To do this we conducted a field research at those CRAS's, which had as its subject the social workers who have temporary contracts in these socio- occupational spaces in these last two years. In this research it is aimed to identify the organizational politic determinants in this form of work, the objective and subjective conditions of work of the aforementioned practitioners and their relationship witer the world of work changes that have occurred in recent years. It was used the theoretical and methodological Marxist theory believing that it provides a critical reading of social reality as a whole, not by fragmenting it disconnected from a political, economic and social development of a given society. The form was chosen as an instrument of data collection that was made up of open and closed questions. Thus, this study is structured in three parts, besides the introduction and the conclusion. The first try perform a approach to the transformations that are occurring in the workplace in recent decades aimed to uncover the determinants of temporary contracts in social worker in CRAS's the city, the second part all about of the neoliberalism and of the state reform in the Brazil; in the third part went perform a analysis about conditions of the social work in CRAS's, so it is possible to understand the impact of temporary employment contracts of these professionals in the operationalization of Policy Social Assistance. The content analyzed in this research demonstrates the suitability of the Brazilian electric sector and its productive and organizational architecture to the new model of flexible accumulation dictated by neoliberal adjustments, which promotes the dismantling of labor rights, precarious practices of working conditions, outsourcing to promote new alternatives for domination and control that go beyond the productivist and economistic logic, passing the subjective and cultural order of the worker. Centered on the experience of Pará electricity sector particularity and its relationship with the metabolic system of capital questions the breeding and production of social relations in the context of chronic unemployment in society. Had the theoretical and methodological Marxist theory which allowed to reveal the objective conditions of work and life of those surveyed, as well as understand the demands placed on social services, particularly those related to the work accident. The data used in the study were primary and secondary type. The primary data were collected through documents of the institution, such as social service reports, action plans, social service and interviews with employees, supervisors, managers, and interdisciplinary team of professional human resources, the secondaries were from: the systematization of care provided during that period. The survey results showed that social service, from 2007, in COMARA as an area of knowledge and a profession that contributes to the prevention of accidents at work, as the professional intervention of social workers is no longer characterized by the performance only in post-accident and, yes, the prevention of accidents at work, impacting on the reduction of accidents at work in this organization.Item Acesso aberto (Open Access) A intervenção profissional do assistente social na saúde mental dos servidores públicos: um estudo nos tribunais eleitorais do Brasil(Universidade Federal do Pará, 2015-08-31) ARNAUD, Fernanda Iracema Moura; GOMES, Vera Lúcia Batista; http://lattes.cnpq.br/9114006776434389This work is the result of critical reflection and analysis on the professional intervention of the social worker in the mental health of public servants, within its specific practice at Brazilian Electoral Courts, as the situations of mental illness and the risk to health / mental illness the servers mentioned, in those bodies, were evidenced by its frequency and the serious damage caused in the conditions of life and work of them with important consequences also for the institutional mission. Therefore, this study aimed to analyze the professional intervention process Social Worker in these situations, or not caused by work, considering their contributions to the mental health of such servers. It was adopted as a methodological research reference to Marxist theory and its dialectical method, considering the sense of completeness pursued by critical social theory in search of the real movement ownership. It used qualitative research, whose data collection instrument were semi-structured interviews with 21 (twenty-one) subject of three Electoral Courts, involving: health team to belonging professionals (social workers, doctors and psychologists); servers and personnel managers. It is concluded from this study that the mental health of federal public servant is a fraught area tensionalidades which requires, in addition to a clinical approach, a political and social intervention able to respond to numerous contradictions attached to them and give it a grade high complexity, which can not be understood without a substantive reflection on the relationship objectivity-subjectivity, especially on the social determinations, political and economic present at this historic moment marked by deeply destructive capitalist sociability social life, mediated by alienated labor, It reaches people, blocks human development to their full potential of objectification (dehumanization). Thus, it was found in this study that the professional intervention of social workers, albeit limited by structural, cyclical and institutional factors and their relative autonomy, has stated its potential to contribute to the mental health of civil servants of the Electoral Courts , notably with regard to critical reading of institutional and implementing creative strategies for routing demands and identified health needs, embodied the "look at the social" in "social accompaniment", in support to the families, in mediation held between the subjects present in this space (server, management, manager and work team), mobilization and coordination with safety nets and coexistence of individuals in psychological distress, which provides the expansion of rehabilitation resources with a view 'access servers to their social rights. In the study it was observed the