Therefore, this research presents a method capable of assisting in the elaboration of internal and external analysis of a company, which is the SWOT Matrix, to provide a self-diagnosis, key points of the organization such as: Weaknesses, Forces, Opportunities and Threats, that interconnected with Fuzzy Logic allows a holistic view of the points that need attention. The methodology used was the application of questionnaires, direct observation and data collection, developed in the form of a case study in a construction material company. The application of the organizational diagnosis is performed through forms, which are compiled and demonstrated through the Fuzzy graph. Then the internal and external environments are analyzed, and the graph of the critical areas is assembled. In this study, the results pointed out that the critical areas were: Marketing, Physical Environment and Procedures, which need to be adapted to the needs of the company. Thus, a new strategic plan was applied involving methods necessary for the success of the critical areas that consequently brought about improvements to the company as a whole, which has undergone relevant modifications. This study aims to investigate whether the general training of technical and administrative staff (TA) of the Federal University of Pará (UFPA) who carried out the courses of specialization in Strategic Management and Personnel Management, in the period 2002 to 2004, the UFPA, Campus Belém, contributed to improving the performance of their units through the knowledge acquired. From the research methodology literature and field research, has been the presentation of the theoretical foundation about the subject under study, based on a qualitative approach, using data collection, documents and interviews. Had managers as informants Dean of Planning (PROPLAN) and Dean of development and personnel management (PROGEP) performing during the research period and still, fifteen servers graduates of the specialization. For interpretation of the data used was content analysis, allowing a better interpretation of the speech of the interviewees, the result indicates that those courses were formed in the pressing need for the framework of technical and administrative staff, from a process of continuous education better performance of work activities, and greater satisfaction and motivation to work, concluding that the UFPA, as a center to provide public educational services for the citizen, should give priority to a policy of continued effective and professional valuation your server, noting that knowledge is an essential tool in human resource policy of the servers to generate power in order that the UFPA own benefit as n and the professionalization and enhancement of the server as a result have shown greater efficiency in the delivery services targeted to society, first objective of governmental institutions.Dissertação Acesso aberto (Open Access) Cultura organizacional e a Nova Gestão Pública: uma análise de assimetria entre planejamento e execução(Universidade Federal do Pará, 2022-12-05) AMARAL, Klayrlson da Costa; NASCIMENTO, Durbens Martins; http://lattes.cnpq.br/4086120226722277The organizational culture installed in the current Brazilian Public Administration makes it difficult to correctly measure the behavior of resource execution in the face of its institutional demands, the administrative function of strategic planning deviates in many evaluations of expenses and delivery of public policies revealing functional disagreements and negative impacts of expenses. . The complex budget system and its performance are fundamental in understanding these dysfunctions, chances in which the dissertation focused its research, applying the method in quantitative analyzes with approaches to documental and bibliographic reviews, opportunity in which planning tools, annual budget laws, management, federal government database systems and cross-sectional literature on New Public Management, converging on Neo-institutionalist and Public Choice theories, took their forms and results. In order to reach the objectives, the analysis of data confrontation by tables and graphs was carried out in a historical series of seven years of budgetary and financial execution, belonging to a unit of a federal public autarchy of education, called Campus Santana, of the Instituto Federal do Amapa. The study was limited only to the execution of current expenses, in 5 groups and elements well defined by the action codes 20RL dealt with by Law nº 4.320/64 and its amendments. The research results found significant asymmetrical levels, which revealed an average rate above thirty percent of deviation per year, configuring a performance standard that requires attention in light of efficiency and public quality, which escalated the need to characterize the organization. and understand the cultural systems that involve political-administrative and legal capacities. In order to collect data, I used the document analysis method through which I investigated the official documents that provided important data for this research, which were collected in documents such as decrees, laws, educational reforms, resolutions, plans, projects and governmental guidelines , which made it possible to verify the theoretical and practical management issues, as well as the managerial management model and its relationship with the Neoliberal State and Higher Education reforms. From the analysis undertaken, I came to the conclusion that UFPA's university management is managerial and that the Institutional Development Plan is an instrument of this management model, as a result of strategic planning. In this perspective, I realized that the management implemented in UFPA is part of a project articulated to neoliberal policies, which determine the reduction of State expenditures with public measures for education, health and other social areas, provoking privatizations, harming the Institution's autonomy and demanding productivity, with reduced investments, which can lead to losses in the quality of teaching, research and extension.
