Item Acesso aberto (Open Access) Acordos de pesca: a efetividade dos acordos para o desenvolvimento local nas comunidades do Pixuna e Jarí do Socorro no município de Santarém-PA(Universidade Federal do Pará, 2014-03-28) OLIVEIRA, Everton Jose do Nascimento; MITSCHEIN, Thomas Adalbert; http://lattes.cnpq.br/7431424927108512This research aimed to investigate the effectiveness of fisheries agreements in the Amazon as a tool for participatory management through population living in communities Pixuna and Jari Relief in the municipality of Santarém - Pa . To this end, we analyzed how these communities perceive the current fisheries agreements , since they are considered agroextractivist and having fishing activity in their source of income , protein and over the years has been practicing the mechanism of the fisheries agreement as way of managing this activity . Also attempted to interview representatives of NGOs such as IPAM as an organization responsible for promotion of a simpler way for fishermen who happens to be in the Law and Practice Normative Instruction IBAMA n. 29/2002 which deals with the creation of fisheries agreements , the fishing Colony Z - 20 accountable and responsible to defend the interests and rights of workers in the sector of artisanal fishing spot before public bodies and society and IBAMA official representative of the public , managers and supervisory power of any shares predatory and environmental degradation evident in the agreements implemented in fishing communities . The research describes the floodplain environment as a setting for those relationships that are established from the use of a resource freely accessible to all as is the case of fish. With respect to methodology, techniques constituted as: direct observation, application of a semi -structured questionnaire and interviews. Characteristics of the study, their subjects and the information regarding the collection and analysis of data were presented. Thus, the study was characterized as qualitative. Data were analyzed using basic statistical procedures using SPSS software as frequency and estimates of descriptive parameters, with representation of trends in tables and graphs, which aims to better display these analyzes and observations to the context of research. Finally, the concluding remarks of the study, where it was identified that the lack of coordination among community residents in the localities, and communities with public authorities can, be identified as important factors in the decline observed in the current fishing agreements were made , another interesting point and of considerable importance is the absence of the body responsible for the oversight of the rules found in fisheries agreements , IBAMA . The characterization is done through the analysis of agents that drive its development, considering the deployment of a government program started in 1998, focused on the verticalization of mineral industry, focusing on the prospect of installing a pole in the State of Pará jeweler this analysis are considered the economic, cultural, environmental and man himself as the subject of the installation process to a chain jeweler, in a state that does not have the tradition of great centers of jewelry production, concentrated in the Southeast, as in the states of São Paulo, Minas Gerais and Rio de Janeiro, which originates from a European production scenario, where the labor and craft originated throughout its history, with market development, migrated to the industrial mode of production without however, losing the characteristics of the jewel "handmade" in certain phases of the production process. The results of this research identified the main constraints, so that in fact this sector to consolidate and provide the State of Pará recognition of more genuinely a product of Para, where it uses raw materials, labor and cultural issues local allies the factors of competitiveness and quality for inclusion in the market. In taking the panorama of the sector, was used to search literature and documents in government programs for 1998 through 2011, institutional reports, periodicals and books. Concomitantly, the study of the methodology applied in the event of generation of new products in jewelry, through strategies for obtaining data as the research participant, photographic records and the application of qualitative and quantitative questionnaires.Item Acesso aberto (Open Access) Impactos ambientais sobre as tribos indígenas Arara da Volta Grande e Paquiçamba com a construção da UHE de Belo Monte(Universidade Federal do Pará, 2013-02-06) SANTOS, Keyla Cristina Farias dos; MITSCHEIN, Thomas Adalbert; http://lattes.cnpq.br/7431424927108512In the dissertation was demonstrated the direct influence of water quality on the river Xingu indigenous local, especially indigenous tribes around the large macaw and Paquiçamba, besides the environmental dynamics established around the construction of the Belo Monte Dam. The main objective was to demonstrate the logics that organize the relations of developing national energy and environmental damages that result can directly affect indigenous peoples especially regarding water quality, in particular the Arara indigenous tribes of the Volta Grande do Xingu and Paquiçamba, that depend directly on natural resources of the Xingu River for their survival and that will be directly affected by the construction of Belo Monte hydroelectric plant, as scientific data analysis of the Laboratory of Analytical Chemistry and Environmental (LAQUANAM) Federal University of Pará The