Item Acesso aberto (Open Access) A Agenda ambiental nos planos de governo dos candidatos a prefeito das capitais da amazônia legal nas eleições de 2012(Universidade Federal do Pará, 2013-10-30) GALVÃO, Jefferson Wagner e Silva; NASCIMENTO, Durbens Martins; http://lattes.cnpq.br/4086120226722277This work aims to establish the relationship between environmental agenda and the government plans to mayors of candidates in the context of the 2012 municipal elections in the capital of the Amazon. This study sought to make the discussion from the main facts that contributed to shaping the environmental agenda, from Stockholm to Rio +20, this last Conference as the main reference for the study. Thus, the methodological approaches focused on documentary research and quantitative and qualitative data suggested a number of themes in the Outcome Document of Rio +20, constituting the International Environmental Agenda for municipalities. The formation of this Agenda influence and its dimensions, absolute way, the government plans universe of candidates for mayors of the capitals of the Amazon. It was also possible to see strong connections with the fundamental public policies, such as health and population, sustainable cities and human settlements, water and sanitation, and food and nutrition security. The parties that are located to the left of the political ideological spectrum are the ones that present proposals linked to the Environmental Agenda. On the other hand, PV, party imposing environmental flags, contradictorily shows low density issues on the environmental agenda in their government plans. The study also revealed the presence of the Environmental Agenda in Christian parties linked to Protestant churches, which makes us infer that there is an internal discussion in these religious institutions. Even parties with strong participation in the caucus, supporters of opposing the environmental agenda flags, have permeated the government programs of the international environmental agenda, presenting their proposed actions in the environmental agenda, proving that this agenda is imposed indiscriminately. From the perspective of social representations and theories of news broadcasting, have been examined four parameters: the concepts of Amazon adopted in the news and reports; the representations of States of the Legal Amazon and its relationship with the region; the themes under which Amazon appears on national television; and the differentiations in stories as the absence and presence of local television in the content production process. For such were observed the news showed between 14 June and 09 October 2010, totaling 101 journalistic texts. The methodology used consisted in estimating a technical efficiency score calculated by municipality and with this it stratified by layers of isoefficiency the obtained results, delimited in this way: 0,01 and 0,25 (low efficiency), 0,25 and 0,50 ( (efficiency), 0.50 and 0.75 (average efficiency), and 0.75 and 1.00 (high efficiency), according to the Data Envelopment Analysis (DEA) model. The hypotheses tested were as follows: Hypothesis 01: The evolution of the overall total efficiency score (eftg), for the control of death from external causes (homicide), presents different quantitative and qualitative magnitudes correlated with the socioeconomic nature of the municipalities belonging to the Legal Amazon in the period from 2002 to 2015, being largely classified as Low efficiency. Hypothesis 02: The evolution of the efficiency score by population size, for the control of death from external causes (homicide), presents different quantitative and qualitative magnitudes correlated to the population nature of the municipalities belonging to the Legal Amazon from 2002 to 2015, being large part classified as High efficiency. The results obtained by empirical comparison of the descriptive mean indicate that the efficiency estimation for the control of the crime of death due to external causes (homicide) is delimited by socioeconomic, institutional and population factors, among the municipalities belonging to the Legal Amazon in the period from 2002 to 2015.Item Acesso aberto (Open Access) Análise do modelo de gestão da incubadora PIEBT sob a perspectiva do isomorfismo organizacional(Universidade Federal do Pará, 2013-10-22) OLIVEIRA, Iara Neves; NASCIMENTO, Durbens Martins; http://lattes.cnpq.br/4086120226722277This study aims to analyze the management of a business incubator, the Programa de Incubação de Empresas de Base Tecnológica (PIEBT) – the Technological Base Business Incubation Program. Starting from a qualitative and quantitative approach, we seek to portray the management process of the oldest Amazon business incubator, identifying its context and the level of adequacy of their practices to the newest model of management incubators, Centro de Referência para Apoio a Novos Empreendimentos (CERNE) – Reference Center for Support of New Ventures. For this, we discourse about the business incubation, discussing some management concepts and some concepts of institutional theory. The results showed that the management has central focus in the process of hatching and raising funds and its adequacy to the CERNE is predominantly early stage, but that, even for pressures of organizational field, the implementation model is a goal to be achieved. It was also concluded that the management of PIEBT is surrounded by pressures that tend to isomorphism.Item Acesso aberto (Open Access) O Controle parlamentar da atividade de inteligência no Brasil: um estudo sobre a produção legislativa