Item Acesso aberto (Open Access) A Carreira do Magistério Público da Rede Municipal de Ensino do município de Oriximiná-PA: um estudo a partir do plano de cargos, carreira e remuneração Lei Nº 7.315/10(Universidade Federal do Pará, 2015-05-26) PIMENTEL, Adriana Marinho; ROLIM, Rosana Maria Gemaque; http://lattes.cnpq.br/2993304230836305The aim of this paper is the study the Public Teaching Career in the county of Oriximiná-PA Board of Education, since the adoption and implementation of Law No. 7,315 / 10, which provides for the Career Plan, Career and Compensation plan for the Public education and employees in Oriximiná board of Education. The paper analyzes the Public Teaching Career in anticipation to understand your configuration and attractiveness. To understand the investigative process, the following questions were defined: What is the public teaching career configuration of urban area of Oriximiná education? The Career configuration of public school teachers from the Law No. 7,315 / 10, is attractive in respect of remuneration and career development? In this new context, there was an increase in salary and changes in the components of the remuneration of teachers? The career development, under Law No. 7,315 / 10 is presented as a stimulus for improvement in pay and stay in the teaching career? Regarding research methodology, we adopted the theoretical framework and the qualitative approach as a research strategy the Case Study. Data collection was developed through documents and, as additional data collection instrument appealed to interview. The analysis was developed from two main themes, namely: i) career setting, ii) career attractiveness. Research results show that the career configuration Oriximiná public teaching presents attractive elements in respect of remuneration and career advancement. However, these elements are secured differently for the two positions that make up the teaching career. It was also the fact that the municipality does not have the Special Social Security Scheme and the remuneration system is the traditional type does not guarantee the retired teacher the same pattern of teacher pay that is active, which compromises the attractiveness of the career.Item Acesso aberto (Open Access) Carreira e remuneração dos profissionais do magistério público do município de Breves-PA(Universidade Federal do Pará, 2015-05-26) GUIMARÃES, Marielson Rodrigues; ROLIM, Rosana Maria Gemaque; http://lattes.cnpq.br/2993304230836305The study deals with the Career and Compensation of the Municipality of Breves-PA teaching professionals. The objective was to analyze the changes in the structure of positions, career and remuneration of teaching professionals that occurred from 1999 to 2012, and its implications on the value of career. The research process sought to relate ideological, political and economic and analyze them in order to critically explain the crucial juncture of this structure, from a context that showed the conditions (practical, theoretical and ideological) used (and serving) of Support Brazilian educational policy in its entirety. We assume that we could not analyze the career and remuneration of teaching professionals in a disjointed manner of a larger context, to refer so much to the capitalist mode of production crisis, as well as strategies for overcoming the crisis, thought locally and globally. Noteworthy are the regulatory frameworks of career and remuneration in order to clarify indicators career and remuneration of teaching professionals contained in documents of international organizations, expressed in national legislation and Breves-PA municipality. Municipal laws were analyzed N.° 1.825, of august 2, 1999; N.° 2.023, of july 21, 2003; N.° 2.236, of june 20, 2011; and N.° 2.269, of june 29, 2012, and other municipal documents. It was found that changes in career and remuneration of teaching professionals, occurred in brief municipality from 1999 to 2012, representing improvements in relation to the frame structure of positions, the extent of progression and remuneration structure. However, it is concluded that despite the improvements highlighted in the career and remuneration of such professionals, there is evidence of budgetary and political constraints that compromise the implementation of career and remuneration provided for in law N.° 2.236/11 and N.° 2.269/12.Item Acesso aberto (Open Access) Custo - aluno - qualidade para escolas do campo da Amazônia tocantina: direito ao acesso e permanência com padrão de qualidade(Universidade Federal do Pará, 2018-09-13) PEREIRA, Ana Claudia da Silva; ROLIM, Rosana Maria Gemaque; http://lattes.cnpq.br/2993304230836305The study was carried out in four rural schools: quilombola, rural settlement, rural and riverside community, belonging to the municipalities of Abaetetuba, Acará, Cametá and Mocajuba; all of the territory of Baixo Tocantins. Its objective was to map and analyze the basic inputs needed to guarantee / ensure quality education in the rural schools, based on the subjects' speech, aiming at the CAQCampo calculation. To do so, we carried out the survey of the basic inputs needed for the education of the Tocantina Amazonian Field; organizing in categories and showing the distance or proximity of these with the parameters established by the opinion CNE / CED Nº 08/2010 and the references of the CAQi. To obtain the information, collective interviews and focus groups were carried out, with subjects directly involved with the schools, as well as form and observation in locus. The axes of analysis have taken as guiding questions: what basic inputs are needed to guarantee / ensure quality education in rural schools? From the perspective of the field subjects what would be the basic