(Universidade Federal do Pará, 2024-09-17) SANTOS, Amanda Karolina Santos dos; FLORES, Maria do Socorro Almeida; http://lattes.cnpq.br/8875436559577793; https://orcid.org/0000-0001-9154-6938; CARVALHO, André Cutrim; http://lattes.cnpq.br/1089731342748216; https://orcid.org/0000-0002-0936-9424
The municipality of São Félix do Xingu, located in the southeastern mesoregion of the state of Pará, is the second largest municipality in Pará and the sixth largest in Brazil in terms of territorial extension, with 84,212.903 km2. It has the largest municipal cattle herd, reaching 2.5 million head in 2022. In that same year, the municipality totaled 24.31% of its area deforested, due to the constant process of converting forests into pasture areas. In this sense, this dissertation work deals with the advance of the livestock frontier in São Félix do Xingu and its effects on changes in land use and cover, and its environmental and socioeconomic impacts. The general objective of this research was to investigate the role of the advance of the livestock frontier in the dynamics of deforestation in São Félix do Xingu, for the period from 1985 to 2022. The methodology was guided by the typologies of qualitative, quantitative and exploratory research. Annual land use and land cover maps and data from MapBiomas in GeoTiff format for the period between 1985 and 2022, deforestation data from the Satellite Monitoring Project for Deforestation in the Legal Amazon (PRODES) and data from the Municipal Livestock Farming Program (PPM/IBGE) were used. The results showed continued growth in deforestation during the period studied, confirming that the livestock frontier continues to advance over the natural resources of this municipality beyond the non-designated public forests, also advancing over areas protected by law, which demonstrated that the frontier remains open and controlled by the institutions present in this municipality.

The dissertation emphasizes the circular economy as a sustainable economic model, providing an instrument for entrepreneurship practices in the territory of Bom Futuro, located in the municipality of Barcarena–PA, where there are specific geopolitical configurations of a free landfill associated with housing disorder in the community, under a space with deficient conditions regarding fundamental basic assistance. The objective of this research is to insert environmental agents into the local scenario, to apply strategies to achieve the objectives of the three sustainable axes (3 RS) and generate income from waste. In general, promote the reuse and recycling economy; the Federal Republic of Germany is included as a notable citation in the selective collection chain; and, finally, analyze the collectors of reusable materials in your area of activity. The methodological approach to research may vary according to the nature of the research, quantitative approach, based on sources of information and sample collection; qualitative approach, through participatory interviews in organized groups, following territorial dynamics; exploratory, descriptive and explanatory typology. Recyclable collection agents present social and economic characteristics of vulnerability, precarious work, exposed to risks, unhealthy conditions and environmental damage, in addition to low financial income. In view of what was presented, an educational product, a practical manual on sustainable enterprises in accessible language, aims to raise awareness of alternative innovations, reestablishing the informal market. In this way, it is intended to shed light on proposals that reposition regional creative sectors, establishing endogenous development through actions that encourage the fight against segregation and poverty.

