    Desafios da educação ambiental no ensino superior amazônico

    The current socio-environmental problem contributes to the emergence of several reflections that highlight the forms of social relations and the environment. This study aims to analyze the status of Environmental Education in undergraduate courses at the Federal University of Pará, University Campus Ananindeua, located in the Amazon region of Pará. To this end, a theoretical and documental research is carried out, based on the curricular prescriptions, pedagogical projects of the courses and subject programs. It is concluded that Environmental Education must occur in an interdisciplinary way, so that there is an approximation between environmental issues, academic technical content and social responsibility.

    This article is the result of a larger research of Master's Thesis and seeks to discuss the risks of flooding and flooding in the Montese neighborhood, Belém/PA, based on hydroclimatic, geomorphological, territorial planning and social vulnerability analyses, identified as factors that cause and potentiate these risks in the neighborhood. It also presents Environmental Education in its critical aspect, understood from a historical dialectical discussion and under the systemic and interdisciplinary approach, as an indispensable focus in the current context of integrated public policies for risk management, in order to highlight its potential in the construction of the process of sensitization and environmental rationality.

    NAEA 45 anos: uma utopia criadora

    This paper is a personal vision of the NAEA's foundations, its purposes, its trajectory, its scope and challenges from someone who has followed its history since 1976, for 42 years, therefore. It is supported by official documents on the creation of the NAEA, and texts on its production and trajectory, written by several authors, especially from home, highlighting those elaborated by Armando Mendes. Creative utopias are guiding ideas always seeking a "light at the end of the tunnel" that even without being fully achieved stimulate the creation of new concepts and methodologies. In this context, the NAEA was conceived as an integrating institution of university doing, able to break with structures and concepts that were then anchored in positivism. In constructing this utopia, the NAEA was envisaged involving three interdependent pillars that would identify it and give it its own personality. The three pillars are summarized in the key concepts of Development, Interdisciplinarity and Amazonia. The challenge, or creative utopia, is precisely to give new contents to these concepts, and make them tools capable of approaching and transforming the Amazonian reality. After 45 years, how has NAEA been responding to this challenge?, is what is asked in this paper.

    A teia de relações entre índios e missionários. A complementaridade vital entre o abastecimento e o extrativismo na dinâmica econômica da Amazônia Colonial

    This paper analyzes the economic dynamics of the Amazon in the colonial period through the description of social relations between Indians and missionaries built during this period. The analysis shows the complementarity between the supply and extraction highlighting specific ways that these activities have taken in the region. The article presents domesticity, reciprocity and redistribution as key elements in the reproduction of indigenous customs within the missionary settlements. On the other hand, it also demonstrates the role that global market demand for "drogas do sertão". For these groups, this demand caused an abrupt decimation of indigenous populations that were the real people responsible for the maintenance of life in Colonial Amazonia.

    Hydroelectric power plant in the amazon and socioeconomic impacts on fishermen in Ferreira Gomes county – Amapá state1

    Socioeconomic impacts of the construction of the Ferreira Gomes Hydroelectric Power Plant (UHEFG) were analyzed in communities of fishermen affected before and after the filling of the reservoir. The study occurred between 2014 and 2015, in the municipality of Ferreira Gomes-AP. Data were collected using forms (Nsample=48) and a comparative analysis was performed to evaluate their significance (Mann-Whitney, p<0.05). The results showed that the Environmental Impact Assessment (EIA) did not adequately predict impacts in the fisheries sector. The comparative tests confirmed a) six variables with significant variation (p<0.05): monthly income, number of trips to fish, fishing difficulties, environmental conditions of the Araguari River, socioeconomic and environmental impacts; and b) a variable at the limit of significance (p≈0,056): fish trade. We concluded that the reparatory measures did not reestablish the socioenvironmental conditions, generating conflicts not foreseen.

    Dinâmica agrária, instituições e governança territorial para o desenvolvimento sustentável da Amazônia

    Referring to the Institutionalist debate in economics, the article discusses institutional arrangements in the Amazon taking into account the structural diversity that characterizes the rural sector in the region. Based on the different patterns of relationships between technological trajectories, two large representative configurations of development conditions are established: i) rural economies based on agriculture and livestock, and ii) economies based on agroforestry systems. Comparing the results of agricultural censuses of 1995 and 2006 one finds, for each case, structural changes in the period and speed, fundamentals and impacts of growth are analyzed. Special attention is given to the institutional foundations of the processes. As a result, two large institutional arrangements are presented, one that has the “land market”, and another that has the rules of access to common resources of biomes and ecosystems as its core foundation. Formal institutional mechanisms operate in each territory and interact with these informal institutions, and that characterizes the prevailing territorial governance. As a conclusion, it is found that a practical implication of it is that development policies based on sustainability should seriously consider these distinctions.

