O Programa de Pós-Graduação em Gestão Pública (PPGGP) do Núcleo de Altos
Estudos Amazônicos (NAEA) da Universidade Federal do Pará (UFPA) por meio do
Curso de Mestrado Profissional em Gestão Pública tem por finalidade ampliar a
formação acadêmica nível de pós-graduação "stricto sensu"; na região amazônica
cumprindo a missão de constituição do núcleo de formar mão de obra especializada para
o processo de desenvolvimento local e regional da Amazônia. Assim, o objetivo
específico do programa é contribuir para a elaboração de uma perspectiva abrangente
dos processos de gestão pública para o desenvolvimento, incorporando suas dimensões
ambientais, sociais e econômicas, estimulando a capacidade de crítica e concebendo a
aptidão para a intervenção na realidade social da Região Amazônica continental. Para
tanto, o PPGGP propõe-se a formar profissionais que exerçam ou que pretendam
exercer atividades de gestão na administração pública federal, estadual e municipal ou
em organizações públicas e privadas com capacidade de executar políticas públicas,
planejamento, análise e monitoramento.
A área de concentração do programa é a de Gestão Pública do Desenvolvimento, da
qual derivam-se as Linhas de Pesquisa de: Gestão Pública Municipal e Gestão de
Organizações Públicas. Na linha de pesquisa de Gestão Pública Municipal
desenvolvem-se estudos sobre diferentes aspectos relacionados aos municípios
brasileiros que receberam através da Constituição de 1988 competências inovadoras
para a gestão pública como o processo de descentralização e municipalização. No
entanto, para realizar tais competências, necessita-se de recursos humanos de qualidade,
porém em termos locais na Amazônia essa qualidade ainda precisa ser aprimorada. A
linha de pesquisa de Gestão Pública Municipal acolhe programas e projetos de pesquisa
voltados para a produção de informações e resolução de problemas ligados à
administração e a governança dos municípios da Amazônia, tendo como objeto alvo,
principalmente as prefeituras e instâncias de governança municipal, como conselhos
municipais setoriais, câmara dos vereadores, Fóruns de desenvolvimento local, entre
outros. Na linha de pesquisa de Gestão de Organizações Públicas o foco é em
programas e projetos de pesquisa diretamente relacionados com a organização gestão e
resolução de problemas no âmbito de organizações públicas governamentais e não-
governamentais, como as universidades públicas da Amazônia, governos estaduais,
prefeituras municipais, câmaras de vereadores, instituições públicas em geral e as
organizações não-governamentais que operam a gestão do desenvolvimento
socioambiental na região.
Desse modo, o Programa de Pós-Graduação em Gestão Pública (PPGGP) do Núcleo de
Altos Estudos Amazônicos (NAEA) da Universidade Federal do Pará (UFPA) é o locus
para a criação de conhecimentos para oportunizar o desenvolvimento da gestão pública
na Região Amazônica, capaz de resultar em crescimento econômico, geração de renda
e melhoria da qualidade de vida da população. Em síntese, essa relação entre a
academia e a sociedade potencializa a ambas, e é o princípio fundamental da criação,
atuação e evolução do programa.