This research aims to contribute to the discussion on resilient cities adapted to climate change in the face of global warming and El Niño. In this context, a strategic resource for addressing this reality is the use of green areas as nature-based solutions, due to their environmental and social benefits. This study analyzes land use planning, vegetation, alignment of environmental policies, the municipal Master Plan, the institutionalization of the 2030 Agenda for Sustainable Development's 17 Sustainable Development Goals (SDGs 11, 13, and 15), and adaptation to the New Urban Agenda adopted by the management of the municipality of Barcarena, PA. To do so, a methodology of systematic literature review was employed on urban planning, environmental management, green areas, nature-based solutions, environmental legislation, global and local agendas, and the theme of resilient cities in adaptation and mitigation to climate change. In order to understand the territory, the study produced primary data through the mapping of Land Use/Land Cover (LULC) in the thirty neighborhoods of the municipality and its surroundings (approximately 3 km) between 2016 and 2023. Remote sensing techniques and geoprocessing were used, processed in Google Earth Engine and QGIS software for spatial analysis, statistics, cartographic productions, graphs, and area calculations. Current urbanized area data show that vegetation has decreased and occupies 144.56 km2 (54% of the total area). Hydrography remained stable at 57.48 km2 (representing 22% of the total). Exposed soil increased to 26.22 km2 (10%). The urbanized area grew and occupies 17.62 km2 (7%). The current industrial-mining-port complex covers 18 km2 (7%). Regarding the 30 neighborhoods, current data shows that vegetation has decreased and occupies 21.36 km2 (41.51% of the total area). The urbanized area expanded and occupies 18.94 km2 (36.80%). Exposed soil increased to 11.15 km2 (21.67%). Meanwhile, hydrography remained unchanged at 0.01 km2 (0.02%). The study reveals a Vegetation Coverage Index (VCI) of 10.97%, indicating a decline in greenery, and low thermal comfort with the Vegetation Coverage Heat Index (VCHI) at around 9.66 m2/inhabitant, has heat islands. The research proposes as a product: data, maps, and methodology for the elaboration of the Urban Environmental Registry, to contribute to the alignment of municipal management with the State Plan for the Recovery of Native Vegetation and with the Decade of Ecosystem Restoration. It aims to be a tool to aid in future environmental zoning and the next Master Plan Review, with actions focused on the city's resilience, in the face of worsening climate crisis, aiming to contribute to the promotion of urban environmental quality and quality of life, for local sustainable development.

Purchases and contracts carried out by federal public universities have high potential as a public policy instrument aimed at promoting economic activities that contribute to local development by adopting sustainable production processes, as is the case with family farming. From this perspective, the Programa de Aquisição de Alimentos (PAA), the Programa Alimenta Brasil (PAB), in addition to the Reserva de Mercado Institucional (RMI) were designed, implemented and implemented, with the aim of facilitating the access of family producers to the market made up of agencies and public entities. Considering that the design of this policy was consolidated in 2016, with the entry into force of Decree No. 8,473/2015, it is worth evaluating whether its implementation contributed to making purchases made by federal universities more sustainable. For this reason, the research aimed to evaluate whether the implementation of agricultural promotion instruments contributes to raising the level of sustainability of purchases made by UFRA in the period 2016 to 2022. This is a theoretical- empirical analysis through case study in which it is proposed to evaluate the results obtained by UFRA regarding the level of sustainability achieved by food purchases made in the period 2016 to 2022, considering the legal framework, government policies related to family farming and discussions theories on the topic. Regarding data collection procedures, the research carried out bibliographical research, documentary research, consultation of government information systems and access to public portals. The purchasing processes were evaluated according to the Matriz de Avaliação da Sustentabilidade da Compra na Agricultura Familiar (MASCAF), an evaluation methodology whose criteria are based on legislation pertinent to the public policy to encourage family farming. The results showed that five of the six purchasing processes carried out in the period 2016-2022 presented a reduced level of sustainability, which means that the implementation of the PAA/PAB and the RMI was not effective in increasing UFRA's demand for family farming products. Finally, as a product of the research, the MASCAF Guide was prepared, which describes how to apply the PAA – CI implementation assessment in a federal public university.

