The research strategy used is a comparative analyzes, confronting the results of the 2002 and 2006 presidential elections polls and correlating the amount of beneficiaries by the Bolsa Familia program with the amount of votes in the application of Lula da Silva, in each city of the region. The empirical analysis identified, in the north of Brazil, the constituency changes of the PT candidate going for the less developed cities, as well as the program positive impact in the election of the candidate, considering the improvements of his electoral performance in the region. In the study, it is possible to point, still, the peaceful coexistence, in 2006, a pattern of voting behavior rational, sociological and psychological, with predominance of the former one, but without turning it into universalizing theory.Item Acesso aberto (Open Access) A percepção dos jovens sobre valores e sistema político: estudo comparativo entre municípios novos e tradicionais(Universidade Federal do Pará, 2010) SOUZA, John Assunção de; HENKEL, Karl; http://lattes.cnpq.br/0986009640436799The present work through the methodology of quantitative research, conducting a comparative study on differences in values and ideas of the population about the political system, the state, democracy, participation and political representation in the municipality of Paragominas receiving influences of immigration various social groups which was founded by a population of origin of the Midwest mainly south and northeast Brazil during BR 010 (Belém-Brasília) who encouraged the migratory flow to the region during construction the process of colonization of the Amazon, and Cametá no migratory flow and so recognized as belonging to the municipality and traditional oldest municipalities of Pará state whose origin is from the colonial period but that, like Paragominas, belongs to the municipalities of medium-large. However, Cametá has an economy based on agriculture and is spatially more isolated and distant from the axis of development. A method applied was the completion of the survey in high schools where there is a concentration of people has allowed for cluster sample among students aged 16-24 years old.Item Acesso aberto (Open Access) Governos de gabinete e coalizões cíclicas no ultrapresidencialismo estadual: a experiência no Amazonas(Universidade Federal do Pará, 2010-03-30) LEITE, Breno Rodrigo de Messias; CORRÊA, Roberto Ribeiro; http://lattes.cnpq.br/0624569499031826SUBJECT – The purpose of my research is to analyze the mechanisms that structure the cabinet governments and the cyclic coalitions in Amazonas state-level ultrapresidentialism. In other words I have on focus explaining the governor‟s logic of success, of his legislative coalition, and of his cabinet in the constitution of a superdominance web in electoral, parliamentary, and executive arenas. PERIOD – In this case study I analyze four administrations by three Amazonas‟ governors: Gilberto Mestrinho (1991-1994), Amazonino Mendes (1995-1998 e 1999-2002) e Eduardo Braga (2003-2006), and four Legislative Assembly legislatures. THEORY – As theoretical orientation I use the contribution of public choice theory and the institutional analysis. I begin by the premise that the governor plays attempting maximize his rent-utility function within a certain institutional structure (covered by the gubernatorial coattails logic) that incentive the cooperative and length strategic interaction among the main players (governors, state deputies, ministers, and citizen-voters) in multiple decision arenas. METHODOLOGY – Firstly I use the Experimental Studies Laboratory (LEEX) data archives to set up a map of the electoral, party, and parliamentary dynamics. Then I work with Legislative Assembly of Amazonas (ALEAM) data archives to check the legislative production organization (successful ordinary law projects), and the governor‟s party-parliamentary coalition strength. Finally I handle my own data archive on the ministerial circulation, and consequently I apply and calculate the coalescence rate to estimate the proportionality levels of ultrapresidential cabinet governments. CONCLUSION AND OUTCOMES – The governors mount up the monopoly of Executive power agenda and ones control with a lot of efficiency the Legislative agenda. Moreover they share out the patronage resources as selective incentives to their allies in the multiple arenas games. As consequence I conclude that the majority in the state-level ultrapresidentialism is done, on the one hand, by appearing of cyclic coalitions with large party support in legislative arena; and, on the other, by building cabinet governments with zigzag participation of legislators, partisans, and specialists.Item Acesso aberto (Open Access) Mídia e política na eleição de 2006: oligarquização da informação e democratização das escolhas(Universidade Federal do Pará, 2010-04-13) MARQUES, Rodolfo Silva; MORBACH, Marise Rocha; http://lattes.cnpq.br/6548225770072744In this paper, we discuss the relation between the deconcentration about the information and the search of the voter by other means of decision in the 2006 elections in Pará, the agreement between Media and