Item Acesso aberto (Open Access) Minimização de riscos na terceirização de serviços com mão de obra exclusiva em organizações federais(Universidade Federal do Pará, 2024-11-29) ALVES, Djair Bandeira; FERNANDES, Rosana Pereira; http://lattes.cnpq.br/9953146275467028In the federal public administration, contracting outsourced companies requires risk assessment to avoid losses and extra costs, in accordance with the legislation. To minimize risks and ensure the legal validity of contracts, the technical team performs a feasibility analysis based on price research and technical and financial qualification documents. The study analyzes the impacts of price research practices and technical and financial qualification requirements on reducing risks in contracting companies with exclusive labor in the federal public administration, focusing on the work of Sudam. Using a literature review, document analysis and case study, two hypotheses were tested: inadequate price research increases the risks of contract interruptions and low quality of services, while rigorous qualification reduces these risks, ensuring greater quality and duration of contracts. The study's general objective was to analyze the legal conditions for qualification in bids aimed at contracting services with exclusive labor. The specific objectives included identifying the legal parameters on risk management and acquisition of goods and services, investigating service provision contracts with Sudam and identifying the risks involved in these contracts in the federal public administration. This research line of municipal Public Management based on analyzes of policy government passed through Planning and Institutional Coordination Secretary (SEMPLA) in order to analyze the political guarantee and the traditional communities participation as law subject. The research objective was to analyze the nature of community participation in the execute of the Urban Development Master Plan (PDDU), from 2010 to 2021, in Barcarena, from the Convention 169 perspective of the International Labor Organization and considering the historical occurrence of environmental. Finally, we started with the following guiding question: The participation of traditional communities in the preparation of Barcarena's PDDU has been carried out in accordance with Convention 169 of the International Labor Organization mainly because they are territories located in sacrificial zones. As a methodology, documentary analyzes were carried out, as well as interviews with leaders and residents of three communities in Barcarena - Arienga Rio, Acuí and Vila do Conde. As a result, from two lines of analysis, called, Land Right and Communities Invisibilization. There was an occurrence of invisible strategies on the part of public authorities in order to hinder the community participation leaders in strategic forums and in decision-making that build the PDDU. It was found that the Barcarena communities continue to face serious confrontations with representatives of big capital over the dispute over their territories, without due legal-manager coverage and at the mercy of continuous environmental crimes caused by industries installed in the municipality.Item Acesso aberto (Open Access) Gestão ambiental municipal e a educação ambiental na Escola Darcy Vargas em Belterra-PA(Universidade Federal do Pará, 2024-12-11) PICANÇO, Rayane Luzia Feijão; SIMONIAN, Ligia Terezinha Lopes; http://lattes.cnpq.br/6620574987436911; https://orcid.org/0000-0001-6690-7244Municipal environmental management in Belterra-PA faces significant challenges for the implementation of effective public policies related to conservation and sustainable development. The institutionalization of environmental education emerges as a central axis to promote structural and cultural changes in the population, integrating pedagogical, social and environmental aspects. The challenges are deforestation caused by agriculture and livestock, littering, inadequate sewage systems, scarce financial and human resources for allocation to environmental issues, lack of engagement of the various sectors of society, public awareness and others. Environmental education is a tool for raising awareness and social mobilization that can be established through partnerships with schools, non-governmental organizations and the local community, thus strengthening ecological citizenship and promoting sustainable practices. The creation of environmental councils, the training of educators and the implementation of pedagogical projects contextualized to the local reality are strategies that reflect the consolidation of an integrated municipal environmental policy. The general objective of this research is to analyze the challenges and perspectives in the institutionalization of municipal environmental policies and management in Belterra through the practice of environmental education. The specific objectives are: to identify the main barriers and opportunities for the effective implementation of these policies; to propose recommendations for strengthening environmental management in the municipality through environmental education; to assess the impact of the problems and obstacles identified from the environmental management policies and instruments formulated in Belterra to achieve the objectives for which they were intended, both in terms of environmental protection and the promotion of sustainable development; and to propose recommendations and potential solutions to address the problems and obstacles identified, aiming to improve the effectiveness and efficiency of environmental management policies and instruments in Belterra and promote the sustainable development of the region through environmental education. The methodology used was