    Gestão dos recursos naturais na região do baixo tocantins através de acordos de pesca

    The article deals with the construction of public action as the product of multiple forms of interaction between collective action and government action, in which processes represents organization systems of farmers for the use and appropriation of natural resources. We used qualitative methods, participant observation and semi-structured interviews. The analysis of organizational processes as the creation of associations to improve governance system in general and fisheries agreements for the sustainable management of fishery resources, in particular, shows how the peasants structure their modes of reproduction through public action, to reduce environmental impacts and expropriation processes. As the main impact in the last decades has been Tucuruí hydroelectric power plant construction fish agreement has become a way to cope with intensification of fishing and consequent impact of the hydroelectric plant. The successes of the two agreements studied here was a result of the genuine process initiated in the communities. Other experiences of similar agreements organized by governmental institution has not resulted in successful experiences.

    The present research’s main purpose is to present how elements of Territorial Governance may contribute to minimizing the problems of personal, institutional, political and religious nature identified during the process of implementation of the fishing agreements in the Canaticu River, Curralinho municipality. To achieve that, the research has utilized a participant-observation methodology, collecting claims that point to a possible scenery of scarcity of fishing resources, as well as to the above-mentioned problems. A georeferencing was also conducted in the Canaticu River region, using a Garmin GPS, which allowed for the configuration of two maps using the Arc Giz 9.1 program and, finally, a literature review with corresponding discussions. The collecting of data took place between October 2013 and October 2014. The reports were obtained through informal conversations with three local inhabitants, three local community leaders and four representatives of the local civil society and public administration. The reports point to a possible scarcity of fish, as well as other problems, which compromise the process of negotiating these agreements. In that sense, the present research proposes some directives based on territorial governance in order to strengthen the local development of the Canaticu River, as well as a management structure for the agreements through governance workshops

    Grandes projetos e a relação com os recursos naturais na fronteira amazônica: os acordos de pesca como instrumentos moderadores de conflitos em Limoeiro do Ajuru

    Since the 1960s, the Brazilian Amazon has suffered from several territorial transformations, an immediate result of the process of institutional integration and federalization by the military regime. The impacts caused by this development model, based on large enterprises, fell upon the social environment, directly affecting local populations and traditional peoples, as well as on the environment, by causing a series of irretrievable damage to the region's natural resources. The implementation and operation of these large projects on the frontier of the Brazilian Amazon, however, began to present a territorial dynamic marked by intense conflicts, particularly in the state of Pará. Fishing resources make up a considerable part of natural resources, which were considerably impaired by the large mining and hydroelectric projects, causing pollution of the water bodies, the silting of rivers and a decrease in fishing stocks, considered the main food-economic source of these traditional communities. It is in this perspective that the fisheries agreements emerged, acting as empowering instruments for the fishing communities and conflict moderators in the fishing territories. The fundamental objective of this article, therefore, is to understand how fisheries agreements may act in moderating conflicts over fishing resources, resulting from the implementation of large enterprises, seeking to assess the repercussions of this in the municipality of Limoeiro do Ajuru in the state of Pará. The main conclusion is that the fisheries agreements are capable of acting in the governance of the territory by strengthening a series of actions within the scope of sustainable management of fishing resources and local development in its social, economic and environmental aspects.

    In the general perception of a traditional community, the use of natural resources is understood as unlimited. However, there is a contradiction observed by the riverside residents, regarding the scarcity of their subsistence matter. To mitigate the shortage of this material, the sustainable use of natural resources would be an option to reduce the environmental impacts caused by the poor organization in obtaining these resources. Thus, this work aims to show how the development of fishing activity in the Beiradão Community, in Limoeiro do Ajuru (PA), has taken place, and how fishermen have been organizing themselves, given the scarcity of fishing resources in the region. To this end, bibliographic research was carried out, in addition to field research, in the Beiradão Community, in which structured and semi-structured interviews, observations with photographic records and the application of Social Cartography were used. From the analysis of the data, it was understood that artisanal fishing is the main livelihood of the Community in question, which will have to adapt life and work to the current reality, where the demand for fish directly affects the availability of this resource . However, fishermen demonstrated resistance and limitations, especially with regard to the adoption of Fisheries Agreements, which is made clear in the interviews and even in the literature on artisanal fishing in the region. Thus, it is concluded that fishing in the studied community is of great importance, as a source of income for local residents and as a means of supplying fish to regional municipal headquarters.

    Os recursos naturais no processo de desenvolvimento econômico capitalista: uma breve reflexão

    The present article discusses the historical context of human interaction with nature, which took place through the use of available natural resources, from their use for subsistence to the period of the great transformations caused by the industrial revolution and the growth of capitalism. contemporary, to which man began to produce in surplus aiming primarily at profit. Over the years the way man has appropriated nature to meet his needs has brought a series of disastrous consequences, both to nature and to man directly or indirectly. Eventually leading to conflicts and disputes over natural resources that are becoming increasingly scarce. Fishing is one of the modalities that generate the most conflict when it comes to the dispute over natural resources. In the Amazon, fishery resources have been negatively impacted by several factors, which has triggered an alert to fishing communities to create fisheries agreements to practice sustainable management, thus ensuring the availability of fishing stocks and maintaining the food security of the riparian.
