    Água da chuva e desenvolvimento local: o caso do abastecimento das ilhas de Belém

    Water is a natural resource of significant economic, social, environmental and in many cases also cultural. Regions are suffering water shortages, both in quantity and quality. The Amazon, ironically known as a reserve of water resources, is also hostage to the lack of access to clean drinking water. The water supply in the islands of Belém is poor and propose alternatives that will ensure access to decent water quality is a major challenge. In this sense, the objective of this study is to evaluate the feasibility of the use of rainwater for potable supply in the islands and Grande and Murutucu as a way of promoting local sustainable development. For this, we carried out to characterize socioeconomic survey of the forms of water applied in the area, as well as analysis of the perception of the riverine and the use of rainwater, according to aspects of acceptability and interest in acquiring. It was found that 43% of riparian needs are remedied by buying potable water coming from wells (not proven), which spends about 11% of family income, spending more than the residents of Belém with water. Still on supplies nearly 20% consume water from the river. The investigation revealed that the Grande Island about 45% of the population being treated through the water, another area in this figure is 30%. It was found that 61.4% of residents of Grande Island are in favor of consumption of rainwater, since the island Murutucu portion corresponds to 50.4%. The aspect that inhibits the use of rain water is the taste. Although environmentally and socially viable, the proposed system proved financially unfeasible since most of the population earn less than a minimum wage, thus the system is partly possible.

    A água para o consumo humano: ensino por meio de temas com abordagem em ciência, tecnologia, sociedade e ambiente

    Water is a topic commonly treated in the teaching of science, but a resource availability scenario lacks discussions to training for citizenship through the recognition of scientific and technological issues surrounding access to the use and preservation of human life. In this scenario, this study sought to determine how the proposed theme "Water for Human Consumption" can influence the training for citizenship of elementary school students of a school of public schools in the city of Abaetetuba, generating in this context two thematic booklets on the proposal, namely: a thematic booklet for students and a booklet with activity suggestions for the teacher. The used theoretical foundation hás two sections. The first incorporates the approach in Science, Technology, Society and Environment and his notes to improve the teaching of science through teaching by theme based on three pedagogical moments of Delizoicov, Angotti and Pernambuco (2011), from the context of situations students in order to involve them actively in the search for solutions through diversified activities. In the second section I write about scientific knowledge related to water and its influence on the teaching of science. The research environment was formed through a short course, attended by eleven students of the sixth grade of elementary school as research subjects, as well as teacher-researcher. The action research was the methodological option chosen in this study to collect data, which are analyzed in light of the interpretative analysis of Creswell (2007). The data showed that the subject worked in the Science approach, Technology, Society and Environment enables students to recognize the problems of their reality, allowing its insertion in the search for solutions, and also shows the importance of working everyday reality, paying attention the difficulties of the students to express themselves orally and in writing. As for the teacher researcher, this study showed how reflective practice was important for the conduct of short course activities. Regarding the product of this work, the two primers for use in teaching-learning situation, I consider it possible that the treatment of the subject, because aroused the interest of students to continue the activities culminating in presentations to the school community. And yet, there was the drafting of a letter by students with proposals to solve specific problems that was sent to the school towards improving knowledge about the problems and possible solutions observed by students in their school environment, with regard to access to water for human consumption

