    A Atuação de Defensoria Pública do Pará e a mulher encarcerada

    This research analyses how the Public Defender of Pará is performing in regard to the social rights of women who are incarcerated in headquarters of criminal enforcement as from the law nº 054 de 2006. In order to this aim, the research feats the sentenced women profiles and verifies how the Public Defender performance through the judicial and extra judicial procedures are contributing to the social vulnerability decrease and to the enlargement of the incarcerated women’s social, economic and cultural capital. This study uses the concepts of habitus; field; economic capital; cultural capital; the symbolic power of Bourdieu; the poverty criminalization idea of Loic Wacquant and, Joan Scott, to the gender concept. Methodologically, the research is classified as a case study in the State of Pará with data collection during October and November (2012), and which has the following Recovery Centers as locus of research: CRF (Ananindeua); CRAMA (Maraba) and CRASHM (Santarém); allowing comparisons between them. The research uses both quantitative approach with a questionnaire to all the volunteers women (202 of the universe of 275 incarcerated and sentenced women) and analysis reports. This study also has realized a descriptive analysis of the obtained data, EXCEL and SPSS.17, during the preparing of graphs, tables and inferential analysis (chi-square test of independence). As the qualitative approach, this one has used the semi-structured interview applied to the public defenders and to the local group in CRF, counting on the posterior triangulation of data; concluding that the incarcerated women represent a vulnerable group with low economic, cultural and social capital, facing difficulty to the health access. The access to justice is not fully effected either, in regard to their social rights, which were only partially accorded through individual lawsuits and administrative actions, without the use of judicial collective or constitutional actions, being both the participation on public policies and the network acting too small.

    Autoavaliação institucional: a realidade da CPA na prática do SINAES

    This research was directed due the knowledge needs around the work evaluation process in the internal federal Universities institutions. Such kind of work is being done since the 1990s decade, through various public policies translated into programs that could evaluate the education quality of the Universities due to the increased of University Institutions quantity, public and private. Considering such form, today the implementation of an evaluation process is not discussed anymore, instead is discussed the way it should be worked in the University institutions. The current policy directed to this issue is translated in the national evaluation of education system (SINAES), established by Law 10.861/2004, which became mandatory, among others, the institutional self-evaluation to be conducted by the internal committee Assessment (CPA), also with mandatory character inserted in the Art. 11º of SINAES law. This study is part of the questions around the CPA work. Mainly considering the way of their constitution, localization on the organizational structure and the CPA methodology that could influence in the final result, which is related to the institutional self-evaluation used by E-MEC system and by external review committees. The objective was to analyzes the CPAs of three Federal Universities institutions, chosen for their experience in the theme , regarding: The composition, directed to the quantity and their members category; The CPA localization in the organizational structure, in order to verify their autonomy level and the methodology used by CPAs in the conduction way of the evaluation process. It was assumed that such variables when applied in each institution, it could lead to ways of working and different results. For this reason it was opted for a study of a case, predominantly in qualitative research, using literature research, with authors of general systems theory and assessment; documental research and interviews along the presidents of CPAs institutions analyzed; Finalizing that although the results may be different in terms of quality of the reports, problems related to the autonomy, hierarchy and recognition of the CPA against other organs of the Universities management, the relationship assessment and planning and the establishment of a culture of evaluation, are observed in the three institutions studied.

    Comunicação e identidade: apropriação e estratégias do Movimento Xingu Vivo para Sempre em reação à Hidrelétrica de Belo Monte

