Therefore, based on precepts of the Theory of Social Systems, this study aims to analyze the quality of information available on the transparency portals of the municipalities in the Metropolitan Region of Belém, state of Pará, in order to contribute to a more active participation of social control. On a methodological level, the analysis was carried out by collecting data on city hall pages, taking into account the Eppler Model and the National Public Transparency Program and the perception of Civil Society Organizations. The data reveals that RMB management units perform regularly in terms of clarity. They achieved good levels of transparency in the evaluation matrix used. However, they demonstrate regular performance in evaluating the quality of information, suggesting that the clarity and accessibility of information need to be improved. When analyzing OSCs data, a gap in effective communication is observed. The difficulty of navigation, the lack of clarity in the data presented and the lack of details compromise the interaction between public management and society, hindering understanding and effective participation. The combination of results suggests that, although there is compliance with formal criteria, the quality and accessibility of information are insufficient to promote effective communication. By analyzing the context of the Federal University of Pará (UFPA), the study identified the need for a manual to standardize and improve budget and financial management routines, contributing to the optimization of public resources. The study focuses on the creation of a tailored finance guide for federal universities in digital format to assist administrators in managing resources in accordance with local public administration standards, along with legally mandated accountability. The research results highlight the relevance of the manual as a crucial tool to aid financial management in an environment marked by political and economic instability and the implementation of budget cuts and contingency measures. The manual contributes to promoting transparency and efficiency in public management and strengthens the accountability of those involved in the administrative process of available resources. Furthermore, the manual addresses essential topics such as fundamental concepts of public finance, relevant legislation, the main operations of SIAFI (Integrated Financial Administration System), budget consultations, GRU (Union Collection Guide) collection, and Treasury Management reports. It is expected that the use of the instruction guide, in conjunction with administrator training, will help improve financial administration in federal higher education institutions and promote efficiency in the use of public resources to meet the objectives of the academic institution in question. This investigation contributes to the field of Applied Economics by examining the financial administration of federal universities and presenting proposals to improve the use of available public resources. The manual produced is considered a tool to guide processes in the public sphere, encouraging transparency, accountability, and stimulating social participation in the oversight of these resources. The goal consisted in analyses the project, since the presentation to population: how it was realized the public communication, the tools utilized and the results. The understanding of the concept of public communication is made through an holistic vision in which the communicative process must be integrated, regardless it´s characteristics: internal communication market exchange or institutional. This integrated is conceptualized as organizational communication. On this regard, it´s looked that the communicative strategies adopted by the organization been converge to a result, which is the proposal of the organization. In case of the public organization, the proposal is the society and the common goal to all or to the most of citizen. To reach the end, the communication is fundamental. This is what keeps the society informed about the progress of public management, it´s decisions, investments, accomplishment of works and public campaigns. The tools of public communication is determining to keep an harmonious or respect and confidence between the public management and society. In case of BRT-Belém, the process of interaction and public management, and the means of communication wasn´t effective, as we will see on this work. This case of positioning of institutions may result on omission of information, mismatch information and, even, negative exposition on midia. The investigation was conducted in six states portals Amazon. The analysis model encompasses, on the one hand, the most technology and how these portals are providing information to citizens aspects in order to create facilities and opportunities for their lives. And secondly - and this is the most important aspect - those relating to accountability and popular participation. All this has the sense to see how the portals have been constituted as an instrument to deepen democracy in the Amazon states and realization of a new type of society: the digital. The theoretical model undertakes categories of e-government, accountability and popular participation. The results are not encouraging, also converging with international experience. What is observed is that the portals, in general, have adequate technological resources, there are conditions of good navigation, information search. Thus, the technology does not seem to be a problem. What portals resent really is greater interactivity, it can be inferred that the relations established are fundamentally the government-to-citizen type, with the government issuing and society, it seems, the receiver liabilities, while away the inversion of this relationship for citizen-to-government.Dissertação Desconhecido Entre o coercitivo e o educativo: análise da responsabilização socioeducativa no Programa de Medidas em Meio Aberto(Universidade Federal do Pará, 2019-02-26) SILVA, Regina Célia Nascimento; OLIVEIRA, Damião Bezerra; http://lattes.cnpq.br/7717970084199162The purpose of this study is to contextualize the application of socio - educational measures, the contradictions experienced by the institutions that attend adolescents who are responsible for infractions, and the pedagogical and sanctioning duty of the socio - education. It will be sought to understand the meanings and meanings that the adolescents accused of the practice of infractions attributing to the interventions directed to them, as well as the pedagogical practices developed in the Specialized Reference Center for Social Assistance (CREAS), the main municipal public institution , responsible for offering the service of monitoring socio-educational measures in the middle of the open, in the Municipality of Barcarena. The research methodology was based on a qualitative approach, based on bibliographical research and the application of questionnaires with the subjects of the research-adolescents in compliance with socio-educational measures in the Open Environment and pedagogues active in the socioeducation. As a theoretical reference, the research is supported by Michael Foucault's Birth of Biopolitics (2008) and Vigiar e Punir (1984), which emphasize the discourses, practices and devices of power and the different modes of government that mark the historical process of our emphasizing the concept of governance. The thinking presented by Loïc Wacquant in his books, Prisons of Misery (2001) and Punishing the Poor (2007), which, in general, portrays the consequences of a policy of exclusion adopted by the State, in order to isolate social interaction the less favored classes. It is based on the readings of Pinheiro (2006) and Rizzini (1997; 2009) as a way to understand how Brazilian legislation regarding children and adolescents has been historically constructed.Dissertação Acesso aberto (Open Access) Governança ambiental: demonstrativo para unidades de