    Accidents related to exploration and oil transport are a threat to coast zones araund the world. Oil spills are an ecological disaster that may cause irreparable damage to the environment affecting living beings that live in these coast zones and also the local economy. Characterizing coast environments is very complex because of the many limiting factors during the mapping process. When it comes to humid tropical environment, like in Pará northeast coast, it gets worse because this area is typically dominated by macro tide. First of all, the macro tide plain creates low areas where informations about the relief are, most of times, scarce and the plain metric representation is dominant. Secondly, the tide variations with its vertical and horizontal moving produces strong changes on the sediment coast environment limits. Thirdly, the geomorphological modifications in the coast areas are intense and fast. Towards this context, the objective of this master’s degree dissertation is to create a map of the coast environment and a rating map of the environmental sensitivity about the oil spills in a certain part of Pará state northeast coast. The methodology consisted on processing digital images from remote sensors in the range of optical (Landsat ETM +7) and microwave (RADARSAT–1 Wide-1) associated to data from the SRTM (shuttle radar topographic mission) digital model of elevation, and to the field data collected in SIG (geographical information system) environment, providing an integrated analysis of the spectral, geomorphological, altimetrical and sedimentological characteristics of the coastal environments in cartographic georeferenced bases. The most important results of this dissertation allowed: 1) The evaluation of the potential of the images Landsat ETM +7, RADARSAT-1 and of the multi sensors fusion products used for identifying the coastal environment and the Environment Sensitivity Rates (ISA) of oil spills in this areas 2) Recognizing and describing five main morphological unities and fourteen sub unities: Coastal Plateau, Tide Plain, Coastal Plain and Alluvial Plain 3) Identifying and classifying eight unities of Environmental Sensitivity Rates (ISA) for the Amazon coast zone which are: ISA 1B – support wall; ISA 3B – exposed scarps with declivity to the sand; ISA 9B – sand bank and plains of tidal vegetable mudflats; ISA 9C – hypersalt herbaceous fields, ISA 10A – salt and salobre herbaceous fields; ISA10C – Mangrove; ISA 10D – Lea; 5) creation of the Environmental Sensitivity Rates map to oil spill of the studied area. The using of remote sensors techniques and SIG proved to be an important tool for recognizing and analyzing coast environments and for generating maps to coast environments and to environmental sensitivity rates to oil spills in the northeast coast of Pará.

    Análise do impacto ambiental na área de influência das barragens de rejeito no município de Poconé-MT

    Due to tragic accidents related to the failure of tailings dams in Minas Gerais, the disposal of tailings in dams has become an increasingly urgent topic of discussion, especially in relation to the risks associated with this approach. Consequently, mining companies have sought to implement alternative methods for managing tailings resulting from their operations. However, in this direction, the work analyzes the level of the environmental impact in the area of influence of tailings dams in the municipality of Poconé – MT, identifying the major damages that can be caused by a tailings dam rupture. To this end, maps of environmental impacts on the selected dams were created, using the software QGIS, also known as Quantum GIS. The Kernel method was also used, which is an analytical approach that is frequently applied in the assessment of risks and environmental sensitivity in relation to mining tailings dams. The results of the research revealed that throughout the work it was possible to observe that the mining tailings dams existing in the municipal limit of Poconé/MT are defined as structures that promote a “very high” environmental impact, mainly in the urban area than if it occurs the rupture could affect legal preservation areas and the city's drainage system, thus impacting the life of the community in general. With the data obtained, it was possible to analyze the environmental impact of tailings dams on local communities, including the possible relocation of families, access to drinking water and the health of people living nearby. Therefore, the analysis of the environmental impact in the area of influence of tailings dams in Poconé, Mato Grosso, is a crucial part of the responsible management process of mining activities, as it can help develop strategies to mitigate these impacts and ensure the protection of the environment.

    Área de proteção ambiental da Ilha do Combu, Belém/PA: desafios de implantação e de gestão de uma unidade de conservação

    This dissertation consists in a case study of the creation, implementation and management of the Environmental Protection Area of the Island of Combu (Combu EPA) located in the city of Belem in Para state, temporally bounded from the act of its creation in 1997 to the current period, 2010. As main objectives it was intended to analyze and reflect on the key challenges and possibilities for environmental management of the Environmental Protection Area of the Island of Combu, identifying the main changes in the Island of Combu after the process of creation of the EPA, and to identify existing problems the EPA Island Combu. The problems we intend to answer are: What are the major challenges and possibilities for environmental management in the EPA Island Combu in the current context? How was the process of creation of the EPA Island Combu in the point of view of managing agency and the local leaders? What have the creation of the EPA meant for the population of the Island of Combu from the perspective of local leaders? The research is qualitative and interdisciplinary since it approaches the problem from the point of view of several disciplines seeking a holistic view. For its implementation was conducted a literature review, consultation and analysis of documentary sources, field trips, trails on the island, simple observation in meetings and workshops and interviews with local leaders of the EPA, managers and technicians of the environmental agency. We make use of cartography as a methodological resource to understand the dynamics of that territory and to make a georeference of the current configuration of the EPA by GPS. The main conclusions point to the weakness of management in protected areas. The challenges refer to aspects related to the demands, the cultural aspect, the managing agency and counsel and an attentive vision. The possibilities are found in the maintenance of a well preserved forest, the existence of a significant institutional arrangement and leaders committed to the place. The creation of the EPA was not started by the local population and there was not an understanding by all about its creation. The creation of the EPA did not have much meaning to people’s daily activities, because no change was perceived since its creation. However, it points out that from two years now it is already noticed some slight tentative by the agency in charge, even with great expectation in the building of EPA head office on the island.