In a multicultural country like Brazil, with an extensive and diverse flora, different specific human groups still prepare artisanal herbal medicines based on predominantly empirical knowledge such groups are considered to possess the necessary wisdom for this purpose. These communities apply this wisdom as an effective and accessible alternative to treat their illnesses, associating it with medicinal plants. Despite being ancient, phytotherapy is still actively expanding in modern society, considering the significant need for more accessible therapeutic options. However, to guarantee the quality and safety of these herbal medicines produced by hand, procedures that reflect Good Manufacturing Practices (GMP) are necessary. Thus, the general objective of this work was to understand the regulation of herbal medicine production to propose adequate and appropriate operational procedures for the qualified production of artisanal herbal medicines by community organizations. To this end, a case study was carried out with the Erva Vida group in Marapanim/PA to understand the knowledge involved in the artisanal production of herbal medicines. Bibliographical research was performed to understand, analyze, and interpret the official regulations and to evaluate the elements contained in the regulatory instruments for good production practices that can be introduced in the manufacture of herbal medicines by the community adapting it without distorting the artisanal nature of the process. After these steps and, based on the results obtained, two technological products were developed and proposed as guidance instruments: the “Roadmap for evaluating the hygienic-sanitary conditions of good manufacturing practices in the artisanal production of herbal medicines” more technical, and the “Printbook for the application of Good Manufacturing Practices in artisanal production establishments of artisanal herbal medicines” with more didactic characteristics. The first product was applied to the Erva Vida group, and the results were quantified and subsequently analyzed qualitatively to construct the second product. Finally, implementing elements of good manufacturing practices is proposed to contribute to the continuity and traditionality of this production, incorporating elements that can make its products safer and more effective without eroding the cultural characteristics of the artisanal production group.

(Universidade Federal do Pará, 2023-12-20) ROUMIÉ, Indara Martins Aguilar; FLORES, Maria do Socorro Almeida; http://lattes.cnpq.br/8875436559577793; https://orcid.org/0000-0001-9154-6938; CONDURÚ, Marise Teles; http://lattes.cnpq.br/6085807397296909; https://orcid.org/0000-0003-4545-4199
This study aims to analyze the implementation of environmental and territorial management carried out by public bodies on Combu Island, in the context of cooperative federalism, and to understand its effects on the conflicts and transformations that have occurred in the area. The island is located on the left bank of the Guamá River, opposite the city of Belém, one and a half kilometers from the mainland, and is currently home to 8 communities that base their livelihoods on fishing, extractivism, agriculture, small-scale river transport, gastronomy and tourism. In order to achieve the proposed objective, it became essential to look at the legal instruments for environmental and territorial management that affect the research site, the ways of conceiving socio-environmental conflicts and social transformations. As for the methodological tools adopted, the study is exploratory and qualitative, with methodological procedures that include a literature review, field research and an ethnographic case study. The universe of the research is the island of Combu and the population of the resident communities, as well as the documentation that regulates and conducts the Environmental Protection Area, into which the territory of Combu has been transformed. From meetings, contact with residents and those responsible for environmental and territorial management, as well as on-site observation as an alternate councillor on the Combu Island Environmental Protection Area Management Council, and as a member of the Working Group to draw up the conservation unit's Management Plan, which took place in 2022, it was possible to identify the main deficiencies in environmental management and the effectiveness of cooperative federalism. The community faces problems such as a lack of dialogue between the community and the government, a lack of licensing and supervision of projects installed on the island, real estate speculation and irregular sale of properties, an exodus of the local population to the outskirts of the capital, the removal of trees that are important for the community's livelihood due to the installation of electricity equipment without proper maintenance, among others. Thus, the social interest of the research lies in the importance of efficient planning and regulation of environmental and territorial management related to Combu Island, in order to meet the needs of the community and the environment. In this sense, the research aims to produce an Illustrative Map, together with an Action Plan identifying the main socio-environmental conflicts in the area and proposing solutions to improve environmental and territorial management on the island, as a contribution to the APA Combu Management Plan. It is understood that the conclusion of the Management Plan will be the starting point for the set of integrated actions needed to safeguard the environmental, cultural and social assets present in the protected space, and to empower the local population to use and appropriate their territory, in order to reduce social inequalities, environmental degradation, the gentrification of the island and the exodus of traditional populations.

