Dissertação Acesso aberto (Open Access) Uma Análise da influência das normas de gestão fiscal responsável na trajetória recente do Estado do Pará(Universidade Federal do Pará, 2022-12-20) BORBA, Dualyson de Abreu; COSTA, Eduardo José Monteiro da; http://lattes.cnpq.br/4243685710731997This work aims to verify if the national responsible fiscal management standards have contributed significantly to a possible change in the trajectory of Pará towards development. To this end, the following specific objectives were conceived: a) to analyze the historical institutional formation of the State of Pará in the Amazonian context, with emphasis on the recent institutional scenario; b) Investigate the main responsible fiscal management indicators outlined in the post-1988 Brazilian conjuncture; c) Verify the influence of the federalist model on the conformation of the national, regional and state institutional matrix; d) contrast the socioeconomic and fiscal management indicators of the State of Pará, from 2011 to 2020. The discussion has been considered important, since these standards have occupied a prominent role especially with regard to the discussion related to interrelation between social and fiscal responsibility. To achieve its objectives, the research will have as its central theoretical landmark the general neoinstitutionalist precepts of Douglass North, to be complemented by converging conceptual contributions. The methodology adopted was an exploratory, qualitative-quantitative, bibliographic and documentary approach, so that the inductive method will be used to assist in understanding the object of research and in achieving the respective proposed objectives. The data collected refer to the period between 2011 and 2020. The hypothesis initially proposed was that the mere formal compliance with Pará's fiscal management rules has not contributed significantly to the improvement of development indicators at the state level. In the conclusion there was the confirmation of the hypothesis, given that the good results obtained by the State of Pará, regarding the responsible fiscal management criteria, did not necessarily represent a favorable institutional change in development, so that there were no major advances regarding the indicators of the state social sphere. The dissertation also proposes a draft legislative indication, to be sent to parliamentarians who make up the Pará bench in the Federal Senate, aiming to motivate the competent parliamentary committee to conduct studies to subsidize consequent legislative proposition that culminates in the modernization of the Federal Law of Fiscal Responsibility.Dissertação Acesso aberto (Open Access) Avaliação do Programa Municípios Verdes do governo do estado do Pará a partir de uma análise de resultados(Universidade Federal do Pará, 2020-02-05) LISBOA, Kleyton Arthur Sousa; AGUIAR, Ponciana Freire de; http://lattes.cnpq.br/6520306050708912The aim of this research is to make a summative assessment of the Green Municipalities Program, devised by the Government of the State of Pará, Brazil. The program works with seven goals previously established, aiming to contribute to control and fight against deforestation, land regularization, enforce to the municipal environmental management and support the sustainable local development. This research did do two different evaluations. The first assessment analyzed the expected results for the program, using secondary data which is available in the public platform of the program on the web, through a document named “ficha completa”. The analysis concluded that on average 44% of the municipalities were ranked with high-levels of achieved goals, 41% of the municipalities were ranked with medium-levels of achieved goals and 15% of the municipalities were ranked with low-levels of achieved goals. The second evaluation was applied, using an exploratory method and based on primary data. The research applied a questionnaire with predominantly closed questions, aiming to analyze the achieved results in local perspective and the interaction between the municipal actions and the endogenous development theory. The analysis concluded that the evaluated municipalities are positively associated to the expected results for the Program and to the factors of the endogenous development theory.Dissertação Acesso aberto (Open Access) Características biopsicossociais de autores de agressão sexual de crianças e/ou adolescentes em contexto intrafamiliar e extrafamiliar(Universidade Federal do Pará, 2015-08-28) COSTA, Lucilene Paiva da; CAVALCANTE, Lília Iêda Chaves; http://lattes.cnpq.br/4743726124254735This research had general goal to understand the biopsychosocial characteristics of authors of sexual aggression of children and/or adolescents in intrafamilial and extrafamilial contexts. Two studies were carried out, one referring to the systematic literature review and other descriptive, documental with exploratory character and quantitative approach. The first research examined the similarities and differences of biopsychosocial characteristics of authors of sexual aggression of children and adolescents in the period 1983-2013, from publications in national and international literature. The second study analyzed, through data contained in legal processes, the biopsychosocial characteristics of adult people accused of sexual aggression against children and adolescents in the city of Belem, State of Para, in the period 2012-2014. The result of first study indicated that the researches about