Item Acesso aberto (Open Access) Cidade, desenho e natureza: uma reflexão sobre os espaços livres de Marabá(Universidade Federal do Pará, 2015-05-13) PONTES, Louise Barbalho; CARDOSO, Ana Cláudia Duarte; http://lattes.cnpq.br/3138101153535395The present work seeks to investigate the relationship between urbanization and the physical support through the features of Maraba's open spaces system (city located at Para's southeast, in the amazon context, presents itself in economic border situation, is object of urban experimentation and disconnected urban fabric filled with open spaces). To accomplish that, it’s needed to unravel the dichotomist view of city and nature through three analysis scale (global, national and local) unveiling conceptual placement socially created in rich countries that would suit as a background for the urban space production all over the world. The timelines developed from this conceptual deconstruction show that while in rich countries the ecological reconstruction and the quality of urban life is already pursed, in the economic border city, the economic rationality megalomania overlaps everyone and everything, leaving as a result great environmental end social tensions. However, the study invites to the reflection towards to new potentials for urban solutions in these spaces, precisely because of the non-occurrence of the complete territorial en social conversion, on the premise that the processes of urbanization of these cities happen in a single space-time, that has as privilege, the possibility of learn from the secular outline of world urban experiences and also from the traditional local knowledge that knew how to combine along time city and nature. From the science point of view the attention regarding the contemporary city form and the lenses capable of reveling the city materiality and its potential: the urban design and the landscape approach, as the starting point to elaborate a guide for empirical analysis formed by city apprehension instruments (scale, layers, borders and processes), tools for elaborate it (cartography, field investigation, people counting and interviews) and spatial quality parameters (diversity, attractiveness, comfort, access, security and identity). This way, Maraba's open spaces system is presented in a intermedium scale perspective (territorial, urban and district scale) and in objective and subjective layers (biophysical, urban and world's point of view) that reveals, besides its complexity, three degradation and fading processes (of the yard, of the public spaces and of preservation areas) and a great potential to reverse the loss – for there is a potential of an open space system structure - that unites possibilities to gather urban, environmental and cultural demands, and if thought as a coherent design could contribute to reestablish connections between urban cores that form the city with the biome and contribute to the fortification of local identity.Item Acesso aberto (Open Access) Circuito imobiliário e a cidade: coalizões urbanas e dinâmicas de acumulação do capital no espaço intraurbano de Belém(Universidade Federal do Pará, 2012-10-18) VENTURA NETO, Raul da Silva; LIMA, José Júlio Ferreira; http://lattes.cnpq.br/5176390429456548This research contributes to the discussion about the configuration of Real Estate market in Belém and recent changes which are related to the process, ongoing financialization of national Real Estate market. Context of analyzes are undertaken resulting in formation of local Real Estate market, and how intra-urban dynamics in Belém derive from this process over twentieth century. Explores mainly the context that leads to consolidating two different fronts of performance of real estate location: Central area and axis expansion highway Augusto Montenegro. In continuation, we analyze the current moment, which is marked by the entry of national Real Estate developers publicly traded in the local market, highlighting how these companies act in the urban space of the city and contrasting with the way of working of local Real Estate developers.Item Acesso aberto (Open Access) Fundamentos para o gerenciamento integrado dos recursos hídricos na microbacia urbana do rio Maguari-Açu com vistas à sustentabilidade hidroambiental(Universidade Federal do Pará, 2012-08-24) SILVA, Valdinei Mendes da; ABREU, Francisco de Assis Matos de; http://lattes.cnpq.br/9626349043103626The city of Ananindeua, as part of the Belém Metropolitan Region - BMR, has received the negative impacts resulting from the disorderly occupation of territorial space. The natural conditions of the region have been ignored in this process of urban settlement, which is verified by analyzing the current status of surface and underground water resources, which are being rapidly degraded, because of the lack of interventions, that are primarily that guarantee government control of these impacts or the implementation of actions merely reproduce historical actions without success. The analysis of socioeconomic and hydro-environmental conditions demonstrated the hydro unsustainability of this region, as well as the existence of the various conflicts that refers specifically to water resources. In order to counter this situation, are presented basis for the integrated management of water resources in the urban watershed of the river "Maguari-Acu," which seek to reach this sustainability. Such basis were structured in five (05) actions: 1) Division of BMR in six (6) river basin, 2) Environmental zoning in River Basin of Maguari-Açu, 3) Management of soil sealing and runoff, 4) Strategies of social organization for the management of urban watersheds and 5) management of information from the integrated data base. To support such basis, future scenarios were developed, anchored in the legal framework and the existing technological apparatus, instruments sufficient for integrated actions between the government and society in general, making it possible to undertake the processing needed for the construction or reconstruction of cities from principles of sustainability.Item Acesso aberto (Open Access) Impacto da morfologia no desempenho térmico das parcelas urbanas em clima equatorial na cidade de Belém(Universidade Federal do Pará, 2013-04-11) PINHEIRO, Dorival Freitas; CARDOSO, Ana Cláudia Duarte; http://lattes.cnpq.br/3138101153535395; FRANCO, Irving Montanar; http://lattes.cnpq.br/4254203203850909The objective of this study is