da CCAI e da CREDN entre os anos de 2003 a 2010(Universidade Federal do Pará, 2018-06-29) MIRANDA, Wando Dias; NASCIMENTO, Durbens Martins; http://lattes.cnpq.br/4086120226722277The present work is the result of a research on the parliamentary control of the intelligence activity carried out particulaly by the Joint Commission for the Control of Intelligence Activities (CCAI) and the Committee on Foreign Relations and National Defense (CREDN) between 2003 and 2010, the period correspond to the first leftist government in Brazil, which aroused the interest to analyze the system of external control made by the Brazilian legislature, with emphasis on its legislative production and the analysis of the contents of interviews with actors involved in this process. The research was developed following the methodology of Neoinstitutionalism of rational choice and Neo discursive institutionalism, with the theoretical help of the analysis of Bardin's discourse. Based on the central hypothesis that there is no effective control of intelligence activity in Brazil, parliamentary documents (minutes, reports, laws) of the selected period were analyzed, as well as interviews with actors involved in the process. In this way, the work was developed to explain the process of historical evolution of the intelligence services as a State activity, its role in the decision process, its different evolutions in the world and in Latin America and Brazil and the role of the Regulatory Commissions. It is concluded that, despite the existence of legislative Committees for the control and control of intelligence activity, its performance because being deficient due to political movements and the absence of a specific training of the members of these Commissions.Item Acesso aberto (Open Access) Cultura organizacional e a Nova Gestão Pública: uma análise de assimetria entre planejamento e execução(Universidade Federal do Pará, 2022-12-05) AMARAL, Klayrlson da Costa; NASCIMENTO, Durbens Martins; http://lattes.cnpq.br/4086120226722277The organizational culture installed in the current Brazilian Public Administration makes it difficult to correctly measure the behavior of resource execution in the face of its institutional demands, the administrative function of strategic planning deviates in many evaluations of expenses and delivery of public policies revealing functional disagreements and negative impacts of expenses. . The complex budget system and its performance are fundamental in understanding these dysfunctions, chances in which the dissertation focused its research, applying the method in quantitative analyzes with approaches to documental and bibliographic reviews, opportunity in which planning tools, annual budget laws, management, federal government database systems and cross-sectional literature on New Public Management, converging on Neo-institutionalist and Public Choice theories, took their forms and results. In order to reach the objectives, the analysis of data confrontation by tables and graphs was carried out in a historical series of seven years of budgetary and financial execution, belonging to a unit of a federal public autarchy of education, called Campus Santana, of the Instituto Federal do Amapa. The study was limited only to the execution of current expenses, in 5 groups and elements well defined by the action codes 20RL dealt with by Law nº 4.320/64 and its amendments. The research results found significant asymmetrical levels, which revealed an average rate above thirty percent of deviation per year, configuring a performance standard that requires attention in light of efficiency and public quality, which escalated the need to characterize the organization. and understand the cultural systems that involve political-administrative and legal capacities. In the balance of practical and scientific concepts, specific lines of analysis emerged that model more realistic and compatible roles at the level of the researched structure, which in the case study enabled the proposal of a new functional model, focused on the decision-making power of resource distribution, execution and results-oriented evaluation, based on the effective participation of interest groups, management sectors, as well as local and academic representatives, which was incorporated into the legal and regulatory mechanisms to which the organization already belongs.Item Acesso aberto (Open Access) A Descentralização no processo de desenvolvimento da região de integração do Tocantins no Estado do Pará(Universidade Federal do Pará, 2014-05-23) COSTA, Marco Antônio Barbosa da; COSTA, Eduardo José Monteiro da; http://lattes.cnpq.br/4243685710731997; NASCIMENTO, Durbens Martins; http://lattes.cnpq.br/4086120226722277This research aimed to examine the effects of Participative Territory Planning (PTP), which presents itself as a new form of management intervention and decentralization of public policies on the dynamics of Region development in the period 2007-2010, the Region of Integration (RI) of Tocantins, which comprise of the twelve regions of Integration of the State of Pará, being composed of a number of municipalities with similar characteristics and have different socio-economic indicators. This tried to determine how was the strategy of the PTP in the formulation and decentralization of public policies on regional development. To this end, we used the analytical approach and empirical reasoning of the neo-institutionalism, theory that considers as one of the causes of the existence of regional development institutional transformations. In