O Programa de Pós-Graduação em Gestão Pública (PPGGP) do Núcleo de Altos
Estudos Amazônicos (NAEA) da Universidade Federal do Pará (UFPA) por meio do
Curso de Mestrado Profissional em Gestão Pública tem por finalidade ampliar a
formação acadêmica nível de pós-graduação "stricto sensu"; na região amazônica
cumprindo a missão de constituição do núcleo de formar mão de obra especializada para
o processo de desenvolvimento local e regional da Amazônia. Assim, o objetivo
específico do programa é contribuir para a elaboração de uma perspectiva abrangente
dos processos de gestão pública para o desenvolvimento, incorporando suas dimensões
ambientais, sociais e econômicas, estimulando a capacidade de crítica e concebendo a
aptidão para a intervenção na realidade social da Região Amazônica continental. Para
tanto, o PPGGP propõe-se a formar profissionais que exerçam ou que pretendam
exercer atividades de gestão na administração pública federal, estadual e municipal ou
em organizações públicas e privadas com capacidade de executar políticas públicas,
planejamento, análise e monitoramento.
A área de concentração do programa é a de Gestão Pública do Desenvolvimento, da
qual derivam-se as Linhas de Pesquisa de: Gestão Pública Municipal e Gestão de
Organizações Públicas. Na linha de pesquisa de Gestão Pública Municipal
desenvolvem-se estudos sobre diferentes aspectos relacionados aos municípios
brasileiros que receberam através da Constituição de 1988 competências inovadoras
para a gestão pública como o processo de descentralização e municipalização. No
entanto, para realizar tais competências, necessita-se de recursos humanos de qualidade,
porém em termos locais na Amazônia essa qualidade ainda precisa ser aprimorada. A
linha de pesquisa de Gestão Pública Municipal acolhe programas e projetos de pesquisa
voltados para a produção de informações e resolução de problemas ligados à
administração e a governança dos municípios da Amazônia, tendo como objeto alvo,
principalmente as prefeituras e instâncias de governança municipal, como conselhos
municipais setoriais, câmara dos vereadores, Fóruns de desenvolvimento local, entre
outros. Na linha de pesquisa de Gestão de Organizações Públicas o foco é em
programas e projetos de pesquisa diretamente relacionados com a organização gestão e
resolução de problemas no âmbito de organizações públicas governamentais e não-
governamentais, como as universidades públicas da Amazônia, governos estaduais,
prefeituras municipais, câmaras de vereadores, instituições públicas em geral e as
organizações não-governamentais que operam a gestão do desenvolvimento
socioambiental na região.
Desse modo, o Programa de Pós-Graduação em Gestão Pública (PPGGP) do Núcleo de
Altos Estudos Amazônicos (NAEA) da Universidade Federal do Pará (UFPA) é o locus
para a criação de conhecimentos para oportunizar o desenvolvimento da gestão pública
na Região Amazônica, capaz de resultar em crescimento econômico, geração de renda
e melhoria da qualidade de vida da população. Em síntese, essa relação entre a
academia e a sociedade potencializa a ambas, e é o princípio fundamental da criação,
atuação e evolução do programa.

Item Acesso aberto (Open Access) Avaliação do concurso público para cargos técnico-administrativos da Universidade Federal do Pará(Universidade Federal do Pará, 2014-11-10) TEIXEIRA, Aline Abreu; COSTA, Thiago Dias; http://lattes.cnpq.br/1248194912228326Civil Service exam is fundamental stage to select future civil servant for government positions. This selection needs to be able to choose the most capable candidate in order to reach positive results, meet political and social demands in the institution. To analyze whether the current method of selection is effective or not, this study aimed to evaluate the techniques used in the last civil service examination for the administrative positions in the Federal University of Pará. To accomplish this, the performance of the recently-admitted civil servants was analyzed assigned for the positions of public office Administrator, Assistant Administrator and Executive Secretary in the competence “create document”. In total, 41 employees participated in this survey, and they were assigned to create a memorandumt. The participants had access to a computer without internet and with the spell checker off. After instructions on how to do the task, the participants had 30 minutes to do it. Most of participants did not show a satisfactory performance in the aforementioned task despite of the good performance on the multiple-choice questions on civil service examination. The results did not point out a fair relation between the performance on do the task and other variables such as training course on how to create documents, previous experience and formation. The data demonstrated that only the multiplechoice test and title evaluation were not enough to evaluate the employee’s competence aforementioned. This research considered the technical administrator federal and freeholder employees that develop their activities in the units of the Upper Management, supplementary units, University Hospitals and in the Planning Coordination, management and Evaluation (PCMEs) of Institutes, Centers and Campuses. The range of information were obtained from official documents based on documentation analysis technique, allowing defining specific characteristics, establishing relations between the several variables linked to their responsibilities. The qualitative approach considered the subjectivity in the interpretation, attributing general meanings to the phenomena to identify sectorial and individual competences linked with the strategic objectives of the institution. Quantitative analysis used the essential individual competences for the organization, translated in numbers and based on the questionnaires results. The first and second phases of the research identified and validated the sectorial and individual competences. The third and fourth phases defined the importance degree of competence to the unit and the domain degree of the employees in those competences. The last phase was generated the Training Degree Request (TDR) for the technical administrator federal and freeholder employees. In general, the results indicated the TDR related to the individual competences, but the main result was the acquirement of the TDR related to units of the Upper Management, supplementary units, Institutes, Centers and Campuses and the University Hospitals. In this context this study have the objective evaluate the quality of services provided by