    There is a trajectory of collective action in the Brazilian Amazon that has the quest for understanding and recognition of his speech to claim their livelihoods and rationality. This collective action, represented by the Xingu Alive Forever Movement (MXVPS, in portuguese), a coalition of organizations that embody the Belo Monte hydroelectric your ultimate symbol of opposition, seeks understanding and recognition of your speech through the appropriation of communication tools, particularly internet and its technological apparatus, and media culture (KELLNER, 200l), with all its icons of power and formatting of cultures and identities in contemporary times. The appropriation process undertaken by MXVPS does not happen fortuitously, but has a methodology, an action to recognize the "adversaries", appropriate them and make them, strategically, through the mediation of culture and identity, turn into something else, in other ways, now useful to counter-hegemonic struggle for recognition. The MXVPS engenders its action by: 1) the history of the groups that make up the collective, a history of human rights violations and silencing; 2) the representations and meanings of their identities, especially in the national and international stage, and 3) the perception of the political groups around for the results of action. This research findings point to the existence of a paradigmatic trajectory of communication in the Amazon in response to a major development project, with specific methodologies guided by discursive acts and identity. They are strategies that are intended, by means of Theory of Communicative Action (HABERMAS, 1987), aimed at mutual understanding, make valid claims and speeches, leading to recognition and, potentially, to meet their demands . This initiative was undertaken by means of communicative acts, still has the potential structuring of public space, the prospect of a fight (protagonist) to insert them (not as historically marginal group, but as a emancipated actor of their desires and intentions) in the contentious area of policy-making, focusing on social and political changes (and, potentially, normative) that affecting their territories, identities and modes of symbolic and material reproduction.

    Entraves e desafios para a efetivação da governança administrativa nas IES: um estudo comparativo entre a Universidade de Melbourne, a Universidade de Campinas e a Universidade Federal do Pará (Brasil - Austrália)

    This study aims to analyze the administrative governance of the University of Melbourne (UNIMELB) in Australia, the University of Campinas (UNICAMP) and the Federal University of Pará (UFPA), these two in Brazil, through a comparative study, based on analytical categories of financial autonomy, control, model and decision-making logic. The research was carried out through a specific literature review, using Niklas Luhmann's Theory of Self-Referential Systems as theoretical-methodological support. A mixed approach (quali quanti) was applied, using semi-structured interviews and documentary research as an instrument for data collection, interpreted through content analysis. As main results, it was identified that the three universities have predominant characteristics of the “Stakeholders” governance model, with UNIMELB moving towards an “Entrepreneur” model. The three institutions have characteristics predominantly of the bureaucratic decision-making model, but Brazilian universities still use secondary codes when it comes to appointments to senior management positions, which can directly impact the use of overcodes. The need to argue the selected choice was evident in all HEIs, thus generating differences in the system. With regard to financial autonomy, UFPA and UNICAMP do not have diversification of sources of resources, depending mostly on public resources, as a consequence of a poor relationship with the productive sector and administrative decisions that are inoperative in relation to increasing this autonomy. With regard to the control category, UFPA stood out, followed by UNIMELB and UNICAMP, the latter with problems to be overcome in relation to transparency and internal and external audits. Making a parallel between the theoretical framework and the analytical categories, an “ideal model” for university governance in the administrative area was purposefully outlined. It was concluded that governance in the three universities needs improvement in at least one of the analyzed categories. Brazilian HEIs need to focus on policies aimed at greater diversification of financial resources; correct communication codes with other systems making decision making more adequate and; finally, UNIMELB and UNICAMP need to improve actions involving control.

    Gestão ambiental pública na Amazônia brasileira: uma análise de gestão ambiental integrada no estado do Pará

    The study analyzes the public environmental management in the Brazilian Amazon, from the results of the Integrated Environmental Management Project, part of the Pilot Program for the Protection of Tropical Forests in Brazil. Applied in the Amazon region, the project had, as its objective, to develop a model of environmental management in the region, given priority to the institutional capacity of the Secretariats of the Environment, in the technical, logistical and managerial actions with specific technical training, in logistics and participatory planning. This scientific research adopted the Qualitative Method as an inductive strategy with hypotheses, having the municipalities of Santarém and Paragominas, in the State of Pará as the research regions during the 2008-2012 periods. The data was collected through bibliographical documents and investigations, conducting semi-structured research with twenty key interviews for better understanding the project and to organize and evaluate the collected information using a methodological structure based on the Systems Theory, a theory that also apply in this thesis. One of the results of this study was the fact that the PGAI contributed to help the municipalities to define their environmental management system, strengthening and raising their actions, with positive impacts for the appropriate treatment of their natural resources and physical environment, showing, also, the importance of the actions designed for Amazonian municipalities that had planned and used the legal principles of public administration and that was conducted by a transparent and participatory public management, respecting the needs, limitations and potential of the locations, considering the environmental sustainability and the collective interests of the region.

