Item Acesso aberto (Open Access) Caminhos da política de saúde no Brasil: determinantes da “universalização excludente” em curso(Universidade Federal do Pará, 2014-06-27) TAKESHITA, Marcella Yumi da Rocha; RODRIGUES, Olinda; http://lattes.cnpq.br/7223337303425352The interest of this study is, in general, to identify how the privatized model influenced the actions of public health policy in Brazil, also how it gave the impacts of macroeconomic policy in this regard. One of the key points to be checked revolves around the inequality of the population access to health services, the non-occurrence of universality, generating a process called "excluding universality". This process consists of the migration of the SUS users for operators of private health insurance that contributes to the change of the rationality of health as a right for the rationality of efficiency, bourgeois rationality. The Brazilian Sanitary Reform was a landmark of the struggle of social movements for democratization in the country and a starting point the recognition of health as a right and duty of the State; because of that, we sought a historical survey of this movement. It also has reference to the assumption of the minimization of state action in dealing with social policies and direct interference of international financial institutions on how the State makes health policy, such as the World Bank. This study consists of a qualitative research, with theoretical nature, with the goal of providing subsidies to the discussion of health policy in Brazil, as well as promote and expand the theoretical debate about the role the State plays in thinking and executes this policy.Item Acesso aberto (Open Access) O Conselho Estadual de Saúde - CES/PA - em foco: uma análise da participação e do controle social(Universidade Federal do Pará, 2011-12-13) KLEIN, Jacqueline Southier; RODRIGUES, Olinda; http://lattes.cnpq.br/7223337303425352This study aimed to address the types of participation and social control employed in the Health Council of the State of Pará – CES-PA from 2001 to 2009. During this period, two laws have regulated the Council. The State Law Nº. 5.751/93 and the State Law Nº. 6.370/01 antagonized and eliminated the basic principle of the participation of the organized civil society in the constitution and composition of the CES/PA by explicitly listing the name of the institutions that could have vote in the collegiate. For this reason the same institutions remained in the Council for more than eight years and the assignment of the Council members occurred by decrees that the managers understood as necessary. This determination in the legislation denied to the population of the State of Pará their right in participating of an open and ample process of choosing of new institutions and Council members each two years. This practice has contributed to what became known as “bionic council” from 2001 on. The method adopted to the development of this Dissertation is the qualitative approach, which demonstrated to fit better to the analysis of social processes. The empirical analysis involved the research of several document types, such as minutes, reports, decrees and other documents. The results allow to conclude that: (1) the type of participation exerted in the CES/PA during the considered nine years was that of the liberal conception and the social control was provided by the State Government on sectors of the civil society; (2) the relationships established between the State Government and the civil institutions of the Health Council was characterized by the cooptation of the civil society that became an instrument of collaboration, with the Council activities being limited to the approval of decisions previously undertaken by the State Government; and (3) the role of the civil institutions in the decision processes and in the task of participation and social control revealed to be of the passive type.Item Acesso aberto (Open Access) Garantia do direito social à saúde no município de Ananindeua: o atendimento ao público na Promotoria de Direitos Constitucionais do Ministério Público da Comarca de Ananindeua(Universidade Federal do Pará, 2010-08-27) SILVA, Carmen Lúcia Pinheiro da; RODRIGUES, Olinda; http://lattes.cnpq.br/7223337303425352This research aims to study the demand of individual and collective population of Anand who sought the assistance of the Public Prosecutor of the District, specifically the District Attorney's Office for Constitutional Rights, expressing their complaints regarding the care provided by local public health policy. The paper has tried to focus on health care as a social right constitutionalized by the Brazilian Constitutional Charter of 1988. We chose to study a quantitative and qualitative. For the purpose of the research data were used in all the medical records to the public prosecutor's Constitutional Rights for the years 2007 to 2009. According to the results we can see that the realization of the social right to health in Brazil, as constitutionalized right prestacional State obligation under the Charter of 1988, all federal levels has encountered obstacles of various kinds, whether in the political, on the priority agenda of public policies, as well as by difficulties in budgetary and financial, operational and administrativa.O Health System in the city suffers from impairments in their level of resolution, which increases access and enjoyment of the care population health.Item Acesso aberto (Open Access) Interface entre políticas públicas de saúde mental e economia solidária: a inserção socioprodutiva de pessoas com transtornos mentais(Universidade Federal do Pará, 2012-08-17) CANCELA, Ana Giselle Ribeiro; BARBOSA, Maria José de Souza; http://lattes.cnpq.br/6967470592226610The work and madness interface has been constructed and reconstructed along the history, therefore, using the work is not a novelty in the field of mental health, it is related to the birth of psychiatry, in a