conservação no município de Ananindeua/PA(Universidade Federal do Pará, 2019-12-06) SANTOS, Fernanda Gabrielle Filiphina Paixão dos; SIMONIAN, Ligia Terezinha Lopes; http://lattes.cnpq.br/6620574987436911; https://orcid.org/0000-0001-6690-7244The research sought to develop a specific instrument to support the participation of the population in decisions that affect well-being in conservation units (UC), having as their ambit the municipal conservation units Parque Ambiental Antônio Danúbio and Museu Parque do Seringal, both located in Ananindeua-Pará-Brazil. The results of the research are aimed at verifying the governance structure existing in the municipal conservation units of Ananindeua; develop a protocol with the necessary requirements to highlight the UC's heritage; and test the applicability of the instrument to the municipal conservation units of Ananindeua. With the qualitative approach and the hybridism resulting from the use of dialectic and deductive methods, the work brought together a set of research techniques and varied sources of evidence. The techniques used were bibliographic, field research, image production and study, multiple cases and Likert scale. The sources of evi dence we re documents, records in archives, interviews, direct observation and physical artifacts. As research products, two cartographic maps of the two UC were elaborated; organization and execution of an improvement course for UC's employees and other interested parties; development of an assessment protocol for environmental and social wealth, considering non- economic-financial aspects; and development of the Social and Environmental Statement for Conservation Units (DSAUC). In addition, DSAUC underwent interdisciplinary technical analysis for validation as an instrument. Of the validators, 71.4% agreed that the DSAUC can be an instrument for measuring environmental and social wealth in UC. Of the respondents, 85.7% confirm the need for a specific statement to inform environmental and social issues in UC. Of the respondents, 42.9% are not satisfied with the traditional accounting statements to inform environmental and social issues. DSAUC proved to be easy to understand regar ding env ironmental and social wealth, corresponding to 85.7% of the validators. The instrument also proved to be a stimulus to increase the number of visitors in the UC, since 100% of the validators were interested in visiting or returning to the Parque Ambiental Antônio Danúbio and/or the Museu Parque do Parque do Seringal.Dissertação Acesso aberto (Open Access) A Presença digital de conselhos de saúde: o uso de mídias sociais no processo de accountability de entidades de representação social(Universidade Federal do Pará, 2024-07-03) PINHEIRO, Cristina Lais dos Santos; DIAS, Lidiane Nazaré da Silva; http://lattes.cnpq.br/4706661632242562This research analyzed how the use of social media by state health councils can improve the accountability process and increase citizen participation. To this end, it analyzed almost 10,000 posts on the social networks Facebook, Instagram, and X (formerly Twitter) from 26 State Health Councils during the period from January 2019 to August 2023, covering the period before, during, and after the COVID-19 pandemic. The data showed a substantial difference in the use of platforms between the different regions of Brazil, with councils in the South and Southeast regions standing out for their greater digital activity compared to those in the North and Northeast regions, which demonstrated a more discreet online presence, with fewer posts and interactions with the general public. A relevant finding of the study was the preference for the use of Facebook followed by Instagram among the health councils analyzed; on the other hand, X was the least used platform, indicating an underutilized opportunity for effective communication with society. The most common areas of publication in the posts of the state health councils were about the dissemination of the council's agenda, dissemination of the activities carried out by the council, and encouragement of public participation. On the other hand, little was published about accountability for the resources received for the council's activities, complaints, and full disclosure of reports and documents prepared by the council. The study concluded that social networks and other digital technologies play a fundamental role in strengthening transparency and promoting social responsibility and oversight by civil society. When used strategically, social networks can contribute significantly to increasing citizen participation and improving the visibility of the activities of the State Health Councils. The research results support the perceived accountability presented by Aleksovka; Schillemans and Grimmelikhuijsen (2019), who explain how people internalize responsibility through a moral and ethical sense of acting in favor of society. The research indicates that State Health Councils in Brazil have a great opportunity to use social media as a tool to promote accountability and engagement with citizens and society at large. However, it is essential to invest in training council members in digital skills and online communication to make the most of these platforms. It is also important to develop more efficient and personalized communication strategies for each region and specific target audience. The research highlights how social media can be used to foster transparency and encourage civic engagement in public administration – topics of extreme importance for Applied Economics with regard to the efficient allocation of public resources and the pursuit of social equity. By examining how councils operate online and how people engage with them digitally, the study contributes and impacts by presenting insights for policy makers and administrators seeking to improve the use of resources and promote justice in the health area. To achieve this objective, the article usedexploratory-qualitative research methodology. The main conclusion is that creating, disseminating and implementing improvements in the effectiveness of governability, governance and accountability strategies are essential for the maintenance of democracy and the strengthening developmentin Brazil. This is because the consolidation of democracy that achieves governability in Brazil must be thought of in direct connection with a true national project of development and reduction of socioeconomic inequalities. In fact, the democratic consolidation that achieves good governance and governance in Brazil, without deviations from planning or ideological rhetoric, permeates the need to improve its accountability. The objective of the research is to identify factors and prove the influence of the transparency of government information on social control and citizen participation of public agents in the state of Pará. An exploratory and descriptive survey was carried out with quantitative treatment and non-probability sampling for accessibility. The population consisted of 402 respondents. The data obtained through a questionnaire with 67 indicators were treated with quantitative techniques in the form of descriptive, correlational and multivariate statistics (exploratory factor analysis) and structural equation modeling in the form of partial least squares (PLS-SEM), to confirm the factors and test three research hypotheses. The first, whether the improvement of Transparency exerts a positive and significant influence on the evaluation of Social Control (H1), the second, whether the improvement of Transparency exerts a positive and significant influence on Citizen Participation (H2) and the third, whether Social Control exerts positive and significant influence on Citizen Participation (H3). It was found that transparency has a positive and significant influence on the perception of social control and citizen participation, however, the perception of social control is not capable of motivating citizen participation
