Dissertação Acesso aberto (Open Access) A COOPAEXPA e participação nos seus núcleos de produção(Universidade Federal do Pará, 2010-03-09) RODRIGUES, Deusimar Miranda; VEIGA JUNIOR, Iran Pereira; http://lattes.cnpq.br/9513562131313692This study analyzes the forms of participation exerted by farmers associated to a cooperative, COOPAEXPA, concerning planning and organization of agricultural production, and its flow toward a central of cooperatives, Central Nova Amafrutas, which operated in the Municipality of Benevides, State of Pará, between 2000 and 2007, when it went bankrupt. Through specific objectives, the study describes how the centers of production were formed, showing the participation of farmers in the decision making process when it involved themselves; it describes how the centers of production operated showing their participation in production planning and organization, as well as product delivery to the central of cooperatives; it analyzes the results, in terms of production and delivery of production including the comparison of these results against the plan that was created. The conclusions show that the centers of production, despite their fragilities, in general, worked reasonably well when supplying raw-material to Nova Amafrutas, up until when, through COOPAGRI, it centralized the decision process affecting the farmers, which coincides with the period when COOPAEXPA offers conditions of infrastructure and logistic for implementation of the production of its associates in the mentioned centers. During the collective decision taking process, it was observed that associates were permitted only to make decisions on planning and implementation of actions in the centers of production, and an incipient evaluation of the results during the general assemblies. In general, the associates‟ participation in the general assemblies was limited to the approval of decisions already made by the cooperative‟s leaders and their assistants. It was observed, however, that the degree of control of the cooperative‟s members on more important decisions were restricted to the “Compulsory Consulting”, because the decisions were presented during the general assemblies, and the associates, through vote approved it or not, sometimes without a real understanding of the process. It is evident that the information and formation of the cooperative did not flow toward a preparation for a conscious participation which could make it possible for the leaders and associates to conduct the process cooperatively.Artigo de Periódico Acesso aberto (Open Access) Da escola campeã ao programa Rede Vencer: um olhar sobre suas repercussões na gestão e na organização curricular e pedagógica da educação municipal em Altamira-Pará(Universidade Federal da Grande Dourados, 2012-08) MILÉO, Irlanda do Socorro de Oliveira; CHIZZOTTI, AntonioConcerning discussions about the administration of education in the Champion school program, now called the Network Wins program, this article intends to reflect on the administration of this educational policy for the society of Altamira, meaning to analyze if the strategies adopted by the SEMEC make possible not only an improvement in the quality of local education, but also the participation in this program of the students, teachers, directors, parents and the local community in its establishment and implementation during the period from 2001 to 2005 in the city of Altamira. This study was centered on qualitative research (CHIZZOTTI, 2006) and on some principles of the analysis of discussion, theoretic support obtained from authors such as Oliveira (2002, 2004), Ferreira (2004), Paro (1998, 2001), Lima (2001). This research showed that the centralized character of the manner of administration of this policy favored a rational/bureaucratic model, founded in the control of the results of performance, and also favored a concentration of decisions with the SEMEC and the Municipal government itself, consequently distancing itself from participation by the schools themselves and from society.Dissertação Acesso aberto (Open Access) “Da floresta ao mar”: participação e gestão de uma recém-criada Reserva Extrativista Marinha no nordeste paraense(Universidade Federal do Pará, 2020-12-04) CARDOSO, Letícia Malcher; GOMES, Carlos Valério Aguiar; http://lattes.cnpq.br/8029121431602869The Extractive Reserve model (Resex) has its genesis in the social movement of rubber tappers in Acre who fought in the 1980s against the destruction of the forest by farmers who aimed to implement pastures. The movement expanded and the Resex model was adopted by several groups of extractive populations in different socio-cultural scenarios and diverse ecosystems, including the coast of Pará, at the other end of the Amazon. This trajectory “from the forest to the sea” comes with benefits, but also with tensions and challenges. In this context, the research addresses how stakeholder participation has been established in the process of creating and managing the most recent (2014) Marine Resex created in the state of Pará, Resex-Mar Mocapajuba, in São Caetano de Odivelas. The general objective was to analyze the participation of the actors in the creation and management processes of this Conservation Unit. The research is based on approaches to conservation units, political ecology and participation and management. Qualitative, ethnographic research was used, and the methodological procedures adopted were: bibliographic and documentary review, participant observation, non-directive interview, and application of semi-structured questionnaires with several actors involved in the process of creating and managing the Resex. It was found that the Resex Mocapajuba was a demand from the social fishing movement, with great feminine empowerment and protagonism, articulated with representations at local, regional, and national scales. It was evident that, currently, in the management process, participation is marked by political issues, power relations, and conflicts that affect governance instances and contribute to the participatory processes being unsatisfactory. This leads to some discussions and contributes to other reflections, including other perspectives. Thus, it becomes increasingly necessary to deepen and expand the debate on traditional populations living in the