    This research has bothered to analyze the green areas of the city of Bragança-PA in relation to environmental policies implemented by the municipal government. Therefore, it was examined, in general, the green areas were ensuring environmental quality and well-being to the urban population. Specifically, it sought to analyze the discussions on the importance of green areas in public spaces of the city from the perspective of sustainable city; Identify the actions of environmental policy in the city of Bragança aimed at urban green areas; Characterize the current condition of the main green areas of the city; Present guidelines for the planning of green areas in the city of Bragança. The research was conducted bibliographic form, document and conducting interviews with the Municipal Secretary of Environment. The results indicated that it is necessary to propose alternatives that fit the urban layout and the local ecosystem. Green areas are responsible for regulating the temperature, noise reduction, supply of groundwater, increasing biodiversity, landscape improvement and brings quality to life of citizens. In this way, the green areas play a more important role than a mere static space of old, and shall comply with important environmental services for urban sustainability. It is in this perspective that observes the need to propose a space for discussion and proposals to the city of Bragança, located in northeastern Pará, and that since its foundation suffers from the consumption of natural resources in the process of expansion, and no more concise concern the preservation, maintenance and creation of green areas.

    The present paper analyses the proceedings of the Public Prosecutor's Office towards the conflict between the right to housing and the right to an ecologically balanced environment in the case of the occupation of the Empa neighborhood, in the city of Cáceres in Mato Grosso, an urban area of permanent preservation. Due to the housing deficit and the shortage of urban planning, the low-income population is forced to irregularly occupy peripheral locations of minor importance and of less value in the city, areas of risk or of environmental preservation, where they live and survive without basic conditions of sanitation or infrastructure. Consequently it is necessary that Public Authorities develop policies of urban development to facilitate access to decent and adequate housing, in a balanced and preserved urban environment for present and future generations, ensuring the full development of the social functions of the city, the well-being and healthy quality of life of its inhabitants, since the right to housing and to an ecologically balanced environment are inherent and essential to every human being in order to ensure an adequate standard of living. For such, the Public Prosecutor's Office is a key character in the supervision and implementation of public policies that guarantee the rights to the city to its inhabitants. Therefore, it’s a case study of the occupation process, municipal urbanization, particularly in the Empa neighborhood and the challenges faced in order to achieve the right to the city.

    Avaliação do projeto público “Paragominas: Município Verde” sob a ótica das mudanças climáticas

    The Paragominas municipality, located in the northeastern portion of Para state, has a history that expresses very well the environmental problem of Amazon deforestation, integrating the first two major deforester’s lists released by MMA in 2008 and 2009. After Paragominas inclusion on the list, local farmers began to suffer various penalties such as restrictions to agricultural credit and reduction of the consumer market. In early 2008, the municipal government held a local seminar seeking for solutions. At the end of the event, the organizations adhered to the Zero Deforestation Pact, aiming to eliminate deforestation and forest degradation from the adoption of sustainable practices. Thus, inaugurating "Paragominas: Green City" project. After two years suffering from restrictions and embargoes, goals accomplishment and demands adequacy, such as deforestation reduction to less than 40 km² in a year and CAR fulfill in more than 80% of county farms, caused the removal of Paragominas municipality from deforester’s list and the project "Paragominas: Green County" was widely reported in the media as responsible for bringing many benefits to the city, becoming the reference environmental standpoint. It is believed, however, that "Paragominas: Green City" project is actually a reflection of the new legal demands established by the Brazilian Federal Government to combat illegal logging and climate change. In other words, it is part of a larger goal to identify new pathways, and practical solutions to fight back changes brought by climate variability specially by reducing greenhouse gases emissions in particular from land use land cover change on the Brazilian Amazon. In this sense, the present work aims to evaluate the "Paragominas: Green City" project as a practical adaptation to climate variability into the context of mitigation of global climate change. The methodology involves two steps: gathering and analysis of bibliographic and documentary references and application of semi-structured interviews with the main stakeholders, based on the application of the Index of Utilidad de Prácticas de Adaptación (IUPA)presented and adapted from the paper "IUPA: a tool for the evaluation of the general usefulness of practices for adaptation to climate change and variability, "prepared by Debels et al. (2009), focusing on variables of effectiveness, efficiency, social participation, sustainability and replicability of the project. However, the "Paragominas: Green City" project can be clearly understood as a result of new environmental demands, resulting from the need for new alternatives to the impacts of climate variability. The initial goal of the project was just the removal of Paragominas municipality from the of embargoed list. Although due to the great repercussion and achieved results, the project gained new directions, becoming an important tool in combating the greenhouse gases emission problem. Nevertheless, it still needs some adjustments to truly be classified as a powerful climate adaptation practice with ample potential to combat and mitigate the changes associated to climate change