exploratory, documentary, field, and participant observation and qualitative research. Therefore, municipal environmental management in Belterra requires coordinated efforts to overcome structural barriers and take advantage of opportunities for community engagement through environmental education, paving the way for more sustainable and inclusive development.Item Acesso aberto (Open Access) Gerenciamento de resíduos sólidos em instituições de ensino: proposta de plano de sustentabilidade para o Campus Macapá do Instituto Federal do Amapá (IFAP)(Universidade Federal do Pará, 2024-11-07) SANTOS, Sabrina Gama dos; PEREIRA, José Almir Rodrigues; http://lattes.cnpq.br/9918600634569244; https://orcid.org/0000-0002-3144-1787Higher Education Institutions (IEs), such as the Federal Institute of Amapá (IFAP), play a fundamental role in promoting sustainability and environmental management, especially in relation to solid waste. The growing production associated with the increase in educational activities in IEs has generated the need for effective management, as guided by Law No. 12,305/2010. However, IFAP's Macapá Campus does not yet have a formal Solid Waste Management Plan (PGRS), highlighting a gap in the structuring of local environmental policies to control and adequately dispose of waste. Faced with this scenario, the central research question was: “How to implement a PGRS on the Macapá/IFAP Campus to comply with current legislation and promote institutional sustainability?”. Based on the hypothesis that the adoption of a PGRS directly contributes to institutional sustainability and to meeting legal requirements, the study defined as its objective the elaboration of a PGRS proposal for the Macapá-IFAP Campus. The theoretical framework covered studies on environmental management in educational institutions and applicable legal regulations, highlighting the National Solid Waste Policy (PNRS) and Decree No. 10,936/2022, in addition to NBR recommendations for waste. The methodology was divided into three stages: survey of current waste management practices on campus, quantitative and qualitative analysis of the waste generated and formulation of strategic actions to comply with legal guidelines. As a main result, the PGRS proposal outlined procedures and goals for integrated waste management, covering everything from segregation at source to final destination. The analysis revealed the need for educational interventions to raise awareness among academics and promote waste reduction practices, as it was identified that the campus produces an average of 83 kg of waste daily and 1,627.93 kg monthly. Finally, it is concluded that the PGRS is an essential instrument for IFAP, with the potential to optimize institutional waste management practices and strengthen socio-environmental responsibility, contributing to the creation of a sustainable culture in the academic community.Item Acesso aberto (Open Access) Política e gestão pública em programas de saúde para autistas no Estado do Pará(Universidade Federal do Pará, 2024-10-17) SILVEIRA, Virginia Augusta Oliveira da; RIBEIRO, Krishina Day Carrilho Bentes Lobato; http://lattes.cnpq.br/6139091369185463This research is the result of a documentary analysis of federal and state legislation focused on the legal protection of autistic individuals, regarding specialized care provided by the Unified Health System (SUS) in the state of Pará. This work aims to answer the following question: what are the advances and setbacks for the integrality of the right to health care for autistic people in relation to public policies established in the state of Pará in the period from 2022 to 2023. The justification for conducting this study is to contribute, to the general community and the academic community, regarding Autism Spectrum Disorder (ASD) and the demystification of treatments provided by the public health sector in the state, as well as the possibility of providing state management with a detailed analysis of the policies active in this segment, in the form of technical consultation and selection of programs that have shown greater effectiveness in guaranteeing the provision of services and inclusion. Through the State Department of Health, there is a great deal of work by CEPA (State Coordination of Policies for Autism), which has been assuming a prominent national role as pioneers in actions for the benefit of the autistic community. We will address the conceptualization of Autism, from the first discoveries to the most recent studies, permeating its characteristics within the diagnostic manuals and how this disorder affects the lives of people included in it. In addition, Autism is highlighted in terms of the Right to Health in Brazil, providing historical data and its relevance to the current configurations of the SUS. Similarly, the connection between autism and inclusion and the challenges for Public Health as a gateway to the treatment of autistic people is emphasized. In brief considerations, this dissertation examines in its research findings the complexity of implementing public policies for autistic people in the state of Pará and the reach of autistic people to public treatment in the Paraense territory.Item Acesso aberto (Open Access) A Parceria público privada na Universidade Federal Rural da Amazônia(Universidade Federal do Pará, 2024-05-29) MOTA, Ricelli Cristiana dos Santos; TOMA, Marina Yassuko; http://lattes.cnpq.br/6883396550618718This production aims to study Public Private Partnerships (PPPs), at the Federal Rural University of the Amazon. PPPs are an alternative that will contribute to universities carrying out their mission in the current context, taking into account their advantages for the public sector, in this case in particular, in