library in the perception of teachers connected to postgraduate programs of a federal university of Pará, about the services of their specific information needs. Also, aims to obtain information to boost management activities in the Federal University of Pará libraries. The study was classified as descriptive and exploratory; being the data collection developed in the form of field research, where the instrument utilized was the structured questionnaire. The treatment of the data was quantitative, utilizing techniques of the Matrix Importance X Performance. The results indicated according with the perception of teachers, three dimensions with high performance among the five dimensions of quality of the evaluation model used in the research, related with the trust, personal relationships and resolution of problems, that if revealed as important competitive advantage in the libraries. However emerged gaps of less quality in the provision of services in relation the dimensions, physical infrastructure and the communication. The study showed that the libraries should increase the dialogue with the postgraduate school, create strategies of articulation and observe that evaluation of the quality of university library services should be a continuous process, customer loss does not occur. The understanding of this construct can contribute to improving the quality of life for workers in their work environment, to optimize the performance of the organization and to clarify the relationship between these and the variables in the work environment. In this context, the objective of this dissertation was to analyze and evaluate the perception of the organizational in the crowded office of the Secretary of Education of the State of Pará (SEDUC-PA) servers. Through that, it searches sought to identify areas or focuses which should be implemented better strategies, aiming to increase the satisfaction and the motivation of the secretary workers. As a result, the rendering of work with quality to the users and helping in reaching organizational goals. Regarding the methodology, the research will have quantitative approach adopted to descriptive and exploratory. The cross-section survey ex post facto through field research between the months of April to June 2014 was conducted. The people management area has a fundamental role in this process of change. With Decree No. 5,707 / 2006 establishing the National Policy Staff Development (PNDP), federal public organizations should adopt the model of management competency for the management of training. The training provides for public organizations the development and acquisition of skills by servers, with results as the improvement of organizational performance. Because of this, the Federal University of Pará (UFPA) began the process of implementation of the management model of competencies in 2011 with the mapping skills by conducting interviews with 832 technical and administrative staff. This research developed a proposal for diagnosis of training needs based on skills through the development of a self-assessment questionnaire and observer (is when the manager evaluates the subject). This instrument evaluated the degree of importance and mastery of competencies identified for the units (Coordination Planning, Management and Infrastructure Assessment and Coordination) of the interior campuses. With ratings of importance and control, we calculated the degree of training needs, as proposed by Brandão (2012). The research was exploratory and descriptive, considering the performance of document analysis and individual interviews, in order to describe the current survey of training needs (LNC) UFPA. The results of the research arising from the questionnaires were described as means and standard deviations, so be analyzed perception of similarity in self-assessments and heteroavaliações. Water scarcity and global warming are just two examples of many circumstances that alert us towards the search for solutions. For this reason, the International agreements is proposing a model of production and consumption that considers the best use of resources, quality of life and reduction of environmental impacts, so that the model meets current needs without impacting on future generations. This purpose is best achieved when public institutions contribute with encouragment due to the relevance and power of these organizations. The Federal Government is now elaborating a policy for promoting sustainable development, example of this is the legal requirement to include sustainability criteria in public procurement. Thus, the research aimed to identify the main opportunities and challenges for Sustainable Public Procurement (SPP) at Universidade Federal do Pará (UFPA), which provided to suggest process improvements that will also serve as the basis for other public institutions. To support this analysis, we used the legal, administrative and conceptual referential, as well as desk research and interviews, targeting the convergence of data. Among the identified limitations, we cite: the difficulty of specifying product in the Government Cataloguing System (CATMAT), the need for clearer guidelines on legislation and better coordination of laws, the indispensability of changing the culture and the development of internal sustainability policy at UFPA. The main reasons for this policy are: induction standards for more sustainable consumption and production, declining prices of products through the scale, improving the government procurement system, strengthening the political sustainability at the public institutions and constant awareness and training of servers. The relevance of this research is justified by the nature of the services provided by the hospital and the importance that the hospital logistics is assuming it is essential that the materials management is effective. This is an exploratory, descriptive study with a quantitative approach attended by nursing staff of the Surgical Center in realization understood period from June to August 2014. The results confirm the existence of material waste used and stored in the CC, the reasons such waste and the impact on hospital budgets and also point the dysfunctions that organizational, structural and managerial factors of the organization under study and how these factors interfere with waste. In this research had been realized documentary surveys and field visits for analyze the operational diagnostic and costs from waste solids regular and selective collection; and verify the respect with Decree n. 5.940/2006 