this sense, it has configured organizational models defined in territories-networks and territories-zones that are demarcated and articulated on the urban space. The definition of the term narcosobreposition, defended in the thesis, deals with the presence of overlapping territories, where narcotraffic, in networks and zones and narcomilices, manifests power technologies that are part of daily life mainly of the inhabitants of the periphery. Thus, the central objective of the thesis is to analyze the overlap of territories in Belém from the power relations of the drug traffic. The city of Belém is among the most violent capitals in Brazil, according to the official data of the Brazilian Forum of Public Security. Located in the Eastern Amazon, the city has become one of the nodes for spatial organization of illegal narcotraffic networks in the region and a potential consumer market for cocaine sales. The empirical view of the thesis conveys terms such as: precariousness, "urban agglomerations of exclusion", narcodisciplin, narcomilitias and narcosobreposition, because the socio-geographical reality of the neighborhoods where narcotraffic exerts influence points to a dynamic of urban conflicts in which death presents itself as a political category of power relations.The literature review, documentary analysis, field work with photographic records, interviews and systematic observations were part of the thesis methodology. Lastly, it is concluded that the territorial divergences from the narcosobreposition have led to the manifestation of a necropower that disciplines the territories and the subjects, resulting in the configuration of the map of the extermination that reaches the vulnerable areas of the periphery of Belém.Item Acesso aberto (Open Access) As geografias do policiamento escolar: análise do policiamento nas escolas de Belém, Ananindeua e Marituba, Pará (2012 a 2019)(Universidade Federal do Pará, 2020-02-17) SILVA, Leildo Dias; NASCIMENTO, Durbens Martins; http://lattes.cnpq.br/4086120226722277The Violence/criminality is a widely researched topic. However, school policing under the justification of combating violence/crime in schools, is not. This research has as its main subject: the school policing carried out by the Companhia Independente de Policimento Escolar (CIPOE), a police company of the Military Police of Pará, which operates in and around the state schools from Pará in the cities of Belém, Ananindeua and Marituba. We take CIPOE as a public policy of public security. The main goal was to analyze the spatialization strategies of this Company and how this public security policy is effective in the school environment. The time frame of school policing studied here took place between the years 2012 to 2019. The methodology had three stages : 1) theorical review on the topic; 2) fieldwork, where we made observations and experienced the environment in which the research was developed. Here, we also did interviews with police officers, commander, lieutenant, sergeant and corporal. The interviews with the school community were with principals, teachers, technical-pedagogical staff and students; 3) we systematized the data in tables, charts and maps and then interpreted. The research results show that CIPOE is capable of producing territories through the implementation of its program strategies, which has a main processes the Ordinary School Rounds (REO), School Occurrence Service (AOE) and the construction of School Security Plans (PSE) and to ease the performance of CIPOE it uses part of the territorial ordering of public security in Pará, but also makes its own ordering, the Territorial Sectors of School Policing. It is also concluded that there are several conflicts regarding the implementation of school policing by the various actors involved in this process, such as the school community and CIPOE. The program was established by Decree No. 5940 of 25th October 2006 and aims at the destination of recyclable material produced in the federal government agencies of the administration direct and indirect to associations and cooperatives of collectors. This action, despite restrictions on their disposal, contributes to poverty alleviation and environmental impact in natural areas. The objective of this research is to understand and analyze the process of implementing the Joint Selective Collection Program at UFPA. It is based on the Neo-institutionalism of Hall and Taylor and comparisons of theoretical approaches of Olson and Ostrom on the Behavioral Theory of Collective Action in the production of a Public Good. The methodology used was descriptive and qualitative. The theory led to fieldwork for the observation techniques, semi-structured interviews and documentary research. 