical trajectory of conservation policy in the Amazon region and in the State of Pará. The results obtained through the field research show that: the creation of APA Combu Island was result of an indication from scientific studies conducted by Emilio Goeldi Museum of Pará (MPEG) in the 1980s, and later appropriated by the former Institute for Economic, Social and Environmental Development of the State of Pará (Idesp) in the 1990s, which became the main organ responsible for the creation of the unit; most of the respondents are unaware of APA Combu Island, only a small parcel of the respondents was informed /consulted about the creation process of the APA; this query was performed in an informal way. It is assumed that, in sustainable use conservation units, the participation of the resident population is essential for a successful planning and management, although the managing agency does not have many resources to be used in the administration. It presents outstanding characteristic and typical of the Amazon area, offering a not very explored natural deferential, the phenomenon of the “pororoca.” In that sense, and inside of that regional context, the work looked for to investigate the contribution of the tourism for the maintainable development of São Domingos do Capim, starting from the “it surfs in the pororoca.” For so much, it was necessary to lift the pertinent bibliography to the sustainable tourism; to define the regional and local partner-space organization of São Domingos do Capim; to investigate the social actors perception and its role in the current process of tourist development to the light of the paradigm of the sustainable; finally to formulate some maintainable proposals to give subsidies to the local and regional public politics in the section. The methodological investigation was looked for in the empiric research, in a quantitative and qualitative approach, and in the paradigm of the sustainable. In the analysis of the regional and local partner-space organization, lacks were detected in several levels, from basic infrastructure to conflicts of order partner-politics in the maintenance of the power of the dominant elites. In the investigation of the social actors perception, the civil society said that the benefits resulting from “tourism” they are still few. Being added to that aspect, there is pressing of planning of the activity returned to the regional characteristics and local. But for that he/she should improve the conditions of life the population firstly and also the possibility to give them productive alternatives. Meanwhile not if effective, the tourism appears as more a local socioeconomic possibility. The partnership among community, non government organizations, teaching institutions, publics sector’s (Federal, State and Municipal) and the private, if considered initiative its contributions and suggestions, cannot to increase the economy from the position, be through the incentive to new enterprises, opening of work positions, incentive the other alternatives of income as the craft and the tourist services, as well as, educational campaigns to influence and to raise to value of the culture. In this context, this study was guided generally by questions about how the heritage processes and touristification has contributed recently to the production of space in Cidade Velha neighborhood in Belém-PA. More specifically ask: a) What are the agents of the heritage processes and touristification's Cidade velha neighborhood, Belém-PA? b) What strategies of appropriation and use of space are adopted by these agents? The survey allows us to understand the consequences of policies for cultural heritage and tourism development in material aspects and social relations and symbolic in this neighborhood. Furthermore, work permits show the diversity of agents and socio-spatial strategies inconsistently present in these processes. To develop the study with a qualitative approach, surveys and analyzes were performed in bibliographies that provided theoretical and conceptual development research. We conducted field work, attending meetings of neighborhood residents, as well as semi-structured interviews with staff representatives of social groups identified by the theoretical research, also considering the field observations.