Politics. The few editorial groups in order to inform the voter, are analyzed from the perspective of what Wanderley Guilherme dos Santos in "Poliarquia in 3D," called "oligarchyzation of the information”. It concludes that the media had no role in the choice of voters in the election of 2006. Having in mind this desideratum, this equation was analyzed from the current doctrinal of the liberalism of the present time confronting it with the political thought of Hannah Arendt, which increased the complexity of the research considering that both come from different philosophical and political traditions. The approach adopted sought to present data to enable reflection on the bahavior of Brazilian political parties to present themselves for election. This paper considers the hypothesis that the formation of coalitions in Brazil does not show a pattern of national ideology, they are constituted differently in different Brazilian regions, aiming to maximize their electoral gains. This framework allowed the reelection of affirmation and strengthening of political parties, for several mandates, political representation and remain with seat in Parliament Hall. This is the case of the Workers Party (PT), the Brazilian Democratic Movement Party (PMDB), the Party of Brazilian Social Democracy (PSDB), Brazilian Labor Party (PTB) among others. This group has been represented in Parliament Hall for a long uninterrupted period. The champion is the renewal of mandate Councilman Paul Pastor Queiroz of IEQ (Foursquare Gospel Church) who is in his fourth term. Then comes the Cllr Baptist Pastor Raul UCKG (Universal Church of the Kingdom of God) who is in his third term and Councilman Iran Moraes of AD (Assembly of God) who is in his third term. The starting point of the research, part of the conditions suggested by Pereira and Renno (2001) and supported by Downs (1958) that the central goal of a politician is to seek reelection. Anthony Downs believes that the individual within their rationality, has the ability to interpret their choices within a logic of possible alternatives. He does not let himself be seduced by the movements of the candidates, but makes his choice within the alternative that presents itself but retains the rational choices. It is noticed that over the years, lawmakers evangelicals have shown greater strength in some denominations to remain in parliament for several terms. This is the case of parliamentarians of the Foursquare Gospel Church, Seventh Day Adventist, the Universal Kingdom of God, Assembly of God. That phenomenon of judicialization of public life has occurred in Brazil, specially after the promulgation of the 1988 Constitution. The parties of the Justice System started to have major influence upon the social, economical and political context of the country, working on the enforcement of new rights and the shaping of public agenda. In view of such context, this dissertation analyzes the judicialization of politics in the Brazilian political-institutional circumstances, delimiting, however, its scope to working into the Federal District Attorneys in the Stated that compose the Legal Amazon on conflicts of a group nature, seeking to understand, fundamentally, the judicial and extrajudicial ways to mediate conflicts, the criteria for the institution actions over this type of controversies, as well as the outcome of those actions and relations with the Justice System. It has to do with the opening of a public space arising out of the augmentation in judicial activity, by way of an increased expansion of the law, its procedures and institutions over politics and societal framework of modern-day life, which allows for ampler access of citizens to the power circles. Such changes in the political and institutional environment made it possible for a more extended insertion of the Judiciary Power in essentially political matters, which came to gain widespread acceptance as ´judicialization´ of politics and has been expressed by a magnified importance and actual participation of the Judiciary Power in social, political and economical life. Such phenomenon, typical of consolidated democracies, derived from conditioning variables and peculiarities experienced in political, economical and social order and brought about visible consequences in Brazilian democracy. The consequences of said ´judicialization´ process of politics over the democratic opening vary in accordance with the analytical focus being established as the theoretical reference point: the substantive law-based current, as a defender of a more participatory Judiciary Branch; as opposed to the procedural law-based current, which emphasizes majority processes for building of political will in detriment to judicial ways.Item Acesso aberto (Open Access) Ação política e aparência em Hannah Arendt(Universidade Federal do Pará, 2011-09) PEQUENO JUNIOR, José Eronides de Sousa; VAZ, Celso Antônio Coelho; http://lattes.cnpq.br/0547983721448176Political action and appearance as a place of prominence and reliability of reality are themes that permeate the thought of Hannah Arendt. Her thinking is marked by the disruption caused by totalitarianism and