    A Gestão da extensão universitária: um estudo de caso na UFPA

    To achieve that, study cases with systemic logic were used to identify how the extension works, identifying decision-making and factors that affect on these decisions. On the empirical stage of the qualitative research, semi-structured interviews were applied to managers of academic and administrative units that are most actives in the academic extension. The interview content were described and analyzed. This study is sustained by a variety of concepts: complex organizations, general theory of systems, theory of management and decision; the Brazilian Universities and academic Extension according to their history, theories and concepts. By analyzing the decision making, it was possible to identify how the Extension works and how project managements occur within the university and the Academic Extension. The depositions showed a direct association between University, Society and Extension, an extensive diversity of extension activities within UFPA, the professor as the most important subject/of extension, and that decisions follow an ascended hierarchical flow that affects the entire process

    A Gestão do Programa “Municípios Verdes” nas prefeituras de Barcarena, Bragança, Abaetetuba e Augusto Corrêa

    The program "Green Municipalities," created by the State Government in 2011, brought to the state of Pará great contributions to the decline in deforestation in the Amazon region. Thus, this research aims to analyze the relationship between the management process and the possibility of municipalities of Abaetetuba, Augusto Corrêa, Bragança or Barcarena achieve certification "Green Municipalities " (Decree 54 of March 29, 2011). This sample was defined based on the cities that were in the "consolidated" made in a state government publication. The methodology used is the systemic analysis of municipal environmental management, with reference to the open system model Bertalanffy (2010) and the concept of autoreferencialidade Niklas Luhmann that will support the analysis of the transformations occurred within the public administration system in municipalities studied. Data collection was done through structured interviews for each manager of PMV, union representatives, federal prosecutors and Imazon. The conclusions of the research it became clear that local governments still need to improve in all aspects of the management process (decision making, communication with the environment, administrative management model and self-referential model), but Barcarena is the city that seems to be more structured to achieve certification of "green cities", in the medium term, than other municipalities, mainly Bragança and Augusto Corrêa who are still far more effective management, especially with regard to communication with the environment and technical and political obstacles. It can be observed that the management in municipalities, especially in the departments of environment, need to be better structured according the ideal model built on the municipalities that have achieved certified "green Municipalities " since the direct relationship is clear that exists between the implementation of targets set by the program and the efficiency or not in municipal public administration.

    The management by competency foreground in Brazil, happened if the Decree nº 5.707/06 who brings as the development servers policy public administration instruments the capacitance oriented for array development of knowledge, ability and attitude needed for public administration servers performance intending the establishment objectives achieve. Since 2001 as related for Brazilian Public National Administration School, sixteen publics organizations trained management by competency principle and further on capacitance utilized others related human resources process prescribed on the management by competency theory as selection and recruitment, allocation vacant, performance evaluation, wage, careers plans and talent bank. For the decade documental analysis, the three organizations, CEF (public bank), (public innovation) and TCU (public court accounts), included as the sixteen organizations related by the brazilian’s public national administration school. Were verified the hypothesis that each organization chose the most appropriate procedure to its structure and organizational culture to implement competency that this was the process of implementation in accordance with their areas and also to implement changes using competency management is not necessary to finalize the mapping of individual skills of all servers of organizations. Changes may start after the definition of the mission, values, strategic goals, vision for the future(mapping organizational skills).Concluding that does not exist a universal model for the implementation of management skills, because each organization is influenced differently by the political climate and organizational culture.

    Minería y actores sociales: estudio comparativo entre Parauapebas (Pará, Brasil) y El Pangui (Zamora Chinchipe, Ecuador)

    This thesis is to inform its readers the current mining and communicative interactions for the different stakeholders involved in the mining of both Ecuadorian and Brazilian Amazon. It gives an understanding of their function ality with in the "system" and its standardization and regulation of "life world", where rationality would be insufficient to come to understand the different back grounds of the given situation sand it is necessary to resort to the imperatives of "life world" in order to have a better understanding of the dynamics mining. The main technique is characterized by methodological address end discourse analysis based on semi-structured interview sapplied to the diversity of social actors in three institutional levels, semi-institutional and extra-institutional corresponding to each of its functional structures, be the same on the political, social, economic, ecological and cultural; and its relationship to the "Theory of Communicative Action" of Jürgen Habermas; in which they worked the functional structures of State (Governance) and Public Policy(constitution, mining law) can cope with reductions in cognitive-instrumental rationality; secondly, a concept of society (collective action and "life world") articulated on two levels, which associates paradigms 'life world' and 'system', and that also explains the type of social pathologies is now becoming more visible in society today. Among the main results is the change in mindset of the Ecuadorian people about the seizure of natural resources, based on the new sociopolitical redefinitions current government as the law of nature, the good life rights, rights of communities, peoples and nationalities, participation rights, etc. Also, in terms of Brazil makes clear that its mining policies undergo major changes aimed at mainly established relations between the Federal State and the economic sphere considered where possible to achieve a better control and use of natural resources; Some of these strategies are focused on the road, port and hydro power, allowing industrial development, social and economic growth of the country.