public universities. The aim is to propose how these PPPs can be established, bringing a legal aspect, with benefits for both the institution and the Company involved, mainly, satisfaction with the services provided to the target audience: students, teachers, technicians and the community at large. In this context, the general objective is to analyze the PPPs celebrated with a Federal Education Institution (IFES) that contributes to its final institutional development; and as specific: verify the documents that deal with the practice of public-private partnerships at UFRA, through contracts and PPPs carried out with the support foundation (FUNPEA); analyze the PPPs signed between Ufra and supporting foundations (FADESP and FUNPEA); analyze the perception of managers from the UFRA Contracts and Agreements Department; prepare a Normative Instruction that facilitates the establishment of PPPs at UFRA. This research contributes to the importance of investigating the way in which PPPs are applied and developed more efficiently at UFRA, as well as the main challenges to leveraging culture within UFRA, seeking ways to increase the number of PPPs signed at the institution. , aiming for benefits for both companies, the University and society. Documentary and field research will be used as a methodology, with analysis of reports and interviews with employees working in the UFRA Contracts and Agreements Directorate. The conclusions highlight the significant role of PPPs in several key aspects for institutional growth and improvement, such as investments in construction, renovation and modernization of the institution's physical facilities, directly benefiting the learning environment and promoting an infrastructure suited to the needs of students.Item Acesso aberto (Open Access) O Papel dos dados e informações na melhoria da gestão municipal do Programa de Aquisição de Alimentos - PAA(Universidade Federal do Pará, 2024-10-18) VIANA, Ilton de Jesus; RIBEIRO, Adagenor Lobato; ttp://lattes.cnpq.br/7267332533770139; https://orcid.org/0000-0002-3694-0163The public sector has a normative duty to respond to social demands, including meeting the food needs of the poorest. Despite implementing various programs and activities to promote access to income and food, public entities are not always skilled in these actions. The pandemic period showed government actions falling short of the population's needs or being discontinued. The Covid-19 pandemic accelerated a trend that had been recorded since 2016: the worsening of socioeconomic indicators in the country, the decrease in income, the reduction in purchasing power, and decreased access to food. During this period, it was reported that Brazil had returned to the hunger map and that in December 2020, 116.8 million people were experiencing food insecurity, ranging from mild to severe. In this scenario, at all levels of government, governments were required to respond to the hunger crisis, with the aim of guaranteeing access to food for all people as an urgent need. Thus, research on the state promotion of Food and Nutritional Security in the country, such as the Food Acquisition Program (PAA), a promoter of food availability for low-income people, becomes relevant. This study aims to analyze whether the collection, processing, and use of data and information from the implementation of the Food Acquisition Program at the municipal level contribute to the efficiency and effectiveness of the management of this Program. For this purpose, a qualitative approach was used, with the theoretical frameworks of the Public Policy Cycle, Program Theory, and the development of a Logical Model for Public Programs. And the use of observations, interviews, and documentary analysis of the operationalization of the PAA in the municipality of São Miguel do Guamá (SMG). Where, in the field survey conducted from April to August 2024, the elements for the apprehension of the contents under discussion were extracted. The informational inputs obtained pointed to the existence of an intense exchange of information, sharing of spaces and activities by the people involved, and the presence of institutional partners in the execution of the PAA. However, it was evident that some of these tasks (information flow and task distribution) occur informally and improvisedly, which reduces their quality and the program's scope. Finally, the analysis undertaken considered that the effective use of information and data from and generated internally in the implementation of the PAA at the municipal level can contribute to the improvement of the local public management of this program in municipal entities similar to SMG. It should be noted that there are many difficulties faced by municipalities when implementing public programs designed and developed at the level of the Federal Executive Branch. Finally, it is recommended that more studies of this type be carried out to expand the sample, highlight problems, and propose solutions for the praxis of local implementers of public programs.'Item Acesso aberto (Open Access) Resíduos sólidos urbanos: um estudo de caso da Universidade Federal do Pará (UFPA)(Universidade Federal do Pará, 2024-09-23) MEDEIROS, Ana de Nazaré Veloso; FERNANDES, Rosana Pereira; http://lattes.cnpq.br/9953146275467028In Brazil, the prevailing culture is still one of irregular and excessive disposal of solid waste, everything that is apparently useless is sent to landfills or landfills without concern for reuse. In this context, Public Administration, especially Federal Public Universities, play a crucial role as they promote teaching, research and extension while also occupying the position of a source that generates all types of waste. Within the scope of the Federal