inputs needed for the operation of quality schools? Are these inputs included in the CNE / CED Opinion No. 08/2010 and in the Operational Guidelines for Basic Education in the Field Schools Are there specific inputs in the rural schools? Are they covered in studies of costs of school work? The research carried out the survey of the educational and financial data of the municipalities, of the existing supplies in the schools, of the necessary inputs for a school with a quality standard, of student-spending / year and the calculation of Cost-Student-Quality for the rural schools (CAQ Field). The inputs considered in the survey were: facilities (building and land), staff salaries (teaching and non-teaching staff); consumables; Personnel (teaching and non-teaching), Goods and services, support to the political pedagogical project, food, other inputs and cost in the central administration. For the calculation of student / year expenditure and the CAQCampo of the schools studied, the monetary values of the inputs were added and divided by the number of students attended. The analysis of the collected data revealed that the schools surveyed do not have: furniture, equipment and didactic materials; school transportation equipped and ensuring safety; sufficient school meals and educational and training spaces that go beyond the classroom. The paper presents a range of questions that can explain and compose the possible dimensions and indicators of quality, but which are not generalizable to a larger set of schools. Of course, there are regularities, similarities and aspects that are common and should be considered for schools located in the field. In general, it has been found that the definition of a Cost-Student-Quality in education, especially in rural education, remains a challenge, especially since such a discussion brings to light the complexity, tensions and contradictions of the educational phenomenon in a country marked by inequality. However, our study concluded that it is urgent that the municipal management dialogue with the communities so that together they can plan the best way of access and permanence of the students in the schools of the field. One can no longer implement public policies, such as education, without knowing the reality of where the subjects live. For what works in one particular community may not work in others, given the territorial specificities present in these municipalities.Item Acesso aberto (Open Access) O financiamento da educação no contexto do plano nacional de educação (2014-2024): as disputas no Congresso Nacional(Universidade Federal do Pará, 2019-02-27) TEIXEIRA, Jefferson Alves; ROLIM, Rosana Maria Gemaque; http://lattes.cnpq.br/2993304230836305This doctoral Thesis has as theme “the Brazilian education financing in the context of the National Education Plan – PNE (2014-2024)”, and aimed, centrally, analyze the disputes surrounding the proposals related to the financing and destination of the resources to the educational area when such plan processed in both houses that compose the national congress: Chamber of Deputies and Federal Senate. Equally, it was proposed to identify conceptions and education projects disputed through different social movements linked to education when PNE was under appreciation by the federal deputies and senators. Through documental analysis, in particular, the tachygraphy notes of the public hearings and the sessions of the special commissions of those two politics institutions, it was extracted and analyzed excerpts of the speech from individuals that represented various social movements and governments entities that have handled the financing issues and disputes that have happened between them. As a form to not summarized such analysis to the official documents available, it was conducted interviews with 4 individuals directly involved in the PNE stages (2014-2024), in the National Congress, being: 1 social activist organized in public education defense movement and researcher on education financing; 1 federal parliamentary, member of the education commission of the chamber of deputies; 1 researcher on National Plan of Education; 1 legislative technical of the National Congress and researcher on education financing and his speeches reporting such disputes were equally analyzed. For such analysis, in addition to literary productions, mainly about PNE and Education Financing, it was used the historical materialism, in particular, the theoretical construction of Antonio Gramsci, in which categories such as hegemony, State and Civil Society became essential and appears explicitly or implicitly along the work. It was found, while the result of this research, the continuing conflicts involving Federal Executive representants, parliamentarians and representants of Education organized movements, be it public or private – in at least three controversial propositions: One which addresses the obligation of a minimum percentage of the Gross Domestic Product to be invested in education; The destination of the funds coming from the oil royalties for investments in the country education; and, finally, one which refers to Student-Quality Cost (initial) – CAQ (i). Controversially, while it was secured to the PNE text important proposals historically advocated by the movements in defense of the public Education, such as the destination of 10% of the GDP to the education and the CAQ (i), as a minimum parameter to investment in the area; by contrast, it is explicit the access maintenance of the private education institutions to the public financial funds earmarked for Brazilian education.Item Acesso aberto (Open Access) O financiamento da rede estadual de ensino do Pará: prioridades e a participação da União (2006/2014)(Universidade