instrument environmental policy is ineffective to curb this environmental damage that compromises the lives of indigenous peoples in the Amazon, due to the fragility of measures to mitigate this inexorable worsening environmental questioned by federal prosecutors, through numerous civil suits, ineffective for society and aggravating to the environment. Thus reinforcing the arguments of the relation of fragility of existing laws in the Constitution of the Federative Republic of Brazil, before the overwhelming environmental impact that outweighs the interests of sustainable development capable of not only preserving, but ensure ecologically balanced environment for future generations. At work was analyzed elements and contents present in eco-development discourses that confront the interests of local environmental policies, while prevailing view of national policies for the Amazon, through literature review, document research and field research. In the dissertation demonstrated that whoever mobilizes a large political capital in favor of eco-development project has more power over local actors and institutions closer to the issues identified as strategic policies for environmentally sustainable development. In this context, according to the reflections graphic and physicochemical parameters produced in this work, there is clear evidence of violation of the Environmental impact assessment (EIA/RIMA) as basic condition for the construction of large dams, noting that the development process there is a weakening environmental concerns of local people rather than a national project that will not meet evenly and fair society, but rather aggravate their environmental problems that jeopardize the lives of those who carry the essence of life Amazonian, who are the indigenous peoples, each increasingly segregated in the process of capitalist development in Brazil.Item Acesso aberto (Open Access) A importância da cultura do cacau para o desenvolvimento local no território da Transamazônica (PA): um estudo centrado em alternativas de sustentabilidade econômico-espacial(Universidade Federal do Pará, 2011-06-29) GUIMARÃES, José Raul dos Santos; MITSCHEIN, Thomas Adalbert; http://lattes.cnpq.br/7431424927108512This study examines the importance of "cocoa culture" for Local Development in Tranzamazonica Territory, from the vision and perception of social actors involved in its productive process. It adopts quantitative and qualitative approach to better understanding and grasp of reality having as analytical reference, historical, socio- political, economical and spatial factors related to the implementation and expansion of cocoa cultivation in the mentioned territory. It identifies the main trading and productive constraints affecting systemic competitiveness of actors involved in the cocoa productive chain, especially small farmers. It highlights the strategies adopted by producers to fix the cocoa crop as an agricultural alternative aiming local development in rural areas. The results of the study confirm the importance of cocoa crop in local context and demonstrate the economic, social and environmental viability of that productive activity in the local production systems, which are diversified and managed by small family farmers. However, the results also indicate that the positive effects of cocoa economy are not optimized in Tranzamazonica Territory, more specifically by producers, showing the existence of an extraterritorial appropriation of benefits generated by this agroeconomic activity in micro-regional context, especially by large cocoa processing companies installed in other regions of the country. Facts pointed in this study, as the poor organization of the productive class, market structure, oligopolistic commercialization, and corporative interests of private funds, are explanatory of the negative externalities produced by exogenous actions, culminating with the reduction of annual revenue from cocoa producers. It still demonstrates the necessity of definition and implementation of public policies (programs and projects) capable of optimizing and better appropriating economic outcomes generated by this productive activity in local level. It finally proposes alternatives and strategies of economic and spatial sustainability, keeping in view the consolidation of cocoa productive chain in regional and local context, as an agricultural alternative (dominated by small farmers) able to contribute greatly to the Local Development in Eastern Amazon.Item Acesso aberto (Open Access) Indicadores de sustentabilidade como ferramentas para a implantação de projetos REDD: uma proposta ao estado do Pará(Universidade Federal do Pará, 2011-11-03) OLIVEIRA, Wendell Andrade de; MITSCHEIN, Thomas Adalbert; http://lattes.cnpq.br/7431424927108512The high rates of deforestation and forest degradation in the Amazon, especially in the State of Pará, have been one of the biggest challenges for Brazil to reach the "ecologically balanced environment" provided by its Constitution, as well as the country to meet targets for reducing global emissions of greenhouse gases, observing the context of Climate Change. Given the unsustainability of the current model, a new logic process gains space and strength and one of its new components is the valuation of environmental services provided by Nature as a way of linking economy and environment, by applying the sustaintability principle. Thus, the mechanism for Reducing Emissions from Deforestation and Forest Degradation – REDD outstands and has broaden ground in recent