for her incessant search of the perception of reality and its reconstruction. This paper present this break and with that the problems around the political action and of appearance in a space for sharing words and actions. Start by political activity, their definitions and characteristics that make them a central concept not only for politics but for the existence of a space that guarantees the reality of our world: the appearance. This space is covered in a second time, your problems are also addressed by the view of some commentators. Totalitarianism, discussed in the third chapter, represents exactly the threat to this space and action because it wants to dismiss the man of his place in the world. Totalitarianism is a project to build a fictional world that does not accept rival the reality of our world. The relationship between the works Origens do Totalitarismo (2006) and A Condição Humana (2005a) becomes clear when we note that the main elements that constitute the human condition are denied by the elements that make up the totalitarian rule. To achieve the aim of this work was necessary resort of works of Hannah Arendt such as A Condição Humana (2005a), Entre o Passado e o Futuro (2005b), ¿Qué es política? (1997), A Vida do Espírito (2000) e Origens do Totalitarismo (2006). It is presented an exhibition of the theme of action and look for these works, and make use of commentators and critics of Arendt. This study sought to explore the concepts of appearance and action, developing their problems and placing them on the table by totalitarianism of annihilation of spontaneity and standardization of the crowds.Item Acesso aberto (Open Access) Arenas de produção de políticas públicas: a nova Política Nacional de Atenção à Saúde Mental no período de 1989 a 2001(Universidade Federal do Pará, 2012) ALMEIDA JÚNIOR, João Cauby de; CAMPAGNOLO, Maria da Graça Moraes Bittencourt; http://lattes.cnpq.br/6243854955499618The interaction between Executive and Legislative in the process of public policies production presents diversified contours, with vary according to the rules inherent in the political system, the strategies adopted by these political actors and the ability of organized social groups to influence politics decisions related to public policies. Therefore there is no single pattern of interaction between Executive and Legislative in the process of public policies production. In the Brazilian political system the Executive and Legislative are directly responsible for the incumbency of editing public policy, hence the objective of this research to investigate, under the new institutionalism approach, the basis of the interaction between these powers in the production of a new national policy in mental health between 1989 and 2001, its period of legal consolidation, considering the correlation of forces that are usually established between them in the process of public policies production. The Brazilian constitution of 1988 established as a state’s duty to formulate public policies that promote, protect and restore the health of people, strengthening the hole of Congress as arena of public policies decision, but the Executive establishes its own dynamics in the process of public policies production, using various institutional instruments that can exclude the Legislative from this process.Item Acesso aberto (Open Access) A imprensa e a política no Estado do Pará nas eleições majoritárias de 2010: atores, interesses e conflitos(Universidade Federal do Pará, 2012) CATETE, Karlla Gyselle Souza; SOUZA, Carlos Augusto da Silva; http://lattes.cnpq.br/7158504535308341The comparative analysis of editorial behavior of the two most relevant newspapers of the state of Pará – O Liberal and Diário do Pará – at the coverage of state government election and federal senate in 2010 was the main focus of this study, because of the rivalry and divergence that mark the relationship between these companies regarding political support to candidates and parties at local elections. This observation has intrigued us to verify if the companies used resources and/or strategies in favor o for against, through published information, groups to which they are aligned or reject, aiming to create a positive and/or negative perception of the candidates from the electorate. It also made us analyze if the creation of the law known as “Ficha Limpa” – Complementary Law nº. 135/2010 – has produced different conduct of the newspapers, trying to reach the elector, considering that, in Pará, two candidates to senate could have had their registration repealed if caught by this law – Jader Barbalho, from PMDB, and Paulo Rocha, from PT. The relation between media and politics in Pará is also established considering data from many scientific studies from other states, demonstrating then the economic and political interest of the analyzed companies, the real actors in this process that aims to influence the preens elector way to vote through journalism.Item Acesso aberto (Open Access) A relação executivo-legislativo no projeto de criação da Superintendência do Planejamento Territorial Participativo (SPTP) no Estado do Pará(Universidade Federal do