Amazon, resisting challenges, and fighting for Chico Mendes' legacy to survive and perpetuate itself.Artigo de Periódico Acesso aberto (Open Access) Diagnóstico organizacional da cooperativa dos produtores de leite da vila bom jardim-cooperlight, dm Pacajá–PA(Universidade Federal de Santa Maria, 2017-12) RIBAS, Roseane Aparecida; SILVA, Sandra Andréa Santos da; FONSECA, Sandy Santos da; OLIMPIO, Silvia Cristina Maia; PARENTE, Francilene de AguiarThe objective of this article is to diagnose the organizational system of an agricultural cooperative in the process of formation. For this purpose, the research was carried out in a milk cooperative in the municipality of Pacajá, in the state of Pará. Forms and interviews were used to collect data structured, applied, respectively, to 40 (82%) cooperated and 6 (67%) members of the board. The research is characterized as descriptive, with quantitative and qualitative approach of the data. For the treatment and systematization of the information the Survey Monkey and Microsoft Office Excel programs were used. It was verified that the profile of the cooperative is represented by 90% of men, 55% are over 50 years of age, 65% have more than 10 years as associates, 63% have incomplete elementary education, these cooperate rural area (95%). It was noted that about 40% do not know the status and 70% have no copy of this. The cooperative has several obstacles that can be solved through the realization of planning, permanent training, development of the cooperative spirit and realization of a more participative management.Artigo de Periódico Acesso aberto (Open Access) A eleição direta de diretor escolar: desafios na gestão democrática no município de Medicilândia - Pará(Universidade Estadual Paulista, 2020-08) BANDEIRA, Marconde Ávila; OLIVEIRA, Ney Cristina Monteiro de; MILÉO, Irlanda do Socorro de OliveiraThis study approaches discussions on school management and the direct election of principals and their relation with democratization in the decision-making process, seeking to reflect how the process of election of principal held at the Abraham Lincoln Municipal Elementary School, which composes the teaching network of Medicilândia-Pará, and to what extent this mechanism has favored the participation of the school and local community in the decision-making processes of school management. We seek to problematize the extent to which the process of election of principal held at the Abraham Lincoln Municipal Elementary School that composes the medicilândia-pará education network enables the organization of work in the school from the perspective of democratic management, and whether this mechanism favors the participation of the school and local community in the decision-making processes of school management. As a general objective, we analyze the perceptions of the several social subjects present in the school space about the process of direct election for the choice of school direction and its possible relation with democratic management in the Abraham Lincoln Municipal Elementary School of the municipal network of Medicilândia-Pará. Through a qualitative research based on authors such as Paro (2003; 2005; 2007; 2010), Luck (2008; 2009), Azevedo (2011), Cabral Neto (2009), Vieira (2007), Dourado (2007), our results demonstrated that our interviewees have a certain understanding of the direct electoral process for school leaders' choices, and that this mechanism significantly influences the development of democratic school management, since the research participants demonstrated knowledge about their participatory role in the daily life of the school community and often participate in school management, which is shared through councils, administrative meetings, parent-teacher meetings, PPP construction and evaluation, meetings and/or workshops on the organization of pedagogical work. With regard to municipal legislation (Laws, Resolutions and SMEs), it was possible to observe that they are in line with what our LDB and our Federal Constitution of 1988 express, with legal defined devices, delineated, well elaborated and based on the management and organization of macro pedagogical work through Semed and micro through the management of the school unit in basic school.Artigo de Periódico Acesso aberto (Open Access) Os impasses da participação da comunidade no Conselho Escolar em uma Escola do Campo no Município de Placas/PA(Universidade Federal do Tocantins, 2022) LOPES, Raquel da Silva; FORMIGOSA, Marcos Marques; CARNEIRO, Josicley SilvaThis article has as object of study the School Council, understanding this as a fundamental mechanism in the process of building and experiencing democratic practices. It seeks to reflect how the participation of the School Council members takes place in the deliberative and supervisory processes regarding the decisions that guide school practices, in order to analyze how the counselors, position themselves regarding participation in the decision-making processes regarding the improvement of teaching in a public school of the field in the Municipality of Placa/PA. The methodological approach is of an exploratory qualitative nature with data collected through individual interviews with five members of the School Council of a rural school located in the Terra Prometida community. The results point to the need for greater action by the counselors regarding the monitoring of educational practice in the investigated school, since this institution does not yet have the pedagogical project, an aspect that compromises the teaching of the rural school, at the same time that it signals a disregard for both the management of the school-pole and the Council itself, which can be caused by lack of information and training of those involved.Dissertação Acesso aberto (Open Access) O movimento sindical dos trabalhadores e trabalhadoras rurais no nordeste paraense: as motivações dos participantes em Tomé-Açu(Universidade Federal do Pará, 2022-01-25) MORAES, Lucas Gabriel da Silva; SCHMITZ, Heribert; http://lattes.cnpq.br/2294519993210835The Rural Workers' Union Movement (MSTTR) is one of the main collective actions organized in favor of the fight for better living and working conditions in rural areas. In the Northeast region of Pará State, the fight for rights in this category began in the