    Bioetica, gestão do meio ambiente e pagamento por serviços ambientais: teoria e prática de uma estratégia para proteção ambiental no sistema capitalista

    This article aims to conduct a bioethical discussion on environmental management and payment for environmental services. The methodology to be adopted will be qualitative research, with a socio-juridical bias, with bibliographical and documentary data collection, to answer the problem of how the payment for the maintenance of environmental services presents itself as a bioethical proposal for the promotion of health and preservation of environment in the context of natural resource management in the capitalist system. The results show that payments for environmental services are a juridical and economic proposal to face the issues of collective health and environmental protection.

    Casos judicializados decorrentes da construção da usina hidrelétrica de Belo Monte

    The greatness of the hydroelectric project of Belo Monte, carried out under the argument of necessity of reinforcement of the country's energy matrix to ensure national development, generates many and undeniable socioenvironmental impacts in the region where it is located. As a result of these impacts, several lawsuits have been proposed whose purpose is the analysis of due compliance with the legislation that rules the environmental licensing procedure of the project, as well as the changes imposed on environment and on the lives of indigenous peoples and riverine of local cities. In this background, the present study aims to know how has positioned itself the Judiciary Branch when asked to manifest about the socioenvironmental conflicts caused by the operation of UHE Belo Monte, and likewise, whether the judiciary responses are compatible with socioenvironmental jurisprudence of the Inter-American Court of Human Rights. The study has a research subject a group of seventeen legal actions filed by federal prosecutors in the period from 2001 to the year 2014, that (still) are in progress in the Federal Justice. Comparing the judgments to the Inter-American Court of Human Rights's jurisprudence, it is clear that in several cases, was not adopted the perspective of this International Court concerning the rights to life, previous consultation, free and informed the indigenous peoples, access to justice, and about the precaution and the polluter pays's principies.

    Certificação florestal: uma análise dos protocolos do FSC para emissão de selo verde e das normas estatais para licenciamento florestal no estado do Pará

    The research was made to verify if the state norms for forest environmental licensing in the state of Pará interfere in a positive or negative way in the adoption of forest management certification from the FSC system. The methodological approach was to qualitative, using the descriptive statistics to support interpretations and/or conclusions instituted on the examination from the data collected. The population sample was composed of forest management operations (FMO) from state of Pará, with FSC’s certificate. The data and information were collected in reports and documents from FSC, IBAMA, SEMA and IMAZON. The research’s result demonstrated the state norms for forest environmental licensing in the state of Pará interfere negatively in the forest certification, because the judgeships examination performed in the FMO, with forest certificate in Pará, demonstrated that despite the FMO that has the certification for more than five years, they still do not have any conformities to non-compliance with the environmental legislation and the statistics on timber production in the Amazon show that the state norms for environmental licensing are not effective in combating illegal timber production in Pará, causing unfair competition to the market forest-based products certified.

