To the light of these experiences, we analyzed the Environmental Education theoretically, and we based our arguments, in the need of this to be conceived as Social Politics. The inquiry and discussion on this subject, emerged as central theme of our study, that above all for the Social Service, profession that in the last decades of the century XX, and in the new millennium, it is confirming their actions in the uncompromising defense of the democracy, of the justice, of the freedom and of the human rights. Starting from this presupposition, we presented the Environmental Education as a new occupational demand for the Social worker, in that sense we analyzed this professional's intervention in the Municipal district of Belém-PA, concerning Environmental Education. For so much, we potentiated our research in three organs of the Municipal Government: FUNBOSQUE, FUNVERDE and SEHAB. The sort of interview used was the strucdured, with screnblay applied to the social works municipal councillors. In this way, the results of this study poinds oud that this council does not makes up- makes a delibetions and social control forum. The study is related to two administrations in the Municipality of Belém. It concentrates its focus of analyzes in the policies of health, social assistance and justice. The objective is to evaluate the performance of the managers, one of the Party of the Liberal Front and another one of the Party of the Workers, in regards to social protection of women and, in particular, those victimized by violence. The study, on prominence, is based on bibliographical and documentary research, is the latter, adopting as principal source the messages of the respective managers to the Municipal Chamber of Belém. The comparative analyzes on the performance of the mayors in the conduction of the public policies detached, points with respect to a discrete advantage of the administration of the Party of the Workers. But it needs to be emphasized that the advancement in the process of implementation of the health and social assistance policies coincides and is conditioned to the implantation of the SUS (Unique Health System) and to the decentralized and participating system of the social assistance.Item Acesso aberto (Open Access) Educação e emancipação: leituras da experiência do alfa-cidadã na Transamazônica(Universidade Federal do Pará, 2006-08-01) MONT'ALVERNE, Clara Roseane da Silva Azevedo; VENTURINI, Ariberto; http://lattes.cnpq.br/3618227053138236This dissertation reports a study of illiteracy rate that, still today, reaches a significant parto f Brazilian people, especially, the poorer ones who live in the country. Therefore, it intends to discuss the ways in which the Federal University of Para (UFPA) with Projeto Alfabetização Cidadã na Transamazônica (PACT), an instrument of public policy based on education in the country, contribute, in which ways and measure, to policy emancipation and overcoming of illiteracy rate in the country of the west region of Pará. The methodology underlying this study is based on a bibliographical and documentary research from PACT project that, according to PRONERA, congregated professor and researchers of different fields, in its majority, to the Federal University of Pará. The data analysis results tend to show that, facing several obstacles for reaching its intentions, PACT comes reaching good part of the established objectives. However, it is necessary to attempt against for the conditions that prevent the educative action of the project since its success coincides with the people who are able to read and write by way of this action.Item Acesso aberto (Open Access) Tecendo fios entre a participação da criança e a gestão da escola pública(Universidade Federal do Pará, 2006-11-08) SANCHES, Maria do Socorro Rayol Amóras; SARMENTO, Hélder Boska de Moraes; http://lattes.cnpq.br/8755602376949137It presents the results of a field research made in two fundamental level public state school, situated in PAAR residential, peripheral area of Ananindeua city, in the metropolitan region of Belém, where I reflect on the space that public school has reserved to the childs participation beginning form investigations of the visible interactions in school environment aware of the idea that the school is not the restricted to individuals but its constructed by social relationships. So I concentrated the study on facts concerning the involved in the school around the child and the childhood. The study founds and establishes a social mediations that refer beyond itself, in a continuous development that drives humanity to a omnilateral development, that is, in all its dimensions, a development that covers all the real needs of human beings. The development of the complex of relations generated by the work, known as the productive forces, was exponentially amplified by the method of production of capital, however, the capital decouples the worker of his means of production, so that the development of productive forces does not reflect the development of the properties are truly human. This is because the capital has as sociometabolic need to accumulate and expand uninterrupted, a phenomenon only reached with the extraction of surplus labor of workers, which is the extension of the duration of the journey of a single work process, an excessive expenditure workforce, a farm worker, called surplus value. It is this movement that generates a surplus