Therefore, in recent years, investments have been made in the area of river transport, focusing on states with the highest concentration of rivers. As river ports begin to gain strength in favor of logistical dynamization, there is a need to evaluate their efficiency to investigate the relationship between criteria such as location, berthing capacity, waterway flow. Based on this, this research aims to analyze the efficiency of 10 Waterway Terminals in the Lower Amazon region, opened between 2021 and 2022, for which Data Envelopment Analysis was applied (DEA). Variations in results for the terminals considered will be elucidated, making it possible to evaluate port efficiency using a method and relate how it is capable of meeting logistical demands and river traffic in the region, but also to investigate the different results obtained and how these are relate to the characteristics of the terminals in question. We also sought to demonstrate the importance of studies like this to understand the impact caused by waterway terminals, going beyond the economic scope and influencing the growth of regions by providing quality connections between municipalities that primarily depend on river transport, mainly in cities hub such as the municipality of Santarém. Finally, it was identified that four of the ten waterway terminals analyzed are operating at maximum efficiency. The research is structured based on the discussions proposed by the theoretical framework throughout two chapters that address the Theory and the Managerial Public Administration model, based on the principle of efficiency, according to the model proposed by Bresser-Pereira in the 90s, highlighting the regulatory frameworks, and finally, a literature review, based on Povedano et al. (2021). For this, Data Envelopment Analysis – (DEA-BBC model) was used, output-oriented, which makes it possible to comparatively analyze the efficiency of DMUs. To measure the efficiency of Municipalities' spending, data from INEP and the Transparency Portal of the State Attorney General's Office were used. The DEA results indicated that the Tocantins RI obtained the lowest efficiency score, with increasing returns to scale, indicating that to achieve efficiency, optimal use of inputs is necessary, necessitating some reductions in its numbers of teachers and schools, so that each municipality remains on the production frontier. The scale efficiency had an average of 0.3968. These results show that the municipalities in the state of Pará urgently need to have a better use of inputs in relation to expenses, which may have been caused by the poor application of public resources, which should be reviewed by the mayors and by the governor of the State of Pará, with the insertion of public policies to reverse this situation of inefficiency in Elementary EducationItem Acesso aberto (Open Access) Modelo para tomada de decisão em programas de eficiência energética no setor de distribuição de eletricidade(Universidade Federal do Pará, 2018-04-27) SILVA, Rogério Diogne de Souza e; TOSTES, Maria Emília de Lima; http://lattes.cnpq.br/4197618044519148The electricity distribution system is constantly evolving, with the dissemination of distributed energy resources, smart grids and the inclusion of competitive markets, in which the use of energy efficiency as a relevant resource for sector planning must be ensured through public policy. Brazil has for decades had a program and policy in this area, however, the results of its program for the insertion of energy efficiency actions with the financial resources of the electricity utilities, have less impact than similar programs in other countries, and there is the imminent need to meet the emission reduction targets proposed by the country at the 21st Conference of the Parties of the United Nations in December 2015 in Paris. In this context, the present thesis proposes the development of a non-parametric model for the determination of performance indicators and classification of energy efficiency projects. It also contributes to the evaluation of the Energy Efficiency Program, through a methodology to analyze the projects, classify and quantify the variables, resulting in recommendations for the improvement of the program. A database of projects submitted to ANEEL by the utilities of the electricity distribution sector from 2008 to 2016 was used. The model was developed using Data Envelopment Analysis (DEA), a non-parametric method that uses linear programming to calculate the most efficient units in a given set of decision-making units. The results show that the best performance was achieved by projects in the industrial and cogeneration categories, however, these constitute only 4.24 % of the projects presented and 5.28 % of the total investments in the last eight years, indicating the need to review energy efficiency regulatory strategies. As a solution to improve the selection of the best performing projects, it is suggested assigning weights to the categories to optimize the project results, by incentives to the projects with the best performance, without excluding the participation of all others, simply by providing energy savings goals and demand reduction at peak hours compatible with the best performing categories.