context of transformation of production relation, with a justification and purpose of social control, exploitation of labor and moral treatment. However, from the Psychiatric Reform Process the job enters the scene from new perspectives. Accordingly, this study analyzes the relationship between the mental health policies where work is associated with the solidarity economy, in order to understand the meaning attributed to the associated work, seeking to identify their social productive insert practices and how that is incorporated into the Field of mental health in the State of Pará. this is a qualitative research, based on interviews, observations in locos, survey of documentary and institutional material. at the same time, was realizaed the study using the material, so that the data were organized, and highlight the experiences observed by means of workshops and / or production developed in replacement services, as well associations and cooperatives. Was Obtained in the result that the social and productive activities related to mental health services are part of the CAPS developed, but are also encouraged from these spaces as in the case of the Brightness and Light, the only association of people with mental disorders. Despite, if they show incipient and fragile in its constitution, requiring adequate infrastructure and resources, therefore, no possibility of autonomy and independence from their partners, especially government, it is found in the individual strengths of people entered. It is to note that recent experiments in Brazil, especially in state of Para public policies targeted mental health interface with the social economy, and constitute an ongoing process.Item Acesso aberto (Open Access) Ouvidoria do SUS: um instrumento de gestão participativa?(Universidade Federal do Pará, 2013-05-22) LIMA, Marcus Wilke Silva; GOMES, Vera Lúcia Batista; http://lattes.cnpq.br/9114006776434389This dissertation discusses the brazilian public ombudsman as defense mechanism of citizens' rights, specifically the Ombudsman's Unified Health System (SUS) in the state of Pará and if this constitutes as an instrument of participatory management, as recommended by the Ministry Health. In the study it was observed the process of implementation, implementation and decentralization in the management of state policy in the state of Pará. A qualitative approach was adopted which allowed the investigation of processes of social relations, whose data could be obtained through documents and interviews with those involved in the issue at hand. It is evident that the public ombudsman, like any state apparatus is an arena of political struggle, thus wove considerations on the state from Marx, Gramsci and Poulantzas, highlighting the reform suffered by the Brazilian government in the 1990s, which Behring characterized the counter-Reformation because of his tendency to write off social and labor rights already conquered. Then we present different points of view regarding so-called participatory democracy that can identify with both the Reformed liberal thought or put yourself in the perspective of transforming society through radical democracy. Grounded in Marxist theoretical framework analyzes the existing literature on public ombudsman and presents the National Policy for Strategic and Participative Management SUS, whose ombudsman is one of its elements. The results showed that the way the Ombudsman SUS was designed and the design of participation adopted by this which is limited to a mere instrument for measuring user satisfaction are undoubtedly the main obstacles to the Ombudsman is, in fact, an instrument of participatory management.Item Acesso aberto (Open Access) Política de saúde e a população carcerária: um estudo no Presídio Estadual Metropolitano I – PEM I – Marituba-Pará(Universidade Federal do Pará, 2012-08-30) MOREIRA, Luana Menezes; GOMES, Vera Lúcia Batista; http://lattes.cnpq.br/9114006776434389This work entitled "Health Policy and the Prison Population: A Study in State Prison Metro I - PEM I - Para-Marituba" aims to analyze the process of higher health care to prisoners in State Prison Metro I - PEM I - Marituba / PA. For this it was necessary to use the following specific objectives: to investigate the situation of the Brazilian prison system before the picture of social inequality and criminalization; identify how the right to health is structured prison in Brazil, and analyze how the right care health is being materialized as a social right in PEM I. From the perspective of uncovering the object of study methodology was based on the critical approach, using application forms with two (02) inmates who passed health care within the PEM I. These three models are resultants of the denominated State Neoliberal Regulator, comes from the model of capitalist accumulation and spread in the social field for the World Bank. The State Neoliberal Regulator was adopted in Brazil, in the decade of 90, that it reorganized the functions of the state, becoming it more regulator than intervenor. In the social field, that model of State was established with division and transfer of the execution of the social politics for the society and to the job market, focusing it action to the poorest sections. The health politics, for the action of the movement of sanitary reform, it become social law in the Federal Constitution of 1988, it will be reached by a counter-reformation caused by the World Bank, that distorted the beginnings of this system, organizing it, in the sense of presenting public health services only to the poorest groups, in the attempt of breaking with the universality of that politics. This situation generates a conflict of interests of two different projects in the field of the health in Brazil: project first, defends the politics health for the inclination of the sanitary reform and another project defends the health for the road of the market. Its goal is to analyze the relationship between the