Dissertação Acesso aberto (Open Access) A guerra das águas: concepções e práticas de planejamento e gestão urbana na orla fluvial de Belém (PA)(Universidade Federal do Pará, 2005) AMARAL, Márcio Douglas Brito; TRINDADE JÚNIOR, Saint-Clair Cordeiro da; http://lattes.cnpq.br/1762041788112837This dissertation discuss the conceptions and the practices of the urban planning and management in Belém fluvial edge, using as empiric reference of analysis the interventions realized in it by the Governement of the State of Pará Complexo Estação das Docas and Núcleo Histórico Feliz Luzitânia and by the Municipal City Hall of Belém Complexo Ver-o-Peso and Projeto Ver-o-Rio. Starting from the developed analysis it could be reached the following conclusions: 1) In the urban interventions developed in Belém edge are present two perspectives of urban planning and management: the strategic management of cities, adopted by the Government of the State, and the participative management, using by the Belém City Hall; 2) The existent conflicts in the theorical-methodological plan among the two conceptions of urban planning and management and it manifesting in the landscapes and spaces for them produced. In Estação das Docas and Feliz Luzitânia, find the making of a space marked by the sumptuosness, by the luxury and discriminating. In Ver-o-Peso and Ver-o-Rio, on the other hand, find to rescue spaces marked by the regionalism, the riverside identity and to the use for the social groups excluded historically; 3) Those urban interventions realized in the edge have been promoting the production of a new image and a new landscape for the Belém City, the Waterfront. It also presents geotechnical mapping at the scale of 1:50 000, of the Metropolitan Region of Belém, in the State of Pará, comprising the municipalities of Belém, Ananindeua and Marituba. Solid waste when improperly packaged has a high potential for impact on the environment, becoming a potential threat to public health and local ecosystems. In view of this, the federal government regulated the National Solid Waste Policy as a way to combat possible deficiencies in waste management, presenting in the form of legislation the guidelines and rules for proper management of solid waste, and also provides for the implementation of selective collection by municipalities. In this context, the present research sought to understand the processes related to the disposal of solid waste in Concórdia do Pará, and to propose actions that assist the municipal public power in the management of urban solid waste generated in the municipality. The methodology followed an exploratory and descriptive study model, with bibliographic survey, on-site observation, interviews with public managers and the application of a questionnaire to residents. The research showed that the municipality of Concórdia do Pará has many problems associated with the management of urban solid waste, caused mainly by the low infrastructure, which makes it impossible to meet the current demand correctly. However, the municipality has the potential for practices aimed at optimizing waste management, thus, the work suggests alternatives that can be used to manage urban solid waste in an environmentally correct manner. With the information gathered, an informative guide on the contextualization of urban solid waste generated in the municipality was prepared as the final product. This guide will be made available as teaching material in municipal schools, the city hall and the Municipal Environment Secretariat, in addition to serving as a database for the Integrated Solid Waste Management Plan in Concórdia of Pará, which is under preparation.Dissertação Acesso aberto (Open Access) Cadastro Territorial Multifinalitário (CTM), planejamento e gestão urbanos na Amazônia: a multifinalidade dos modelos de CTM de Belém e do Ministério das Cidades(Universidade Federal do Pará, 2014) ARAÚJO, Fernando Alves de; SILVA, Christian Nunes da; http://lattes.cnpq.br/4284396736118279The context of complexity, inequality and injustice of the capitalist urban space dates back to the need for a planning and management of this space considering these variables as intrinsic to this model of society, however without accepting them or defend them, having as the ultimate goal the urban development understood as promotion of life quality, social justice and autonomy for all those who produce, reproduce and live the urban space. This planner and manager practice should be perceived as an applied social research, interdisciplinary, covering an effective pipular participation, as well as use their various instruments to assess objectives satisfactorily. Among those instruments is the Cadastro Territorial Multifinalitário (CTM) - Territorial Multipurpose Cadastre, which although not a new idea, having its genesis dated millennia ago, and the current models being very close to those produced in Europe in the nineteenth century, Brazil count only with one "legislation" specifically geared to the CTM dated from the end of the first decade of this century, under an ordinance of the Ministrerio das Cidades - Ministry of Cities, which brought general recommendations about the structure and methodology of implementation of a model of cadastre. While in the local context, in Belém, Pará State Capital City, the production of records dating from the 1970s, and as the current one produced in 2000 as the Cadastro Técnico Multifinalitário.