    O Modelo policial e as políticas institucionais no controle da violência e da criminalidade: um estudo na Polícia Civil do Pará

    According to the Brazilian Federal Constitution of 1988, public safety is the State's duty, right and responsibility of all. It is practiced in several levels of responsibilities by police institutions and other organizations. The main objectives are maintaining the public order and people and properties safety as well as ensuring the fulfillment of the democratic State of law. On the state level, the Civil Police is one of the organs responsible for ensuring the society protection, having an organizational structure and a management focused on performing its institutional mission. Given this scenario of information and research lacks about the institutions in the state of Pará, in special those related to public safety, this study investigates the policing model adopted in the Civil Police of Pará regarding the organizational structure and the management of the organ as well as institutional policies accomplished with the purpose to control the violence and crime in the State. As result it is observed that the Civil Police of Para is organized structurally on direction, advisory and and others departments which reinforcing the exercise of police activity. Its highest individual representation is the General Delegate of the Civil Police. Regarding the management of the institution, this work suggests that the centralization and bureaucratization are presented in the execution of their activities. Moreover, institutional policies, such as the Revolving Fund and the Policy Integrationist, contribute to an evolution in relation to managerial decentralization of activities. Here it is demonstrated that the organizational structure and management as well as institutional policies can influence the development of police work. It is important to highlight that these variables are the main bases for the implementation of the main police activity: the protection of human dignity. This work is characterized as inedited and pioneering, and may serve as support for implementation of public policy more assertive and adjusted to the society requirements.

    Movimento social pela criação e defesa da RESEX Renascer – Pará: da estratégia de ação ao plano de manejo

    This paper presents results of research on the history of the Social Movement for the creation and defense of the Extractive Reserve Renascer (Rebirth RESEX), in the municipality of Prainha, in the Lower Amazon region, west of the State of Pará this trajectory, we highlight the opportunity structures policies for the role of social movements and their corresponding repertoires, benchmarks, strategies and action tendencies toward institutionalization, which are analyzed from the perspective of the school's political process (TILLY, 1978; TARROW, 1997) combined with the theory of action collective (TOURAINE, 1989) and other approaches culturalist social movements Amazon. The study period covers the end of the 1990s – a time when we have news of the arrival of logging companies in the region, beginning with social joints to create a protected site - until the year 2011 – with the incipient debates for the construction of the Management Plan for the conservation unit. In this study wondered if winning the RESEX Reborn would be cumulative result of historical and mobilization strategies, political coalition of local leaders and traditional communities in this Amazon region, and / or if this achievement was associated with institutional changes, historical and structural occurred within the State and in the patterns of relationship between this and the civil society. It was concluded that although the achievements of social movements have used the structure of political opportunities (legal framework, political and institutional) at the federal, were organizing strategies - from the culture and history of the movement - which guaranteed and guarantee such a level of cohesion and strength, revealing themselves as overweight. Moreover, although the strategies of collective action of social movements have been influenced by the structure of political opportunities of this period, such strategies have influenced this structure in greater proportion by encouraging a cycle of protests to other social movements similar identity in the region. It was also observed that, even with the creation of extractive reserves and the organization of the movement for its management can not speak in complete institutionalization of the social movement. This was bound to keep strategies protests, complaints and claims (including codes of civil disobedience) to ensure the rights already won, against the ongoing threat of groups that are opposed (countermovement to RESEX)