    Pensando a Modernização do Território e a Urbanização Difusa na Amazônia

    The paper analyzes territorial modernization and the importance of the urban phenomenon for recent changes in the Amazon Region. Using the notions of “forest towns” and “towns in the forest”, this paper intends to understand diffuse urbanization, which is in progress, in a regional context. With this focus, it considers examples of urban forms and attributes regarding provisions for external economic demands. Finally, it is suggested that consideration be given to the idea of “towns for the forest” as a possible basis for the formulation of territorial policies for the Amazon, where environmental attributes and cultural practices reflect important elements of the regional peculiarity.

    Pescadoras de camarão: gênero, mobilização e sustentabilidade na ilha Trambioca, Barcarena, Pará

    Through this paper the relations between gender, social mobilizations and sustainability in the context of the Trambioca Island - Barcarena, Para, Brazil -, specially regarding the shrimp (Macrobrachium amazonicum) fisherwomen. The research was oriented by the anthropological methodology of fieldwork and by the photographic production, but strategies were incorporated in a way to allow data production to do an analysis towards the political economy. Fundamentally, it revealed an experience in which fisherwomen end being the highlight in the shrimp production in this Island, who participate in the entire process of production, of transformation of the raw material and of commercialization. In spite of the globalized environmental and economic crisis, such fisherwomen are proposing the raising of shrimp, through which they intend to raise the income. However, in such an organizational process, they perceive that the limits are many and that they need training and technology linked to the raising of shrimp and financing. Consequently, the implications to sustainability appear as many, in special if a possibility of a differentiated economy is to be taken into consideration.

    A Defensoria Pública do estado do Pará: uma observação sistêmica da capacidade institucional

    This paper presents the results of an empirical observation in the Nuclei of the Public Defender Office in the Metropolitan Region of Belém and in the Nuclei in the towns of Marabá and Santarém, in Pará, Brazil. With some modifications, it is inspired by the idea of self-referential systems proposed by Niklas Luhmann. The first-degree observation operationalized through questionnaires aims to analyze the institutional and administrative capacity of the Public Defender Office, starting from a scheme formed by the convergence of various theoretical concepts for observing and grasping public organizations. The second-degree observation is operationalized through semi-structured interviews.

    O momento, os desafios e as possibilidades da análise econômica territorial para o planejamento do desenvolvimento nacional

    The article aims to contribute to overcoming the challenges regarding the capacity of analysis and action for regional and territorial development. In order to do so, it discusses the relationship between knowledge and planning - between science and science-based action. Following an analysis of this relationship, during the period prior to the prevalence of the New Public Management theories in which the conditions leading to the failure of the postwar development planning strategies are investigated, we ask ourselves if any developments in the sciences of society that may offer grounds for planning a development based on growth, equity and sustainability have been seen. From there, this article explores the possibility that theories of endogenous and sustainable development (TESD) can support new planning processes. The main focus, in this task, is placed on the concepts of clustering, technological trajectories, value chains, and local and regional economies.

    Alometria reprodutiva de Podocnemis unifilis (Testudines: Podocnemididae) na várzea do baixo Rio Amazonas, Santarém, Pará, Brasil

    The body size of the organisms represents an important parameter, which may have consequences on their ecology, reproductive activities, evolution and development. Allometry relationship is the study of the size (or growth) of a body part in relation to the final size (or growth) of the organism. This study analyzed the allometric relationships between females of Podocnemis unifilis (Troschel, 1848), their eggs and hatchlings, and between nest features and the clutch in the flooded forest portion (várzea) of lower Amazon River, Santarém, state of Pará, Brazil. Podocnemis unifilis clutches' were monitored in the Tabuleiro da Água Preta during the reproductive cycle of 2009. The females found nesting were measured and the physical features of the nests were measured, and the latter were also marked with numbered stakes. The eggs and hatchlings of these nests were removed and counted, and their biometry was performed. The female parameters analyzed (straight-line carapace length and mass) were correlated with almost all the egg and hatchling variables, with the exception of the egg length and the hatchling mass. Future studies directed to the better understanding of how the environmental features influence nest features can be applied, being useful for more effective applications of management actions for the species.