- Tecnical Multipurpose Cadastre. Thus, the present research aims to analyze, with some comparison, the model cadastre models of the Ministry of Cities, proposed in in its decree No. 511/09 - Cadastro Territorial Multifinalitário (CTM) - and the City of Belém Prefecture - called the Cadastro Técnico Multifinalitário, focusing on the issue of the multipurpose considered from the possibility of using the CTM in all spheres of urban planning and management, especially those not directly linked to tax and fiscal spheres, since these are historically the initial concerns of the cadastral record, configuring thus its purpose priority. The work was produced through the use of bibliographic search technique over authors who mainly discuss the concepts of space, territory, urban space, spatial planning, urban planning and management, with collect and analysis of secondary data, conducted through documentary research in official texts of the Ministerio das Cidades about the CTM model for it, its ordinance 511/09 which brought the guidelines of cadastre model, as well as execution reports of the Cadastro Técnico Multifinalitário de Belém and spreadsheets with information about the cadastre, provided by the managing agency of the CTM de Betém. To accomplish that, it’s needed to unravel the dichotomist view of city and nature through three analysis scale (global, national and local) unveiling conceptual placement socially created in rich countries that would suit as a background for the urban space production all over the world. The timelines developed from this conceptual deconstruction show that while in rich countries the ecological reconstruction and the quality of urban life is already pursed, in the economic border city, the economic rationality megalomania overlaps everyone and everything, leaving as a result great environmental end social tensions. However, the study invites to the reflection towards to new potentials for urban solutions in these spaces, precisely because of the non-occurrence of the complete territorial en social conversion, on the premise that the processes of urbanization of these cities happen in a single space-time, that has as privilege, the possibility of learn from the secular outline of world urban experiences and also from the traditional local knowledge that knew how to combine along time city and nature. From the science point of view the attention regarding the contemporary city form and the lenses capable of reveling the city materiality and its potential: the urban design and the landscape approach, as the starting point to elaborate a guide for empirical analysis formed by city apprehension instruments (scale, layers, borders and processes), tools for elaborate it (cartography, field investigation, people counting and interviews) and spatial quality parameters (diversity, attractiveness, comfort, access, security and identity). These actions consider the territory and its actors. It is in this context that the inductions methodology of the Integrated and Sustainable Local Development (DLIS, from the portuguese Desenvolvimento Local Integrado e Sustentável) arises. This Program is a strategy of participatory induction for the development, which mobilizes communities resources, that in partnership with the State (in its three levels) and the market, reaches diagnostics and identify potential vocations, prepare integrated development plans, in the perspective of the subjects involvement as proponents and protagonists of a social action in their territories. With this study it was aimed to understand the multidimensionality of the DLIS process in the state of Roraima, and at the same time, looking for the causal link between the socio-economic trajectories (results) of DLIS and social capital. The survey is characterized as qualitative research. The case study method was applied, involving the municipalities of Rorainópolis, Uiramutã, Baliza and Pacaraima. It was adopted three dimensions analytical contextual, which are: conceptual, implementation and of impact. In the evaluation of social capital were considered as variables the participation, trust, cooperation and networks. During the data interpretation, the following approaches were employed: contextual analysis, descriptive analysis, differences in proportions analysis and correspondence analysis. The survey results showed that some concepts and categories employed by the Program, while important, have some failures. Two municipalities, Rorainópolis and Uiramutã, were considered as good results. This, because they combine a number of issues that expressed desirable conditions to turn the DLIS effective