authors of sexual aggression were realized more frequently with convicted prisoners (84%) and were male (93%). Among the selected publications, predominated those referred to both intrafamilial and extrafamilial contexts (77%). These publications showed that in the intrafamilial context, sexual offenders maintain a non-hostile relationship with the victim and utilized manipulative strategies. Unlike what has been observed in extrafamilial context, in which the author of aggression tends to use coercive strategies and to be exposed to higher risks of apprehension. The result the second study indicated in the intrafamilial context, the principal authors were the father and the stepfather of the victims. In extrafamilial context, there was a prevalence of perpetrators of sexual assault who were known to their victims’ families. In both contexts, the victims were mostly female. The results of the second study suggested that among those accused in the legal processes of practicing sexual assault over the age of 30 years, with spouse and children, and family relationship with the victim had most likely to belong to intrafamily context of those that have aged below 30 years, with spouse and children, but no family relationship with the victim. The odds ratio (2.949) suggests that the accused persons over age 30 had about 2 times more likely to belong to intrafamily context when compared to an aged below 30 years. In this study, was used at data collect the instrument Biopsychosocial Characterization Form, and all analyzes were made with SPSS software version 20.0 for Windows. The results of the studies suggest that there are clear differences among the profiles of sexual authors of sexual aggression of children and adolescents from intrafamilial and extrafamilial contexts, in the first case being more handlers and the second most coercive, however more research needs to be conducted so that this issue is better understood. Expected that this study may have contributed to broaden the discussion of this theme, especially in the context of the Amazon region, which needs further investigation using as reference the bio-ecological perspective of human development to understand the profile and trajectory of the authors anyway of aggression, mainly sexual.Dissertação Acesso aberto (Open Access) Castanhal: a “cidade modelo”, os caminhos e descaminhos do projeto de desenvolvimento(Universidade Federal do Pará, 2023-12-20) CRUZ, Laiane Helena Silva da; MOURA, Edila Arnaud Ferreira; http://lattes.cnpq.br/2154370107837866; https://orcid.org/0000-0003-0093-8464Inspired by developmentalism ideas, the Brazilian government implemented several public policies during the second half of the last century intending to promote economic growth, fueled mainly by industrialization. After the 1964 coup d’état, to integrate the Amazon region to the rest of the country, the government adopted several public policies such as road construction and generous tax incentives. This region, which was seen as an empty space by the State, began to attract thousands of migrants in search of plots of land. Thus, the goal of this dissertation is to assess the role of the State in the municipality of Castanhal within a political scenario driven by the ideology of development. The city of Castanhal, located in the state of Pará, is analyzed considering three different periods: its creation associated with the construction of the railway station of Bragança-PA, the revitalization of its downtown, and the creation of the Cupiúba rural settlement. This study was carried out based on bibliographic research and literature review about the history of Castanhal and its surrounding area (Bragantina region), as well as on socio-demographic, economic, and agricultural indicators collected from the following databases: SIDRA and Atlas Brasil. The results indicate that Castanhal stands out positively among the other municipalities that were crossed by the Bragança railway due to a set of investments the city received during the analyzed periods. On the other hand, concerning the social reproduction of farmers in rural settlements, there are still many challenges that need to be overcome. In Brazil, to accelerate this process, many projects for the implantation of large industrial projects were created, with emphasis on mining and metallurgical projects aimed at the Amazon region. It turns out that the installation and operation of these large projects cause environmental impacts that mainly affect marginalized local communities. To prevent and mitigate such environmental damage, there are legal and administrative instruments created by law, such as the EIA-RIMA. In this context, there is the situation of the Hydro Alunorte industrial complex in Barcarena City in the State of Pará. Based on documentary and bibliographic research, the study aims to demonstrate the contradictions of the EIA / RIMA as a proposed instrument to deal properly with the impacts of these large enterprises industrial operation. From the final discussions, it is possible to verify the insufficiency of the instrument and its historical use as a document that validates environmental inequalities and injustices. The work aims to add to the construction of theoretical-political and theoretical-conceptual debates on the internationalization of higher education, with a special focus on how this internationalization, in relation to international cooperation in environmental, educational, and regional themes, contributed or not to sustainable development