    Os limites da ação coletiva nos Conselhos Municipais de Saúde

    This article addresses the collective actions of participation in the municipal health councils. The underlying research sought to establish the performance of the councilors in the municipal health councils in the Metropolitan Region of Belém in the State of Pará. A survey of documents for the 2005-2010 period, structured interviews and observations with counselors in sessions of meetings of the boards of three counties were analyzed. An indicator of three levels of participation centered on the legal functions of the health councils and based on the theory of social groups as its analytical principle was constructed. The results indicate that the activities of the councils are marked by the co-option of councilors and the definition of deliberative agendas on the part of representatives of management, in which individual interests predominate over the collective interests of the councilors in the deliberations. The conclusion is that such behavior is contrary to the principles of the Unified Health System - SUS and weakens the social image of the councils, in addition to opening up a new analytical perspective.

    "Ser alguém na vida": uma análise sócio-antropológica da gravidez/maternidade na adolescência, em Belém do Pará, Brasil

    Focused on a group of low-income youth in Belém, Pará State, Brazil, this study discusses the issue of adolescent pregnancy and motherhood from a socio-anthropological perspective. Aimed at an understanding of the cultural meanings of this event in this context, the study suggests that for adolescent girls, it does not mean a break with life projects. On the contrary, pregnancy and motherhood are valued to the extent that they produce changes in social status for the girls, in terms of affirmation of projects for social mobility in the future, thus justifying the continuity of studies in the face of difficulties imposed by the situation.

    Capital social, redes sociais e inovações produtivas

    Successful experiences in motivating local populations show the importance of organizing people and training them to develop innovative projects. It also reveals that communities in which people interact more frequently with each other and where social networks, on a whole, are well integrated, are more likely to overcome their limitations and to take advantage of their opportunities. This in return favors the development of strategies and collective tactics, increasing the power of choice and decision of the community members.

    Plano Amazônia Sustentável e desenvolvimento desigual

    This paper is an analysis of the Sustainable Amazon Region Plan as well as its connections governmental policies and programs designed to foster economic growth in Brazil. First of all, a discussion is presented concerning the institutionalization of the notion of "sustainable development" and its adoption by governments, companies and non-governmental organizations. In a second moment the changings in the Amazon region from the 1980 decade is studied in addition to the importance of the region to Brazilian economy and also to world economy in a time of globalization. Finally, the Sustainable Amazon Region Plan is presented. It is argued that this plan is subject to the dynamics of capital accumulation, and also that the infrastructure designed by the government for the goal of sustainable development is aimed primarily at large scale projects - fact which implies continuity of the model adopted within this policy with previous models of development plans or policies. In such a scenario, the exploration of natural resources and of the so-called 'environmental services' continue to favor the profit of mighty wealthy capitalist companies and economic groups, and deepen a pattern of uneven development.

    Estudo da paisagem e o planejamento estratégico como bases da gestão da oferta hídrica no estado do Pará: discussão teórica e metodológica

    This article has as purpose discussing the water offers and preventive management using as methodological application the landscape study associated to the prospective analysis strategic. The chosen area was the Pará state (Capim river basin) drained by Amazonian and the Tocantins-Araguaia basins. The methodology application in Capim river basin showed that it´s necessary to process mechanisms able to work with a great number of landscape elements, their sensitivity aspects and with the most important actors involved to waters uses planning.

    Etnografia e manejo de recursos naturais pelos índios Deni, Amazonas, Brasil

    Studies concerning the use of multiple natural resources by Amazonian indians are scarce. This work presents a portrait of how the Deni Indians, inhabitants of an area between two of the most important white-water rivers of the Amazon basin (Juruá and Purus Rivers), exploit natural resources in their territory. The Deni exploit both the upland and floodplain forests. They are a mix of horticulturalists and hunter-gatherers, using their whole territory to obtain what they need to live. As a rule, they move their settlements periodically, avoiding local resource depletion. The Deni modify the landscape at a local level, causing an increase in resource availability. Abandoned villages, fruit orchards and crops are places where floristic and faunistic resources concentrate and are systematically exploited. The impacts of such management are apparently minimal. For the Deni society natural resources are the only way to get goods for survival, but it is inserted in the periphery of a capitalist system which exploits and will continue to exploit natural resources in order to produce a surplus for the acquisition of industrialized products, independently of external judgements. This should be the starting point to evaluate sustainability in this local management system.