process of implementation, implementation and decentralization in the management of state policy in the state of Pará. A qualitative approach was adopted which allowed the investigation of processes of social relations, whose data could be obtained through documents and interviews with those involved in the issue at hand. It is evident that the public ombudsman, like any state apparatus is an arena of political struggle, thus wove considerations on the state from Marx, Gramsci and Poulantzas, highlighting the reform suffered by the Brazilian government in the 1990s, which Behring characterized the counter-Reformation because of his tendency to write off social and labor rights already conquered. Then we present different points of view regarding so-called participatory democracy that can identify with both the Reformed liberal thought or put yourself in the perspective of transforming society through radical democracy. Grounded in Marxist theoretical framework analyzes the existing literature on public ombudsman and presents the National Policy for Strategic and Participative Management SUS, whose ombudsman is one of its elements. For this it was necessary to use the following specific objectives: to investigate the situation of the Brazilian prison system before the picture of social inequality and criminalization; identify how the right to health is structured prison in Brazil, and analyze how the right care health is being materialized as a social right in PEM I. From the perspective of uncovering the object of study methodology was based on the critical approach, using application forms with two (02) inmates who passed health care within the PEM I. Thus, it was established limits and contradictions in health care as a social right of internal PEM I, reflected the precariousness of the right to health in prison.Item Acesso aberto (Open Access) Reabilitação profissional e reinserção ao trabalho: um estudo sobre o programa de reabilitação profissional da previdência social na região metropolitana de Belém (RMB) - Pará(Universidade Federal do Pará, 2016-10-31) SOUZA, Bruna Ferreira Esteves de; GOMES, Vera Lúcia Batista; http://lattes.cnpq.br/9114006776434389The present study aimed to analyze the contributions of the Program of Professional Rehabilitation of Social Security developed in the RMB for the reintegration of the insured to work, from the theoretical-critical-dialectic perspective, the following guiding questions are essential to guide the research process: Were the insured persons covered by the Vocational Rehabilitation Program reinserted into the labor market? If so, do these workers continue to hold positions for which they have been rehabilitated or not? If not, what are the reasons why these workers did not perform the jobs for which they were rehabilitated? This study has relevance, considering that the Professional Rehabilitation Program is an alternative for workers who are out of the labor market because they are receiving a benefit due to the accident or illness, to return to work. Thus, the locus of the field research consisted of the Rehabilitation services provided by the Belém / Nazaré and Belém / Pedreira Social Security Agencies (APS), while the research subjects were: 8 (eight) rehabilitated insured persons, 1 (one) Representative of the company and 2 (two) professional advisors, so that the temporal cut of this was between the years of 2013 to 2015. This way, it was used of primary sources (semi-structured interview) and secondary (INSS documents). The study was structured starting from the understanding of the work category to be able to understand the contemporary transformations that are taking place in the working world and its implications in the process of professional rehabilitation. We sought to understand the main objective of this service, which is to provide conditions for the rehabilitated worker to re-enter the labor market. This purpose also led us to understand the crisis of contemporary capitalism, emphasizing the crisis experienced since the 1970s, in order to understand the context of the program and its trajectory in the history of social security policy. In this sense, it has become fundamental to discuss social security policy and how social security policy was instituted in Brazil, in particular, since the Professional Rehabilitation Program is one of the services that make up this policy. The results of the research indicate that the Professional Rehabilitation Programs of the agencies surveyed present serious difficulties that directly compromise the quality of this service, such as the absence of vocational courses for the rehabilitators, thus hindering the work of the professional counselor, As it does not have the fundamental instruments to carry out the cases of professional rehabilitation, which mainly affects the life of the worker away from work, which will probably spend more time to benefit and will have less possibilities depending on the profile of the insured - to become a potential worker returning to work but, who will be a worker who has been retired through a set of factors to ensure a right provided by this policy, as so many identified in this study.Item Acesso aberto (Open Access) Saúde mental e trabalho na assistência social: vivências de sofrimento psíquico e estratégias de defesa dos(as) servidores(as) públicos(as) municipais da FUNPAPA em Belém/PA(Universidade Federal do Pará, 2011-09-22) MENDES, Andréa de Barros; GOMES, Vera Lúcia Batista; http://lattes.cnpq.br/9114006776434389Inserted in the context of relationships established between mental health and work, this study aims to analyze the experiences of psychological distress of servers responsible for performing the activities of network social protection the FUNPAPA, emphasizing the development of strategies to accomplish their work in order to place themselves under the "normality". Guided on the contributions of the psychodynamics of work and references from the field of the health of the workers, the theoretical and methodological focus of this research is a qualitative approach, which data collection involved semi-structured interviews and participant observation. Data analysis, performed using the technique of content analysis, pointed out aspects