years, including under the United Nations Framework Convention on Climate Change’s base, as a possible alternative to ally economic dividends and environmental conservation on behalf of local development of local of social groups maintainers of forest areas. Even not having a specific legal framework under international, national and state level, and being technically under a major development, REDD experiences have started and became real in developing countries with large forest potential such as Brazil. This research particularly examines, based on data gathered from participatory approach workshop, the main tendencies and difficulties to the municipality development process. Raises the question of which are the sustainable development possibilities at a region strongly influenced by one of the oldest Amazonian occupation processes of the region. Nevertheless, if the demarcation is not followed by initiatives capable to provide environmental and territorial management, improvement of health and education, and guarantee food and income security, the Indian populations hardly will be able to resist, on the long term, attempts of external agents to appropriate of Indian's natural resources, usually illegally and inexpensively. This Master Thesis presents the historical trajectory of the Tembé People, the factors causing the social and environmental degradation of the Alto Rio Guamá Indigenous Land, and the necessity to present clear directions for a project of local development for this Indian people. The analytical method was base on case studies, with direct personal contact on the field and collecting institutional documents about the social and environmental condition of the Tembé people. The analysis is also based on a set of discussions with the main actors at the region about the changes in the lifestyle of the Tembé people. This work also consider the development stage of the Tembé people in the context of the occidental society around it, and the consequences of the contact of these two cultures, as the Indian population has a very special organizational set up, with its own policies, economy, religion, culture, very different relation with Nature, and diverse means to use natural resources, leading to a very different understanding of Development. Finally we close by presenting clear directions for a possible local development project. A project necessary if one wants the També people to regain their autonomy as a Nation.Item Acesso aberto (Open Access) O programa de aquisição de alimentos como instrumento mediador para o desenvolvimento local: o caso da CPR - doação através do MMNEPA em Santa Maria do Pará(Universidade Federal do Pará, 2012-03-16) VALERIANO, Carla Almeida Neves; MITSCHEIN, Thomas Adalbert; http://lattes.cnpq.br/7431424927108512This research aims to investigate the Program of Food Purchase (EAP) from the bought Family Farming with Simultaneous Giving (Giving-CPR) and how this public politicy, while type of contract used by National Supply Company (CONAB), can contribute to the local farmers ́s development bound to Women's Movement of the Northeast of Pará (MMNEPA), in Santa Maria do Pará.. In this context, there was to need understand the main events to the institutionalization of PAA and characterization of their instruments of family farming found in the law 10.696/2003. Therefore, it is necessary to understand the challenges of brazilian ́s family farming, its interaction with the public politics and the dynamics of each place, emphasizing the importance of networks cooperation to achieve sustainable rural development. In addition, we dealt with the role of nongovernmental organizations (NGOs) and the participation of social movements to initiate environmental management actions. The study shows the relationship between food security and sustainability from the perspective of CONSEA (2004) yet, taking into account the need for a mind ́s change of the producer regarding to the management of natural resources of the place. Through the CPR-Giving ́s study case Santa Maria of Pará, we identified the main changes in the lives of farmers after the program, the importance of food safety, relevant points and some problems of public politicy. Therefore, has met evaluations about CPR-Giving in the perception of CONAB MMNEPA and the farmers associated with the movement. For so much it took place a reception study with the farmers of the municipal districts of Igarapé-Açu and Marapanim towns, in the northeast of the state. The research based on communication instruments created by the team of the Tipitamba Project as educational spelling books, calendars, folders and videos with the objective of teaching them to substitute her burn of the vegetation, practice agropastoril or forest very used in the Amazonian, for the agriculture without it burns. The community development means the development of all its members jointly, united by the mutual help and for the collective ownership of certain essential means of production or distribution, in this way through meetings among community and technicians were proven that the fish culture is activity that better if insert, for being an activity that doesn't request a high instruction level tends in view the result obtained for the I diagnose as well as its age group of the habitants' instruction level, in that way it is objectified to Restructure the fish culture system, because they already meet existent before structures in the studied area. Through the interviews the great number of youths was evidenced, where the absorption of market.
