Item Acesso aberto (Open Access) Atividade pesqueira e organização social: o caso das comunidades Igarapé Grande, João Pilatos e Cajueiro(Universidade Federal do Pará, 2017-08-02) VIANA, Janise Maria Monteiro Rodrigues; BASTOS, Rodolpho Zahluth; http://lattes.cnpq.br/0697476638482653; MORAES, Sérgio Cardoso de; http://lattes.cnpq.br/4568311568729454This study aims to examine how fishing activity is structured and is related to the processes of social organization existing in Amazonian island communities, specifically seeking to understand if social organizations related to fishing activity are developing their social, political and economic role starting from with the associated relationship and society. For this purpose, the communities of Igarapé Grande and João Pilatos were located on João Pilatos Island and the Cajueiro community, located on Santa Rosa Island, an island region of the municipality of Ananindeua (Pa). These communities were selected because they are: considered the oldest, have the largest number of inhabitants and shelter multiple social organizations that work with fishing workers. As far as the organizations in these territories are concerned, the present research is focused on the following: the Association of Rural Igarapé Grande Residents and Small Producers - AMPPRIG, Association of Artisanal Fishermen, Aquaculture, Seafood and Rural Producers of the Ananindeua Islands - APAAPRIAN , Association of Residents and Small Rural Producers of João Pilatos - AMPPRJP and the Fishermen's Colony of the municipality to Z-93, since these institutions are related to the structuring and development of the fishing activity in the municipality. The literature that underlies the research runs through the concepts of community, social organization, associativism, social movements and fishing activity. Studies on the Amazon and the characteristics of artisanal fishing are also debated and studied in depth. A case study of a qualitative nature was carried out, using Narrative Research as a methodological tool. The data and information presented here were collected in the field through semi estructured interviews, observations, documentary analyzes, field notes, photographic and audiovisual records, subsidized by the cited bibliographic review. It is concluded that social organizations constitute a strategic force capable of providing better local living conditions for people, whether in rural areas or in urban centers, enabling greater social participation and closer ties between society and public power, under all their dimensions, and these types of organizations can be inserted as an alternative of local development and social sustainability. However, the organizations object of this study point to the need for structuring and organizational so that they can benefit not only the associated fishermen, but also contribute to the strengthening of the category through support with the Colony. The results presented make possible repercussions both in the theoretical field and in the practical field, since the surveys related to social organizations and fishing activity in the municipality of Ananindeua are scarce, and these studies may eventually contribute to the objectives and actions of these social representations.Item Acesso aberto (Open Access) Bancos comunitários de desenvolvimento: o papel da comunicação na economia solidária(Universidade Federal do Pará, 2014-08-29) COELHO, Celina Leila Chagas de Oliveira; MORAES, Sérgio Cardoso de; http://lattes.cnpq.br/4568311568729454The present study aims to analyze the role of communication in solidarity economy and local development, especially in Community Development Banks (BCDs). The primary form of communication to be discussed as a result of the Social Capital and mobilization, because the use of mass comunication is not enough to reach the entire community in which the bank operates. For this purpose the theoretical framework focused on the solidarity economy and the environment; communication; social capital; and social mobilization. Also, it was realized visits to a two BCDs in Manaus, in the Palmas Bank (Fortaleza) and in the Banco Tupinambá (Moqueiro), where a qualitative study of mothers enrolled in the Bolsa Família, Federal Government Program which funds assistance to families living in poverty or extreme poverty, who participate in the project CECI-Mulheres, whose results showed that although the project has been carry out for a year, the participants do not clearly have the basic concepts of Solidarity Economy and BCDs – as women who belong to it are opinion formers, then their position give clues about how the community sees the bank. As part of conclusion of the work, it was realized an assessment about communication channels of Tupinambá Bank emphasizes that the outside communication is more advanced than the inside communication, therefore were made suggestions for new channels focused on mobilization and growth of social capital in Baía do Sol community.Item Acesso aberto (Open Access) Cidade sustentável para a água: a sustentabilidade do sistema