related to working conditions and work organization acting as triggers of experiences of psychological distress, which are expressed in anxiety, dissatisfaction, fear, boredom, disgust, among other manifestations. The aspects related to poor working conditions that trigger the mental suffering of FUNPAPA servers are: physical space without the need to adapt to meet users' obsolete equipment and / or malfunction, scale vehicles irregular and unhealthy environmental conditions due to constant infiltration. As constituent elements of work organization that act as determinants of psychological distress experienced by servers FUNPAPA can cite: the customer service, professional training inadequate to their work, evaluating performance, lack of social recognition, the reduced quantitative server, the network socioassistencial deficit and the feeling of helplessness against the limits of social assistance. To deal with the experiences of psychological distress in order to prevent disease and madness these servers adopt defensive strategies of protection, including: rationalization, religion, bonds of trust and solidarity, absenteeism, the anticipation of the holidays, investment in activities outside the workday, the itinerant work in the community and the search for alternative solutions to make the physical environment as friendly as possible. Thus, the structure of this work includes three parts: the reference empirical and the theoretical discussion of the results, respectively. Finally, in conclusion, points out some notes to support a proposal for mental health promotion at work.Item Acesso aberto (Open Access) Trabalhadores acidentados e adoecidos no complexo do alumínio em Barcarena-PA: um estudo sobre a negação dos direitos sociais(Universidade Federal do Pará, 2015-08-31) MELO, Nelcesi Silva; GOMES, Vera Lúcia Batista; http://lattes.cnpq.br/9114006776434389This study has as grounding a research made with workers victimized from accidents and illness from the Aluminum Complex work settled down at the city of Barcarena in Pará, which the aim was to analyze the impacts of the denial of social rights on the social life sphere: personal, professional, and familiar. From the historical materialism dialectic method searched for a sequent approximation from the social reality of the research subjects, on the perspective to development the study aim, by means of research approach, in which to seek for the opinion of the workers and related about their rights as victimized workers of accidents and illness from the job, at the Aluminum Complex mentioned before. It had as mean tools the data collect the interview semi structure that had a script pre-elaborated and directed to each fallow do the interviewers, to know: victimized workers of accidents and illness at work, unionists, and membership of ADRVDT. Based on Marxist social theory critical, the data were analyzed from the perspective of social totality. The main results of this research study can be summarized: on the professional sphere occurred a sudden interruption between the worker and his job, through a process of deprofessionalization; on the personal sphere occurred the increase of individualism; on the familiar sphere realized that disease situation allied to denial of the workers’ rights have caused, in general, the undoing familiar relationship, in the same time it has enabled the fortification of the family as institution of social protect; on the economic sphere the workers face the finances difficulties to pay for buying medicines, because they depend of the social benefits from the company. Thus, the denial social rights have created mental physical impairments, to accident and illness workers by job at Aluminum Complex, as the discredit to healthy public policy, getting worse as more the health of them.Item Acesso aberto (Open Access) O trabalho do Assistente Social no Instituto Nacional do Seguro Social/ INSS-PA: da concretização dos direitos previdenciários a operacionalização do Benefício de Prestação Continuada (BPC)(Universidade Federal do Pará, 2017) SOUZA, Leidiany Marques de; GOMES, Vera Lúcia Batista; http://lattes.cnpq.br/9114006776434389This dissertation aimed to elucidate the political, ideological and economic determinations in the programmatic contradictions regarding the reality of the social worker's work in social security, starting in 2009, the priority attention to the demand of the BPC, social assistance policy secondary to the assistance to the Insured to access their social security rights. It is argued that the Brazilian Social Security, especially the Social Security and Social Assistance policies, suffered from the impacts of the implantation of the neoliberal governments that began in the country since the 1990s. Mainly, the commitment made by the right-wing governments and the government of the With the guidelines of the World Bank in a way that metamorphosed the concept of Social Security established by the Federal Constitution of 1988. From this debate we analyze how these determinants affect the centrality of the work of the social worker in the Brazilian Social Security , From 2009, began to prioritize the demand for the Continuous Benefit, linked to the Social Assistance Policy, secondarily providing assistance to policyholders to access their social security rights. The field research was carried out 6 agencies of the Social Security located in Belém of Pará, whose subjects were: 12 social workers, 3 medical experts and 7 managers of the respective agencies. As a data collection instrument, the semi-structured interview was applied, in addition to systematic observation. As theoretical-methodological contribution, Marx's social theory and the dialectical historical materialism method were chosen in view of the successive approximation of the real, starting from the assumption that the essence of the object to be known does not appear in the appearance of the phenomenon, Which demands of the researcher a movement of approximation with the object, that denies it, that abstracts it and that concretizes it, trying to apprehend the content of this form of work beyond its appearance, but starting from them, through the mediations of its determinations, Seeking to unveil the contradictions