Contribuições da Ciência Culturo-Comportamental para a análise de Redes de Atendimento às Mulheres em Situação de Violência

Abstract

This dissertation takes as a framework the selection of interlocked behavioral contingencies (IBCs) and their aggregate products (APs), i.e., culturants, and presents four studies, three of which focus on cultural practices occurring in the Service Networks for Women in Situations of Violence. Studies on culturant selection demand a specific unit of analysis, the metacontingency - defined as the relationship between culturants and their selecting environment (cultural consequences). Given that many of the practices that take place in networks are regulated by laws and that laws can be a means for large-scale social change, one of the objects of study in this dissertation was the national legislation on assistance to women in situations of violence. Before analyzing it, however, we conducted Study 1, which aimed to review research that employed a method of law analysis based on metacontingency (Todorov et al., 2004). The discussion of the results regarded the dimensions that influence the control of rules over behavior. Studies 2, 3, and 4 focused on aspects related to service networks using the concepts of metacontingency, macrocontingency, cultural design, Total Performance System (TPS), and cultural cuspsto discuss laws, official documents related to assistance policy, studies by researchers in the field, among other materials. Study 2 analyzed the history of assistance to women in situations of violence in Brazil in order to identify its primary services, practices and the events related to its emergence and maintenance. Using the concept of cultural cusp, factors that facilitated the development of assistance policies and the diffusion of services and practices were identified as factors related to recent setbacks. Study 3 analyzed a strategy created to solve intersectoral problems in the network, the Brazilian Woman House (BWH), an organization that concentrates the primary care services. Primarily through the TPS, variables fostering intersectoral actions were identified, from which interventions can be outlined in cities that do not have a BWH. Changes in laws and the organizational structure of the BWH are suggested. Study 4 aimed to analyze the prescriptions of articulation between the actors/sectors of the network in the Maria da Penha Law. We identified prescriptions for non-mandatory actions that may compromise the deployment of services and networked care, problems related to prescribed operant consequences, and the role of intrinsic operant consequences in the interlockings. Considerations of a potential receiving system of practice and the verbal cultural consequences that can be provided by such a system are presented. Although preliminary, these studies move toward the development of a functional assessments of cultural practices in applied contexts and provide contributions that can be immediately incorporated into network analysis.
