The Vale Foundation developed the Vale Program Youth in the 2007-2012 period, promoting the training of young people on issues of sexuality. Thus, the theoretical framework used to undertake the analysis includes some authors / the educational area, as well as attempts to link them to the discussion with some concepts developed by Foucault on liberalism, governmentality, power knowledge, subjectivity and education. Education, in this perspective becomes one governamentality apparatus that builds speeches and visibilities that subjectify subjects in different ways. Opening this conversation brings relevant clues that allow you to move paths and move territories to make think beyond the die, suspending previous judgments. Thus, it is possible to invent concepts and make a scattered attention through the practice of research in Psychology, leaving the essences, linear and causal logics. Becoming a child is to act as a force in the data cast, at random, in which the virtual actualizes itself without repeating and imitating forms. In studies of Michel Foucault some historical and political tools that help us think about this situation and questions it in the present can be found. Racism seems to be holding such a reality and complicity with the genocide that is practiced due to the delay in carrying out the demarcation and to the negligence on the appeals of these people that have already happened in several ways. The way of life of this population segment are disqualified and UNICEF presents itself as an agency transformins these conditions. The search for intercessors and networking enables invent and politicize relations, bodies, thought the production of truth incarnated and crossed by emotions. Knowledge is shared legacy and result of meetings between powerful conversations and questions, in the plot of heterogeneous forces and multiple that constitute them. Elaborates the Foucault´s analytics of racists and utilitarian discourses that promote discipline and securitarian regulations through education and culture. The concern with the violated rights in developing countries named by UNESCO and its designated partners, constitutes an important bulkhead to violence. However, guidelines and practices recommended by this multilateral Organization although potencially capable of producing specific improvements in the lives of some women, update neoliberal biopolitics justified by humanitarian and universalizing principles. Women are on UNESCO’s agenda from the perspective of threatened security and security, translated into public policies aimed at them and their children.