University of Pará (UFPA), given its complexity and logistical extension, with physical structure in several municipalities, laboratories, hospitals and university restaurants, the question arises whether solid waste, generated on the Belém campus of UFPA, is managed in accordance with the principles of sustainable development, given that there is no central department for dealing with demands regarding solid waste produced internally, which compromises its institutional mission of being an environmentally sustainable university. The General Objective consists of analyzing the form of solid waste management on the Belém campus of UFPA and, to achieve this objective, the following complementary objectives were defined: analyze the principles and guidelines of the National Solid Waste Policy (PNRS), articulated with the other environmental management and sanitation policies; identify the main obstacles to the implementation and execution of a solid waste management policy at UFPA; and, propose guidelines and legal regulations for the management of solid waste on the Belém campus of UFPA. The research adopts a qualitative approach, through semi-structured interviews, using bibliographic and documentary research, aiming to obtain data and information that offer a critical view on this topic. The results indicate that solid waste management is non-existent due to the absence of a specific department to deal with this topic. The product presented refers to the proposed change in the organizational structure of UFPA, with the creation of the Solid Waste Directorate, linked to the Dean of Administration, formed by three coordinators: laboratory and hazardous waste; urban solid waste; and actions, projects and plans. In parallel to this creation, it is also proposed to reactivate or recreate the Waste Management Commission (Cogere), created in 2005 and extinguished in 2008; and the preparation of the UFPA General Waste Management Plan (PGGR).Item Acesso aberto (Open Access) A (In)eficácia das decisões judiciais decorrentes da ação de reintegração de posse ajuizada pelo Ministério Público Federal: o caso da terra indígena Alto Rio Guamá(Universidade Federal do Pará, 2024-10-17) SMITH, Sidney Belte; TEIXEIRA, Eliana Maria de Souza Franco; http://lattes.cnpq.br/5865287894194983; https://orcid.org/0000-0002-7979-2404; RIBEIRO, Krishina Day Carrilho Bentes Lobato; http://lattes.cnpq.br/6139091369185463Introduction: The eviction of indigenous lands is a complex and high-risk activity, due to the variables involved, and has been presented as one of the most important challenges for the Federal Public Prosecutor's Office, specifically in the application of judicial decisions resulting from repossession actions. Objective: to investigate, through critical and analytical means, the effectiveness of judicial decisions resulting from the judicial action for repossession of the Alto Rio Guamá Indigenous Land, proposed after the Decree of October 4, 1993. Method: the study is exploratory descriptive with bibliographic review, documentary and field research, with a qualitative approach and analysis of the process. In the documentary scope, relevant legislation was examined, including the Federal Constitution, Law No. 7,347/1985 and Complementary Law No. 75/1993, as well as the Decree of October 4, 1993 that ratifies the administrative demarcation of the Alto Rio Guamá Indigenous Land, in the State of Pará, the universe of the research. The specific case was analyzed based on Public Civil Actions nº 0000355-62.2012.4.01.3900 and nº 1002137-83.2023.4.01.3906, corroborated with specific data, including analysis of typical acts of action by the Federal Public Prosecutor's Office, study of applicable legislation, and evaluation of the effectiveness of court decisions. Results: Since 1993, after the demarcation of the Alto Rio Guamá Indigenous Land, there has been a process of eviction that has intensified with the action of the Federal Public Prosecutor's Office, through actions of repossession. Despite compensation and police actions to evict, many invaders remained in the area, leading to conflicts and illegal exploitation of natural resources. In 2014, a court decision reaffirmed the need to evict the territory, but the execution of the order faced resistance and inertia on the part of the responsible authorities, resulting in continuous conflicts and invasions. After several petitions and the creation of an operational plan for the eviction, the federal government finally approved the sentence in 2023. In June 2023, the Reintegration of Possession Order was delivered to the indigenous peoples, and security actions were implemented to ensure the removal of the irregular occupants, which is still ongoing. Conclusion: the Federal Public Prosecutor's Office faced several difficulties in executing the legal actions related to the eviction of the Alto Rio Guamá Indigenous Land, with emphasis on the resistance of external groups with bargaining power, the disorganization among the responsible agencies, the lack of continuity in the protection actions, as well as the inertia of the Union and the collaboration of municipal authorities with the invaders. In addition, frequent conflicts and the illegal exploitation of natural resources in the area revealed a vicious cycle that compromised the effectiveness of the measures, highlighting the complexity of the case and the need for more integrated action among the institutions involved.Item Acesso aberto (Open Access) O Uso das ferramentas TDIC no processo de ensino: um estudo aplicado no IFPA Campus Castanhal(Universidade Federal do Pará, 2024-08-16) COSTA JUNIOR, Antônio Carlos Dantas da; AGUIAR, Ponciana Freire de; http://lattes.cnpq.br/6520306050708912Digital Information