Agenda ambiental na administração pública A3P: estudo da adesão e ação em uma universidade pública

The paper analyzes the actions of an Institution of Higher Education Federal - IFES in relation to the directives of the Environmental Agenda in Public Administration - A3P, which expresses inclusion of environmental issues in management. In response to pressure, the IFES are adhering to the A3P through adoption of sustainable practices. This is a qualitative study, based on desk research and a questionnaire with the managers of the organization. The results show that the adequacy of the IFES A3P is partial, especially regarding the disposal of waste, the use of natural resources and sustainable procurement. Greater coherence between the policies of A3P and the organization’s actions searched was identifi ed in the actions that show quality of life of the servers in the workplace. Despite the low level of congruence between the actions of IFES and the directives of the A3P, the study shows the importance of A3P as a conditioning factor to building a sustainable organization.

Amazônia legal: análise de convergência da renda municipal com base em um modelo threshold

This paper is an analysis of the process of convergence of income between the municipalities of the Legal Amazonia in the period of 1980 to 2004, trying to identify the existence of clubs of convergence using a model threshold. Results indicated for the formation of six clubs of convergence, among them shows a process of convergence between the clubs extremes. In general, human capital proved to be significant in explaining the process of growth of the groups of municipalities richer. The results also indicated that the physical capital was significantly negative for explaining the process of economic growth of most clubs of convergence, demonstrating in this way, a negative role for public investment undertaken in the districts of the region.

Análise da área desmatada municipal na Amazônia brasileira no período 2000-2004: uma abordagem com modelos não lineares

There is a great amount of asymmetry in the distribution of deforestation in the Brazilian Legal Amazon, particularly in the states of Mato Grosso, Pará and Rondônia, what it would be, in principle, associate with certain common characteristics of their productive activities such as cattle, timber cutting and, more recently, the expansion in the production of grains. However, it can be inquired if municipalities with similar economic characteristics can be grouped as clubs with respect to deforestation. The goal of this article was to test the club convergence hypothesis of deforested areas in the cities of the Legal Amazon in the period of 2000 to 2004. In order to reach the objectives considered, a threshold model based in Hansen (2000) was used. The empirical results corroborate the hypothesis, with respect to formation of four clubs of convergence.

Argentina’s quarter century experiment with neoliberalism: from dictatorship to depression

Argentina set a new historical mark in 2002, having experienced the largest debt default by any country ever. In order to understand how Argentina could go from one of the most developed countries of the Third World, to experiencing the crisis of 2001 and then enter a depression in 2002 with over half the population living in poverty, requires an evaluation of the last quarter century of economic policies in Argentina. The shift toward neoliberalism began during the dictatorship of 1976, deepened during the Menem administration, and was supported throughout by the IMF. This paper aims to identify why the crisis occurred when it did, but also to understand how the underlying shifts in the political economy of Argentina over more than two decades led to two waves of deindustrialization, an explosion of foreign debt and such a marked decline in the standard of living for the majority of Argentinians.

Arranjo produtivo do artesanato na Região Metropolitana de Belém: uma caracterização empírica

This article presents the handicraft industry in the Metropolitan Region of Belém, treating it as a productive arrangement. Primary data obtained from field work carried out in 2005 by the authors, was combined with secondary data from research carried out by SEBRAE in 2002. The most significant empirical aspects regarding the functioning of this arrangement are constituted by five main elements: the company and entrepreneurs, dynamics of innovation, learning, knowledge and cooperation and, finally, the most significant aspects of its management. The questionnaire developed by Redesist (IE-UFRJ) regarded the activities connected with handicrafts and was given to directly to the “producers”, in accordance with a representative sample. Among the results obtained, the most significant were the relations of family work, a lack of professionalism, a low degree of cooperation, despite innovations with respect to new products.

Aspectos epistemológicos da ciência da informação: a transcendência da teoria crítica de habermas e os paradigmas da ciência da informação

This research aims to understand the paradigms of Information Science (IS) through the critical theory of Jürgen Habermas, searching through the interpretative signs some clues to the epistemological uncertainties of these paradigms from a historical-hermeneutic point of view. The objective of this study is to investigate the paradigms of IS identified by Capurro under the historical-hermeneutic perspective and the dialogue with the critical theory of Habermas in order to offer a more critical perception of these paradigms. In the methodological approach we reviewed the theoretical research, with the aid of the bibliographic basis hermeneutics. The results show that within the paradigms of information, the emancipatory studies can be employed through a communicative action. Finally, we must think in the grounds taken as true in IS and Librarianship in a way to think of a necessary reform to rebuild the settled paradigms of IS.

Literature review on information systems assessment. It analyses 104 published articles in 14 dijferent periodicals between 1974 and 1997. It identifies, analyses, and systematizes dependent variable adopted for evaluating information systems through that period. It focuses specifically the attributes related to the information quality and service quality of information systems. It also presents the literature referring to the using of the service marketing area instrument SERVQUAL, as well as its applicability in the information systems field.

Introduces the practice of informational marketing as an object of study, to curb the stereotypes that exist about the image of the professional librarian. The goal of this research is to analyze the design of the 2nd and 3rd year students of E.E.E.F.M. Brigadier Fontenelle, with respect to the course Library. The method used is the qualitative and quantitative research. The results examine the points cause the stereotypes of the occupation of librarian and library science. The research concludes, showing the testimony of some students, after the lecture held at school, and as they note the inclusion of the librarian regarding the fields of expertise in library science and its real image front of society.