    Movimento Xingu Vivo Para Sempre: ações, reivindicações e estratégias

    This dissertation carries out an analysis on a social movement known as Movimento Xingu Vivo Para Sempre, observed from its actions and social actors that composed it. The methodology used is the case study and as methodology techniques to achieve our goal, we chose the semi-structured interviews and participant observation. The main analytical category are the social movements, which reviewed about the optics of the New Social Movements, from authors such as Gloria Gohn and IIse Scherer - Warren. Furthermore, we use some concepts, such as: networks of social movements and opportunity structure, the latter being developed by Tarrow. The main objective was to provide an analysis of the Movimento Xingu Vivo Para Sempre, from their actions, strategies and claims, having regard to the opportunity structure in which this process occurs. The specific objectives we had: A reflection on the dynamics of the social movement studied from its history, analysis of the movement's composition and its form of organization, analysis of the relationship between the movement and the various social segments affected by Belo Monte HPP; analysis of the relationship between the movement and the different political and state institutions. It became clear in our research that the Movimento Xingu Vivo Para Sempre is a network of social movements that has undergone various transformations, especially the rupture and departure of most member entities of the network in 2009.The historical institutional frailty of the region, which is reflected in the lack of public services, contributes to the legitimacy of the movement as a channel for denunciation and opposition. However, rather than present an alternative development project, the movement operates in a defensive manner against the construction of dams on the basin of the Xingu river and the Amazon as a whole, through another network calIed Aliança dos Rios Pan-amazônicos. We also note that the relationship with the different social groups affected is impaired by the criminalization waged against the movement, as well as the small number of militants that integrate it, since the changes occurred from 2009. Lastly, we analyze that, despite the head-on opposition to the executive, the movement has articulations in other state sectors, especially in the judiciary, with emphasis on the Public Defender's Office of Pará and the Public Prosecution Service.

    The Public Defense Office is one of theessential institutions to the judicial function of the state, constitutionallyin charge of ensuring accessto justice to the legally needy population, through legal orientation and judicial and extrajudicialdefensein all grades. In its institutional mission, it has specializedandinternalized the attendance in the children and youth field, implementing the Specialized Core of Attendance of Children and Adolescents (NAECA‟s ) in the capital andanother twelvecitiesof Pará. Due to thelack ofscientific studies that demonstratetheoretical solutions and resolution practices for the Public Defenders Office‟s organizational problems, this dissertation aims to analyze the management and organizational structure of NAECA‟s of the state of Pará‟sPublic Defense Office, in order to guarantee quality ofservice andfull protectionof childrenand adolescents. The methodologyused was systematic with a multiple study of case and, toconsolidate the obtained results, was usedthe systematic observation of the researched institution, by conductingsemi-structured interviews and its content analysis, seekingadescription of the contentexpressedin the communicationthatwas performed. A robustconceptual framework was applied for the research‟s reasoning about the organizations, the power relationships and the public management, supportwhich enabled the confirmation of the formulated hypotheses in the research and the achieve of the proposed objectives, concluding that the research‟s questionwas affirmatively answered, since it was possible to visualize the functioningof the organizational structureand the management of NAECA‟s and its interrelation, as well ashowthis structurehas contributed for the assurance of the quality ofservice andfull protectionof childrenand adolescents. In the research‟s conclusions, wasnoticeable that, despite the work that is beingperformed, fact that was proved in the research andthe project rediscovering theassisted, much remains to be done and the institution still suffers fromdeficiencies such as the need ofhigher investments, especially in physical and staff infrastructure. With all thesechallenges, the institutionruns into theinertiaof the public power to densifythe constitutional precept of ensure accessto justice through an institution that guarantees the citizen‟s rights on an equal footingwith the state-judge and the state-accuser and also in the lack of investments to the strengthening of theinstitution that has been fighting to establish itself and guarantee access to a fair legal order to the population of our state.