incidence of these diseases and health conditions existing in the selected areas and discuss the intersectionality between public health policies and sanitation. His methodological approach, based on critical social theory encompassed literature, documentary research and field research. Literature search were discussed determinants of inequalities in the process of urban space occupation and the consequent social segregation revealed by degradation of living conditions in regard to the denial of access to essential public services. In documentary research surveys were made along the federal entities, state and municipal governments to identify regulatory frameworks (plans, laws, resolutions and regulations) regarding the policies of health and sanitation. Among these agencies highlights the City Department of Health (SESMA), the Department of Health (SESPA), the Ministry of Health (MOH) and the System Diseases Information and Notification (SINAN). In field research, of qualitative nature were conducted eleven (11) semistructured interviews, seven (7) with residents and four (4) with technicians working in the areas of Riacho Doce and Pantanal. The results show that in the mentioned areas, marked by poor sanitation conditions, addressing risk factors to the spread of diseases caused by hydric transmission can only be realized through the use of intersectorality tool in the process of management of public health policies and sanitation.Item Acesso aberto (Open Access) Trabalhadores acidentados e adoecidos no complexo do alumínio em Barcarena-PA: um estudo sobre a negação dos direitos sociais(Universidade Federal do Pará, 2015-08-31) MELO, Nelcesi Silva; GOMES, Vera Lúcia Batista; http://lattes.cnpq.br/9114006776434389This study has as grounding a research made with workers victimized from accidents and illness from the Aluminum Complex work settled down at the city of Barcarena in Pará, which the aim was to analyze the impacts of the denial of social rights on the social life sphere: personal, professional, and familiar. From the historical materialism dialectic method searched for a sequent approximation from the social reality of the research subjects, on the perspective to development the study aim, by means of research approach, in which to seek for the opinion of the workers and related about their rights as victimized workers of accidents and illness from the job, at the Aluminum Complex mentioned before. It had as mean tools the data collect the interview semi structure that had a script pre-elaborated and directed to each fallow do the interviewers, to know: victimized workers of accidents and illness at work, unionists, and membership of ADRVDT. Based on Marxist social theory critical, the data were analyzed from the perspective of social totality. The main results of this research study can be summarized: on the professional sphere occurred a sudden interruption between the worker and his job, through a process of deprofessionalization; on the personal sphere occurred the increase of individualism; on the familiar sphere realized that disease situation allied to denial of the workers’ rights have caused, in general, the undoing familiar relationship, in the same time it has enabled the fortification of the family as institution of social protect; on the economic sphere the workers face the finances difficulties to pay for buying medicines, because they depend of the social benefits from the company. Thus, the denial social rights have created mental physical impairments, to accident and illness workers by job at Aluminum Complex, as the discredit to healthy public policy, getting worse as more the health of them.Item Acesso aberto (Open Access) Trabalho, gestão e adoecimento: um estudo na Junta Comercial do Estado do Pará - JUCEPA(Universidade Federal do Pará, 2015-08-31) SEYNAEVE, Carla Vanessa Moreira da Silva; GOMES, Vera Lúcia Batista; http://lattes.cnpq.br/9114006776434389This study work management and object removal for illness of the JUCEPA servers. In this sense, a field research that supported it possible to obtain data was performed to analyze the form of labor management adopted by this institution and its impacts on illnesses that cause removal of servers to work, in order to contribute to the health of their servers. This study had as theoretical - methodological basis Marxist theory and historical materialism and dialectical method, considering that these instruments provide unravel the multiple determinations of the study object. Therefore, we opted for the type of qualitative research from a case study, aiming to understand the social reality of the research subjects in an attempt to analyze the multiple determinations: political, economic and social. The mentioned survey had a sample of 10 servers of the universe of 83 servers that were away from work for illness, whose criteria used for the definition of this sample was: having been away from work due to illness in the period 2009 to 2013. Thus They were interviewed 17 subjects, 15 servers occupying the various positions of the boards that make up the institution, namely: the mid-level positions, and top-level managers. Of the 15 respondents 10 servers have been away from work due to illness in the period, the others make up the group of managers (with 04 managers) and 01 health professionals (psychology); plus 01 representative of DSO / SEAD and 01 representative of the Union. The conclusions of this study allow us to state that there is a relationship between the form of management established in Jucepa and illness leading to departures from servers that institution, which seriously impacted on various aspects of life of those surveyed, causing traumatic processes that extend from the aggravation of diseases such as mental diseases, depression, diseases such as hypertension; the family and social conflicts arising from the financial insecurity that plagues the daily life of these servers at the time of illness.