to analyze the impact generated by models of occupation of urban spaces in installments, according to its own characteristics of the variables present in the urban microclimate inherent Neighborhoods Old Town and Umarizal Demonstrate in Belém, from the standard methodology developed, an approximation of the effects of thermal exchanges within the urban portions with their different typologies found, which will allow, besides understanding more approximate of the resulting phenomena of the climatic interaction with the specific typologies, to evidence more appropriate town planning strategies to thermal performance. To demonstrate the effects of these urban parameters and their influence on the quality of the microclimate, were used as strategies for data acquisition, image capture IFR (IR) surface, angled shots with a fisheye lens, record temperatures globe, dry and humid bulb, sun air, field survey of the buildings, together with the technical analysis of energy balance factor Sky View, Built Mass and Cut Heat Load. The Old Town district is inserted in origin of formation of the town and within its context morphological Volumetric has characteristics that in his time been regarded as solutions to climate adaptation, making it conducive to the development of thermal studies. Already Umarizal neighborhood, which is part of the expansion area of the city center, has a characteristic morphological marked a process of increasing vertical integration, especially in the last decade, and with it, has been constituted in the district with the highest profile change and constructive densification of recent years, which defines it as a key to this investigation. Based on some previous studies and looking to add new analysis parameters and concepts, we defined the use of techniques for analyzing of the energy balance and the thermal exchanges urban able to identify, conceptually, the ability to build thermal load and indicate ways implement procedures for analysis of thermal performance of urban fractions. Methodological criteria developed from the investigation of the effects arising from the relationship between local climatological patterns and urban standards of occupancy can be good use, generate urban parameters that enable the occupation of cities not only in their environmental issues in its overall efficiency, pointing to solutions to planners and urban managers to equip a record of the capacity to "load" these determined territories.Item Acesso aberto (Open Access) Modernização e transformações recentes nos processos intra-urbanos no sudeste do Pará(Universidade Federal do Pará, 2015-02-05) MELO, Ana Carolina Campos de; CARDOSO, Ana Cláudia Duarte; http://lattes.cnpq.br/3138101153535395Since 2006, the southeastern Pará has seen great changes in the intra-urban space, led by the private sector, with the participation of various fractions of capital (agricultural, commercial, real estate, financial). Developers, builders, land owners, retail chains and agribusiness investors, supported by the State produced new and modern developments in a previously unprecedented scale in the region. These changes showed the city space, the arrival of recent modernization processes in line with global capitalist dynamic and, at the other end, the grievance of intra-urban inequalities as they are introduced these new processes. It is observed in that context, an increasingly marked subordination of architectural and urban forms to the imperatives of capitalist enterprise, changing, so the sense of architecture and therefore the role of the architect himself, progressively farther from possibility of alliance with the recipients. In the wake of these events, this paper discusses the recent changes in the intra-urban area in southeastern Pará, particularly observed in the cities of Marabá and Parauapebas, and how this scenario articulates the processes that follow global trends, assumed as local manifestations of the contradictions of capitalist expansion of the city.Item Acesso aberto (Open Access) Na “beira” do cais, o centro englobador em risco: perspectivas e possibilidade de reordenamento da orla de Abaetetuba/PA(Universidade Federal do Pará, 2022-05-30) SILVA, Dalgisa da Conceição Araújo da; SOUZA, Alexandre Augusto Cals e; http://lattes.cnpq.br/2652815221358066; https://orcid.org/0000-0002-1424-5055This work proposes to analyze the process of transformation that has been developing along the urban riverfront of the municipality of Abaetetuba/PA, occupations in the Amazonian landscape, in areas protected by the course of tides and riparian forests in areas that should be protected. These occupations constitute areas of vulnerability, where the risks are present in the houses built in areas of water courses, in areas of erosive soil, in a caused way and without protection infrastructure, a fact that culminated in a disaster that occurred in 2014 in the São João neighborhood: a landfill collapse destroyed 13 (thirteen) houses and, as a result, 51 (fifty one) families were supported by the disaster. In a similar way, this occupation process also affected other areas of the riverside, mainly the commercial side, which I call here the encompassing center, as it is a historic neighborhood with economic and cultural potential, where one of the largest open-air fairs in the region. I followed this accident while working at the Municipal Civil Defense Coordination, and I was able to see firsthand the suffering of people who had losses of all kinds, and who were no longer able to return to their homes. This fact motivated me to question how to rearrange risk areas in already consolidated urban spaces, in order to prevent new disasters from occurring. The risk scenario takes place in Abaetetuba, in areas of different land uses and occupations, areas of social vulnerability, environmental protection, commercial flow, concentration of urban equipment and an area of historical memory. In this way, I analyze the process of transformation of the riverside neighborhoods of Abaetetuba as the formation of risk areas for the development of a proposal and planning that considers the risks and vulnerabilities present in these territories. Based on the research results, it was found that, despite the history of disasters in these places, the existing urban structure and the lack of a risk management plan that protects the riverfront contributed to the risk scenario that is presented. In this way, it