Thus, it is natural to ask what measures the government has planned over the years to deal with the problem, but several administrative instances do urban planning, from different perspectives. Therefore, the question arises: is there cohesion in the decisions and communications between the subsystems that intervene in the planning of urban drainage in Belém (PA), in a systemic and multilevel perspective? To answer, the Theory of Self Referential Systems was used, working on the theoretical categories of decision, communication and self-reference, in a multilevel perspective, observing the planning elaborated between the different administrative spheres that plan interventions related to drainage (Union, State, Metropolitan Region and Municipality), in three observational approaches: territorial, sectoral and budgetary decisions. Thus, the theory of social systems and a general overview of the rationalities applicable to urban planning were exposed, raising a theoretical proposal, which understands planning as a function of the political-administrative system, to be exercised by subsystems that, through planning decisions, can articulate themselves via governance and seek self-reference, via dynamic cohesion of their instruments. in the pursuit of common goals. An applied heuristic observation methodology was constructed, with the use of three data collection techniques: bibliographic research, documentary research and interviews; and three analysis techniques: narrative review, content analysis, and concomitant triangulation. The results were structured taking into consideration the administrative levels, additionally analyzing the organized technical sector and social movements linked to urban drainage. It was concluded that the drainage planning system of Belém is structured in practically isolated levels, with little communication between them, with the only communication commonly understood is the National Basic Sanitation Plan, although pending review and not fully observed by management. Pending issues such as the revision and publication of the State Basic Sanitation Plan, revision of the Municipal Master Plan, revision or observance of the Municipal Basic Sanitation Plan and the lack of an Integrated Urban Development Plan are configured as gaps in the drainage planning of Belém, lacking decisions, impairing the reach of communications. Thus, it is concluded that there is no cohesion in a multilevel perspective, as it comes up against, to a large extent, the lack of planning itself.

    The implementation of the managerial model in the Brazilian public service has guided several changes in the Judiciary Branch, so that it can deliver a fast, efficient and effective justice to society. Thus arises the need to plan its human resources in accordance with strategic goals, a practice still scarce in the public sector. In this scope, the research proposes to develop a human resources planning model that enables its integration with the TJPA’s organizational strategic planning. Therefore, three specific objectives were defined: to describe the current personnel planning model, to observe how it interacts with organizational strategic planning and to point out operational concepts that can be contributed to the intended model. The theoretical framework presents the main aspects of personnel planning, its contextualization in public management and the importance of integrating it into organizational strategic planning. The systemic approach was highlighted for the desired integration, using the concepts of complexity, systems and communication of the Theory of Self-referential Systems. The research uses the heuristic method, adopts mixed method with nested strategy concomitant and is classified as applied research with exploratory and descriptive objectives, having been guided by 3 independent variables and 8 dependent variables that investigate practices regarding the allocation, development and strategic management of people. As a research strategy, the case study was adopted, with semi-structured interviews as the main instrument. Qualitative data were submitted to content analysis, while quantitative data were processed by descriptive statistical methods. The coding and categorization process was defined based on the interviewees' speech and theoretical reference, resulting in 3 central codes covering 9 thematic categories. Through the serendipity process, three thematic categories were listed: discretion, organizational culture and communication. The research hypotheses were confirmed, once it was observed that the practices of the personnel area that make up the TJPA personnel planning are not integrated among themselves, with the predominance of linear logic (cause-effect) to the detriment of a systemic modus operandi (cause-effect-cause), as well as that the current model also does not favor its integration with organizational strategic planning, due to the isolation that prevails in operations. In the end, an initial proposal for a strategic planning model for people with a systemic/communicative approach was presented.

    Planejamento e controle na Polícia Militar do Pará: prática da racionalidade hierárquica

    This paper highlights the relations that occur within and at the Military Police of Pará; it aims to assess how planning, management and institutional control is performed; it describes and analyzes the relations between the strategic, tactical and operational levels. It identifies the codes of communication and how they are filtered and also analyzes the strategies of control; to achieve the objectives, it was used the heuristic method formed by two linear researches (both soldiers and officers) with scientific margins of errors and interviews, to verify the systemic relations in the institution and its surroundings, based on suppositions of Niklas Luhmann’s General Theory of social system, also using second order observation, employing theoretical definitions of communications, structural coupling and double contingency. The following hypothesis were tested and substantiated: Hypothesis 01: Management at the Military Police of the State of Pará - PMPA is extremely centralized, that is, organized under a bureaucratic logic and ruled by logics not exclusively technical or operational, being dominated by political logics. Hypothesis 02: Planning is not characterized according to demands, needs and internal technical and operational proposals of PMPA, corresponding to external political interests. Management planning is not ruled by technical aspects, but by predominant political aspects. This type of process, adding to beaurucratic centralization does not permit PMPA to effectively attend the demands that surge in their social environment (surrounding), being unable to control crime, new tactics of violence and new types of crime, etc. Hypothesis 03: In the organizational, strategic, tactical and operational plan surge dysfunctions that manifest in duplicity of functions and lack of operational nexus among the operational tactical and strategic levels. Such failures are overcome by adaptations on internal communications of internal codes among the institution different directional levels and, by the informal communications. The results indicate that the institution has a strategic planning, but it does not represent the will of the police community; the internal functioning has structural, financial, personnel processes communication that reflect on the delivery of services, ostensive presence of police in uniform; the use of resources is centralized in the state capital and they are insufficient, especially the troops, training, fuel; the resources are not distributed systematically and, the lower ranks (regional police Regional Police Departments, Battalions, Independent Police Departments, Platoons) seek through informal relations with the Municipalities, private companies to meet the needs that minimize the difficulties. The study shows that the Military Police is subject to a strong political influence at all levels