urbano de abastecimento de água no distrito sede de Macapá-AP(Universidade Federal do Pará, 2016-06-24) OLIVEIRA, Odiléia Cardoso; BASTOS, Rodolpho Zahluth; http://lattes.cnpq.br/0697476638482653; MORAES, Sérgio Cardoso de; http://lattes.cnpq.br/4568311568729454In the management interface of water resources to the management of sanitation services and the sustainability of cities, this research has the main focus of analysis as the urban system of water supply in Macapa kept pace with population growth and urbanization of the municipality in terms of a sustainable city. The specific objectives were to map the city of Macapa within the historical context of population growth and urbanization; identify and characterize the urban system of water supply, pointing out the areas served and missed; analyze the sustainability of the urban supply system, considering the environmental, social, economic and institutional aspects, proposing appropriate measures to improve the management of water services, based on sustainable management of the use of water resources. The methodology was based on a case study involving a qualitative approach, using techniques of direct and indirect documentation, as well as intensive and extensive direct observation. The results show that the management of sanitation services in Macapa is not taking place in a planned and integrated manner. The population grew, the city expanded over the past few decades, however, the water supply system has not kept pace with growth, with large deficit of care to the population. In all aspects we analyzed it was found the unsustainability of the system. The Company of Water and Sewage of Amapa has as its main feature a large inefficiency, presenting over the last decade very low levels of coverage of water supply services in addition to high physical and commercial losses, its debt capacity is exhausted. That’s why, it presents difficulties in managing and financing the expansion or modernization of the infrastructure itself, a necessary condition for the improvement of services offered. So there are still significant challenges to be overcome, the goal of universalizing services to the population in search of social justice and protection of natural resources.Item Acesso aberto (Open Access) O clima tropical e a dengue: uma análise como subsídio para gestão ambiental municipal(Universidade Federal do Pará, 2017-02-28) PEREIRA, Marcela Gonçalves; MORAES, Sérgio Cardoso de; http://lattes.cnpq.br/4568311568729454Since the beginning of the 19th century, based on its geographic positioning, dengue was classified as a tropical disease due to its occurrence in greater quantity on the equator, in regions that have the characteristics of the tropical climate (VALLE; PIMENTA; CUNHA, 2015 ). However, after being controlled in the past, dengue has come to be classified as reemerging - neglected disease. Man-made urban modifications, along with climatic conditions, directly interfere with the relationship between climate, health and the environment (ARAUJO, 2010). The environmental factors also play a very important role in the occurrence of dengue, the study of the climatic characteristics of the places where they occur is a valuable source for epidemiological research (STOCCO et al., 2010). From 2007 to 2015, it was possible to observe the meteorological changes that have been occurring in the city of Belém do Pará, due to impacts caused by natural or anthropogenic sources and mainly, their impacts on the health of the population. From this, the main objective of this work was the mapping of the correlation of the temporal distribution of dengue with the meteorological parameters in seven districts that belong to the watershed of Una in the city of Belém / PA, in order to guide the public policies more Economic, sectoral, and thus, investments in the eradication of the disease. The meteorological data were obtained through conventional rain gauges of the Institute of Meteorology (INMET), located in the coordinates: Latitude: -1.43º; Longitude: -48.43; Under an altitude of 10 meters. Information on the occurrence of dengue was obtained through the Municipal Secretary of Public Health of Belém (SESMA). There was a strong correlation between rainfall data, relative humidity and compensated temperature of the river basin air with the studied disease, but the correlation varied according to seasonality and seasonality. By demonstrating that some planning factors of municipal actions contribute to the correlations of these recurrences of epidemics in this catchment area of Belém. For it was observed, based on the theoretical framework, that outbreaks should not occur in these proportions in the regions belonging to an already urbanized basin. Which makes the qualitative and sustainable actions for Belém much more costly and costly.Item Acesso aberto (Open Access) Diagnóstico participativo qualitativo sobre a pesca artesanal no município de Salinópolis-PA(Universidade Federal do Pará, 2010-04-16) FERRO, Antonio da Silva; MORAES, Sérgio Cardoso de; http://lattes.cnpq.br/4568311568729454The