    Cidade, desenho e natureza: uma reflexão sobre os espaços livres de Marabá

    The present work seeks to investigate the relationship between urbanization and the physical support through the features of Maraba's open spaces system (city located at Para's southeast, in the amazon context, presents itself in economic border situation, is object of urban experimentation and disconnected urban fabric filled with open spaces). To accomplish that, it’s needed to unravel the dichotomist view of city and nature through three analysis scale (global, national and local) unveiling conceptual placement socially created in rich countries that would suit as a background for the urban space production all over the world. The timelines developed from this conceptual deconstruction show that while in rich countries the ecological reconstruction and the quality of urban life is already pursed, in the economic border city, the economic rationality megalomania overlaps everyone and everything, leaving as a result great environmental end social tensions. However, the study invites to the reflection towards to new potentials for urban solutions in these spaces, precisely because of the non-occurrence of the complete territorial en social conversion, on the premise that the processes of urbanization of these cities happen in a single space-time, that has as privilege, the possibility of learn from the secular outline of world urban experiences and also from the traditional local knowledge that knew how to combine along time city and nature. From the science point of view the attention regarding the contemporary city form and the lenses capable of reveling the city materiality and its potential: the urban design and the landscape approach, as the starting point to elaborate a guide for empirical analysis formed by city apprehension instruments (scale, layers, borders and processes), tools for elaborate it (cartography, field investigation, people counting and interviews) and spatial quality parameters (diversity, attractiveness, comfort, access, security and identity). This way, Maraba's open spaces system is presented in a intermedium scale perspective (territorial, urban and district scale) and in objective and subjective layers (biophysical, urban and world's point of view) that reveals, besides its complexity, three degradation and fading processes (of the yard, of the public spaces and of preservation areas) and a great potential to reverse the loss – for there is a potential of an open space system structure - that unites possibilities to gather urban, environmental and cultural demands, and if thought as a coherent design could contribute to reestablish connections between urban cores that form the city with the biome and contribute to the fortification of local identity.

    Ciência, cientistas e democracia desfigurada: o caso Belo Monte

    The hydroelectric frontier in the Amazon is expanding due to the construction of large projects such as Santo Antonio and Jirau in the Madeira River, proposed projects in the Tapajós River, and Belo Monte in the big bend of the Xingu River (licensed in February 2010). Large projects that generate energy in the Amazon region provoke political, social, and environmental confl icts. These confl icts affect the credibility of the Environmental Licensing Evaluation process. Discourse from social groups that oppose development policies for the Belo Monte Hydroelectric Dam project offer insight into the origins and progression of these confl icts. Criticisms of the Experts Panel Network created to analyze the Environmental Impact Assessment in Belo Monte and other sectors of the society are evaluated.

    A colonialidade nas políticas ambientais do governo Bolsonaro e a inversão dos órgãos de defesa do meio ambiente

    Brazil has been highlighted in the ranking of deforestation, fires, extraction of natural resources, animal trafficking and conflicts against native peoples. The governmental actions in force in the country show that the dismantling of environmental policies is based on coloniality with the old guise of progress at any cost, including a socio-environmental collapse. Thus, institutions that, in theory, should act to protect the environment, act without any kind of modesty in institutional production in an offensive to the environment. The present essay discusses what has been happening in the Brazilian institutional scenario, and what are the possible paths through the decolonialist and Bem Viver perspective.

    Consórcio intermunicipal para gestão ambiental nos municípios de pequeno porte 1 e 2 do nordeste paraense: uma possibilidade para gestão ambiental?

    After being published the National Supplemental Law. no 140 (LC 140/2011) on 12/08/2011, which established the Jurisdictional power of the Towns in the administration regarding environmental policies, the importance to promote the enhancement of the environment setting up procedural requirements for all federal government agencies to prepare environmental impact assessments and environmental impact statements by implementing actions to guarantee the effectiveness of this law. However, the Municipal corporations needs the structure to expedite licenses and to supervise the activities that promotes or potentially degrade their areas. These policies would demand costly physical and personnel structure, being itself obstacles on its prioritization by the manager to proceed on the necessary law implementations. Thus, the cooperation between the federal members corporation through a Public Consortium instrument shows a strategic alternative to implement the law in small cities and submit their environmental issues. A regional territorial planning would be adequate referral to resource request as well as for the conclusion of contracts and agreements that benefits the cities which adhesion to the Public consortium would meet interests bringing inclusive more resources to accomplish this partnership. This study analyzes the Institutional Capacity of environmental management regarding Vigia de Nazaré, São Caetano de Odivelas, Santo Antônio do Tauá and Colares and intend a memorandum of understanding to formalize a public consortium for inter-municipal management of the environment. According to IBGE, these cities are small classes 1 and 2, located in Pará Northeast. During the search, after visiting the cities, it was noticed the lack of institutional capacity to promote environmental management in their own areas, such as lack of people, low personal training, shortage of financial resources, legislative omissions, inefficient councils and misusage of the cities funds and absence of rigging as cars and measuring equipment. Notwithstanding, they gathered tackling the situation with meetings to promote co-managements arrangements between cities managers to seek a joint solution to the problems of the region, given the territorial proximity and similarities of their natural resources. Being so, they ended up with a proposal for implementation of an inter-municipal consortium, through a cooperation agreement for full environmental management among the cities.