on the original amount invested by the capitalist amending the sphere of circulation the greatness of its value. The surplus labor and surplus labor which produces surplus value is an imperative or an imposition objective of capital, without which there is continuity in the capitalist cycle of production. The production of wealth, under the regime of capital, always reveals its pair, the production of absolute misery for the overwhelming majority of humanity. While the relations of production are mediated by the imperative of extraction of surplus value, capital resists and contradicts all the arguments about a "humane capitalism", because the added value is the essence of exploitation, domination and opulence of capital at the expense of the worker. For this it was reviewed thoroughly the history of agriculture in Brazil; the establishment of agricultural policy, since the colonization until nowadays and how part of it, the technical assistance used by state as strategy of formation for farmer and still, the process implemented by city hall in the community and what its contribution for sustainability of the families attended .It was used method of bibliographic research ,documentary and field. In the research of field, it was realized interviews semi-structured with 20°/ of the members of the neighborhood association .It was analyzed the qualitative and quantitative data, seeking to understand that knowledge, abilities and attitudes was acquired throughout the process. As result was obtained that the sustainability expected wasn’t achieved. The reordering of capital sought to transform their lifestyle, but, like the Cabanos , the familiar farmers of the community of Marupaúba resist to power of big capital and keep their culture with millennial production practices.Item Acesso aberto (Open Access) Projeto de regularização fundiária no bairro da Terra Firme: reflexões sobre os limites da intervenção para a efetivação do direito à cidade(Universidade Federal do Pará, 2010-06-29) LIMA, Elizabeth Simone Ramos de; SANTANA, Joana Valente; http://lattes.cnpq.br/1192736573759096The process of unequal occupation of the city of Bethlehem has a direct relation with the increase in informal employment in the county. The elitist nature of urban interventions resulted in fewer state interventions to ensure the right to decent housing for working class fractions, so the areas of occupation have become between the 1980s and 1990s virtually the only form of provision of housing for the poor. The state, not to present alternatives to the problem of housing, grants to popular pressure on a limited basis with specific actions to mitigate the possible conflicts. The urban land regularization, despite the official discourse, which presents the policy to guarantee the right to the city, is no exception to the rule of other formal state policies, ad hoc, fragmented and discontinuous. That unlike represent legitimate forms of equity urban ultimately exacerbate the expressions of the social product of social inequality in Brazil is showing increasing harmful in the field or in the city.Item Acesso aberto (Open Access) O modo de viver como um instrumento de resistência do saber popular dos moradores da ilha do Combu, Belém-Pará(Universidade Federal do Pará, 2010-06-29) BATISTA, Sônia Socorro Miranda; VENTURINI, Ariberto; http://lattes.cnpq.br/3618227053138236In this study the aim was to reach the way of living as an element of resistance of the popular knowledge in Combu island – Belém-Pará. It is an island that is 1,5 km far away from Belém and is around 15 km long, with approximately 95% of its surface covered with lowland forest of secondary type. Previously it belonged to the town jurisdiction of Acará town, and from 1996, to the city of Belém. This local presents peculiar feature of a rural, considering that its was remained on site throughout peculiarity. This reality expresses rareness of the way of living in the island and features the people who live near the river and live around the vegetation, full of peace, noiseless, no pollution, different from the city life. This means peace to the residents in so far as that it is of a relation based on respect and protection among the neighborhood, observed in the habits and morals they have. Besides the freedom to talk, in the biggest cities. Being so, all this learning , demonstrated in the Combu island residents reports that said they learned besides the home-made medicine, other knowledge like know to make “peconha” (twisted leaves of the palm tree used to climb up it called “peconha”) , “tupé” (a type of wake made of straw used to dry cocoa seeds ), work , respect people, reach new knowledge to live an honest life , prepare food , sow, fish, swim in the river , catch “açaí”, thow “tarrafa” (a kind of net used to catch fish), these are all important to take continuity to education from a generation of riparian culture.Item Acesso aberto (Open Access) A política pública municipal de resíduo sólido: sua incidência sobre os catadores de lixo do aterro sanitário do Aurá em Belém(Universidade Federal do Pará, 2010-07-05) GOMES, Flavia Ferreira; PONT VIDAL, Josep; http://lattes.cnpq.br/4415362518177732This study examines the impact of public policy on municipal solid pickers of recyclable in the landfill of the Aura, in the period 2002 to 2008. The analysis is based on the actions implemented during the administration of “Partido