mid-1950s, with the creation of the first farm workers organizations in the region and, later, with the institutionalization of the fight in 1962. Part of the demands of rural workers were rights that urban workers already had, whether they were: health, social security, labor laws and decent wages, in addition to the main demand, agrarian reform. These and other objectives guided collective actions within the scope of the MSTTR which, in turn, constituted the current structure of representation of rural workers. In Tomé-Açu, the Rural Workers’ Syndicate (STTR) was, for at least 35 years, the only organization that defended the category and represented its interests. This reality has changed since 2006, with the creation of the Tomé-Açu Family Farmers’ Syndicate (SINTRAF) and the Tomé-Açu Rural Employees’ Syndicate (SINDTER), in 2016, changing the dynamics of participation, affiliation and collective actions within the scope of the MSTTR. In relation to these dynamics, the literature of social movements has shown that collective action is not an easy task and may depend on a series of factors to materialize itself, as an example, the motivations. Within this context, the present work aims to identify the motivations for the participation of rural workers in the MSTTR, more specifically, in the Tomé-Açu STTR, in Northeast Pará, trying to analyze its trajectory and the current challenges that are imposed on the collective action. The methodology used started from a qualitative approach using the content analysis technique. During data collection, 34 interviews were carried out with syndicate leaders and rural workers, members and non-members who participate in any of the three rural syndicates in Tomé-Açu. The results of the study showed two bases of motivation, one of them being material, linked to the services and benefits of the syndicate, with rural retirement being the main one; and the other immaterial, being highlighted the syndical representativeness. Among non-members, land was the central motivation, exemplified in the case of the collective action carried out in the Mancha Negra camp. In the process of mobilizing new members, the role of leaders proved to be fundamental, both within the syndicate itself, through the figure of the president, and in the local context, through the action of syndicate delegates. As for the current challenges, signs of a crisis in the STTR were identified, which takes place within the scope of collective actions and reflects the problems that occur in the administration of the syndical organization, with the maintenance of power in the hands of the same group for many years, the prioritization of utilitarianism in the syndicate and the lack of new leaderships who could initiate a renewal of the current management.Dissertação Acesso aberto (Open Access) A participação dos agricultores na construção do PROAMBIENTE: uma reflexão a partir do Pólo Transamazônica(Universidade Federal do Pará, 2007-08-31) ARAÚJO, Idelbergue Ferreira; VEIGA JUNIOR, Iran Pereira; http://lattes.cnpq.br/9513562131313692Smallholder representative organizations in the Transamazon highway have performed critical roles of mediation in the last two decades, and more recently became active in public policymaking. The PROAMBIENTE Program, incorporated by the federal government in 2003, reaffirms this trend. However, the construction of the program by Amazonian smallholder representative organizations and their partner technicians while provoking a reversal of public policy processes in Brazil (traditionally a government imposition to society) did not involve the subjects themselves in this process. Emerging from representative organizations, PROAMBIENTE faces strong resistance from the majority of the smallholders. The reason argued here for that is the distance between what was foreseen by the program and the aspirations of the smallholders and the leaders of the organizations that proposed the program. In the São Vicente group, particularly, even the producers who reveal affinity with PROAMBIENTE do not consistently assimilate its principles. Rather they appropriate the socioambiental rhetoric, advocated by the representative organizations in the Transamazon.Artigo de Periódico Acesso aberto (Open Access) Quando o ativismo de fã-gamers entra em jogo: participação, resistências e práticas do Fandom de League of Legends no Brasil(Universidade Caxias do Sul, 2017-12) MACEDO, Tarcízio Pereira; CUNHA, Elaide Martins daFrom the understanding of fan activism as a form of everyday resistance, cultural, economic and creative, the goal of this job is to understand how and at what point the consumption of fan-garners becomes a political and civic participation, from a methodological triangulation with emphasis on the use of ethnographic inspirations. While empirical support, presents a mapping on some practices of fan-garners activism in the former official forum of the online game of League of Legend (LoL) in Brazil. Thus, propose is a typology of daily resistance practices in the LoL community in four different ways. However, considering a holistic and integral view of territorial planning established in the City Statute, the municipality must be understood in a way that promotes the quality of life of the population throughout its territory (including rural areas). Thus, the research on screen seeks to analyze how a legislative instrument for territorial planning allows (or not) the participation of local actors, managing to reflect on the mitigation of local problems and guarantee local development, through investigating the vision of local actors regarding connections in the creation and implementation of the Castanhal Rural and Sustainable Development Plan, especially considering the reality of the residents of Agrovila Calúcia, as it is a location located in a peri-urban area of this municipality. Furthermore, considering that the city where the research project is located is part of the Metropolitan Region of Belém (RMB), the research investigation also encompasses the challenges of metropolitan governance in the RMB, with an emphasis on the municipality of Castanhal. Finally, in methodological terms, the research is exploratory, descriptive analytical in nature, qualitative in nature and supported by the case study research method.