Pará, 2012) ROCHA, Dalton Davis Favacho da; SILVA, Maria Dolores Lima da; http://lattes.cnpq.br/7277148176512169This study addressed the Executive-Legislative relations in Pará through Bill 01/2008 implantaria that the Superintendency of Participative Territorial Planning (SPTP), during the 16th Legislature of the Legislative Assembly of Pará in the period 2007-2010. Prepared by the State Government, the project included the establishment of an institution that would coordinate the process of popular participation and social control proposed by the government Ana Júlia Carepa early in his administration. How problematic, the study addressed the rejection by parliament to that project, whose research question was: what factors contributed to the rejection of the project of creating the SPTP by the Legislature? Moreover, what it means in Executive-Legislative relations according to the current literature. The hypotheses would be inferred that the rejection was motivated by the conflicting relationship between the Executive and Legislature in the parliamentary arena or the perception of conflict of interest of local political actors as to the boundaries of performance between political institutions and participatory representative political institutions. Members opposed to the project did not consider SPTP while effective practice democratic management, but suspected the same, for example, could be linked to strategies by the Executive for electoral purposes or bargaining before the Legislature. The development of the research has focused on the search for answers to issues presented and to verify the validity of the hypothesis inferred. As for the goal we evaluated the behavior of MPs in the course of the project to create the SPTP. As research tools were used and empirical literature searches.Item Acesso aberto (Open Access) O PTP e as limitações para a efetivação de políticas públicas: participação popular no governo de Ana Júlia Carepa (2007-2010)(Universidade Federal do Pará, 2012) AGE, Yuri Pereira Carneiro; MORBACH, Marise Rocha; http://lattes.cnpq.br/6548225770072744This paper presents the participatory management model implemented by the Ana Julia government, who was in charge of Pará state executive from 2007 to 2010. Based in analysis of this mechanism for popular participation, this paper discusses the relationship between the government and the PTP advisers, focusing on capture representative members of social organizations and movements, and also the limitations that prevented the Public Administration to implement the actions and works proposed by PTP. In spite of use the Internet to overcome the territorial barriers, absorbing the concept of e-Government to advance the decentralization of public administration, more than 60% of the popular demands have not left the paper. It is concluded that a number of factors, such as the consolidation of political culture in the structures of government, the limits of information technology and planning problems to implement the PTP and to consolidate demands imposed themselves as obstacles to the full development of this participation mechanism.Item Acesso aberto (Open Access) Do global ao nacional: a gênese da governança e das políticas públicas sobre mudança do clima no Brasil (1992-2012)(Universidade Federal do Pará, 2012-08-30) SIQUEIRA, Carlos Eduardo de Souza; ABDALA, Fábio de Andrade; http://lattes.cnpq.br/3408499880781939This study aims to identify how it was generated the paradigm of public policy on climate change in Brazil. To achieve this goal it is necessary an analytical course more relevant than was produced during this period, from the reality toward reality Global National. It is considered that such policies are based on two basic categories: globalization and governance. Studies of globalization discussed in this work and its environmental dimension, from the moment they have influenced the political agenda of national states, resulting in a contribution of the construction of contemporary governance, especially the concept of global governance climate, based on the intersection governance of global environmental issues that relate to the negative effects generated by climate change. Among the characteristics of this category are the presence of new actors, new issues and new correlation of forces, which requires a reorientation of national states, to the understanding and recognition of new patterns, including informal, not captured by government institutions or that is, a system of governance required by the new reality impacted by globalization, which poses challenges to the established order, as the issue of climate change, evidenced in the establishment of the Framework Convention on Climate Change and the Kyoto Protocol of the United Nations. We conclude by showing how this paradigm has influenced the construction of national and subnational climate change in Brazil.Item Acesso aberto (Open Access) Formação e renovação dos governos do Pará: elite governamental e grupos políticos (1983-2006)(Universidade Federal do Pará, 2012-09) SOUZA, Márcio Ivan Lopes Ponte de; FARIAS FILHO, Milton Cordeiro; http://lattes.cnpq.br/0624491756992741This