    This study examines the impact of public policy on municipal solid pickers of recyclable in the landfill of the Aura, in the period 2002 to 2008. The analysis is based on the actions implemented during the administration of “Partido Trabalhista” (PT) 1997-2004 and “Partido Trabalhista Brasileiro” (PTB) 2005… In methodological terms, this is a case study based on review of public policies directed at this population and its organizational forms. The situation of the landfill scavengers of Aura in the town of Belém, is gradually becoming a complex problem to be faced, especially by the municipal government through the implementation of public policies. It is therefore aim of this study to analyze how public policy on solid waste established by the City of Belém, by the Municipal Sanitation (Secretaria Municipal de Saneamento - SESAN), focused on living conditions (employment and political) of the landfill scavengers of Aura. This policy started with the implementation of the Project for Bioremediation. Structured in two main areas of activity one physical and one social. This paper focuses on the analysis of the latter axis, for focused actions for the collectors of recyclable materials, such as representatives of the informal market. The research reveals the strategies of survival, the levels of individual and collective empowerment of the scavengers and the practice of dispensing mediating labor relations and power.

    In this research, the implementation of public policies to confront domestic and family violence in the city of Belem between the years 2015 to 2019 is investigated, based on the premises developed from the Maria da Penha Law and the National Pact to Combat Violence Against Women. The objective of the research was to analyze the articulation of services that compose the service network for women in situations of violence, in particular, the Government Program called Pro Peace Woman / DEAM (now named as Para Paz), implemented in 2014 in Belem. It is a Public Policy that integrates the services of psychosocial, police, expertise and justice services into a single space. The study was developed as an exploratory research with a qualitative approach. As a methodology, 14 semi-structured interviews occurred with the technical team and specialists working within the Pro Peace Woman, Coordination for the Integration of Policies for Women (CIPM), the Court of Justice, the Military Police, the Public Ministry and the Federal University of Para. The data was examined through the Atlas Ti Content Analysis software. Based on defined thematic categories, the results indicate problems with the articulation of the services, being them issues with the intra and intersectoral care integration flow and failures in the communication with the surroundings. In this way, it is concluded that, despite the discourse on services integration, the actions to confront the public policy are still showing low effectiveness and discontinuity of actions.

    Políticas públicas destinadas aos adolescentes que cometeram atos infracionais: análise da implementação na Região Metropolitana de Belém (PA)

    This study aims to analyses the public safety politics, for the teenagers who committed illegal acts, implemented in Belém Metropolitan Region from January 2003 to December 2011. The descriptive exploratory statistical analysis was measured with the data procedure of the illegal act occurred in Belém Metropolitan Region from January 2003 to December 2011, and that was registered at the SISP/SEGUP police report; also to the PRONASCI Implementation Reports of the State of Pará and at the FASEPA and FUNPAPA Data. It is clear that the number of occurrences of offenses is increasing year by year, especially in 2008 compared to 2007. From the 15,139 of (SISP/SEGUP) procedures, 10,847 involved teenagers of which 86.10% were male, 74.79% of the offenses occurred in the city of Belém where the neighborhood of Guamá the most frequent; Robbery/Attempted theft accounts for 36.71% of the offenses; 30.28% were committed with firearms. From wednesday to friday are the largest occurrences; and the recurrence is higher with the male teenagers. It was also possible to realize and model the behavior of the serial number of the statistical procedures about the infractions, using the statistical technique “Time Series Analysis” and made up the “Control Chart Time Series” to demonstrate the effect of varying average of infractions and establish control limits for a more efficient monitoring of the series. Such series is not in statistical control during the study period