with its multiple dimensions. Moreover, the municipalities of Baliza and Pacaraima were classified as bad results municipalities. The results of the DLIS in Rorainópolis and Uiramutã are linked to the social capital (positive relation). Despite of the extensive literature that assigns the relevance of the social capital, it does not have, yet, satisfactory instruments to measure the social capital. We search to identify and analise the ideation of urban reform proposed by MNRU (national movement for urban reform) and conceived in the law of the city considering the socio-spacial specificities of Cametá municipality, state of Pará. To achieve the research, we appeal to a historic-dialectical approach about the problem focused and the procedures of research used were those of the survey and a bibliographical and documental analysis (law of the city and the guideline plan of Cametá); semi-structured interviews were made by the elaborator team of the municipal guideline plan, along with the integrator of the urban and rural socio- movements and the government.Through the analyses, we concluded that the riverine municipalities such as Cametá, owing to showing socio-spacial specificities in the Amazônico and Brazilian context, face dilemmas related to the planning and to the urban municipal management, which sometimes they distance from the guidelines and the principles established generically to the national territory. The dissertation analyzes the Citizen Housing Project in Concórdia do Pará and favors the approach which comprises decent housing as multidimensional, revealing the critical point that the benefits generated by the agrarian regularization project are limited.Dissertação Acesso aberto (Open Access) Financiamento na saúde pública: análise de indicadores de gastos na Região Metropolitana de Belém(Universidade Federal do Pará, 2023-02-02) LIMA NETO, Paulo Aguiar de Andrade; TRINDADE JÚNIOR, Saint-Clair Cordeiro da; http://lattes.cnpq.br/1762041788112837Based on the theories of situational strategic planning by Carlos Matus and urban planning and socio-spatial development by Marcelo Lopes de Souza, this work establishes reflections on health financing in the Metropolitan Region of Belem (RMB) - formed by the municipalities of Belém, Castanhal, Santa Izabel, Marituba, Benevides, Ananindeua and Santa Bárbara-,; in particular, on expenses and (in)permeability involving the municipalities that comprise it. In this portion of the city, all the municipalities that comprise it establish a dynamic flow among themselves, making conventional planning not as fruitful as it could be. The right to health is universal and essential to every citizen and constitutionally enacted, and must be enjoyed, in fact, by the inhabitants and guaranteed by the State. The main objective of this research is to analyze the behavior of these expenses in the time frame of 11 years and their contradictions in the practice of planning, as well as to situate the social actors involved in this process, considering the socio-spatial diversity of the analyzed reality. To carry out the study, the following methodological procedures were used: a) theoretical-conceptual bibliographic review of relevant themes, theories, concepts and notions; b) bibliographic review of a historical geographical nature and survey of primary and secondary data on the Metropolitan Region of Belém, as well as on public policies relevant to the issue of planning; c) collection and analysis of data regarding funding, resources, effectiveness and efficiency, available in PROADESS (Project Assessment of the Performance of the Health System). The results showed that: a) the form of planning used cannot optimize citizens' access to health in the Metropolitan Region of Belém; b) personnel expenses were higher than those for equipment, and Santa Izabel and Santa Bárbara are the least equipped municipalities; c) the municipalities are quite dependent on transfers from the Union and, of all of them, including own resources and transfers from the Unified Health System (SUS), Marituba emerges as the municipality with the lowest performance. As for health care. In general, we found that the planning developed by the federated entities of the RMB does not satisfy its citizens in order to achieve an integrated management from the metropolitan point of view, causing access to health to be restricted to only a portion of the population.Dissertação Acesso aberto (Open Access) Formas espaciais recentes da urbanização na Amazônia: a dinâmica socioespacial do município de Castanhal em face do processo de dispersão metropolitana de Belém(Universidade Federal do Pará, 2012) ALVES, Cyntia Santos Daltro; TRINDADE JÚNIOR, Saint-Clair Cordeiro da; http://lattes.cnpq.br/1762041788112837The metropolitan dynamics that characterize the current amazon context, lead to an urban spatial reshape that need to be considered, based on a dialectical reading of this reality. In Belém, it is noted that the metropolis shows a dispersed mold. As it decentralizes, it expands, creating