25 interviews were conducted with staff members of the University Council of UFPA, directors and coordinators of Academic Units as well as general service staff members. As a result, was found the need of a interaction work within their own Academic Units, these together and, at the same time with the Senior Management. In Ostrom, was found the support to the theoretical direction because your conception of common use and collective decision of cooperation based on reciprocity and trust between people. She adds elements to the Olson‟s Behavioral Theory of Collective Action and show that works in search of the common good are possible if exist rules that everyone are subjected to the benefits of arising externalities. With institutional approaches of the collective action presented, this study intends to contribute with the application of Environmental Management in Public Administration. In the presidential elections of 2018 and 2022, Bolsonaro received support from representative interest groups within the agribusiness sector, mainly due to his alignment with their ideas. Examples include the relaxation of environmental legislation and oversight, opposition to the demarcation of indigenous lands, criticism of environmental social movements, the militarization of rural areas, and the liberalization of agrochemicals, among others. Agribusiness leaders participated in the federal government, occupying high-ranking positions such as secretaries and ministers. Given this context, I conducted an analytical focus on the main representative groups of agribusiness highlighted in the literature. Among them are: the Brazilian Soybean Producers Association, the Parliamentary Front for Agriculture, the Confederation of Agriculture and Livestock of Brazil, and the Brazilian Agribusiness Association. The research employed a qualitative methodology, utilizing documentary analysis and thematic content analysis to categorize the anti-environmental ideas present in the documents of the analyzed interest groups and in the Bolsonaro government. From this analysis, the convergences and divergences of antienvironmental ideas in federal socio-environmental policies, institutional actions, and legislative projects related to Jair Bolsonaro's administration were assessed. The categories of policies analyzed included control and oversight of deforestation, anti-environmental legislative proposals from the Executive Branch, demarcation of indigenous lands, liberalization of agrochemicals, changes in environmental licensing regulations, and land tenure regulation. The theoretical analytical model used was discursive and ideational neoinstitutionalism, which considers the institutions and interests related to the ideas of political actors within a specific political, social, and institutional context. The results demonstrate that the anti-environmental ideas of agribusiness interest groups were present in the formulation and implementation of socio-environmental policies during the elections and the government of Jair Bolsonaro, particularly in anti-environmental and anti-indigenous policies. The Brazilian Soybean Producers Association and the Parliamentary Front for Agriculture showed significant convergence with the policies implemented during Bolsonaro's term, supporting his election in 2018 and 2022 and participating directly in the federal government structure. The Confederation of Agriculture and Livestock of Brazil also exhibited convergence between its anti-environmental ideas and Bolsonaro’s policies, particularly in the relaxation of environmental licensing, liberalization of agrochemicals, opposition to the demarcation of indigenous lands, and changes in land policies. The Brazilian Agribusiness Association diverged from the main agribusiness groups regarding certain anti-environmental ideas of the government and did not support Bolsonaro's election in 2018 and 2022. However, this group converged with ideas contained in specific government policies related to environmental licensing and the relaxation of agrochemical approvals, as well as being favorable to the temporal framework regarding indigenous lands. Thus, it is evident that the anti-environmental ideas of the main interest groups in Brazilian agribusiness were present during Jair Bolsonaro's administration. Through infralegal acts, appointments of agribusiness leaders, changes through normative instructions and provisional measures, budget cuts, legislative projects, and other actions, the government managed to leverage institutional conditions favorable to the antienvironmental ideas of these groups. This thesis demonstrates how specific ideas of interest groups can be implemented within a governmental administration, particularly within the Brazilian institutional context.Item Acesso aberto (Open Access) Instituto do pacto de saúde: regionalização e municipalização da saúde no Estado do Pará(Universidade Federal do Pará, 2018) NUNES, Silvia Ferreira; NASCIMENTO, Durbens Martins; http://lattes.cnpq.br/4086120226722277The main objective of this work is to understand if the Institute of the Pact, established by the Health Pact in 2006, promotes more cooperative and supportive behavior among federal entities involved in the compromise of public health policies, as well as, if it induces the proper allocation of functions, planning and organization of regionalized systems, and, if institutionality is guaranteed, to intergovernmental agreements, public health policies are necessary. In order to do so, it is intended to use as inspiration the Neo-institutional theoretical-methodological reference, specifically the rational choice and, within it, the Asymmetric Bargaining Theory, to investigate the problem. We assume that the fact that health service provision is conditional on the need for universal, equitable and integral care to Brazilian citizens with scarcity of resources and infrastructure, requires articulation between municipalities, state and union, in this way the articulation is far from being trivial and therefore the need for rules that establish parameters for the affirmation of intergovernmental pacts. It is observed that the institutional arrangement established by the SUS does not allow credibility in the commitments assumed by the federated entities and that the mechanisms used do not allow convergence of the strategies of the actors to the condition of cooperation. The