In addition, the policies and legislation edited at the international and local level regarding the management of solid waste will be addressed. In addition, the work developed by social entrepreneurs who work in the reverse logistics process of electronic waste will be presented. Furthermore, one cannot lose sight of the importance of environmental education for strengthening sustainability strategies. Given this scenario, it is important to evaluate, through governance/accountability, the municipal public policies edited with a view to offering tools and instruments that can help in the administrative-environmental management of the city of Belém-PA. The research has a qualitative and exploratory nature. Thus, the adopted methodology involved the collection of data through the survey of information in the field, interviews, bibliographic and documentary research, judicial processes, and electronic sites. Data collected from interviews and other documents showed that municipal public policies around solid waste collection have proven to be inefficient, given that Belém has invested little in the qualification of partners who work in waste collection in the city, in addition to it does not have its own sanitary landfill or environmentally appropriate alternative solutions, in addition the city does not have an integrated selective collection. Furthermore, the performance of social entrepreneurs in the management of solid waste, especially electronic waste, stands out favorably, as they work with a sustainable commitment and social responsibility. The program was established by Decree No. 5940 of 25th October 2006 and aims at the destination of recyclable material produced in the federal government agencies of the administration direct and indirect to associations and cooperatives of collectors. This action, despite restrictions on their disposal, contributes to poverty alleviation and environmental impact in natural areas. The objective of this research is to understand and analyze the process of implementing the Joint Selective Collection Program at UFPA. It is based on the Neo-institutionalism of Hall and Taylor and comparisons of theoretical approaches of Olson and Ostrom on the Behavioral Theory of Collective Action in the production of a Public Good. The methodology used was descriptive and qualitative. The theory led to fieldwork for the observation techniques, semi-structured interviews and documentary research. 25 interviews were conducted with staff members of the University Council of UFPA, directors and coordinators of Academic Units as well as general service staff members. As a result, was found the need of a interaction work within their own Academic Units, these together and, at the same time with the Senior Management. In Ostrom, was found the support to the theoretical direction because your conception of common use and collective decision of cooperation based on reciprocity and trust between people. She adds elements to the Olson‟s Behavioral Theory of Collective Action and show that works in search of the common good are possible if exist rules that everyone are subjected to the benefits of arising externalities. With institutional approaches of the collective action presented, this study intends to contribute with the application of Environmental Management in Public Administration. In this way, it is intended to gather information in order to subsidize a proposal for the implementation of the Solidary Selective Collection (CSS) within the scope of the Federal Institute of Education, Science and Technology of Pará - Campus Belém (IFPA-Campus Belém). To achieve the objectives of this work, a methodology based on phases was followed. Selective collection actions were carried out developed at the IFPA Campus Belém, as well as a diagnosis of the institution's infrastructure was carried out to ascertain whether it would support the implementation of the program. Then, the gravimetric composition of the solid waste generated in the unit was carried out. Finally, drafts of essential documents for the execution of the program were prepared, as well as a booklet describing the procedures for the execution of the program. In the investigation and surveys carried out, the following results were obtained: There is no record of selective collection extension projects currently developed at the IFPA Campus Belém; it was concluded that the physical infrastructure of the IFPA Campus Belém is average and the internal logistics for the collection and disposal of waste is limited, as well as there are not enough technical servers to cover a program of this proportion; the study of the gravimetric composition demonstrated the high recycling potential that exists in the institution and the importance of the existence of a selective collection program. Based on these conclusions, models of draft public notice and term of commitment were proposed for calling and formalizing the bond between the institution and the associations / cooperatives of waste pickers, in addition, a booklet was proposed with the procedures for carrying out the program. Also aims to identify why, despite the BHEN own collection of waste and cleaning services performed by the Municipal Department of Sanitation (SESAN), remains the same, constantly dirty. mainly of rubble and garbage thrown on public roads and canals, drainage basin that The fieldwork consisted of interviews with key actors that work, the community of BHEN. Innovation in the city a model of programs for the participation of people with the name of Active Citizenship and Community Participation (CIPAC) offering 20 programs: Mascot of environmental education; Boteco in Boteco; I love my city; Hello community; TV SOS "Environment; "Radio" Awake community theater; Coral "Recycle"; Educa mobile; Collection selective schools; the environment calls ride; Center memory; School of garbage; Meet the trash; Community footnote 10; Future green; Selective Collection "Door to Door"; Implementation of LEVs; Creation of basic ecological units; Creation of