in the Amazon. Contextualizing and starting from an analysis of the institutional policy of internationalization of the Núcleo de Altos Estudos Amazônicos of the Federal University of Pará (NAEA/UFPA), the conceptions, guidelines and strategies of this policy were identified in line with the processes of internationalization at an international level. Thus, the internationalization of higher education in this Nucleus is analyzed, from of the indescribability between teaching, research and extension, in order to offer answers to the construction of a corpus of theoretical-political knowledge on international cooperation for the internationalization of education in the Amazon Region. It is assumed that the existence of this movement of internationalization of higher education was part and, at the same time, is a fundamental part of the promotion of development in the Amazon region. By empirically reflecting on the process, the place of the Amazon, as a region, in the historical process of international cooperation for sustainable development through partnerships with the Núcleo de Altos Estudos Amazônicos is identified. To this end, strategies and the main institutional actions of the NAEA/UFPA internationalization policy were mapped, since it was created, in the 70s, from the methodological approach of institutional analysis. Education internationalization actions connected with public policy designs for the development and construction of a political culture were analyzed, with a single guideline, absorbed and learned, which it is argued led to a process of institutionalization of internationalization as part of the institutional strengthening of the NAEA and from UFPA. This dynamic can be evidenced to some extent by differences in tourist flows; in labor relations; in organization, technology and spatial distribution of firms. In general terms, it presents itself as an alternative to grasp the implications of tourism praxis in urban space. Due to the multiple possibilities of approach on the subject and the need to overcome more economical conceptions, an alternative of critical analysis is sought that has scope in the local reality. For this purpose, a case study was carried out in the municipality of Salinópolis in the state of Pará, made possible by documentary, bibliographic research, interviews and georeferencing of areas appropriate for tourism in the urban space. Representatives of 100 tourist firms were interviewed, specifically from the lodging facilities and restaurants; 100 residents and 200 tourists. Based on the organization of these data, the thesis was organized, in addition to the introduction and conclusion in three more chapters. In the first chapter, the theoretical approaches of the thesis are discussed and in the second, the role of tourism in the socio-spatial formation of the city is described. The third chapter highlights the relationship between tourism development in the production of urban economy circuits, demonstrated from the results of the field research. Deforestation and other forms of destruction and degradation continue rapidly, denying opportunities for conservation and sustainable development. Deforestation in the economic frontier of the State of Pará is linked to the process of occupation and expansion of agricultural, logging and mining activities, as well as the advance of subsistence agriculture. Thus, the objective of this work was to identify and characterize deforestation in the municipality of Novo Repartimento, state of Pará, from 2000 to 2020. As a development stage, the data were obtained in two moments: analysis of data on the evolution of deforestation in the study area through PRODES/INPE; a survey of theoretical and conceptual aspects of the dynamics of deforestation, obtained through the analysis of national and international scientific journals, legislation, reports and institutional publications. From 2000 to 2020, 8.423,2 km2 of deforested areas were detected in Novo Repartimento, representing 54.58% of its total area. Since natural resources are of great importance and their use requires planning and use of local public policies at the moment of managing these resources and use them in the best way, both to generate income for the population that resides in the region, and to preserve them. However, in recent years inadequate planning for extraction of these resources has not been carried out successfully and with due parsimony with the environment. This ends up generating a very high commitment of the natural resources with drastic consequences for the environment and for the development of the State. On the other hand, the economic and disorderly growth in border regions as the study municipality, continues being the main causes of deforestation. The objective of this article is to identify the deforestation process, as well as the link with deforestation and the importance of the institutions in the region of Pará and the municipality of Óbidos. The second chapter elucidates the composition, methods, features and functions of the legal system of intergovernmental transfers in the current Brazilian federative state, emphasizing the need to link with the fiscal equalization and development. In the Brazilian Amazon, it has operated for more than three decades, mainly with the Grande Carajás Program and recently with the S11D Project, a project to expand iron ore extraction activities in the Serra de Carajás, in the state of Pará. Through Discourse and Enunciation Analysis (VERÓN, 2004), this research