The research aims to analyze the environmental conflicts arising from the expansion of oil palm cultivation and the demarcation/titling of quilombola territories in the Pará Amazon. Despite advances in public policy on the environment and territorial planning, implemented based on guaranteeing the constitutional right to quilombo remnants, with the State of Pará preceding all others in recognizing the first quilombo in Brazil, in 1995, the study observed the decrease in the issuance of titles after the approval of the ecological-economic zoning for oil palm, starting in 2010. The theoretical framework of the research was outlined based on the literature on territorial management, quilombos territory and territoriality, territorial planning and conflicts environmental. Methodologically, the work followed a case study, as a strategy to understand questions of “how” and “why” the contemporary social phenomenon under study develops. The lengthy titling process is part of the context of the specific case analyzed, with the exposure of the problems faced by the quilombos community, located on the banks of the Acará River, on the border of the municipalities of Acará and Thailand, in the search for recognition and titling of the area in question. Dispute with palm oil company, which exemplifies the perennial conflicts in the Amazon between environmental public policies and economic development.

The large development projects in the Amazon are agents of transformation in these territories until the present moment. In the municipality of Cachoeira do Piriá, in the northeast of Pará, several projects such as mining and the construction of BR 316, boosted the formation of a critical area, in a disorderly occupation process, where illegal mining was structured as the main economic activity in the region and advancedaround the urban core and among vulnerable social groups, changing their territories and their quality of life. The problem of this study, therefore, is to understand how goldexploration produces socio-environmental risks in the territory of Cachoeira do Piriá- PA. This study brings a political ecology approach as a theoretical contribution and asmain authors Acselrad (2004), Martinez (2007) and Porto (2012). The research is a case study and has a qualitative nature with methodological procedures anchoredin bibliographic and documentary research, through access to secondary data and public websites. The field study carried out took place in gold exploration areas locatedin rural communities and in the urban core, and in relation to the use of geotechnologies, maps of land use, location and heat maps (Kernel) were analyzed. The results demonstrated that the territory presents systematic socio-environmental risks that are mainly concentrated among vulnerable social groups, among which peripheral communities, quilombolas, fishermen and family farmers. The disproportionality in the distribution of risks over the territory is characterized by high potential among social groups, with emphasis on security risk, water risk, pedologicalrisk, health risk, and risk to the way of life, which are intensified by the absence of actions from public power and the fragility of legislation aimed at gold mining. Finally, a booklet on the socio-environmental risks of mining was created as a research product, as an information instrument to contribute to knowledge and resistance among vulnerable social groups, as well as assisting public authorities in monitoring and managing socio-environmental risks.

The rural credit can be used as a mechanism for controlling and preserving the environment, through banking institutions, through responsible concessions to promote sustainable development, such as combating deforestation. From this perspective, the research aimed to investigate whether rural credit concessions, in the period from 2008 to 2020, have contributed to deforestation in the town of Parauapebas, in the southeast of the state of Pará. This is a basic, exploratory, correlational descriptive, action research, quantitative and qualitative. Regarding data collection procedures, the research carried out a bibliographic survey, documentary research and access to secondary data from public portals. This study also carried out field research, through meetings with interventions from the Municipal Group to Combat Illegal Deforestation (GCID) of Parauapebas. In relation to data analysis, geotechnology techniques were carried out to create cartography and statistical, descriptive and multiple regression analyses. The results demonstrated that the region showed persistent deforestation during the studied period, with the predominance of land use and occupation in rural areas for use as pastures. As found by the research in this dissertation, rural credit concessions in the period from 2008 to 2020 were predominantly for livestock farming activities, with 97.01% in relation to the total supported. Statistical analyzes demonstrated that rural credit promoted in the region is not a significant factor in deforestation rates, confirming the relevance of environmental management in financial institutions. The research also showed that the inclusion of environmental policies in banking institutions can contribute to the preservation of the environment, especially in this study, in the fight against illegal deforestation. Therefore, environmental regularization is mandatory for promoting rural credit. Finally, a product was developed, the Mitigation Plan, subsidized to contribute to establishing the goals of the Green Municipalities Program (GMP).

