Instituições e mecanismos de governança ambiental sob a ótica do novo institucionalismo

The aim of this paper is to present a theoretical discussion of the New Institutional Economics. Institutions are characterized by a set of formal rules, informal constraints by, as well as mechanisms for the promotion and enforcement of laws, ie, institutions are formed to reduce uncertainty in human interactions and the ability to delimit choices and possess mechanisms governance and decision-making, soon evolved an institutional system can help in promoting development. Accordingly, the mechanisms of environmental governance adopted in national and state management policies to combat forest clearing in the Amazon region, especially with the implementation, monitoring and use of environmental licensing, bovine traceability chain and rural environmental record, has obtained positive results.

The aim of this paper is to present a theoretical discussion of the New Institutional Economics. The method used in this paper involves the deductive method because of the general, ie, the discussion involving the theoretical foundations for understanding the new institutional economics and also the inductive method because it considers the particular - governance mechanisms from thinking the new institutional economics. The main conclusion of this work is that the mechanisms of environmental governance adopted in national and state management policies to combat forest deforestation in Pará, especially with the implementation, monitoring and use of environmental licensing of rural and environmental record, beyond traceability has obtained positive results.