Amazon estuary extends along the north-eastern South America, starting from the Maranhão, extending into the Oyapock River at the northern end of the State of Amapá. It is a region where there is much activity takes place industrial and artisanal fishing. This estuary is the scene of intense fishing activity, this study aims to conduct a participatory diagnosis among the fishermen of the area of salt in the city of Salinópolis-PA, but precisely in the village of Cuiarana. They are fishermen whose concepts are varied, in practice small-scale fishing and being self-employed or with respect to work in partnerships with neighbors or relatives, providing little capital and small production. Employing technologies and methodologies to capture with simple technologies, but no less complex. They act in the estuary and even today many do not participate in public policy programs that are effectively targeted to these fishermen. We realize today that the government has long sought an efficient administrative system of fishing. Despite this order, remain the uncertainties of the systematic action in the development of effective targets in the medium and long-term resolution of problems in Para fisheries, particularly the fishermen. The object of this research is to develop a participatory diagnosis based on previous studies on the causes of the decline of fish, environmental degradation, the need for public policies in education on the coast of Para, in particular in the village of Cuiarana in Salinópolis. This diagnosis intends to discuss with local stakeholders, their representativeness and local government, it’s social, environmental and economic, due to the difficulty of local fisheries. To achieve these purposes, I'm doing literature reviews and evaluations of research in areas adjacent to this study. I want to discuss and get answers from the community about the current social, economic, educational and environmental these fishermen. The surveying of cultural and historical facts about the beginnings of its settlement, as well as qualitative and quantitative survey of fish species caught in the periods during and between harvests, comparing their market value and its economic implications for fishermen. To this end, we used techniques based on interviews, meetings, discussions, questionnaires and applications of methods of participatory strategic planning to discuss with the community: a) major implications sites identified as factors reducing fish in the region, b) the removal of fish more captured during crop harvests and c) the production and manufacture of pre-prepared leaflets and educational brochures with information on: the social, economic, environmental and fishing d) provide meetings and discussions systemic character information on the issues fisheries, environment, culture, education, health, safety and leisure, e) strengthen the fishing community through the provision of news, using the local community radio station in order to provide clarification most significant and productive for fishing, the period closure of the protection of wetlands, the use of preventive measures, etc.. f) point out and discuss with the riverine, proposes solutions to combat or minimize the decline in fish stocks local g) assist in the development of community projects, in pursuit of public policy for the purpose of improving the quality of life and the inclusion of such fishermen and their families. Thus, through technical information, the community can better discuss activities such as conservation of fish, protection of fish stocks, protection and minimize the use of mangroves, prevent or minimize fires, and combat illiteracy.Item Acesso aberto (Open Access) Estudo do impacto socioeconômico da piscicultura em tanques-rede no reservatório da UHE Tucuruí-PA: o caso do Projeto Ipirá(Universidade Federal do Pará, 2014-08-26) ARAÚJO, Eduardo André Duarte de; LOPES, Luís Otávio do Canto; http://lattes.cnpq.br/1013147545099173; MORAES, Sérgio Cardoso de; http://lattes.cnpq.br/4568311568729454The present dissertation evaluates the development of pisciculture in net tanks in the reservoir of the hydroelectric plant of Tucuruı, State of Pará, from a case study: the project of pisciculture Ipirá, created from an agreement between the Central Electric of Northern Brazil - Eletronorte and a set of families who have had their livelihoods impacted by the construction of hydroelectric of Tucuruı as an alternative for the generation of employment and income. Evaluates, more specifically, the impact of the project on improving the living conditions of the families served by the same under the socioeconomic perspective. To achieve the objectives of this study, we used beyond the case study, the systemic model for aquaculture, especially the calculation of indices for assessing the socioeconomic sustainability of aquaculture - IDES, as the methodological procedures. It was observed that the pisciculture project Ipirá shown to be potentially sustainable from a socioeconomic perspective (0.649). The indicators of health aspects (0,123), leisure (0,113) and health (0.110), showed in descending order, the main contributions in the composition of IDES, while the indicators income (0,040) and housing (0.79), essential for family maintenance and welfare conditions of the human being, showed the worst results. In conclusion, the results generated from the pisciculture project Ipirá, whose main objective is the generation of employment and income, failed in its totality achieve its main objective and proves to be not significantly influence the improvement of living conditions of families served, which is reinforced by the data collected in the field, where 86% of those interviewed survives with equal and less than one monthly minimum wage, supplemented by the help of the "bolsa família" and closures secure. Finally, we emphasize the relevance of Ipirá project as a case of socio-environmental policy with the potential to boost the local and a more optimistic outlook economy to become a model to be replicated and cover all the surrounding municipalities of Plant Reservoir Tucuruí, since failures in implementation and its management are resolved and payable are taken providential, as indicated by this study.Item Acesso aberto (Open Access) Fragmento de território de pesca na Amazônia: comunidade Segredinho/Capanema-PA(Universidade Federal do Pará, 2011-03-22) CUNHA, Alessandra Sampaio; MORAES, Sérgio Cardoso de; http://lattes.cnpq.br/4568311568729454This research entitled Fragment Territory Fisheries in the Amazon, reviewed through daily practices of fishermen and the relationship with the natural elements, had as object of investigation the stories lived and narrated by the fishermen from the “Segredinho” Community, which is a rural fishing community located in the Amazon, in the district of Capanema northeast of Pará state. In order to identify the meanings of the daily practices of those subjects, we made use of stories and observations from the subjects' relationships with the environment. Analyses of these relationships and the daily practices were structured in dimensions that correspond to the fishing grounds in the Amazon, to the knowledge of fishing, identities and traditions, as well as the territoriality of the fishermen and the social organization of the category. The dynamics of these dimensions, viewed from the representation of social work and popular knowledge, allowed us to identify and understand how and why the meanings of the knowledge built into the local environment, which has become the lynchpin of this work. As a corpus, we used the speeches made in open and semi- structure, regular meetings with fishermen, questionnaires, and keep watching over the conduct of relations within the community. The results of this study allow us to argue that these individuals have built their identity from their relationship with the local environment, which enabled the construction of a symbolic / cultural territory from “Lago do Segredo”, scene of experiences and sharing that legitimized their relationship with the environment they live in, as well as the promotion of strengthening of the class through social organization to feasible local fishery management.Item Acesso aberto (Open Access) Gestão ambiental: uma análise das ações da colônia de pescadores Z-04 enquanto ator social do processo de desenvolvimento local de São Caetano de Odivelas/PA(Universidade Federal do Pará, 2012-03-14) SILVA, Camila Broer Dieguez; MORAES, Sérgio Cardoso de; http://lattes.cnpq.br/4568311568729454This study proposed to investigate how environmental management actions, developed by the colony of fishers Z-04, influenced the development local of São Caetano de Odivelas / PA. For this, we studied the colony ́s actions, as an organization responsible for protecting the interests and rights of workers in the artisanal fishing ́s place, and to represent, before the public agencies against any actions of overfishing and degradation of the environment. In addition, we defined the assumptions of local development with the purpose of relate them from the colony ́s actions with the local development process in the city above. Talking about of methodology were showed characteristics of the study, their subjects and information about collecting and analyzing data. Thus, the study characterized as qualitative and used semi-structured interview techniques and the non-participant observation. The participants were members of fishers colony. These were divided into three categories according to the positions held: fishers, foremen and leaders of the colony. The informations were analyzed using the technique of content analysis, more specifically by the methods of analysis for themes and discourse analysis, so in order to proceed to the analysis and discussion of research results followed four steps: full transcript of the interviews; division of results into thematic categories; analysis of the interviews and finally related to this analysis with the theoretical framework presented. Finally, the final remarks were made on the study, it was found that the environmental management actions undertaken