Federal do Pará, 2016-07-13) SANTOS, Hélio de Souza; ROLIM, Rosana Maria Gemaque; http://lattes.cnpq.br/2993304230836305This work deals with the Financing of the state education network of Pará and aims to identify the priorities of the State Government in relation to education. It also aims to analyze how the Union participates in the financing of basic education in the State and whether this participation contributes to the achievement of objectives such as: maintenance and development of public basic education, more equalization of financing capacity among the federation entities, If the union has fulfilled its supplementary and redistributive role and if, in this way, consecutively, it has been minimizing the regional inequalities in the offer of education. The paper also discusses the form of organization that Brazil has, that is, federalism and what the implications of this form of organization on public policies, especially the educational ones. They are presented and analyzed the revenues from own and transferred taxes (corresponding to the 25% required), revenue agreements and automatic transfers (Complementation of the Funds Union (FUNDEF / FUNDEB), Education Allowance, FNDE programs, among other recipes ). Also presented are the values of student cost and the values of investments in education in relation to GDP. The research data come from the reports of the website of MEC, FNDE, IBGE and the State Revenue. The Dialectical Historical Materialism subsidizes the work, mediated, mainly, from the categories Historicity, Totality and Contradiction. It was concluded that for most of the period in the historical series studied the Government's priority in terms of investments was fundamental education, only in the last year of the series was applied more resources in secondary education, and the other stages and modalities had weak investments , As well as higher education (UEPA). It is also concluded that, due to the functioning of the Funds, the state education network in the State of Pará loses resources in favor of municipalities, and despite the increase in resources, mainly through the complementation of the Union, educational inequalities still persist. That the Union's participation in the financing of education is very low when it is considered that it is the Federation entity that collects the most. The State is responsible, according to the data collected, for 92% of the funding of the state education network, so the role of the Union is insignificant in percentage terms. One exit would be the implementation of the CAQi, approved in PNE, Law 13.005 / 2014, and a walk toward the CAQ. However, two years after the approval of the PNE, little effort was made for its implementation, and the scenario of current political and economic crisis points to an untimely horizon.Item Acesso aberto (Open Access) A nucleação das escolas do campo no município de Curralinho − arquipélago do Marajó: limites, contradições e possibilidades na garantia do direito à educação(Universidade Federal do Pará, 2016-06-10) CARMO, Eraldo Souza do; ROLIM, Rosana Maria Gemaque; http://lattes.cnpq.br/2993304230836305This work analyzes the rural schools nucleation policy in the municipality of Curralinho, located in the archipelago of Marajó, in Pará State, within the context of educational reforms of the capitalist state. The axes of analysis are the right to education and the quality of school education, and that result in access and presence in the infrastructure of schools, teacher training, financing of education and school transportation. In a timely manner, the goal was to analyze the physical and pedagogical structures of the core schools for educational care of students in the field, but also check the conditions in which children, adolescents and young people are having access to core schools; furthermore, it analyzed the impact of nucleation policy of rural schools to improve the educational indicators. The theoretical current used for the analysis of the research object was historical and dialectical materialism, he contributed to situate the conceptions, capitalist relations and its impact on the state organization as well as to understand the (re)definition of educational policies. This is a case study, which seeks to grasp the uniqueness of nucleation in place of research, in a city marked by social, cultural and economic inequalities, which are reflected in the living conditions of the populations of the field. The empirical basis of this study was supported by semi-structured interviews with teachers, administrators, community leaders, parents and students, and the document analysis as nucleation project, financial reporting, educational data, among others. The analysis of empirical revealed that nucleation contributed to increase access of the population to the field school, it made it possible to improve yield rates, ie, approval and abandonment, in some of these indicators. It must be considered that the schools are damaged and not satisfactorily meet the educational requirements for teaching practices. Still, the nucleation promoted the closure of 59% of schools in the field and left a number of students away from school centers, it forces students to travel all day between 30 minutes to 8 hours, on the way home-school-home. Although it has been ensured school transportation, the service is held precariously and exposes students to situations of vulnerability during travel in boats without basic safety equipment. The constant shortages of boats to transport students schools make it impossible to reach the 200 school days in the year, it undertakes school teaching activities. Thus, the nucleation in Curralinho, in their dialectical and contradictory