about selective collection in the public administration; then, propose actions for the waste solid’s collection management in the University City. The results obtained show the needs of register and systematization about information of volume and weight from waste solids related with operational’s sector, the combustive’s cost, vehicle’s maintenance and equipments of regular and selective collection costs spread sheet. Also had been verified the big proximity between total costs of regular collection (R$198.349,75) and selective (R$218.431,77) in this period: September 2013 and August 2014, although the weight of regular collection of 773.610 kg/year and the selective collection 172.584 kg/year. Relative the respect the law, is possible say UFPA created Selective Collection Commission, but it doesn’t attend the Decree 5.940/06, existing the needing of diverse actions, such as: infrastructure complementation and control/evaluation of Solidarity Selective Collection services. The theoretical basis of the research consists of studies that approach the human development process provided by the expansion of access to higher education in low HDI regions. To achieve the research objectives, it was applied a qualitative and exploratory methodology of survey and analysis of primary and secondary data obtained through desk study on various data bases, and systematic observation of the organizational environment of higher education institutions in the municipality of Breves. The main theoretical contributions to the analysis come from scholars as: Saviani, Klaus Frey, Maria das Graças Rua, Marta Arretche, Jefferson Mainardes, Carlos Aurelio Faria, Tereza Cotta, Dalila Oliveira, among others, who provided reflections on the Public Policy Cycle, Planning in Brazil and Social Policy Evaluation. The methodological choice was the qualitative research, with measurement data and document analysis. The results indicate the absence of mechanisms and monitoring and evaluation strategies of MEP, being presented proposal of indicators for monitoring and evaluation of guidelines/goals, in order to strengthen the dynamics of educational planning in the city. From the study, we understand that it is essential to adopt compromised posture with the prospect of monitoring and evaluation, connection that is vital to the public planning. Thus, the strategic management of people in public service, in particular the management of competence and training, was an important parameter which enabled glimpse the main aspects related to the training, development and education for this sector. One is the University Hospitals for Management Application (AGHU), it is a major project of the Ministry of Education (MEC) in partnership with the Hospital de Clinicas de Porto Alegre (HCPA). Is focused on the usability of this software (easy to learn, use, fast, pleasant, effective and recoverability error) through the lens of who handles the said application. The subjects were only operators who handle the AGHU intensely and daily belonging to the field of study. To this end , in addition to literature review , it was projected and applied a basic questionnaire with closed questions, the survey respondents , and thus came to the results needed to be transferred to the field of study of the manager and publication. It was concluded that, by researchers usability questions, there are still gaps in need of repairs and qualitative research to better this causality. To achieve that, the research has utilized a participant-observation methodology, collecting claims that point to a possible scenery of scarcity of fishing resources, as well as to the above-mentioned problems. A georeferencing was also conducted in the Canaticu River region, using a Garmin GPS, which allowed for the configuration of two maps using the Arc Giz 9.1 program and, finally, a literature review with corresponding discussions. The collecting of data took place between October 2013 and October 2014. The reports were obtained through informal conversations with three local inhabitants, three local community leaders and four representatives of the local civil society and public administration. Understanding this construct can contribute to significant improvements to the hospital, its customers and workforce. In this context, the objective of this research was to evaluate the quality of services provided by the customers' perception regarding the assistance of university study hospital. This research this is a descriptive study with field research, which sought to analyze the relationship between factors intrinsic to the investigated organization, and its relationship with the environment task (customer-user, server) through two phases in the research (preliminary and main) subdivided into steps. In the preliminary phase of the research data about the implementation of the management cycle competency in HEMOPA Foundation were analyzed. In the other phase, the data inventory and assessment of current skills, which aimed at defining individual skills in a team of people management can support the mapping of competencies in the institution were analyzed. As search results, presented themselves: the Sector Skills and their performance indicators in the people's management area of HEMOPA Foundation; delimitation of competences of individual positions of administrator, economist, educator and administrative agent in the people's management area in the context of implementation of management skills; core competencies and develop their level of need for mapped positions, and finally, the procedures for competency mapping used by people's management area of HEMOPA Foundation. According to Freitas (2002), Learning Paths are alternative and flexible paths to promote people development, and it emerges as an alternative to traditional training model, allowing greater autonomy for professionals. Thus, the research aimed to propose and evaluate if the methodology of behavioral decomposition proposed by Santos (2009) is feasible for the development of learning paths. The research took place at the Universidade Federal do Pará, with the participation of 68 technical workers from the staff belonging to the position of Administrative Assistant. We have proposed to these workers two learning paths, such as a classroom course on Portuguese & Official Writing and an online course on Portuguese & Official Writing. Results of learning and competencies evaluations indicate that the methodology of behavioral decomposition is feasible for the development of learning paths.