and Communication Technologies are innovative tools that can help in the development of education. However, its effective implementation requires understanding and qualification of its use, in addition to investment and expansion of access to equipment and internet. Its emergency use during the pandemic can serve as an element of analysis for its implementation in everyday education. The study aims to investigate the use of Digital Information and Communication Technologies at the Instituto Federal do Pará - Campus Castanhal as a tool for remote teaching. The research, in terms of methodology, was exploratory-descriptive. In relation to the procedures, it was configured as a bibliographic and documentary review, also involving field research. Regarding the approach and analysis, quantitative and qualitative methods were combined (mixed method). The field research was carried out at the Federal Institute - Castanhal campus, state of Pará. The qualitative and quantitative responses provided the main categories of analysis for this study, highlighting several impacts arising from the transition from in-person to remote teaching during the pandemic. The study identified barriers, limits and potentialities in pedagogical and management practice, highlighting rigidity in training and practices in relation to the dynamic nature of the world. It highlighted the importance of training education professionals for emergencies, including health, climate, war and socioeconomic crises. The socioeconomic inequality of students, especially in remote communities, is a barrier magnified by the lack of access to technologies. Digital Information and Communication Technologies can be allies, but they must be tools and not protagonists of human relationships that strengthen educational processes. The study highlighted that technologies, when properly used, are valuable aids for education, to mitigate socioeconomic and territorial inequalities, especially in the Amazon region, and to effectively foster democratic education. Public policies need to include access to technology, as well as changes in the training and training of teachers and managers are essential, and are also responsibilities of governance and public investments.Item Acesso aberto (Open Access) Governança pública municipal: uma análise dos mecanismos de liderança, estratégia e controle em municípios de pequeno porte da mesorregião nordeste paraense(Universidade Federal do Pará, 2024-04-15) PAZ, Francisco Eduardo Araújo de Castro da; FERNANDES, Rosana Pereira; http://lattes.cnpq.br/9953146275467028The dissertation examines municipal public governance, focusing on leadership, strategy and control mechanisms in the city halls of small municipalities in Northeast Pará, highlighting the importance of these mechanisms for municipal administrative efficiency. A significant gap is observed in the understanding and effective implementation of public governance, particularly in the components of leadership, strategy and control, which are often misunderstood or underutilized by municipal managers. Given this finding, the study aims to answer the question: How do managers of small municipalities in the northeastern mesoregion of Pará interpret and implement public governance mechanisms (leadership, strategy and control) within city halls and municipal departments, in light of guidelines established by the Federal Audit Court (TCU)? Faced with this issue, the objective of the research is to analyze the implementation and understanding of public governance mechanisms in the city halls studied, with the aim of identifying effective practices and areas for improvement. To this end, the Theoretical Framework for public governance was adopted, with a particular focus on the frameworks and guidelines established by the TCU. The methodology adopted is qualitative, using semistructured interviews with municipal managers to collect data, followed by a content analysis of the responses to extract insights into governance practice. The results indicate a heterogeneous and often limited understanding of public governance by managers, with notable deficiencies in the application of leadership, strategy and control mechanisms. From this, the need for better training and resources for managers is discussed, with the aim of strengthening governance in municipalities. Faced with a complex scenario, governance initially emerged as a regulatory instrument in the corporate world and, later, its guidelines and principles were inserted in public organizations, promoting participation for the scope of better results. In the educational context, governance promotes the expansion of the effective participation of the school community in decision-making processes. Considering that the implementation of good governance practices strengthens community participation, the hypothesis was delimited that the governance model implemented in the municipal public schools of Belém is based on the principle of democratic management. The general objective of the study is to analyze: to analyze the governance model implemented in public schools in the city of Belém, from 2020 to 2023. To achieve the general objective, the following specific objectives are defined: a) map the theoretical foundations of governance and democratic management; b) idetify aspects relating to the participation, decision-making and evaluation process adopted at school, based on the perception of the school community, and c) prepare a virtual booklet aimed at the school community for social participation purposes. The research was carried out at the Escola Municipal de Ensino Fundamental Comandante Klautal and Escola Municipal de Ensino Fundamental Maria Heloisa de Castro with a qualitative approach, adopted