examines how the discourses produced on the mining company’s website are constructed in the page entitled “S11D Eliezer Batista Complex”, based on the development ideals disclosed by the company. The S11D is considered by critics in the mining sector to be the continuation of the PGC, now with the prospect of doubled profits. For this, were stipulated specific objectives that correspond to the two constituent articles of the dissertation. The first proposes a systematic literature review, aiming to map the dissertations and theses on maternal stress and child development, available on the website of Higher Education Staff Improvement Coordination (Capes). The second paper is an empirical study that investigated the association between levels of maternal stress and development of children 1-42 months are the two groups, living in riverine and urban context of the city of Belém do Pará. As a result it was possible to identify the variables and the relationships between them that influence the level of stress of mothers and the status of children's development, culminating in the construction of a knowledge network that could allow understanding of these processes. It is understood that the dyad of these situations are exposed to multiple risk factors for incidence of developmental delays and rising levels of maternal stress, especially by low socioeconomic status observed. The transition from an anti-regionalist conception to a perspective centered on national developmentalism marks a crucial turning point in this period. The central aim is to comprehend the processes and circumstances that gave rise to this shift by analyzing the ontologies of development in the formation of the Brazilian republican State. Composed of two chapters, the study explores the ontologies of the ideas of Brazil, the State, and development, seeking to foster dialogue rather than provide definitive answers, thereby encouraging multidisciplinary reflection on political and economic thought. In the first chapter, titled "Ontologies of the State and the Idea of Development," the philosophical roots of ontology are examined alongside the phenomenological context and variables that influenced the construction of thought models responsible for reflections on the "being" of the State and its crucial role in shaping the ideas of development. The second chapter, "Ontologies of Brazilian Political and Social Thought," presents an overview of different perspectives on Brazil as a managing State and productive space. By discussing developmentalism in the Brazilian context, the study explores the emergence of the concept and the influence of economic and social debates preceding the 1950s, a period when the economic school of thought and developmentalism were consolidated. In a study that served as a model for the present research, Wehner e Srivinasan (1981) showed that when placed in an unknown context, desert ants (Cataglyphis Formicidae, Hymenoptera) did not travel in a random fashion. In fact, these insects spend most of their time in places where the likelihood of finding food or the nest is more likely: ants searching for food show a pattern of exploration with recurrent oscillations toward the goal. In the present research with children from 6 to 12 years of age, our purpose was to measure behavioral patternsin a situation of spatial extinction and evaluate their degree of similarity to those of the ants in Wehner and Srivinasan’s study. Our procedure involved the children’s respondingwith a computer mouse toward a stimulus displayed on the screen. First, during seven observation trials, the children were supposed to click on a specific location to make a coin appear at this location. Then a 3-min test phase (i.e., extinction) started. During this phase the coin did not appear anymore and the children’s mouse clicks had no programmed consequences. The results obtained during extinction suggest that younger children (from 6 to 7 years of age) respond in a way more similar to the behavior of Wehner and Srivinasam’s ants, whereas older children (from 10 to 12 years of age) follow systematic patterns of exploration that are more in line with the geometric properties of the border of the monitor than with the spatial localization of the target.Dissertação Acesso aberto (Open Access) Famílias ribeirinhas amazônicas e o programa bolsa família(Universidade Federal do Pará, 2012-03-01) FREIRE, Viviam Rafaela Barbosa Pinheiro; SILVA, Simone Souza da Costa e; http://lattes.cnpq.br/9044423720257634This study aimed to understand and describe family functioning of riverine beneficiaries of Bolsa Família Program (BFP) who live in an Amazon island. For that, specific objectives were stablished which correspond to the three articles of this dissertation. The first proposes a systematic literature review, aiming to map the dissertations and theses on the Bolsa Família Program registered in Thesis Bank, available on the website of the Coordination of Improvement of Higher Education Personnel (Capes). The second article aimed to describe routines activities related to academic life of children who participate in Bolsa família Program in an amazonian riverine context. The third presents a case study which aimed to know the perception of family members who participate in Bolsa Família Program about parental cohesion and hierarchy in an amazonian riverine environment. As a result we could know the characteristics of family functioning, particularly in the face of requirements of PFB and riverside context.
