The theoretical hypothesis guiding this research is that economic development in a municipality, mainly depends on the classification of municipal management. From a multidisciplinary and interdisciplinary, methodological level, it presents the first phase of research, essentially exploratory, based on a quantitative methodology in several counties of the state of Pará. They expose themselves and analyze the variables: the planning and management people. The scope of this analysis is limited to the Municipality of Parauapebas, in the State of Pará. This municipality fournishes a general overview of the existing legal problems in terms of land use in the Brazilian Amazon. It uses the empirical method and the case study technique. The result os this research is divided in four section. At first, it is analysed the exploitation and development projets in Amazonia since the colonial times, in order to demonstrate the changes operated in the legal system to enable the intervention of the State in the use of the territoiry. In the second part it is analysed the constitutional dispositions regarding the land use, urbanism, agrarian activities, mining and environment in order to identify the legal requirements to be followed by local planners. In the second section it is also analysed federal and State laws that influence the local planning, as well as supralocal instruments of territorial planning. In the third it is verified if the Parauapebas planning meets the supralocal legal requirements analysed in the previous sections. In the last section, it is analysed the European and French land use regulations are applied to the French Guiana in order to understand how the particularities of the Amazon region are regulated, but without the scope to compare the Brazilian and French systems. This analysis led to the conclusion that the Brazilian Legal System limits its land use regulation to the use regionalized planning instruments and sectorial polities of territorial impact, with few differentiations for the Amazon region, but there are not instruments to coordinate the effects of these policies ate the national and regional level. The municipality is the only level of the Federation legally bound to create a land use planning law. The local autonomy is conformed by supralocal laws and policies. The local land use planning and the exercice of the municipal police power are extensible to the whole territory, but they have different effects over it according to the existing land tenure.Dissertação Acesso aberto (Open Access) O papel da espacialização de informações nos planos diretores municipais do estado do Pará: caso de estudo da Região Metropolitana de Belém(Universidade Federal do Pará, 2010-09-28) COSTA, Andréa Fernandes da; SZLAFSZTEIN, Claudio Fabian; http://lattes.cnpq.br/1348005678649555Considering the constant process of transformation of urban and rural areas of the municipalities, the Estatuto da Cidade provides that they should be reviewed (evaluated and updated) every ten years. Than the creation of methodologies for analysis, evaluation and updating of Municipal Master Plan is very important. One of the important elements to be reviewed is the role played by the specialization of information. This research was to examine the role played by the spacialization of information in Municipal Master Plans to subsidize management and municipal environmental planning in the Metropolitan Region of Belem (RMB), in Para State. Specifically, it sought to characterize and analyse the use of cartography and geographic information systems as tools and instruments of spacialization of information, and submit proposals for changes in cartography and information tools in Municipal Master Plans to subsidize these tools in the process of updating the plans. The methodology understood reading and interpreting work on analyses of management instruments, such as the Municipal Master Plan, cartography and geographic information systems; semi-structured interviews with technicians and managers of municipal offices of environment, creating arrays of categories for the purpose of analyzing, specialization policies and cartographic elements of thematic maps present in Master Plans of municipalities in the Metropolitan Region of Belem and to check on other Master Plans of the Amazon Region, thematic maps serve as examples. From the analyses was possible to make propositions subsidies as new thematic improvement of cartography used in Master Plans that should be reviewed and updated and to assist the process of preparation of new plans. Concluded through research that even considering their importance, the spacialization of information is little used in environmental management of municipalities of RBM and is not incorporated within the stages of the process of elaboration and implementation of Municipal master plans of RMB.