put in this social-occupational space. Political, ideological, and economic determinations are deeply mediated by changes in the world of work following the 1970s productive restructuring, such as unemployment, job instability, and increased informal work, when workers are unable to gain access to the protective system regulated by Social assistance policy. Still, that with an increase in the industrial reserve army, without wages, workers live in extreme poverty and, therefore, the State, through the revision of neoliberalism in its constituent bases, adopts a model in Brazil called "social liberal" where the World Bank in exchange for financial loans, implement social policies focused on this public.Item Acesso aberto (Open Access) O trabalho do assistente social nos Centros de Atenção Psicossocial – CAPS’s do município de Belém/PA: contribuições para o tratamento da saúde mental dos usuários(Universidade Federal do Pará, 2015-08-27) SILVA, Carolina Flexa da; GOMES, Vera Lúcia Batista; http://lattes.cnpq.br/9114006776434389This dissertation deals with the analysis of professional work of the social worker in Care Centers Psicossocial- CAPS's the city of Belém / PA and the contribution these professionals for the treatment of mental health of users. The research problem is summarized as follows question: What are the contributions of professional work of the social worker developed in these CAPS's for the treatment of mental health of users? Responses to the problem were sought through a field research conducted in three (03) CAPS's, 02 (two) linked to the Municipal Health Secretariat of Belém / PA and one (01) the Secretary of State for Public Health, the Subjects were: three (03) Professional Social Work, 02 (two) users of services and 03 (three) professional members of the health team that includes social workers. As methodological procedure was performed a qualitative approach in the light of Marxist social theory. It had as a data collection instrument to interview semi-structured type that consisted of a pre-prepared script directed to the different research subjects. The data collected were subjected to content analysis, focusing on units of meaning and frequency of this communication issues in the subject, summarized in the explanatory themes of reality. The results of this study show the progress in the Brazilian health because Brazil is one of the few countries that has a universal health system, that is, extended to the entire population free of charge and funded by public funds. The Brazilian health policy continues to resist the maneuvers devised by big business and operated by the State of neoliberal. Even with the neoliberal offensive to work, there was the consolidation of the work of the social worker market in the area of mental health due to the need of a trader in substitutive services. As for the work of the social worker specifically, the survey results reveal that professional commitment to service users ensuring answers the demands brought by users and identified by the professional. It also concludes that the connection with the network services is timely in the daily work of social workers, as this action is responsible for the resoluteness of various demands, in addition to mental health treatment, influencing directly in improving the quality of life of users . It is understood the work of the social worker in the field of mental health, as a practice involving the activities and knowledge with other professionals, as well as appropriating other knowledge. Still, other professionals of CAPS's health team recognize the particularities of the professional work of the social worker and actions that contribute to mental health treatment of users made specifically for that professional. In the conception of users of CAPS's treatment in mental health has been secured, but denounce the difficulties experienced in mental health policy and other public policies involved in this context.Item Acesso aberto (Open Access) Trabalho, gestão e adoecimento: um estudo na Junta Comercial do Estado do Pará - JUCEPA(Universidade Federal do Pará, 2015-08-31) SEYNAEVE, Carla Vanessa Moreira da Silva; GOMES, Vera Lúcia Batista; http://lattes.cnpq.br/9114006776434389This study work management and object removal for illness of the JUCEPA servers. In this sense, a field research that supported it possible to obtain data was performed to analyze the form of labor management adopted by this institution and its impacts on illnesses that cause removal of servers to work, in order to contribute to the health of their servers. This study had as theoretical - methodological basis Marxist theory and historical materialism and dialectical method, considering that these instruments provide unravel the multiple determinations of the study object. Therefore, we opted for the type of qualitative research from a case study, aiming to understand the social reality of the research subjects in an attempt to analyze the multiple determinations: political, economic and social. The mentioned survey had a sample of 10 servers of the universe of 83 servers that were away from work for illness, whose criteria used for the definition of this sample was: having been away from work due to illness in the period 2009 to 2013. Thus They were interviewed 17 subjects, 15 servers occupying the various positions of the boards that make up the institution, namely: the mid-level positions, and top-level managers. Of the 15 respondents 10 servers have been away from work due to illness in the period, the others make up the group of managers (with 04 managers) and 01 health professionals (psychology); plus 01 representative of DSO / SEAD and 01 representative of the Union. The conclusions of this study allow us to state that there is a relationship between the form of management established in Jucepa and illness leading to departures from servers that institution, which seriously impacted on various aspects of life of those surveyed, causing traumatic processes that extend from the aggravation of diseases such as mental diseases, depression, diseases such as hypertension; the family and social conflicts arising from the financial insecurity that plagues the daily life of these servers at the time of illness.