by the fishers colony of Z-04 have partially influenced in the local development of São Caetano de Odivelas / PA. Therefore, some recommendations were suggested to members of the organization examined.Item Acesso aberto (Open Access) Influência da atividade garimpeira na dinâmica urbana das cidades amazônicas: o caso de Itaituba/PA(Universidade Federal do Pará, 2013-11-29) SCHUBER, Eliana Souza Machado; ROCHA, Gilberto de Miranda; MORAES, Sérgio Cardoso de; http://lattes.cnpq.br/4568311568729454This research aims to analyze the influence of mining activity on the formation of urban space of the city of Itaituba/PA, which has a strategic location on the wealthy Tapajós Gold Province. It is considered that the mining activity in this region is specific and structured differently than traditional extraction (latex) from installation manual mines to the insertion of large machines, which currently occurs in the mines. Part of the hypothesis is that the oscillations of this activity intertwined with government interventionist actions dictated the pace of urban dynamics Itaituba. It begins with a comprehensive analysis of the process of urbanization of the Amazon, involving the exploitation of natural resources, particularly minerals and exploitation of gold. Then we develop a periodization of gold mining in the Tapajos Gold Province, from the 60s, establishing the main periods and sub-periods that influenced in some way in the urban dynamics of the city. Then we developed an overview of spatial and urban consequent repercussions mining activity in Itaituba. The research also considered the urban processes that are focusing on the city from the perspective of implementation of large energy and logistics (port) projects in the region.Item Acesso aberto (Open Access) Modo de vida ribeirinho e conhecimento tradicional: uma análise das ações do PAE Nossa Senhora do Livramento na ilha Tabatinga para fins de desenvolvimento local Abaetetuba-PA(Universidade Federal do Pará, 2014-08-27) SALGADO, Mayany Soares; LOPES, Luís Otávio do Canto; http://lattes.cnpq.br/1013147545099173; MORAES, Sérgio Cardoso de; http://lattes.cnpq.br/4568311568729454The research aimed to investigate the influence of the shares effected through Agroextractivist Settlement in the local development of the island Tabatinga, in the municipality of Abaetetuba-PA. Main instrument that embodies the public policy of conservation of private forests and grounded in the principles of sustainable development, the new Code includes a series of controversies to be clarified and overcome challenges. The meaning of this law exceeds the present time, showing historical connections with conflicting social forms of appropriation of natural resources and the constant struggle of groups with power to weaken environmental standards. Such a context motivated this work we aimed to examine the practical experience of internalization of the new Code through the case study of the municipality of Paragominas (PA), explaining how the relaxation of provisions and the creation of the new instruments of the Forest Code repercussions the local environmental management, which, in turn, policies are transformed into concrete actions. Despite the analysis of the implementation process of a public policy instrument does not cover the final results, it serves as a procedural evaluation, allowing monitor and understand how its impacts are built. To analyze the actions, interactions and contradictions of the new Code, the work has its foundations in biology approaches Conservation and Ecology Policy in line; the observation and reflection of actions, processes and tools, conducted by local environmental management intersection with the new Code; and the application of interviews with managers and municipal leaders. As for the results, are registered in the following pages, the intricacies of a new scenario, in which the implementation of the new Code proves challenging and largely solitary for municipalities; but still, can yield some progress in control and environmental planning, due to the new instruments. However, there appeared a "new" full of contradictions for the conservation of forest resources and impregnated unsustainable struggle for expansion of private ownership of natural resources, where there are subtle dynamics, but intense in the ability to promote environmental change.Item Acesso aberto (Open Access) A pesca artesanal e suas contribuições para o desenvolvimento local: uma análise comparativa dos distritos de Icoaraci - Belém (PA) - Brasil e Vilankulo - Inhambane - Moçambique(Universidade Federal do Pará, 2016-07-18) MASSAMBA, Sandra Fazenete Picardo; VASCONCELLOS SOBRINHO, Mário; http://lattes.cnpq.br/7843288526039148; MORAES, Sérgio Cardoso de; http://lattes.cnpq.br/4568311568729454This research aims to analyze the artisanal fisheries and its contribution to the local development, taking into account (as case studies places) the spatial area of district of Icoaraci-Belém (PA) - Brazil and Vilankulo, Inhambane Province in Mozambique. Artisanal fishing is an important activity