(Universidade Federal do Pará, 2024-09-03) QUEIROZ, Luiz Fernando Paes de; SOBRINHO, Mário Vasconcellos; http://lattes.cnpq.br/7843288526039148; https://orcid.org/0000-0001-6489-219X; FLORES, Maria do Socorro Almeida; http://lattes.cnpq.br/8875436559577793; https://orcid.org/0000-0001-9154-6938
The concept of bioeconomy has undergone continuous transformations since its earliest mentions, expanding in scope and application. To deepen the understanding of its origins and evolution, this research approaches bioeconomy from academic, political-institutional, and Amazonian perspectives. This conceptual basis enabled the identification of the foundational elements of the Amazonian bioeconomy and, more specifically, the structure of the açaí bioeconomy. This product, essential to the diet of riverine populations, has become a global commodity, driving an economic activity that generates employment and income for thousands of families in the region. Pará is the largest açaí producer in Brazil, and the municipality of Abaetetuba, the focus of this study, holds the third-largest production in the state, establishing itself as an important hub of goods and services in the Baixo Tocantins region. However, this activity faces political-institutional, economic, social, technological, and environmental challenges involving traditional communities, government institutions, and business sectors. In this context, the primary objective of this research is to demonstrate how the açaí bioeconomy is structured within the Amazonian context of Abaetetuba/PA, proposing a systemic model with its core elements. Through a literature review, document analysis, and interviews with key actors in the production chain, it was possible to develop an analytical model in diagrams, representing both the Amazon Bioeconomy System and the Açaí Bioeconomy System. These models provide an integrated view of the interactions among their different components, allowing a systemic understanding of the challenges and opportunities involved. As a result, the analysis revealed both strengths and weaknesses of this complex system, indicating that açaí production cannot be understood in isolation or linearly but rather as part of a living system, in which multiple factors mutually influence final outcomes. Furthermore, the research highlighted the importance of public policies that encourage the formalization of the production chain, access to credit, technical assistance, and the implementation of sustainable management practices. Based on the issues identified throughout the research, contributory proposals were developed to improve governance strategies. These proposals are directly aligned with the study's findings, addressing observed demands and gaps while strengthening the articulation among the various actors, processes, and activities involved.

The aim of this research is to promote reflections on participatory management in the Alcobaça Sustainable Development Reserve (RDS Alcobaça), a Conservation Unit (CU) in the sustainable use group, located in the municipalities of Tucuruí and Novo Repartimento, in the state of Pará. This is a highly relevant topic, as including communities in the decision-making process increases the possibility of success in fulfilling the fundamental objective of an RDS, which is to protect the livelihoods and culture of social groups, guaranteeing the sustainable use of natural resources. This research was based on a literature review focusing on participatory management, the theoretical and legal aspects of protected areas, especially RDSs, their governance structures and community participation. Data was collected as follows: semi structured interviews with managers, RDS residents and council representatives; technical visits to the communities; analysis of official documents such as laws, decrees, meeting minutes and the executive report of the Management Plan; and cartographic production. It became clear that the creation of a Conservation Unit, in this case the Alcobaça RDS, with all the legal apparatus and its management structure, does not guarantee the effectiveness of the participatory nature of the management process and that the major challenge to be faced in this process is the difficulty of obtaining the consistent involvement of the social actors in the stages ranging from the conception of ideas, planning and execution, to the monitoring and evaluation of the results. As a result, a booklet was produced, with content presented in a playful way, aimed at the residents of the RDS, with the aim of arousing their interest in participating actively in all stages of the process.

The dissertation aims to understand the relationship between large urban projects and the issue of land ownership, involving socio-environmental conflicts and land regularization. It is based on the hypothesis that the municipal government of Belém does not have an elaborate plan for mitigating socioenvironmental conflicts caused by the implementation of PROMABEN. In order to carry out this research, we used bibliographical research, field research carried out in 2024, documentary analysis with the aim of preparing the product using the action research technique, which consists of a methodological strategy whose purpose is to solve a collective problem. The results showed that land regularization is a tool for mitigating conflicts, promoting conflicts and the social inclusion of affected communities, and that CODEM needs to improve its structure in order to carry out its services. However, for this to happen, the municipal administration needs to be integrated, in other words, the bodies need to be integrated so that they have a similar language when it comes to serving the population, so that there are no obstacles in providing services or finalizing them. Therefore, a possible improvement for management was the creation of a software site/product that was developed to make life easier for residents in terms of land regularization. It should be noted that the product is in offline/inoperative mode, as it is awaiting authorization or a change of management.