new expansion arrays beyond the considered legal metropolis’ borders. In this sense, this paper’s objective is to analyse the city of Castanhal’s socio-spatial dynamics against the sprawl process in Belém, considering the notorious link between them. In order to achieve this goal, three variables were considered: the providing of residential areas, industrial production and access to basic services. Therefore, the interpretation method based on the historical and dialectical materialism was used as theoretical-methodological tool, where the relations of production are analyzed as a social-historical consequence. That said, the metropolization process and urban sprawl must be realized from the dialectical movement of society’s spatial using. About the technical and empirical instruments, it must be said that this research’s nature is approached in a qualitative and quantitative perspective. In the quantitative perspective, some techniques were applied: the urban expansion quantification of Castanhal made from an analysis of satellites images from 1984, 1994 e 2008, using a software called ARCGIS 9.3, as well as the making of graphics and tabs using gathered data from official bodies, such as the Brazilian Institute of Geography and Statistics (IBGE), in order to statistically identify the relations force between Castanhal and Metropolitan Region of Belém (RMB). For the qualitative perspective, techniques such as survey and bibliographic analysis were used, as well as documental analysis and survey, and the making of interviews with representatives of the main Castanhal’s industries and distributors, in order to examine this city’s industrial production and its link to the metropolitan sprawl in Belém. Based on gathered and analyzed data, it was found that the urban spatial use in Castanhal dedicated to residences, industries and the third sector, create an interdependency link with RMB. One could infer that such relation is created by a new metropolitan configuration, based on flux dynamics that leads to the existence of an more amplified, disperse and discontinuous urban unity, confirming the need to study such metropolitan phenomenon beyond its institutionalized borders, and the importance of understanding the urbanization process that leads to metropolitan considered features on certain areas.Tese Acesso aberto (Open Access) Fundamentos para o gerenciamento integrado dos recursos hídricos na microbacia urbana do rio Maguari-Açu com vistas à sustentabilidade hidroambiental(Universidade Federal do Pará, 2012-08-24) SILVA, Valdinei Mendes da; ABREU, Francisco de Assis Matos de; http://lattes.cnpq.br/9626349043103626The city of Ananindeua, as part of the Belém Metropolitan Region - BMR, has received the negative impacts resulting from the disorderly occupation of territorial space. The natural conditions of the region have been ignored in this process of urban settlement, which is verified by analyzing the current status of surface and underground water resources, which are being rapidly degraded, because of the lack of interventions, that are primarily that guarantee government control of these impacts or the implementation of actions merely reproduce historical actions without success. The analysis of socioeconomic and hydro-environmental conditions demonstrated the hydro unsustainability of this region, as well as the existence of the various conflicts that refers specifically to water resources. In order to counter this situation, are presented basis for the integrated management of water resources in the urban watershed of the river "Maguari-Acu," which seek to reach this sustainability. Such basis were structured in five (05) actions: 1) Division of BMR in six (6) river basin, 2) Environmental zoning in River Basin of Maguari-Açu, 3) Management of soil sealing and runoff, 4) Strategies of social organization for the management of urban watersheds and 5) management of information from the integrated data base. Analyzing the performances of the municipal administration in what they concern the activities developed for the SESMAB and SEMOB, in the period of 2004-2006, it will try to mainly clarify the visible and undeniable contradictions in the urban landscape of the City, in what it refers to the quality of the environment (which implies in the quality of life of the people) and the absence of more specific mechanisms to develop the protection of the environment and the social inclusion in fóruns of decision. The analysis was based on a survey of guidelines and tools for urban planning and management of the interventions made by the mayor administration of Belem to the urban waterfront space. Besides the theme presented the conceptual framework also covers studies on tourism, analyzing its aspects as a social phenomenon, used in this debate as a tool that contributes both to sustainable management of the urban fringe and inclusion of local people involved in the process, the perspective of sustainable tourism, collecting data and reflecting more specifically on the social