because it supplies to the local. These activities are used as the source of their income (financially and economically viable) and as a supplier of food for their sustainability as well as for their families’ welfare. Data collection was based on semi-structured interviews submitted to the fisherfolk; the settle fishing Z-10 of Icoaraci, the association of Vilankulo fishermen; shops which sell fish and also the local authorities connected to this activity in the district mentioned above. Were applied questionnaires with open and closed questions to the people and institutions engaged in those activities in order to get an overview of the case which were part of debate in couples of years. However, to fulfill this desire it was required some materials such as notebook, pen, pencil and eraser. The observation technique was used so that it could be easy to check the reliability of the information given. To analyze the results we used the comparative method with qualitative and quantitative approach to identify the differences and similarities regarding the livelihood and socioeconomic profile of the fisherfolk, their social organization or framework and the interpretation on activity and local development in the districts of our study. For discussion, we used research made previously by other investigators in order to make the comparison of the results. The results show that most of the artisanal fishermen have the first grade of schooling or an incomplete education background, a monthly income of less than the minimum salary, and they are organized into colonies in the district of Icoaraci while in district of Vilankulo, they are organized as an NGO (Association of fishermen). Artisanal fishermen are engaged in other activities to generate more income for their survival. Fortunately, there are intermediate people in this activity which brings gains for them in term of fixture and it does not bring to them comfort because the income is still low for their survival. In conclusion, the artisanal fishing itself does not contribute to the local development because there are other elements connected directly to this activity which generates jobs and income for ensuring sustenance for many families living in these districts. In addition, this research brings a stepwise for the recommendation of the local government as well as the input of the ideas of how the artisanal fishing is not sustainable as the people can imagine about it. This work can be used for the plan of the local government to encourage them to work in partnership with the fisherfolk, creating project that are focused on local development.Item Acesso aberto (Open Access) A pesca feminina na comunidade Segredinho: município de Capanema-PA(Universidade Federal do Pará, 2011-03-25) ROCHA, Nádia Sueli Araújo da; MORAES, Sérgio Cardoso de; http://lattes.cnpq.br/4568311568729454The present research named “The fishing community of women in secret: Capanema County-PA” focus on feminine work in fishing that leads us to reflect about gender relations present in this context. As a result, we elaborated a map of occupational risks of this type of fishing, which should be used in programs of occupational safety management (PPRA, PCMSO, PPP) preventers and public policy for the sector, being an important tool for the fisherman. Their analysis enables the identification, the layout of the desktop, accident vulnerabilities. This map helps you find practical solutions to eliminate or control risks in the process of longline fishing.Item Acesso aberto (Open Access) Tensões e expectativas: as narrativas dos interlocutores da reserva extrativista marinha Mãe Grande de Curuçá - PA(Universidade Federal do Pará, 2018-03-22) LUCCA, Luana Lopes De; SILVA, Katiane; http://lattes.cnpq.br/2513553021717721; MORAES, Sérgio Cardoso de; http://lattes.cnpq.br/4568311568729454Extractive Reserves constitute an environmental public policy originated by a process of social struggle in search of fair and balanced relations in traditional territories. The main interest in the creation of the Reserve is the possibility of the residents of these areas to live according to their way of life, however, its implation brings changes in social and environmental relations due to the legal-administrative structure that the Reserve presents. Thus, using a methodological approach to bibliographical research and field research, this research analyzed how users appropriated the Extractive Reserve category in their territory, and in a specific way, how local social actions were undertaken in the process of creation and implementation of the RESEX researched: the Marine Extraction Reserve Mãe Grande de Curuçá - PA. Mãe Grande has its specific context about the coastal and marine zone of Pará, its appropriation by the users, related to the benefits of housing and development granted by federal government policies, and the Reserve presents, as one of its main challenges, the strengthening and mobilization of the community base, through the support of local leaders to collectively exercise the management of the Unit.