bibliographical research as its analysis procedure, based on books and scientific articles and magazines available on scientific websites and platforms; and the focus group technique, with the formation of two focus groups per school, the first made up of parents and guardians, and the second made up of teachers, staff and representatives of the school council. The research revealed an increase in the participation of representatives of the school Council and the internal school community. However, experiences in this regard in Belém, the capital of the State of Pará and one of the municipalities with the most political importance in the Amazon, are still incipient. The research proposed to update studies on public policies for urban indigenous people in Belém and to listen to the beneficiaries on how they evaluate the quality and how they consider public policies should be. Given the need to make auditing practices efficient, this work's main objective is to analyze the level of maturity of the Government Internal Audit Units of federal entities headquartered in the state of Pará. In this aspect, the following question arises: Based on the IA-CM Model, what is the maturity of the Internal Audit Units of federal entities located in the State of Pará? This research is qualitative, exploratory and descriptive in nature, and adopts a multiple case study in its methodological plan. Among the 56 federal public entities in the State, 8 indirect administration entities were selected as a sample, which have autonomous internal audit areas. For the research procedure, bibliographic and documentary research was adopted, and unstructured interviews were carried out with the managers of the units. Thus, the data collected was compared with the best practices defined by the model, to verify the institutionalization of the essential activities of each key process, thus assessing the level of maturity reached by the researched unit. It stands out as a result that 25% of the entities presented the best results, reaching 90.9% of maturity level 2. On the other hand, 25% had the lowest levels of maturity, 33.3% and 37.9%, respectively. The region, affected by the exploitation of its natural resources, demands a sustainable approach, emphasizing the need for an efficient Cost Information System (CIS) in the CBMPA. The research identifies a critical gap in resource management due to the absence of a CIS, which negatively impacts the performance and quality of services provided by the corporation. Grounded in the theoretical framework of Accounting Science, the dissertation examines different functions of accounting information in public entities and the importance of systemic cost management analysis. The adopted methodology includes exploratory descriptive research, with data collection conducted through a literature review and a survey with 15 CBMPA employees in the areas of management and planning. The main results revealed that 46.7% of the employees have limited knowledge in accounting, financial, and budgetary areas, and 63.6% report that the available cost information is fragmented and lacks an adequate CIS. Additionally, a significant challenge identified is holding managers accountable for the implementation of the CIS. The research discusses the importance of a CIS for improving the CBMPA's resource management, emphasizing the need for employee training and information integration for effective decision-making. It also highlights how a CIS can contribute to sustainability in the Amazon and enhance public management. In conclusion, the dissertation proposes a CIS model adapted to the organizational structure of the CBMPA and regional specificities. The objective is to map and measure the corporation's costs efficiently, providing valuable information to assist in the planning and execution of public policies, including the Multi- Year Plan (PPA), the Budgetary Guidelines Law (LDO), and the Annual Budget Law (LOA). Therefore, based on precepts of the Theory of Social Systems, this study aims to analyze the quality of information available on the transparency portals of the municipalities in the Metropolitan Region of Belém, state of Pará, in order to contribute to a more active participation of social control. On a methodological level, the analysis was carried out by collecting data on city hall pages, taking into account the Eppler Model and the National Public Transparency Program and the perception of Civil Society Organizations. The data reveals that RMB management units perform regularly in terms of clarity. They achieved good levels of transparency in the evaluation matrix used. However, they demonstrate regular performance in evaluating the quality of information, suggesting that the clarity and accessibility of information need to be improved. When analyzing OSCs data, a gap in effective communication is observed. The difficulty of navigation, the lack of clarity in the data presented and the lack of details compromise the interaction between public management and society, hindering understanding and effective participation. The combination of results suggests that, although there is compliance with formal criteria, the quality and accessibility of information are insufficient to promote effective communication. To mitigate the situation, municipal managers have sought, either through executive actions or through institutions aligned with the development agendas of the United Nations (UN), to institutionalize sustainable development. This work analyzes, through exploratory and descriptive research and considering the perspective of the New Institutional Economy (NIE), the results of the institutionalization process of such agendas in Barcarena, especially the 2030 Agenda for Sustainable