actors involved in Ver-O-Rio complex since its opening, such as traders that work in the vicinity, people who have licensees to work in the kiosks and street vendors who work there. The method was a case study working through the type of approach qualitative to analyze the type of historical-descriptive. To demonstrate the effects of these urban parameters and their influence on the quality of the microclimate, were used as strategies for data acquisition, image capture IFR (IR) surface, angled shots with a fisheye lens, record temperatures globe, dry and humid bulb, sun air, field survey of the buildings, together with the technical analysis of energy balance factor Sky View, Built Mass and Cut Heat Load. The Old Town district is inserted in origin of formation of the town and within its context morphological Volumetric has characteristics that in his time been regarded as solutions to climate adaptation, making it conducive to the development of thermal studies. Already Umarizal neighborhood, which is part of the expansion area of the city center, has a characteristic morphological marked a process of increasing vertical integration, especially in the last decade, and with it, has been constituted in the district with the highest profile change and constructive densification of recent years, which defines it as a key to this investigation. Based on some previous studies and looking to add new analysis parameters and concepts, we defined the use of techniques for analyzing of the energy balance and the thermal exchanges urban able to identify, conceptually, the ability to build thermal load and indicate ways implement procedures for analysis of thermal performance of urban fractions. In this context, one searched to understand the logic that explains the recent concern of the public power in intervening in the Historical Center of Belém, being searched to analyze its implications in the process of partner-space reorganization of the quarter of the Old City; to understand as if it has given to the dynamics of appropriation and reorganization of this space and as practical the space ones produced in the production dynamics/appropriation they have propitiated the diverse territorialities of the social agents who produce the space urban of this quarter, as well as identifying to the possible contradictions/conflicts of territorialities between the diverse social (Been, trading and living) agents involved in the production process/space reproduction, generated in the partner-space dynamics of this quarter, from these of intervention. It was perceived that the actions of the government of the state, referring to the intervention of the Happy Complex Lusitânia, rules in the adoption of the planning to market and in the introduction of techniques of City marketing, justified for the necessity to recoup the economic base of the city. This project based on the conception of revitalization, modifying the form and the functionality of the patrimony where the actions of intervention were carried through, with sights to become the city most competitive in the dispute for tourist attraction. Had its character conservative, it was not arrived to evidence the materialization of the conflicts of territoriality between the diverse social agents, since to the traders and inhabitants not if they had constituted while informing citizens in the elaboration process and execution of the related project. In relation to the interventions promoted for the municipal government, they were rules in a more progressive planning, where the popular participation if made a little more present. Such projects had been based on the principles of the urban whitewashing, that they aim at to characterize the urban space, and to improve the conditions of quality of life and infrastructure for its users. To this end, we opted for an 'inter theoretical and methodological approach, taking into account the scale intra-urban and interurban, and the dimensions of social reality. Developers, builders, land owners, retail chains and agribusiness investors, supported by the State produced new and modern developments in a previously unprecedented scale in the region. These changes showed the city space, the arrival of recent modernization processes in line with global capitalist dynamic and, at the other end, the grievance of intra-urban inequalities as they are introduced these new processes. It is observed in that context, an increasingly marked subordination of architectural and urban forms to the imperatives of capitalist enterprise, changing, so the sense of architecture and therefore the role of the architect himself, progressively farther from possibility of alliance with the recipients. In the wake of these events, this paper discusses the recent changes in the intra-urban area in southeastern Pará, particularly observed in the cities of Marabá and Parauapebas, and how this scenario articulates the processes that follow global trends, assumed as local manifestations of the contradictions of capitalist expansion of the city.