processes, despite the possible organization of rural schools, has function limits the distances that schools were the residences of students and school transport are inadequate. It follows, therefore, that despite the improvement in terms of student access to school, teaching is carried out still in precarious circumstances and this highlights the limitations of nucleation in ensuring law and social quality education on equal terms to riverine populations of the municipality of Curralinho.Thus, compromises the quality and successfully access of the countryside population to school.Item Acesso aberto (Open Access) A política de remuneração dos professores da rede estadual de educação básica do Pará(Universidade Federal do Pará, 2017-07-14) ALVES, Charles Alberto de Souza; ROLIM, Rosana Maria Gemaque; http://lattes.cnpq.br/2993304230836305The thesis analyzes the remuneration of teachers of the basic education of the state education network from 2006 to 2014. The objective is to understand the remuneration policies based on the analysis of the components that form / structure the remuneration of teachers. Thus, the analysis perspective used in the work was the dialectical historical materialism having as main categories of analysis the totality, the mediation and the contradiction. The main data base used was the payroll of the servers sold in SEDUC / PA, referring to the months of October of the delimited historical series. The data used were tabulated to present information about teachers in relation to positions, links, training and remuneration components and were analyzed based on the educational political context as a way of understanding the changes in the remuneration structure and the governmental decisions that motivated them . We observed that the remuneration structure underwent few changes in the period from 2006 to 2010, and consisted of matching the salaries of teachers with a level and higher education. On the other hand, in the period from 2011 to 2014 the changes were more evident with the absence of some components of remuneration and the creation of others. From the analysis of the remuneration components, we conclude that three policies stood out in the analyzed period, namely: (i) the policy of increasing the salary through the incorporation of credits and gratuities, the main motivation being the government's action to adapt to the Compliance with the adjustments of the PSPN regulated by Law 11,738 / 2008, which led to the decision to incorporate some temporary benefits into the basic maturity as a strategy of not increasing the volume of resources with the payment of personnel and thus maintaining the government's Fiscal balance of public accounts and meeting the percentage limits with personnel expenses defined in the Fiscal Responsibility Law, regulated Law nº 101/2000; (II) the policy of valorization of the regency of class indicated by the high frequency of teachers who receive by supplementary classes that are characterized by the extrapolation of the workload destined to the class regency and that causes difficulty for the effectiveness of the hour activity directed to the planning and evaluation; And (iii) the policy of valuing personal advantages, with emphasis on the components of gratification of tenure and schooling that indicate a change in the qualification of the teachers of the state network in the analyzed period, since the data show the decrease in the number of teachers with Secondary level and also with postgraduate, in particular, to lato sensu, but the data also indicate that the state network has little capacity to retain teachers with a strido sensu qualification, that is, with masters and doctorate degree.Item Acesso aberto (Open Access) Políticas de remuneração de professores da educação básica em municípios do estado do Pará(Universidade Federal do Pará, 2017-06-28) PINHEIRO, Raimundo Walber da Silva; ROLIM, Rosana Maria Gemaque; http://lattes.cnpq.br/2993304230836305This study deals with the Remuneration Policies of teachers of basic education in municipalities of the State of Pará. It was sought to answer the following questions: What remuneration policies are evident in the career plans? What are the career paths? What is the composition of the remuneration? The objective of the study is to: Unveil and analyze the remuneration policies underlying the Career and Compensation Plans that govern the teaching career in six municipalities of the State of Pará, aiming to discuss the career perspectives that are shaped by the remuneration through Aspects that indicate differences and / or similarities. And as specific objectives: a) to distinguish forms and criteria for granting the career movement in six municipalities of the State of Pará; B) to know the composition of the remuneration expressed in the teaching career plans developed in six municipalities of Pará and discuss what they represent in terms of career; C) identify the types of financial advantages added to the teacher’s salary observed in the career plans of six municipalities in the State of Pará. To carry out the research, a literature review was carried out on remuneration policies expressed in teaching career plans, as well as a documentary research, based on the documents that guide the teaching career in the municipalities: The plan of career positions and teacher remuneration. It was carried out the analysis of the movement in the career and composition of the remuneration evidenced in the career plans in six municipalities of the State of Pará: Belém, Parauapebas, Altamira, Santarém, Abaetetuba and Breves, being these municipalities chosen by virtue of having the largest Gross Domestic Product In their respective mesoregions, referring to the year 2014. The