Item Acesso aberto (Open Access) Gestão ambiental e o desenvolvimento local na zona costeira paraense: o caso da ilha do Combu/PA(Universidade Federal do Pará, 2023-12-20) ROUMIÉ, Indara Martins Aguilar; FLORES, Maria do Socorro Almeida; http://lattes.cnpq.br/8875436559577793; https://orcid.org/0000-0001-9154-6938; CONDURÚ, Marise Teles; http://lattes.cnpq.br/6085807397296909; https://orcid.org/0000-0003-4545-4199This study aims to analyze the implementation of environmental and territorial management carried out by public bodies on Combu Island, in the context of cooperative federalism, and to understand its effects on the conflicts and transformations that have occurred in the area. The island is located on the left bank of the Guamá River, opposite the city of Belém, one and a half kilometers from the mainland, and is currently home to 8 communities that base their livelihoods on fishing, extractivism, agriculture, small-scale river transport, gastronomy and tourism. In order to achieve the proposed objective, it became essential to look at the legal instruments for environmental and territorial management that affect the research site, the ways of conceiving socio-environmental conflicts and social transformations. As for the methodological tools adopted, the study is exploratory and qualitative, with methodological procedures that include a literature review, field research and an ethnographic case study. The universe of the research is the island of Combu and the population of the resident communities, as well as the documentation that regulates and conducts the Environmental Protection Area, into which the territory of Combu has been transformed. From meetings, contact with residents and those responsible for environmental and territorial management, as well as on-site observation as an alternate councillor on the Combu Island Environmental Protection Area Management Council, and as a member of the Working Group to draw up the conservation unit's Management Plan, which took place in 2022, it was possible to identify the main deficiencies in environmental management and the effectiveness of cooperative federalism. The community faces problems such as a lack of dialogue between the community and the government, a lack of licensing and supervision of projects installed on the island, real estate speculation and irregular sale of properties, an exodus of the local population to the outskirts of the capital, the removal of trees that are important for the community's livelihood due to the installation of electricity equipment without proper maintenance, among others. Thus, the social interest of the research lies in the importance of efficient planning and regulation of environmental and territorial management related to Combu Island, in order to meet the needs of the community and the environment. In this sense, the research aims to produce an Illustrative Map, together with an Action Plan identifying the main socio-environmental conflicts in the area and proposing solutions to improve environmental and territorial management on the island, as a contribution to the APA Combu Management Plan. It is understood that the conclusion of the Management Plan will be the starting point for the set of integrated actions needed to safeguard the environmental, cultural and social assets present in the protected space, and to empower the local population to use and appropriate their territory, in order to reduce social inequalities, environmental degradation, the gentrification of the island and the exodus of traditional populations.Item Acesso aberto (Open Access) Gestão do turismo sustentável na vila dos pescadores na reserva extrativista marinha Caeté-Taperaçu, Bragança/Pará(Universidade Federal do Pará, 2022-12-22) PEREIRA, Alessandra de Almeida; FLORES, Maria do Socorro Almeida; http://lattes.cnpq.br/8875436559577793; https://orcid.org/0000-0001-9154-6938; CONDURÚ, Marise Teles; http://lattes.cnpq.br/6085807397296909; https://orcid.org/0000-0003-4545-4199This study presents the importance of sustainable tourism planning and management in Vila dos Pescadores located within the sustainable tourism zoning area, which can positively impact the community and the environment. Its general objective is to contribute to the management of sustainable tourism in Vila dos Pescadores at RESEX-Mar Caeté-Taperaçu in Bragança/PA, considering the participation of its community. And as specific objectives: to describe the dynamics of public actions in the phenomenon of touristification for management in protected areas; to identify the insertion of the social actors of Vila dos Pescadores in the tourist activity and its socioeconomic profile; propose an action plan for the sustainable tourism management of the community in Vila dos Pescadores in RESEX-Mar Caeté- Taperaçu. To make the research viable, the methodological procedures were based on the bibliographic and documentary survey that contextualize the object of study, presenting a qualitative approach, of an exploratory and descriptive character, the research universe is the local community (86 families, 300 people distributed among adults, young people, children and the elderly), private companies associated with tourism (inn and restaurant) and the government. In this perspective, the general objective of the research is to propose the creation of an observatory for graduates of PPGEDAM/UFPA, for the visibility of environmental knowledge and technical-scientific products generated in the Program, contributing to local development in the Amazon and as specific objectives : to analyze the technical- scientific productions generated at PPGEDAM/UFPA, sizing its contribution to society; describe the professional performance of PPGEDAM/UFPA graduates related to the Program; create an Environmental Observatory template as a communication channel with PPGEDAM/UFPA graduates; submit a draft resolution to regulate this proposed communication channel, based on CAPES evaluation criteria. This is a PPGEDAM case study, an exploratory research that seeks to understand and describe the reality of the Program, quantitative to analyze numerical information related to graduates and qualitative to understand the perceptions, experiences and challenges faced in relation to the Program. As for the data collection techniques, they are bibliographic to theoretically base the case study, documentary to provide information on the research lines and their trajectory and field research that uses a semi-structured interview script, with questions that address the objectives of the study. study, with interviews with graduates of the Program. As a result, the production and scientific dissemination of environmental knowledge produced in PPGEDAM/NUMA was identified, with information and data from graduates since the beginning of the Program. As it is an interdisciplinary course, it was found that graduates are from courses in various areas of knowledge, with a predominance of geographers, lawyers and administrators, that Belém is the city where graduates have worked professionally, that the technical report is the most developed product in PPGEDAM. As a product, there is the creation of the template for the alumni observatory, the Environmental Observatory, as well as a draft resolution to regulate this Program communication channel. It was concluded that the study will allow a comprehensive understanding of the Program, its graduates and its impact on the production of environmental knowledge and sustainable development in the Amazon.Item Acesso aberto (Open Access) O Sistema de Cadastro Ambiental Rural - SICAR como instrumento de informação para o controle de desmatamento no estado do Pará(Universidade Federal do Pará, 2021-06-16) ROCHA, Inê Aguiar; ROCHA, Gilberto de Miranda; http://lattes.cnpq.br/2436176783315749; CONDURÚ, Marise Teles; http://lattes.cnpq.br/6085807397296909This master thesis proposes to investigate the Rural Environmental Registry System of the State of Pará, with the objective of contributing to the discussion of territorial development and the control of deforestation in the region. For this, have specific objectives: discuss the theme of territorial development from the perspective of information in controlling deforestation; analyze the Rural Environmental Registry System and understand its effectiveness in helping to control deforestation in the state of Pará; prepare draft technical note on the use of the SICAR in the state of Pará. This is a qualitative and exploratory study, used to dialogue, organize and interpret data with a focus on the case study, in light of the theories of Gil (2007), Yin (2010) and other authors. To carry out this study in the qualitative and exploratory stages, a bibliographic survey and investigation of the environmental information contained in SICAR/PA and the control of deforestation in the State were carried out. It was found that the Rural Environmental Registry System depends on effective public policies both to complete its implementation, analysis and validation of data and to encourage its use as a subsidy for public policies to control illegal deforestation. It was concluded that SICAR/PA provides a database for control, monitoring, environmental and economic planning that depends on complementary and efficient public policies to carry out their implementation and validation, in order to provide opportunities for the government to adopt measures for the conservation of the areas with surveillance, inspection and repression of deforestation.