Development, between the period of 2015 to 2023. To this end, it identified actions and institutions created and promoted by municipal managers; analyzed the municipality's performance in the period using the Sustainability Barometer (BS), a tool from the Amazon Foundation for Studies and Research (FAPESPA), and the Sustainable Cities Development Index - Brazil (IDSC-BR); and, finally, analyzed and compared the results obtained in the indexes. The research result indicated that the process improved indicators related to sustainability in Barcarena, with actions, such as the creation of the Photovoltaic Energy Plant, and institutions, such as the PPA 2022-2025 and the new Tax Code, which can be considered innovative for amazon municipalities. Despite this, the process was still insufficient to solve common issues to Amazonian municipal entities (such as poor income distribution, lack of basic sanitation, quality education, etc.), in addition to others of Barcarena, such as hot spots and pollution and environmental risk management. Managers are recommended to maintain the process, especially improving its social impacts and paying due attention to possible future environmental threats related to climate change; to FAPESPA the recommendations are to provides a more accessible digital platform, in order to improve access to information related to BS; and to the Sustainable Cities Program (PCS), responsible for IDSC-BR, the recommendations are the insertion of retroactive data in the index, referring the period from 2016 to 2021, to increase the relevance of the tool.Item Acesso aberto (Open Access) A Compensação financeira pela exploração mineral nos municípios do estado do Pará: uma proposta de instrumentalização do controle social sob uma visão sistêmica(Universidade Federal do Pará, 2023-12-14) MORAES, Thiago Ribeiro de; ELIAS, Leila Márcia Sousa de Lima; http://lattes.cnpq.br/4908432047840911; https://orcid.org/0000-0002-7522-1962The Northern region of the country has mining as one of the drivers of its growth, especially in the state of Pará, which stands out in terms of mining and revenue from the Financial Compensation for Mineral Exploration (CFEM) in Brazil. In this context, the objective of this research was to analyze the mechanisms available for society to monitor the collection and application of the Financial Compensation for Mineral Resources Exploration (CFEM) in the five largest mining municipalities in the state of Pará. Methodologically, it was a research based on Social Systems Theory, of bibliographic and documentary nature with empirical basis, as information on CFEM from the five main revenue-generating municipalities in the state of Pará was collected through the official pages of the studied municipalities, their respective transparency portals, and the official website of the National Mining Agency - ANM, to assess the level of transparency on a scale of 0 to 4 based on the research by Green and Giusti (2021). As results, it was found that Parauapebas, Canaã dos Carajás, Itaituba, and Paragominas reached level 3 in the studied years, while Marabá reached level 1 in the same period, meaning that despite the legal obligations regarding access to information, no studied municipality managed to achieve the highest level of transparency. Furthermore, there is a disparity in transparency levels among the studied municipalities, indicating a lack of standardization. Thus, it was verified that the main mechanism currently available for society to monitor the collection and application of CFEM is the municipal Budget Law (LOA), meaning that only access to planning, which indicates the value and location of public money investment for a year, is possible, and there is no access to information about the actual collection and application. Given the concern for financial and actuarial balance, social security has been undergoing changes to achieve its sustainability, which involves challenges from different orders that can be overcome with the contribution of a systemic perspective capable of dealing with in an interdisciplinary way the plurality of areas of knowledge that integrate, especially, the RPPSs. In this context, it is believed that compliance can impact on public pension management, in terms of compliance with ethical precepts and rules, governance and transparency, promoting a culture of integrity, among other aspects that reflect on social security sustainability, necessary to guarantee the achievement of the greater aim of subsistence and dignity of the human being. Therefore, based on the precepts of Niklas Luhmann's General Theory of Social Systems, this research aims to analyze the potential contribution of integrating compliance elements in conducting a RPPS management unit, for the presentation of a diagnosis that supports the improvement of public management of social security. Initially conceived as a temporary solution, it was expanded and remained in several locations, so it became a policy of great relevance. As an educational policy that looks for a better education for people living in the countryside, SOME has to follow the rules that guide the practices of rural schools since it defines the minimum quality standards to be followed. Therefore, the present research aims to analyze the conformity of this policy with the norms that regulate rural education in Brazil. The research was done through bibliographic research, document analysis, semi-structured interviews with teachers, managers, and students, and on-site observation. The analysis results indicated that some dimensions of this policy's management still act in disagreement with what is defined by law, demonstrating a need to rethink solutions and adjustments to achieve its objectives better.