pact institute does not create conditions to stabilize competing positions and internalize externalities, as well as contain the risk and uncertainties in the agreement, so it is insufficient in a context of conflicting interests with asymmetric information, power and resources and greater flexibility of the design regional level to alleviate the distributive struggle between municipalities offering and demanding medium and high complexity health services. These rules maintain the conditions for maximizing the individual interests of the disbursing municipalities and in asymmetric information conditions and tendencies in the political arena do not allow to establish levels of credibility of commitment between federated entities and added to exogenous factors to the process of agreement maintains attitudes that hurt the principles of universality, equities and integrality established by the Brazilian citizen constitution.Item Acesso aberto (Open Access) Legitimidade intraorganizacional: um estudo sobre as Coordenadorias de Planejamento, Gestão e Avaliação na Universidade Federal do Pará(Universidade Federal do Pará, 2011-11-30) BATISTA, Floriana Aguiar Castro; NASCIMENTO, Durbens Martins; http://lattes.cnpq.br/4086120226722277The Organizational Management at the University is studied through the Federal University of Pará (UFPA). The delimitation of the object focused on the Coordinating Planning, Management and Evaluation (CPGAs) in Academic Units - Institutes operating in the Bethlehem Campus, to investigate whether its creation and operation have contributed to the management of the institutes from 2007 to 2011.1. For this explanation was based on epistemologies of Administration Area, where the status of science has its support to the analysis of management and research - the organization that allows there, the interface of other sciences. Also in the area, legitimacy has been analyzed by the ability to explain adherence to social expectations in organizational, whose focus is usually associated with processes of formation, organization and maintenance of collective activities in certain environments. Police risks, which begin with the individual's entry into the corporation and only end after their death, were defined in this research as the professional's exposure to dangers related exclusively or not to the daily practice of policing, not limited to the shift of service, and that is directly related to victimization. Therefore, understanding how these professionals perceive the risk associated with the profession is of great importance for the development of actions that will reduce police victimization. Objective: This work aims to analyze the different perceptions of risk associated with the work that military police officers from Pará have in terms of the region of the state where they carry out their activities, specifically in the municipalities of Belém, Marabá and Santarém. Materials and methods: This was a mixed, exploratory and explanatory study that used document analysis, semi-structured interviews, focus groups and questionnaires as a data collection technique as research techniques. Results: Results were obtained that point to a perception of risks that is affected by the workplace, especially when the population issue that differentiates big city versus small city is taken into account. On the other hand, the drug that also crosses the Amazônia supplies the local markets of its metropolises, the example of Belém, where the drug trafficking comes if espacializando and if territorializando in peripheral areas of the city, involving the metropolis in the economic dynamics of the geographic one of the organized crime. Thus, the outlying areas of the Guamá and the Firm Land, accumulated of stocks for the basin of the Tucunduba, are involved for a species of territory-net where the local traffic is associated the nets of the global traffic, and at the same time, in local scale, they coexist the territory-zone presence, where the traffic if closes to command its performance. The research strategy used is a comparative analyzes, confronting the results of the 2002 and 2006 presidential elections polls and correlating the amount of beneficiaries by the Bolsa Familia program with the amount of votes in the application of Lula da Silva, in each city of the region. The empirical analysis identified, in the north of Brazil, the constituency changes of the PT candidate going for the less developed cities, as well as the program positive impact in the election of the candidate, considering the improvements of his electoral performance in the region. What extent did the SIE model to administrative management of academics issues contribute to the efficiency in the UFPA management, then providing support forthe advancement ofteaching and research? The process of implantation was enough according with therequirements of GesPública?To achieve the general purpose of analyzing if the models of management practiced by managers in the SIE implantation are according with the application instrument of National Plan of Public Managementand “Desburocratização” – GesPública (PBQP), the Institutional Master Plan (PDI) and the Annual Plans of Management of the UFPA used theinterviews, questionnaires, and document analysis. The categories: leadership, strategy and Plan, citizens and society, process and people, results, informations and knowledges are of the GesPública. The hypothesis validated partly saythat the institution advanced in using Organizational Theories in the administrative and technologic