study aimed to identify who are the central Government Elites who composed the Governments of Pará between 1983 and 2006 from the analysis methodology proposed by the Theory of Elites. Our object of study documents titled Terms Posse, filed with the State Department of Administration (SEAD), which record the appointments of Secretary of State offices and the like. Using the method of Institutional Position has detected a Political Group formed from the composition of each Government investigated and, of this group, are selected names that were included in other Governments, called “elite lasting”. Each member of this latter group corresponds to a Connection which can be from two, three, four or more administrations. Analyzing these data in light of elitism, produced a “Elitization Index” (IE), which compares how much each Government produced, percentage of names that formed the “elite lasting”.Item Acesso aberto (Open Access) Entre as urnas e as togas: Justiça Eleitoral e competição política no Pará (1982/1986)(Universidade Federal do Pará, 2012-09-11) BITTENCOURT, Jean Guilherme Guimarães; SIQUEIRA, Edir Veiga; http://lattes.cnpq.br/9176462002883343In this work, we analyze the electoral governance exercised by the TRE-PA (Electoral Regional Court at Pará State, Brazil), particularly its exemption level in electoral disputes concerning elections to the governor and senator, 1982 and 1986, with hindsight the period 1945 to 1965 - the first time to work continuous and prolonged of Electoral Justice system in a democratic context, before the Military Coup of 1964. We assume according to which, given the peculiar composition of the Electoral Justice system, which works borrowing judges from common law courts, and the Regional Electoral courts composed mostly of members of the state courts of justice, coupled with the pattern of relationship executive-judiciary state system, historically characterized by the subordination of the second by first power, there is a high probability of favoring the TRE/PA to majority candidates (Governor and Senator) of the ruling party, a circumstance aggravated by the historical period in depth, considering the massive interference of the state executive power on its judiciary, observed previously the promulgation of the Brazilian Constitution of 1988. However, although there is strong evidence to corroborate this hypothesis in the period 1945-65, we found no evidence to support it during the elections of 1982 and 1986. In 1982, the TRE showed a reasonable degree of impartiality and consistency in their judgments, except in two similar cases: one caused by the PDS and the other by the PMDB, both involving a significant number of votes. The PMDB party, sponsored by the then governor, won the deal, while the PDS, the opposition party, was defeated. With regard to the election of 1986, we observe a provision of the court to deny the requests proposed by the legends opposition, especially the PT and PMB extinguished, although it is not possible to demonstrate a clear bias to the ruling party.Item Acesso aberto (Open Access) Teoria hilemórfica da política: uma interpretação do método do pensamento político de Hannah Arendt(Universidade Federal do Pará, 2012-10-01) SANTOS, Luiz Carlos Brito dos; VAZ, Celso Antônio Coelho; http://lattes.cnpq.br/0547983721448176The method of political thought of Hannah Arendt is quite heterodox and multiform. Any attempt to interpret it is faced with great difficulties, especially if we consider that Arendt left little information that could clarify it. However, it may be possible to circumvent these difficulties hermeneutics, insofar as we select the prospects of the method of Arendt to be developed, be carried away and silencing others – which is already part of the game of appearances. It is thus a kind of puzzle that can be mounted in different ways, without being exhausted its possibilities. Even because, besides questioning the systematic structure of the traditional philosophical thought, Arendt did not intend to give a definite shape to his thought, always leaving room for future changes. Therefore, the purpose of this study is to understand the method or methods, the political thought of Hannah Arendt from Hylomorphic approach. So, we developed four chapters, which will be addressed in different perspectives of the method Arendt, but always directed to the spectrum of matter and the way it projected in its procedures. The first chapter treats of the genealogy of totalitarian ways of thinking, such as how to engage and fight against Arendt’s totalitarian systems. The second chapter will deal with the propositional aspects of Arendt’s thought, setting on the core concepts that compose his political theory. The third chapter investigates the role of the Will while encouraging political action, showing how Arendt made the passage of the philosophy of the Will to freedom of the political action. The fourth chapter will deal with Hylomorphic connections in the relationship between the faculties of thinking and judging. Finally, perhaps the methodological procedures of Arendt cannot be seen as the beginning of the philosophy of freedom?