research allowed to conclude that the career movement constitutes the career definition itself, but some plans provide for mechanisms that make it difficult for the universal access of this right to teachers. Regarding the composition of the remuneration, the analysis of the data found that the pecuniary advantages are an indispensable element in the salary improvement of teachers, but still far from signifying that the career is valued by the municipal managers. The research aimed at apprehending the Remuneration Policies of teachers from the Remuneration changes, which occurred in the period from 1991 to 2013. To guide the investigative process, the following questions were defined: What types of Remuneration Policies are included in the Legislation? Are Compensation Policies that value the Professor? Has there been any progress or setbacks in the construction of the Remuneration Policies for the teachers of the Belém municipal school system, since the approval of the Statute of the Magisterium from 1991 to 2013? The salary tables reveal what is placed in the Statute of the Magisterium ?. In relation to the methodology of the research, dialectical historical materialism was adopted as methodological orientation. The data collection was developed through documents of the Municipal Department of Education of Belém - SEMEC. The research results show, based on the indicators (national minimum wage and minimum wage of the DIEESE), both the salary and the initial remuneration of teachers were valued, albeit in different proportions among teachers. It was also observed that the remuneration policies for teachers with a medium-level education value the fixed part that makes up the remuneration, that is, the salary.Item Acesso aberto (Open Access) O processo de implementação do plano de cargos, carreira e remuneração (PCCR) dos servidores do magistério no município de Ananindeua/PA (lei nº 2.355/2009)(Universidade Federal do Pará, 2018-03-16) PEREIRA, Marilene da Silva Feijão; ROLIM, Rosana Maria Gemaque; http://lattes.cnpq.br/2993304230836305This dissertation analyzes the Plan of Positions, Career and Remuneration (PCCR) of the teachers of the municipality of Ananindeua, Pará (Law nº 2.355/2009) and aims to investigate the process of implementation of the PCCR (Law nº 2.355, of January 16, 2009) of the professionals of the public teaching of the municipality of Ananindeua/PA, regarding the changes in the law between what was approved in 2009 and what has been done by the municipality until the year 2016. In order to guide the investigative process, the issues were defined: there were legal changes since the implementation of PCCR (Law nº 2.355/2009) of the public teaching staff of the municipality of Ananindeua/PA, related to career and remuneration, from 2009 to 2016? In order to answer the question, the general objective of the investigation was to analyze the process of implementation of the PCCR of the public teaching staff of the municipality of Ananindeua in the period from 2009 to 2016, in order to evaluate possible effects for the career and salaries. In relation to the research methodology, dialectical historical materialism was adopted as methodological orientation, which allowed us to look at reality in a critical and dynamic way, making it possible to apprehend its contradictions. The collection of data to carry out the studies was done through the normative documents, namely: i) Minutes of the session that approved the Draft Law of PCCR/2009, ii) Message nº 62 sent to the Municipality of Ananindeua (CMA) requesting the approval of Law nº 2.355/2009, iii) Opinion of Commissions (Annexes B and C), Information Bulletins of the Public Education Workers' Union of Pará (SINTEPP - Subside Ananindeua/PA), newspapers of great circulation and searches on sites officers of the municipal government of Ananindeua/PA. In summary, the results of the survey reveal that PCCR/2009 presents gaps and omissions in the text of the law that were perceived in the course of its implementation, resulting in at least seven acts that changed/regulated some items of the PCCR/2009 by means of decrees, ordinances and resolutions, in order to ensure their implementation in part. It is concluded that to some extent the PCCR/2009 met in part the aspirations of the public teaching staff; although the career and the remuneration contemplates indicative elements of teacher appreciation, real gains are not yet perceived in the compensation package, since the fall between the basic salary observed in the salary table in 2009 was around 46% (forty six percent) for cargo 24 hours a week, that is, R$ 833,00 (eight hundred and thirty-three reais) and PSPN, R$ 950,00 (nine hundred and fifty reais) for 40 hours per week, however, in the course of the historical series, this percentage was reduced by 33.57% (thirty-one point seven percent).Item Acesso aberto (Open Access) O projeto escola de tempo integral da rede estadual do Pará na perspectiva do financiamento(Universidade Federal do Pará, 2017-06-29) SOARES, Nilene Fernandes; ROLIM, Rosana Maria Gemaque; http://lattes.cnpq.br/2993304230836305This dissertation analyzes "The Integral Time Project of the State Network of Pará in the Perspective of Financing" and presents as object of study the relationship between full-time education and the financing of public education through the Project School of Integral of the state network of education in Pará. This Project is presented as a response to the Society's aspirations for the right to quality education. In order to guide the study, the following question was defined as the central question of the research: to what extent does the Full-time School Project in progress of the state education network of Pará