Item Acesso aberto (Open Access) Os participantes da política pública de turismo do Pará a partir do modelo de fluxos múltiplos - 2007-2011(Universidade Federal do Pará, 2016-04) NASCIMENTO, Vânia Lúcia Quadros; SIMONIAN, Ligia Terezinha Lopes; FARIAS FILHO, Milton CordeiroThis paper presents partial results of a research on tourism public policy in the Amazon. The research aims at identifying the active participants in the processes that influenced the formulation of Para state tourism public policy. It used as a theoretical reference the Multiple Streams Model of Kingdon. The empirical evidences were obtained from the document reviews about policies and their decision streams, as much as the semi-structured interviews with a public manager of tourism and the representative of the consulting firm; as well as the analysis of the minutes of the State Tourism Forum where the opinions of other participants in the decision making process are recorded. The results indicate that the alternatives for the development of tourism in this state have been materialized in the Plan “Ver-o-Pará”; that the active participants are also pointed out in it; that the performance of some actors that integrated Multiple Streams Model has not been identified; and that the alternatives depended on the streams of problems, policies and politics. It is concluded that some of the actors listed in the Plan are not part of the Multiple Streams Model and the existence of a distinct factor of this model demonstrated, guidelines and determinations of the Brazilian Ministry of Tourism, which influences the flow of public policies and politics.Item Acesso aberto (Open Access) Políticas de turismo e sustentabilidade em comunidades tradicionais: perspectivas conceituais(Universidade Federal do Pará, 2007-04) PINTO, Paulo MoreiraThe public policies of tourism in Brazil and in the Amazon, analyzing its implications in the political and administrative reality of traditional communities and its relationship with the historical sustainability of those populations in relation to the natural environment. It is an exploratory research, and in order to achieve its goal, describes the trajectory of the public policies of tourism in Brazil and, particularly, in the Amazon confronting them with theoretical background that support the formation of public policies, specially of sustainable tourism, which permeates the new programs of tourism and foresees the inclusion of community participation as an important element to carry out the public policies of tourism.Item Acesso aberto (Open Access) Turismo como instrumento de ação coletiva em áreas pesqueiras do litoral da Amazônia(Universidade Federal do Pará, 2006-08) QUARESMA, Helena Doris de Almeida Barbosa; CAMPOS, Raul Ivan Raiol deThis paper tries to analyze touristic activity practices and its impacts on coastal fishermen communities of Pará State, presenting the theories of collective action as a viable perspective to the effectivation of sustainable tourism. The paper begins by making considerations on the theorical approach on collective action, sustainable development and sustainable tourism. After that, a general perspective on current changes on haliêuticas societies are presented, mainly in which way tourism has been implemented on these areas, and which way the collective action can become an effective tool to the touristic praxis compromised with the local integrated development.
