One of its main functions is the provision of public services that meet local needs regarding the realization of human rights. The work began with an in-depth review of the national literature that generated the article “Local Public Management and Human Rights: A bibliometric study in national literature”, submitted to the Humanities and Innovation. The second paper analyzes the governance instruments of municipal management in human rights, particularly the actions implemented for selected vulnerable groups, aiming to create a general indicator of municipal management performance using the Item Response Theory technique. In addition to enabling a comparative assessment of local governments in human rights, the approach allows identifying actions with greater or lesser implementation, providing managers with the possibility of identifying points in which they need to improve their performance. With the results obtained, it was possible to create performance levels of municipal management in human rights and make comparisons between regions of Brazil.Dissertação Acesso aberto (Open Access) Indicadores de alcance das expectativas do projeto industrial na zona franca de Manaus a partir do processo de acompanhamento das contrapartidas obrigatórias(Universidade Federal do Pará, 2022-06-03) SENA, José Roberto Carvalho; MAGNO, Rui Nelson Otoni; http://lattes.cnpq.br/9017163598972975The work in question details the process of granting, implementing and monitoring the industrial project and, based on the data collected resulting from the sample selected between the years 2017 to 2020, built indicators of reaching the expectations of the approved industrial project that can structure the flow inspection and analysis of the results of the tax waiver granted. The study used quantitative methods to determine technical, documentary and bibliographic procedures of the Superintendence of the Free Trade Zone of Manaus (SUFRAMA). Data collection was intended to be descriptive and exploratory, in order to carry out a statistical analysis of the results and an interrelationship between the indicators in order to determine which levelers are aligned with the effectiveness of the public policy that brings improvements and development to the region, with regard to the Manaus Free Trade Zone. Six (6) indicators were created to quantitatively measure the data of the planned project versus the one carried out. With the study it was observed that the effectiveness of the implementation of the industrial project in the Industrial Pole of Manaus - PIM, from the point of life of the counterpart expectation X reality measured and analyzed, depends on factors often inherent to the decisions of companies and it is noticed that neither all companies were able to comply, and it may have been the fact of oversizing the data in the project. Without going into detail, the pandemic did not have a significant impact as initially planned. In 2023, the UN confirmed that COP-30, scheduled for 2025, will be hosted in Belém-PA, attracting the attention of several heads of state to the Amazon, a region entangled in geopolitical and ideological discourses. To meet global expectations, local authorities will need to show that biodiversity is a wealth of life and ways of life. To achieve this, it will be necessary to identify and mitigate the challenges highlighted in the goals of the 2030 Agenda, above all, harmonizing the interests present in meeting the goals with local reality and expectations, as currently even Public Policies (PP) implemented at national level still cannot have the effective adhesion of local agents, thus hindering its effectiveness. In this sense, we understand that indicators are important instruments for planning and evaluating PP, in the context of Sustainable Development, these indicators are more complex because they deal with issues that go beyond the notion of locality and temporality, as social and environmental events cannot be measured. and treated as economic or organizational metrics. Therefore, a good sustainability indicator needs to be easy to implement, understand and incorporate into PP projects. In this context, the Sustainability Barometer (BS) is a very useful and versatile holistic indicator of sustainability, also being an indicator already applied in several studies conducted in the State of Pará and predominating in studies applied to settlements, companies, municipalities, etc. Furthermore, the BS has a pedagogical advantage, as it easily communicates the situation, being easy to interpret and analyze. For these reasons, the BS was implemented in software to serve as a tool in the process of generating sustainability levels by municipality and region. Finally, in this work an investigation was conducted that allowed the BS method to be applied in an automated way to the 144 municipalities in Pará. In the application, several variables from the environmental, economic and social dimensions were used, allowing us to determine that the State and its regions present an Intermediate level of sustainability, with the economic dimension being the most vulnerable. We also identified that the municipalities of Belém and Parauapebas presented the best performances, while Viseu and Cachoeira do Piriá presented the worst. The panorama demonstrates that the State needs to invest in PP instruments to improve urban planning, as population growth and the emergence of new unplanned housing areas lead to various human and environmental losses. On the other hand, urban growth ordered and guided by public authorities minimizes the number of sub-housings and eradicates social problems by improving access for the most vulnerable populations to goods and services, guaranteeing human and ecosystem well-being.