provide for increased revenues for State education and / or specific financial allocation For the implementation of the Project since its inception in 2012? In order to answer the question, the general objective of the study was to analyze the financing conditions of the School of Integral Project of the State Secretariat of Education of Pará-SEDUC-PA. For that, the theoretical-methodological foundation used was based on the theoretical contribution based on historical-dialectical materialism, allowing, like this, a critical view on the reality analyzed, in addition to seizing their contradictions. The main source of the study were the documents and, complementarily, information acquired by means of semistructured interview. The analysis developed left from two thematic axes, namely: i) the specific financing for full-time education of the state education network of Pará; and ii) public-private partnerships and integral education. In general lines, the results of the research showed that the relations and influences of the macroeconomic context of fiscal adjustment are determinant in the formulation of educational policies and the guidelines and proposals of financing policies for education in the local context materialized in projects that do not include specific resources Or even very small, they end up making it unfeasible to guarantee what it propose, this is the qualification of basic education. This fact clearly that the operationalization of the proposal opens to the public-private partnership. It is concluded, therefore, that the School Project of Integral Time of the state education network of Pará, bas it has been implemented, managed and financed, leads and reinforces, between consensuses and dissent, a conception of education not as a right, but as Service and service of capital.Item Acesso aberto (Open Access) O salário-educação como política de combate às desigualdades educacionais na educação pública de municípios do Estado do Pará(Universidade Federal do Pará, 2019-02-21) MONTEIRO, Felipe Gomes; ROLIM, Rosana Maria Gemaque; http://lattes.cnpq.br/2993304230836305The study deals with the financing of education in the State of Pará, in particular, the salaryeducation social contribution and the resources derived from the Programs of the National Fund for the Development of Education (FNDE) to the set of municipalities of Pará, analyzes of the revenues and expenses of education in municipal education networks, from 2009 to 2016. Its objective is to analyze the possibilities of these sources of income to contribute to effectively combat the educational inequalities in the municipal education networks of the State of Pará, considering: percentage of the participation of these revenues in the expenses of education and the reduction in the difference of the values of the expenditure-student / year. The object of this study was its development within the milestones that characterize Quantitative-Qualitative research that, according to Creswell (2010), is defined from the positive points of the quantitative and the qualitative that, depending on the needs of apprehension of the object , now articulate quantitative strategies (statistics) and sometimes qualitative (subjective) strategies. The study was carried out from consultations with documents, laws and decrees that alter the Salary-Education, such as: Constitutional Amendment nº14 of 1996; Law 9.424 / 1996, which regulated FUNDEF; Constitutional Amendment No. 53, of December 19, 2006, which created FUNDEB; and Law 11494/2007. The main data of this study were extracted from the Information System on Public Budgets in Education (SIOPE) of the National Fund for the Development of Education FNDE and consist of: education revenues and expenses from 2006 to 2016; revenues of the FNDE; salary-education revenues. This information was organized by municipalities, according to population groups and the Human Development Index (HDI). The financing scenario for the education of municipal networks, drawn from these indicators, made it clear that the percentage representation of resources passed on from Education Salaries and Programs (except for complementing the Union to Fundeb) by FNDE is not very significant, but significant level of poverty, especially in municipalities in education budgets are low - usually small ones. The volume of resources passed through the FNDE grew in higher proportions in these municipalities, although the magnitude of the resources passed to the large municipalities is much larger, due to the adopted criterion that is the number of enrollments. Regarding the distribution of resources according to the HDI, it was found that the municipalities with the lowest indexes were not those that received the largest volume of resources of the FNDE, but municipalities with high HDI, such as Belém, Ananindeua, Santarém, Parauapebas and Marabá - the most populous and the holders of the largest budgets. However, it was possible to verify the reduction in the difference between the highest and lowest student-expenditure-averages, which resulted both from the increase in education expenditures of municipalities with low HDI and the reduction of municipalities with high HDI. This time, it was concluded that in the period from 2009 to 2016 there were advances in terms of reducing the inequalities in student spending / year among the municipal education networks of Pará, however, the efforts undertaken have not been enough to combat them effective way. For this, it is fundamental that the Union, which holds the largest contribution of the Federation's resources, should increase its contribution and distribute it on the basis of more effective criteria to reduce economic, social and educational inequalities.