apparatus, according with the context of the State Reform. The quality practices are adequate, in beginning of implantation, with points that needing to be improved. Big spaces in the modernization of academic management are left. This is a retrospective study conducted between the years 2008 to 2010, exploratory and descriptive, based on analysis of documents from the service. It aims at analyzing the extent to which the Ombudsman has fulfilled his duties as the manifestations of HOL users. It also aims to identify the main expressions of dissatisfaction by the users of the Ombudsman pointed out that undermine the dynamics of care, and also see how the HOL‟s management answers to the manifestations of users of the ombudsman, to individually and collectively meet their needs. The instrument used was a script from data collection, inspired by a model developed by Falcão (2010) in similar research in the following composition: effects related to the sphere of hospital management and manifestations related to the sphere of management of the Unified Health System ( SUS). Within the scope of hospital management, the manifestations were distributed as follows: complaint, request information, praise and suggestions for each of the axes of composition. In the sphere of SUS management were adopted only: the complaint, the request and information, because it did not have events in other categories. The selected sample was 398 records of the ombudsman service. However, during the research identified that generated a record rally in two levels of management, hospital and SUS, which resulted in an increase of 46 occurrences, rising to 444, 81% of these includes the sphere of hospital management and only 19 %, the SUS management. As to results, the study found that 50% of the manifestations were not answered in his cause, of which 8% are related to unanswered and 42% refers to the responses unsatisfactory, however, this finding calls attention to the fact ombudsman to respond, even if the election does not reach as desired, especially when it relates to the SUS management, by the interference of the management in the process. Regarding the remaining 50%, equivalent to 188 satisfactory responses of the election, 94% of these solutions include individual and only 6% (11 events), reached the community, and only two of these caused change in order management. Thus, it is concluded that the ombudsman's HOL failed to meet its institutional responsibilities due to the behavior of management face to the information generated of the ombudsman service show up on time, with individual resolutions and not facing the community in order to realign obstacles hindering the development of healthcare, marked by the user and promote learning.In this sense, the general objective of analyzing the extent to which the Ombudsman has fulfilled his duties as the manifestations of HOL users has been reached.Item Acesso aberto (Open Access) A Política Nacional de Atenção às Urgências (PNAU) em Belém e Ananindeua, Pará: um estudo sobre os entraves à implementação(Universidade Federal do Pará, 2016-02-26) FARIA, Tamara Lima Martins; NASCIMENTO, Durbens Martins; http://lattes.cnpq.br/4086120226722277Advocated in the Federal Constitution of 1988, the decentralization is a relatively recent process that yet not established in full form. The result of this process can be felt directly in the public policies, which have a diversity of results, for several reasons: regional inequalities, absence of management capacity of many counties, excessive dependence on federal transfers, etc. In this context, the implementation of National Political of Urgency Attention (PNAU) in Belém and Ananindeua was the object of this study, the general goal investigate the autonomy and participation of Pará state and Belém and Ananindeua cities in the implementation and decision taking in PNAU. The research is qualitative based in figures answer the question: “which the extend of implementation barriers identified in PNAU are caused by the centralization by the federal government that persist before the counties become “full management” in health services?” The central hypothesis is that the PNAU results in Belém and Ananindeua are reflection overlapping of responsibilities from federal entities and deficiencies of coordination between them, even with relative autonomy assigned to states and counties the centralization of more important decisions it remains under the control of the federal government. To answer and attend this goal the methodological procedures used were survey and document analysis and semi structured interview. Were used some elements of content analysis, considering mainly thematic analysis to identify information on the perception of the actors on the confrontation in the study object with the information gathered in the literature review phase and documentary. Allying the theory of neo-institutionalism and institutional change and empirical data was possible concluded in this study that the Union still concentrates the major decisions related to emergency politics, because through regulatory instruments, also known as formal and informal laws intend to mold the actors involved behavior and limited their decision power and the counties protect by the Union, whether the financial dependence to implementation their public policy and/or being limited by regulations shipped by the Union, support the results of this relationship federalism that do not considered the peculiarities of each region and limit the city manager and to adapt to the city reality.