    A construção do discurso jornalístico sobre a sustentabilidade das cidades: o caso do Jornal Diário do Pará

    This paper presents a case study that discusses the construction of the discourse of sustainability of cities by the Diário do Pará newspaper. It is understood that such discussion is relevant because it is the journalism of the social institutions of social construction of reality, and therefore, be strategic legitimation of certain social discourses, as shown this. Aims to answer more objectively, the following question: how is constructed the discourse of sustainability of cities in Pará Daily newspaper? To get these answers, we are guided by two more questions: What is the dominant discourse of the journal sustainable city? How this speech presents? And what is the role of agents in the construction of these speeches? materials will be analyzed correspond to the period from July 2012 to July 2015.A theory of social field was the starting point for analysis. Among the results we can highlight that the predominant discourse emphasizes economic rationality and city material and distance from a social, environmental or environmental justice and develops from the premises as the economic rationality of the city's resources; technological emphasis as a solution to urban environmental problems and environmental awareness in order to promote the rationalization of resources. As to sources, there are at least four categories of them: official sources (Secretary of State, Municipal, State Government, Municiapal City Hall and Federal Government), popular sources (loose respondents), institutional sources (Class Entities, Associations, Cooperatives, ONGs ) and expert sources (Universities of researchers and research institutes), and institutional sources (representatives of professional associations, unions and associations). Among these, the sources that most interfere in sustainability discourse are the specialist sources, especially in the function of giving legitimacy to the very arguments of the journalistic field.

    Consumo e descarte de óleos vegetais comestíveis: proposta de sequência didática como estratégia de ensino das Ciências Ambientais

    The changing eating patterns of societies have increased the consumption of fried foods, which is directly associated with the onset of various diseases. Vegetable oils resulting from these preparations are a potential environmental pollutant when discarded inappropriately. The purpose of this study is to research the consumption and disposal of edible vegetable oils by third-year high school students in Chemistry classes, by proposing the development and application of a Didactic Sequence (DS) using active methodologies, in order to promote teaching of Environmental Sciences and provide the target audience with the opportunity to change their behavior regarding consumption and disposal of these compounds. The applied methodology was a quantitative-qualitative approach, using action research to obtain data using observation techniques, questionnaires, conversation circles, semi-structured interviews and bibliographic/document analysis. This research was carried out at the Federal Institute of Education, Science and Technology of Pará - IFPA/Campus Belém with 2 classes from Chemistry and Systems Development courses, totaling 46 students. After applying the DS, which obtained the highest content validation index, it was found that 54.2% of Chemistry students and 18.2% of Systems Development students researched had reduced their consumption of fried food and 66.7% and 45.5%, respectively, of these students began to dispose of waste oil properly. The education product was made available in the form of a Didactic Sequence Guidance Manual to aid the teaching-learning process in Environmental Sciences.

    Contos de tradição oral e educação ambiental: uma prática interdisciplinar em aulas de ciências

    This work was developed with students of 4th year of basic education school Monsignor Azevedo , where these are from the island of Combu. It is specifically didactic interdisciplinary and transdisciplinary character practices, whose claim was to rescue the local culture through tales of oral tradition as well as mobilizing reflexive attitudes about environmental context relating one of the most prominent problems in the medium environment that is lack of water in certain locations. The proposal led us to find several theoretical studies as it relates to the primitive people lived before the Portuguese colonization, amid their beliefs, myths and stories told as well, in studies related to the environment and water resources. It should be noted immersion in field with conversations wheels with the parents of the students to understand the oral narratives that children bring about their local culture in the activities. So the proposal has enabled us to understand that traditional knowledge empower the process of scientific literacy in the various areas of knowledge.

    The present thesis examines the institutional and organizational change in environmental management in Pará and Belém from 1988 to 2010. In reviewing the theoretical foundations of the environmental debate and what influences present in the design of environmental management in Brazil, we arrived at the institutional and organizational changes in environmental setting national, state and municipal levels. Within these changes, the process of decentralization of environmental management has brought great impact to state and municipal levels, whose analysis swimsuits devoted attention. Thus, we seek to analyze the environmental licensing of the instrument of the main effects of this process of decentralization and how this instrument is a reflection of the environmental debate, the concept of environmental management in Brazil, mirroring isomorphically institutional and organizational changes in these levels.
