Item Acesso aberto (Open Access) Associações rurais e associativismo no Nordeste amazônico: uma relação nem sempre correspondida(2008-06) MANESCHY, Maria Cristina Alves; MAIA, Maria Lúcia Sá; CONCEIÇÃO, Maria de Fátima Carneiro daThis study was undertaken in 2005 and is founded on interviews with leaders of fortythree rural associations in four municipalities from the northeastern part of the State of Pará. It observed that generally such institutional forms of cooperation, officially supported, have not matched the spontaneous forms of cooperation, according to peasant traditions and rooted in trust and mutual responsibility. Frequently, associations that were just formal had to engage into agreements or to follow agreements between financial institutions, public and private organizations and the peasant producers. Associations with more effective economic, political or cultural outcomes were those that had, prior to their constitution, implemented collective or community activities, kinds of associations based on shared commitments and trust. These contradictions that traditional communities experience when they participate in the modern institutional system merit attention.Item Acesso aberto (Open Access) Impactos do Crédito Rural na produtividade da terra e do trabalho nas regiões brasileiras(2013-09) SANTOS, Ricardo Bruno Nascimento dos; BRAGA, Marcelo JoséThe objective of this paper is to measure the impacts of farm credit on the productivity of the land and labor in Brazilian regions. The methodological approach is based on credit constraint model and propensity score matching. Micro data from the 2006 agricultural census are used. Results show that credit is not effective to improve the productivity of the factors in agricultural sector, except in the Northeast region. Finally, these results emphasize the need of improvements in farm credit policy of Brazil.Item Acesso aberto (Open Access) Mudanças nos parâmetros técnicos dos projetos de crédito rural: o caso dos projetos de assentamentos no sudeste do Pará(Universidade Federal do Pará, 2005-08-29) OLIVEIRA, Dvandro Pedro de; SCHMITZ, Heribert; http://lattes.cnpq.br/2294519993210835This work has the purpose of studying the occurred changes in the technical parameters, during the understood period from 1994 to 2004. This period was analyzed at two distinct moments: the first one studies the years from 1994 to 1999, which coincides with the predominance of the EMATER in the elaboration of the projects, and the second one studies the years from 2000, with the biggest participation of the lenders of service in the elaboration of projects for settled familiar agriculturists. This second moment coincides with the participation of the lenders of service of the Lumiar Project. The analysis privileges the second moment of changes in the technical parameters, which involved the participation of the familiar agriculturists and different institutions attached to the agricultural credit for settlements. The discussions about the projects were carried in the technical discussion forums (seminaries and meetings or workshops) promoted by the technical chamber. Through the improvement of the dialogue among the actors in the forums of technical discussions, the construction of the technical parameters in the Southeast of the state of Pará has been providing an improvement in the application of the credit, although there is still a lack of a more systemized analysis about the projects adaptation, in the agricultural establishments. The absence of regional technical indices may put some projects at risk, as the financing of the Forest PRONAF. The main technical advance in the discussions of the credit for the familiar agriculture was the incorporation of the activities regarding to small and medium animals and to agroflorestais systems (SAF’s), as financed items which allowed a bigger adaptability of the credit to the reality of the familiar agriculturists.Item Acesso aberto (Open Access) O papel do fundo constitucional de financiamento do norte e do programa nacional de fortalecimento da agricultura familiar para a região norte do Brasil(Universidade Federal do Pará, 2017) FILGUEIRAS, Gisalda Carvalho; BENTES, Elisabeth dos Santos; CARVALHO, André Cutrim; ARAÚJO, Ana Cláudia de Sousa; OLIVEIRA, Clayton Douglas Chagas deThis research aimed to analyze the implementation of rural credit resources FNO Pronaf in agriculture/Familiar (AF) in the northern region. He admitted that these funds have contributed to the growth of agricultural production in the region, having a relevant role in food production, as well as in the generation of income and pricing policy in the field. The results revealed that: each State has its own dynamics with regard to the rural sector, with a greater or lesser degree, depending on the agrarian structure and the performance of public policies directed to that segment; some States have low credit demand of FNO/Pronaf for reasons as agrarian conflicts and casting of rural activities arising from laws relating to environmental protection; There are concentration of resources granted for the expansion of the production of the AF held by groups with higher income levels, and only some States specialize in the agricultural sector.Item Acesso aberto (Open Access) Política pública de concessão de crédito rural para financiamento da atividade pesqueira e aquícola no Brasil(Universidade Federal do Pará, 2018-05-16) FARIAS, Raimundo Carlos Moraes; ALMEIDA, Oriana Trindade de; http://lattes.cnpq.br/0325909843645279The fishing and aquaculture sector in Brazil has great potential for development due to its characteristics. An extensive coastline and large existing river basins provide both marine and continental extractive fishing. On the other hand, the existence of fresh water and abundant land, relatively cheap labor encourage aquaculture. Add to this a growing consumer market. The main objective of this work is to analyze the public policy of granting rural credit to finance fishing and aquaculture activities in Brazil, from 2013 to January 2018.It also seeks to analyze in a more specific way the concession of rural credit to the North region and its impact on the increase of production. From this perspective, it is assumed that rural credit as an instrument of public policy aimed at socially and economically strengthening fishermen and fish farmers, with the aim of promoting the development of the rural environment, with actions aimed at increasing the productive capacity of fishing and aquaculture. For the purpose of this work, the data concentrated in the Central Bank of Brazil, based on the Rural Credit Operations System and PROAGRO (SICOR), was used as the information base, which is the system that registers all rural credit operations and the frameworks in the Program of Guarantee of the Agricultural Activity (PROAGRO), in accordance with the Rural Credit Manual (MCR) rules. The research shows that access to rural credit in the aquaculture production chain has a direct impact on the increase in fish production in the period, especially when it is considered that 69.38% of the financial resources were invested in the costing activity, this concentration stems from the demand for inputs such as fingerlings and feed that are essential for aquaculture activity that directly impacts the productive cycle. Its main point is the search for contracts between meanings presented either by government officials, intermediary brokers (for project) and planning and local family agricultural workers. Its main focus is “Assentamento 1º de Março”: its basic date comes from 10% informants from the total 350 participants of the group. Analysis from behavioral changes which follow understanding and/or resistance do the frame of reference rooted on old and new meanings.