is necessary to take into account the possibilities of public intervention based on improvements in existing planning instruments and the elaboration of new ones, which include the diagnosis of the areas, monitoring and a differentiated treatment for the risk areas in which the population participates. of the process. The research was carried out through data collection and application of semi-structured questionnaires with public sector agents and civil society to enable a more efficient planning proposal. The research was conceived in a multidisciplinary analysis in which contributions from municipal plans and scholars from the areas of geography, environment, social sciences and urban policy are articulated.Item Acesso aberto (Open Access) Novas centralidades na malha urbana da região metropolitana de belém: estudo aplicado ao espaço da rodovia Augusto Montenegro(Universidade Federal do Pará, 2013-04-01) GUIMARÃES, Gisele Joicy da Silva; LIMA, José Júlio Ferreira; http://lattes.cnpq.br/5176390429456548In this dissertation are identified centers and sub-centers from the perspective of Space Syntax and empirical analysis uses and values of urban land. The Centre, as explanatory category of urban form is characterized by identifying a single core composed of more integrated way in the urban system, while the sub-centers are connected to this core through arrangements morphological relatively less integrated than the Center. Using such an approach, we carried out the investigation of the centrality applied to recent economic and spatial transformations of the Região Metropolitana de Belém (RMB), focusing on the area of Rod. Augusto Montenegro, called "Nova Belém". Considering the important role of real estate developers in the process of urban recovery, we sought to understand the economic growth experienced by this settlement and at the same time, view their gradual consolidation as a new real estate space, possibly a new metropolitan center. This research also appropriates the theory of urban sprawl to analyze the creation of centers, subcenters and centralities are products of daily movements along the main roads of the urban area, raising the question of accessibility decisive factor in the differentiation of Use and land value in RMB. The centrality is taken, as well as a specific condition that the settlements might acquire as a result of the combination of two factors: i) the attraction and concentration of land uses and ii) road accessibility and fluidity of the road network, taking up in view of its influence on the choices of land use.Item Acesso aberto (Open Access) Resiliência urbana na zona costeira da Amazônia: uma análise de indicadores para a cidade de Belém, Pará(Universidade Federal do Pará, 2023-08-22) LIMA, Yasmin Emanuelle Santos Pereira de; PIMENTEL, Márcia Aparecida da Silva; http://lattes.cnpq.br/3994635795557609; https://orcid.org/0000-0001-9893-9777Rapid population growth in urban environments is the root cause of many resilience challenges, where cities concentrate a large part of the population with social vulnerability and exposure to weather-related disturbances. Climate change is a global challenge, there is growing international concern about how to deal with climate change in urban areas. This Thesis aims to analyze the urban resilience of the city of Belém, Pará, Amazon region, Northern Brazil, based on a multidimensional tool, the City Resilience Index - CRF, generating results for the management of urban planning. A survey and content analysis was carried out, contemplating the concepts involved in the object of this research. Adaptation of the IRC through the application of the Delphi Method, with interviews with specialists focused on the subject. Application of IRC in the city of Belém-PA, with secondary data. As a result, the theoretical research problem was presented; Four Dimensions were obtained for the IRC, 'Health and Well-Being', 'Economy and Society', 'Infrastructure and Ecosystems', and 'Leadership and Strategy', with a total of 38 indicators, which allow assessing aspects of resilience of cities. The IRC was operationalized in an Excel spreadsheet and applied in the City of Belém-PA and generated the IRC in the “Good” value. In conclusion, four dimensions and 38 indicators were defined to generate the IRC, and in Belém-PA the IRC was considered “Moderate”, however, in fact, the challenges in working with the theme of urban resilience are still many, and go beyond the conceptual sphere. Although there is still no consensus on the part of specialists in the area regarding the definition of its real meaning, the biggest challenge lies in its operationalization. The process of building systems of resilience indicators is complex and has barriers such as, for example, the lack of data to build indicators to assess some relevant aspects. An example of such indicators, which can be included in future estimates for the city of Belém-PA, are those aimed at measuring infrastructure and ecosystems.Item Acesso aberto (Open Access) Transformações recentes no uso e dominialidade das áreas das forças armadas no cinturão institucional de Belém(Universidade Federal do Pará, 2015-06-19) LOPES, Rebeca Silva Nunez; LIMA, José Júlio Ferreira; http://lattes.cnpq.br/5176390429456548Land use and occupation planning of rural land turned into the city which become institutional land use are related to limitations in the implementation of Master Plans set out in municipalities following the 1988 Brazilian Constitution and City Statute Law. The military presence in the Amazon Region during the 20th Century two dictatorial governments justified land acquisition next to the urban center of Belém, in terms of national security, formed an ˜Institutional Belt”. Currently, occupation of those military areas have been changed because of real estate valuation after successive state interventions, which are occupied by new land uses upon legal disposal for the Para State Government or even for private companies. The overall objective of this dissertation is to discuss these changes in the “Belém’s Institutional Belt”, from an analysis of its land ownership patterns, and the factors that influenced those changes, analyzing the relationship between federal State and Municipality. The assessment sheds light on a legal permissiveness of purchases and estate exchange as a limitation for urban growth in concordance with the social function of land and city.