Trabalhista” (PT) 1997-2004 and “Partido Trabalhista Brasileiro” (PTB) 2005… In methodological terms, this is a case study based on review of public policies directed at this population and its organizational forms. The situation of the landfill scavengers of Aura in the town of Belém, is gradually becoming a complex problem to be faced, especially by the municipal government through the implementation of public policies. It is therefore aim of this study to analyze how public policy on solid waste established by the City of Belém, by the Municipal Sanitation (Secretaria Municipal de Saneamento - SESAN), focused on living conditions (employment and political) of the landfill scavengers of Aura. This policy started with the implementation of the Project for Bioremediation. Structured in two main areas of activity one physical and one social. This paper focuses on the analysis of the latter axis, for focused actions for the collectors of recyclable materials, such as representatives of the informal market. These three models are resultants of the denominated State Neoliberal Regulator, comes from the model of capitalist accumulation and spread in the social field for the World Bank. The State Neoliberal Regulator was adopted in Brazil, in the decade of 90, that it reorganized the functions of the state, becoming it more regulator than intervenor. In the social field, that model of State was established with division and transfer of the execution of the social politics for the society and to the job market, focusing it action to the poorest sections. The health politics, for the action of the movement of sanitary reform, it become social law in the Federal Constitution of 1988, it will be reached by a counter-reformation caused by the World Bank, that distorted the beginnings of this system, organizing it, in the sense of presenting public health services only to the poorest groups, in the attempt of breaking with the universality of that politics. This situation generates a conflict of interests of two different projects in the field of the health in Brazil: project first, defends the politics health for the inclination of the sanitary reform and another project defends the health for the road of the market. The paper has tried to focus on health care as a social right constitutionalized by the Brazilian Constitutional Charter of 1988. We chose to study a quantitative and qualitative. For the purpose of the research data were used in all the medical records to the public prosecutor's Constitutional Rights for the years 2007 to 2009. This neighborhood has approximately 80 (eighty) potteries, with around 220 (two hundred and twenty) craftspeople who work mainly on the production of pottery with Marajoara graphics. This study has a critical dialectical approach. The data collection tools were: documents, observation of the working dynamics in the potteries, and a semi-structured interview. A total of 24 (twenty-four) individuals were investigated: 15 (fifteen) were pottery craftspeople; (08) eight were dealers of handicrafts made in Icoaraci; and (01) one was the director of a public body responsible for the implementation of public policies on traditional handicraft in Pará State. This paper is divided into five sections: the introduction presents a theoretical analysis of the object under study; the second section analyzes the role of handicraft in the economy of the Brazilian Amazon; the third section studies the particularities of the extraction-based work of pottery craftspeople in Icoaraci, which is performed similarly to the working conditions of the colonial period in Pará State; the fourth section analyzes the work of pottery craftspeople. Finally, there are considerations on the main results, with emphasis on the fact that through this professional activity pottery craftspeople play their role in the job market because the manufacturing process attracts the attention of visitors and tourists, who are drawn to Paracuri in search of handicrafts with Marajoara graphics, among others. This work form is those workers’ main source of income. This work form is very important for the social reproduction of the craftspeople surveyed and for the characterization of this community as a production center of handicraft, and it is based on the extraction of natural resources, similarly to the colonial period in the state. This work form is determined by the economic, social, political, and cultural dynamics of Pará State; therefore its maintenance is directly related to the following aspects: savoir faire, social organization of the craftspeople in associations and cooperatives, and actions based on several public policies (in the areas of tourism, environment, industry and trade etc.). The peculiarities of the handicraft production in Icoaraci demonstrate that the precarious working and living conditions of the craftspeople are related to the role the Brazilian Amazon has played in the international division of labor. Thus this past as exporter of primary products is a limit to the improvement of the poor working and living conditions of these workers, who contribute to the accumulation of capital. Therefore the multiple determinations of this work form must be object of further analysis in order to improve the working and living conditions of these craftspeople.Item Acesso aberto (Open Access) A intervenção profissional do assistente social na prevenção de acidente de trabalho: a experiência na Comissão de Aeroportos da Região Amazônica - COMARA(Universidade Federal do Pará, 2010-08-31) LIMA, Marisa Elenice Silva; GOMES, Vera Lúcia Batista; http://lattes.cnpq.br/9114006776434389This study aimed to analyze the professional intervention of Social Work in Accident Prevention in the Airport Commission of the Amazon Region - COMARA in the period 2007 to 2009, with a view to contributing to the prevention of occupational accidents, which is put a new demand for the profession in the socio-occupational. Had the theoretical and methodological Marxist theory which allowed to reveal the objective conditions of work and life of those surveyed, as well as understand the demands placed on social services, particularly those related to the work accident. The data used in the study were primary and secondary type. The primary data were collected through documents of the institution, such as social service reports, action plans, social service and interviews with employees, supervisors, managers, and interdisciplinary team of professional human resources, the secondaries were from: the systematization of care provided during that period. The survey results showed that social service, from 2007, in COMARA as an area of knowledge and a profession that contributes to the prevention of accidents at work, as the professional intervention of social workers is no longer characterized by the performance only in post-accident and, yes, the prevention of accidents at work, impacting on the reduction of accidents at work in this organization.Item Acesso aberto (Open Access) A prática interdisciplinar na política de assistência social: o caso das CRAS de Abaetetuba-PA(Universidade Federal do Pará, 2010-10-08) DALMASO, Karla; MACIEL, Carlos Alberto Batista; http://lattes.cnpq.br/1050426471077266This Master Thesis in Social Work aims to make a reflection on interdisciplinary practice between assistants and psychologists working in the Centres of Reference for Social Welfare of the municipality of Abaetetuba. The city is located about 80 km from the capital of Pará State and has approximately 139,000 inhabitants, according to the last IBGE census. Since 2005 has been seeking to implement the National Policy of Social Welfare 2004. The New National Policy for Social Welfare, through its guidelines and seeks to consolidate the main objectives of decentralization of management. Establishing a new model socioassistenciais services organization, seeking to unify concepts and procedures throughout the country through the System of Social Assistance which, in turn, establishes standards for the performance of services, to quality care, and sets of assessment indicators and outcome. Interdisciplinarity can still be considered a concept in development, however this reality appears as a reciprocal relationship of mutuality that requires a different attitude to be taken regarding the problems of knowledge, that is to replace the fragmented conception of human unity. This attitude can not be prejudiced, but open where all knowledge becomes important, may be based on intersubjectivity and interaction between the knowledge, but can not be divorced from the context within which it occurs. The interdisciplinary performance practice at the Centre of Reference for Social Welfare, as well as projects in other programs and services of this policy is encouraged, but in reality the county investigated here showed that there are many obstacles and challenges to the exercise of that practice. Since non-compliance with regulations that govern the Social Assistance Policy to overcome the precarious conditions in working relationships, both with respect to the bond, as the physical and material spaces, through the need to implement management oriented qualification and human resources development included in the SUAS.Item Acesso aberto (Open Access) Os Impactos do neoliberalismo sobre as estratégias e ações das ONGS fase e SDHH: limites e desafios(Universidade Federal do Pará, 2011-02-25) MORAES, Maura Rejane Lameira de; SANTANA, Joana Valente; http://lattes.cnpq.br/1192736573759096This paper aims to identify if the non-governmental organizations Organ Federation for Social and Educational Assistance and Pará Society of Human Rights Defense, characterized by political resistance in the 1970s, changed their strategies and actions with the face of the new configurations of capital, particularly the neoliberal logic implemented in Brazil in the 1990s. The specific objectives aims to characterize the historical road of these NGOs, rebuilding their position in a relation to different contexts of state expression and economic, political and social scenarios in Brazil during the period investigated; and to examine in what extent the answers and policy positions taken by these NGOs in different historical contexts contributed to the democratization of Brazilian local society. The methodological approach considered the qualitative methodology as the main basis of analyses, in addition documental and literature research, field research, and application of semi-structured interviews with the coaches, former coaches, managers and former managers of two entities surveyed. The results of research indicate that there were changes in the strategies and actions of NGOs studied, caused by the entry of Brazil in the circuit of capital reproduction, guided by the globalization of economy and neoliberal policies.