The classic conception of territorial planning of municipalities, in general, tends to place greater emphasis on urban areas and devote less attention to the development of rural areas. However, considering a holistic and integral view of territorial planning established in the City Statute, the municipality must be understood in a way that promotes the quality of life of the population throughout its territory (including rural areas). Thus, the research on screen seeks to analyze how a legislative instrument for territorial planning allows (or not) the participation of local actors, managing to reflect on the mitigation of local problems and guarantee local development, through investigating the vision of local actors regarding connections in the creation and implementation of the Castanhal Rural and Sustainable Development Plan, especially considering the reality of the residents of Agrovila Calúcia, as it is a location located in a peri-urban area of this municipality. Furthermore, considering that the city where the research project is located is part of the Metropolitan Region of Belém (RMB), the research investigation also encompasses the challenges of metropolitan governance in the RMB, with an emphasis on the municipality of Castanhal. Finally, in methodological terms, the research is exploratory, descriptive analytical in nature, qualitative in nature and supported by the case study research method.

Women play a crucial role in family farming but face profound challenges such as lack of recognition for their work, gender discrimination, and limited access to resources. Moreover, they suffer disproportionately from the depletion of natural resources, further aggravating political oppression and exclusion. This work investigates how women family farmers in Northeast Pará contribute to nature preservation and local development, and how social movements strengthen this connection, combating gender inequality and promoting women's empowerment through organizations like the Landless Workers' Movement (MST) and the Northeast Pará Women's Movement (MMNEPA). The study is divided into three chapters and aims to understand the connections between the work of family farmers and nature preservation, analyzing the actions of women's social movements and their contributions to local development, sustainable resource management, and the fight against gender inequality. The specific objectives include understanding the relationship between family farmers and nature in Northeast Pará by identifying issues, productive activities, and gender dynamics; identifying mobilization strategies to access publics politicals related to the productive activities developed by MST and MMNEPA women farmers; and developing a socio-political environmental diagnosis to assist farmer movements in systematically understanding their activities. To achieve these objectives, qualitative research with literature, bibliographic, and documentary review was used as the methodology. Field research was also conducted at meetings, mobilizations, marches, and fairs organized by the farmers. Additionally, interviews with 25 women farmers were conducted, and a participatory mapping workshop was held at the Abril Vermelho settlement project. From this, a systematization of the main issues claimed by the groups was obtained, along with a survey of the social profile and production of the farmers, and the development of two participatory maps.

This research is the result of an effort to understand the dynamics of irregular disposal of waste and post-consumer materials related to the occurrence of floods, flooding and flooding in the Guamá neighborhood in Belém-PA. In addition to demonstrating how this irregular disposal occurs, the aim is to demonstrate that human actions combined with other factors can favor or enhance the formation of an environment conducive to the occurrence of extreme events. It is also intended to propose alternative structural and non-structural solutions with the aim of reducing negative impacts on the socioeconomically vulnerable population. Therefore, this work is being developed from the perspective of exploratory and qualitative research, delimited by a bibliographical procedure study, which aims to search for relevant publications to understand and analyze the research problem and which served as inspiration for the various stages of development. this one. We chose the case study, as it provides the investigation of a succession of events that occur in a peculiar way with this object of study. In this work, there was no intervention on the environment under study, restricting itself only to the observation of urban and environmental characteristics. Although the research is ongoing, it is already possible to verify that the precariousness of the material collection service, the culture of disposal permeated in the population in general and the degrading conditions of the drainage system, in this specific case, speaking of the situations of manholes, can be understood as factors that contribute to the incidence of floods, flooding and flooding in the neighborhood.