central recycling of rubbish; creation of units of sorting recyclable materials; creation of cooperatives of collectors and waggoners. Makes a forecast of investment for establishing and maintaining these programs as well as the return on investment applied to the deployment. As a result, presents a new model, based on practice, as support for the establishment of a municipal policy, according to the Law of the National Policy for Solid Waste (PNRS) that deal in Congress. Identified parameters were also able to identify the inadequacy of the current process of collection and cleaning services in this basin. These results show that a large population of BHEN is not ready to join a program of Solid Waste Management (GRS), which takes as its starting point the GIRS. The level of schooling and level of knowledge of the community do not represent obstacles to this, but the lack of programs that involve their participation, the collection of waste and urban cleaning services rendered properly, because, currently, the field research conducted, were visibly disapproved. Finally, also concludes that only with the deployment of a GIRS, CIPAC with the support of the environment would be considerably benefited, but not solve the serious environmental problems of BHEN will require the improvement of all systems of urban infrastructure in this important watershed for an effect really more healthy. It's important to emphasize that at present, the proposals for this work are considered very timely, since the beginning of the implementation of the Program of Urban-Environmental Recovery of the Basin of New Road (PROMABEM) financed by the Municipal Inter-American Development Bank (IDB), the health and environmental problems of this important basin have high probability of being solved.Item Acesso aberto (Open Access) Soluções baseadas na resiliência da natureza: modelo sustentável resiliente aplicado aos resíduos sólidos urbanos(Universidade Federal do Pará, 2023-07-10) ROSALES MENDONZA, Ronaldo; LIMA, Aline Maria Meiguins de; http://lattes.cnpq.br/6572852379381594; https://orcid.org/0000-0002-0594-0187The final disposal of Municipal Solid Waste (MSW) is one of the world's major environmental pollution problems, growing as the world population grows exponentially related to access to public services. The inspiration is born from the resilient characteristic of nature, in this transformative power of materials in the state of decomposition into new ecosystem products and services, and considering the development of the policy, the normative and the will of the actors, the model of Use of Materials Contained in Solid Waste in Cities is proposed. The scenario of the application of the model was carried out in the Metropolitan Region of Belém do Pará/Brazil in the period 1990-2020 and projected until 2050, applying multivariate statistics to data and information from IBGE and IPEA. The results show that more than 95% of the materials destined for the dump, end up remaining on the streets, in the canals, in the rivers, in the sea and other illegal destinations, could recover to create a circularity of use and consumption, favorably impacting society, the economy and nature. The approach is made by the third method of scientific research (abductive) used by Aristotle, Plato and Hermogenes, consists in which the object of study is added to the analysis of qualitative and quantitative data from all possible perspectives, or at least, by the most feasible of the positive, hard and social sciences, using inductive and deductive results in an operative way to generate a possible universal good that encourages new research and questions to solve . Given the premise that purchasing power is the main driver of waste production, the statement was tested through quantitative and qualitative analysis, the OECD numerical database of the management and treatment of ordinary waste in the period 1960-2050 and the World Bank, specifically, of the family of indicators of Sustainable Development in the period 1990-2020 was processed using the IBM-SPSS Statistics software, in the case of textual data, they correspond to 2074 abstracts of articles accessed by the SCOPUS database in the period 1996-2020, processed by the IRaMuTeQ software. The adjusted index of Ordinary Waste (RO) was determined with the value of 0.93 kg equivalent to cubic meters per person per day to produce garbage treated and managed by municipalities, it facilitates the immediacy in the calculation for any city, region, country and the world. In addition, access to cell phone service was identified as the numerical indicator that can explain the development of humanity and its relationship with waste production, agreeing with the result of the analysis of texts that present communication technology as the factor of human development and waste generation. Putting the results together, it is possible to read: what the communication technologies represented by the cell phone can explain the development of humanity because of the generation of waste and vice versa. The correlation between urban solid waste, waste pickers and the Sustainable Development Goals has a common indicator that can be used in the monitoring and follow-up of proposals, solutions and actions that add the possibilities and opportunities for continuous improvement of the population with a high degree of vulnerability and the proper management of the materials contained in the waste. Especially the solid ones, the indicator is green employment, the same, facilitates the control of the evaluation and valuation of the entire value chain. The model is built from the standard of adequate ARSU practices in the world, and the insertion of products in the market, thus impacting the social-economic-environmental dynamics, for the time being, recommend carrying out the political, legal, and administrative management for its financing and implementation to solve the transgenerational problem of waste in the Metropolitan Region of Belém and other municipalities serving as an example to the world.
