    Ações de regularização fundiária e de mensuração das desconformidades urbanas: o caso das terras da União sob a tutela da Universidade Federal do Pará na cidade de Belém (PA)

    It is discussed here the meaning of urban disagreement as the denial of the right to the city in opposition to what has been stated in the recent Brazilian urban legislation (Cities Statute Law 10.257 from 2001), in order to contribute to the assessment of public policies on land regularization actions, considering the multifaceted nature of this right. With this objective, it is briefly described the process of occupation started in the 1970s, on public Union land Union, defined for the implementation of the Pará Federal University (UFPA) first with the Guamá Campus (Belém, Pará, Brazil) and then occupied by low income population on areas not object of academic purposes. It is highlighted survey and registration methods, social practices and land tenure documentation developed by UFPA from 1991. The results of this experiment permitted evaluating its impacts in the context of urban disagreements suffered by the occupants, stressing the challenges that seek to ensure the right to the city, as a gradually, integrated and above all inclusive objective of public policies.

    Arquiteturas da saúde na segunda metade do século XIX e os modelos de ensino nas academias portuguesas

    The historical intertwining of production hospitals in Brazil and Portugal in the second half of the nineteenth century demands to understand the context of training and academic work of its designers, highlighting the fundamental matrix formation up to: the drawing as design technique and representation of architecture. In this essay, we will adopt the Warburg point of view to understand the History of Art as part of a Theory of Culture, where several factors contribute to the assembly of an iconographic constellation to be read in transdisciplinary sense to allowfor the understanding of the historical, aesthetic and social role of hospitals understood as urban monuments in their respective contexts. The objects in study are the Hospital Dom Luis I of the Royal Society Portuguese Beneficent in Belém, designed in 1870 by the former student of the Academy of Fine Arts of Lisbon Frederico José Branco and the Psychiatric Hospital of Conde de Ferreira. The last belongs to Holy House of Mercy of Porto, built for this purpose in 1868, under the traces of the engineer and Full Professor of Civil Architecture Chair of the Fine Arts Academy Port Manuel de Almeida Ribeiro. These buildings are icons of the Portuguese capital investments in Brazil and Brazilian called ‘return-trip’ in Portugal, representing the Portuguese-Brazilian relations in the second half of the nineteenth century.

    Eflorescência salina na igreja de Santo Alexandre, Belém - PA

    The structural masonry of the historical monuments of the city of Belém, Brazil, is made of stones and solid bricks fixed with lime mortar, which is affected by different pathologies, including salt efflorescence and moisture action. Some authors explain that these two agents cause layer detachment, mortar pulverization, cracks and a whitened appearance. This aim of this study was to identify the degradation process affecting the masonry of the right transept of the Church of Santo Alexandre, using instrumental analytical techniques. Laboratory analyses were used in order to understand the saline efflorescence process, the material damage it causes and the main kinds of salts. The first step in the study was to map out the masonry and the damage, showing the current situation and the most damaged areas. That was followed by a physical characterisation through an analysis of mortar particle sizes and proportions, analysis of masonry moisture contents, chemical characterisation -qualitative and quantitative chemical analysis of soluble salts, and mineralogical characterisation by X-ray diffraction. The techniques applied were effective and contributed to the achievement of a correct diagnosis, guiding the type of interventions required to solve the problem.

    O espaço para crianças produzido pelo Programa Minha Casa, Minha Vida: estudo de caso na região metropolitana de Belém, PA

    The current social housing policy in Brazil determines that children's recreation needs are met through the provision of spaces built specifically for that purpose. This paper presents the results of an assessment of children's recreation areas in two social housing projects produced by the My House, My Life Program (Programa Minha Casa Minha Vida-PMCMV), Jardim Campo Grande and Jardim dos Pardais, both in the metropolitan area of Belém, Pará. The study questions what kinds of spaces are actually being produced, based on the assumption that physical activity and the social interaction made possible through recreation areas are fundamental to ensure a satisfactory development of children's social-cognitive and psychomotor skills. This study also looks into the actual use of these spaces by children. The case study method combines architectural design and physical space analysis techniques with the behavioural observation of children in leisure activities. The study observed that, in the social housing projects analysed, the children's recreation spaces lack elements that adequately address the children's recreation needs, that their use does not depend on the amount of area destined for this purpose, and that factors such as a sense of security or insecurity and housing typology can limit or encourage the use of these spaces and the appropriation of public spaces.

    Diretrizes técnicas para locação de limites edificados em praias

    Establishing limits for building on beach borders is important in urban intervention projects, since they separate private domain from public life. Contention walls play a crucial role by limiting the area used for building, and also by minimizing the effects of erosion and flooding in urban areas. This article analyzes case studies carried out in Praia do Amor, Outeiro island, in the Metropolitan Region of Belém, and Marudá Beach, a town in the Northeast of the state of Pará, Brazil. Based on the analysis of existing buildings in those locations, this study suggests a set of guidelines for establishing built limits on beaches. This article also provides references for additional studies required.

    A estrutura socioespacial da região metropolitana de Belém: de 1990 a 2000

    The paper presents a study on the social structure of the RMB, main urban formation of the Pará State from 1990 to 2000 period. Georreferenciated statistical analysis has been used with IBGE data census in order to reflect the sociospacial structure of Metropolitan Belém and taking the spacial urban clip of the five municipalities together which comprises officially the Metropolitan Region of Belém, concerning Belém, Ananindeua, Marituba, Benevides e Santa Bárbara do Pará. Comparison has been done on social formation by the means of the sociocupational categories defined hence the factorial analysis besides components in order to relate both social and labor divisions and its impacts caused by economic projects envolving both mineral and energetic exploration in its intraurban space.

    Considerações sobre a pobreza no Brasil e suas manifestações nas cidades da Amazônia

    This paper offers information about poverty to non-specialists, contextualising its manifestations on Brazilian and particularly on Amazonian cities, under economic liberalism. Its first section discusses different approaches to poverty, according to developing countries perspectives. Afterwards structural causes to poverty in Brazil and evolution of official understanding to the problem are presented. These are followed by liberal policies to fight poverty recommended by World Bank, and their impacts on public policies inherited from Welfare State, and by the information related to recent approaches of Brazilian government to the problem. At last, liberal strategies applied to cities during the last decades are presented, highlighting their echoes on Amazonian cities.

    A influência do governo federal sobre cidades na Amazônia: os casos de Marabá e Medicilândia

    Despite the existence of several academic works on the process of socio-economical transformation of towns in the south of Pará, little of this literature offered interpretations which considered the spatial configuration as analysis. This article tries to show the origin and evolution of a town like Marabá, which works as counterpoint to the conception of “rural urbanism” that managed the towns “along the roads”, like Medicilândia and nucleus that constitute the town of Marabá. Finally, one notices the explicit real estate speculation operating in Cidade Nova, the third and more recent urban setting installed in Marabá.