Características socioeconômicas pré-industriais e a eclosão do processo de industrialização na Alemanha

This article seeks to identify means of rapid change and development for which Germany has passed. It must be said that there were a number of favorable factors for the process of industrialization was initiated, such as resource potential and underutilized labor looking for entrepreneurs willing to invest their capital, and the influence of English industrialization process, while Germany led to new products, creating markets for the products of this country and incited interest in using new technologies. In addition, another key aspect of German industrialization was the practice of protectionism. While large parts of the industrialized countries followed the liberalizing logic in relation to international trade, Germany followed the opposite path, protecting their industry from international competition and limiting access to technologies developed. It is clear, therefore, that there were many propulsion for the German industrial development, among them forces: a consolidated banking and commercial base, an industrial tradition, natural resources largely favoring the improvement of existing technologies, and finally a population very receptive on this new industrial “wave” as well as a dynamic nationalism seeking expression.

Causas do desmatamento da Amazônia: uma aplicação do teste de causalidade de Granger acerca das principais fontes de desmatamento nos municípios da Amazônia Legal brasileira

Many are the factors indicated by the pertinent literature concerning the causes of deforestation in Brazilian Legal Amazon. From endogenous aspects as the edafo-climatic conditions to aspects related to anthropic action, like the population movements, urban growth, and especially, the independent or induced actions of the different public and private economic agents who have acted in the region, historically configuring the processes of occupation of the land and economic exploitation of the Amazonian region. The objective of this article is to perform a causality test, in the Granger sense, in the main variables suggested as important that explain the deforestation of the Legal Amazon, in the period from 1997 to 2006. The methodology to be used is based on dynamic models for the panel data, developed by Holtz-Eakin et al. (1988) and Arellano-Bond (1991) who developed a causality test based on the seminal article of Granger (1969). Among the main results found is the empirical evidence that there is a bidirectional causality between deforestation and the areas of permanent and temporary cultures, as well as the size of the cattle herd.

Certificações socioambientais: desenvolvimento sustentável e competitividade da indústria mineira na Amazônia

The text deals with the relations between economic growth of a sector responsible for consuming non-renewable natural resources and the process of sustainable development in the Eastern part of the Brazilian state of Pará. The mining of metallic ores in Pará has been growing strongly; local mines are global leaders in their respective fields and must operate in tune with established global social-environmental norms. Therefore, almost all of these mining companies are certified, both socially and environmentally. This behavior presupposes that these companies adhere to the principles of sustainability. Thus, the object of this research effort is to inquire about the effectiveness of these certifications for the process of sustainable development of the territorial sections in which those companies operate. The major findings are (1) that the positive consequences of certifications are still much more visible in the realm of the productive performance of the companies than in terms of socio-economic development of the nearby areas and (2) that socio-environmental certification processes place much more emphasis on ecological variables than on social ones.

Clodoaldo Beckmann (1927–2007): o médico cirurgião e documentalista dedicado à Biblioteconomia

Study about the life and work of the surgeon and documentalist Clodoaldo Fernando Ribeiro Beckmann (1927-2007), founder of the Librarianship at the Universidade Federal do Pará (UFPA). It has the objective of recover the professional dimension of the man who has put his knowledge at service of the Medicine and Librarianship a study of qualitative nature was conducted, it was based on oral history, more precisely by biographic method, allied to documental and bibliographic research and the realization of open interviews and informal conversations with relatives, friends and ex-students. The memory recovered by evidences point the remarkable accomplishments of the Beckmann’s life that made his name entered into the history of Medicine and Librarianship in Pará.

It approaches the relationship between the behavior during the process of information seeking and Information Technology and Communication ( ICT ) , treated in an interdisciplinary perspective in the context of undergraduate Librarianship at the Federal University of Pará ( UFPA ) . This study aims to investigate how undergraduate students in Library hold their academic research by examining whether there is successful the results, focusing , in particular , access to academic texts , for reading and textual production of these students , who are in process vocational training . The methodology was as follows: the first with the literature , based on authors such as Kuhlthau ( 1991 , 1999 , 2004 and 2005 ) , Wilson ( 1997 , 1999 , 2000 and 2006 ) and covering contributions of other thinkers on the subject addressed . In the second step , we performed an exploratory and descriptive study of qualitative and quantitative approach with a questionnaire containing closed, open and hybrid questions . The results show that students generally have satisfactory performance in the information seeking process , therefore, perform the process of information retrieval in a proficient manner.

Compreendendo a imigração espanhola no Pará (1896-1899): um estudo a partir das passagens grátis como fontes de informação

It discusses the free tickets granted to Spanish immigrants to settle in Pará State (1896-1899), Brazil, as a source of information. It uses quantitative documentary research to understand the factors that motivated Vigo-Spain/Belém-Brazil migration, as well as to build a profile of the Spanish settlers. Based on a documentary sample from the Spanish immigration archives in the custody of the Arquivo Público do Estado do Pará, the research brings together information on the 792 Spaniards who obtained free tickets. The information recorded on these tickets indicates the origin, boarding ships, gender, age, civil status and occupation of the people in focus. The arrival of the Spanish is associated to changes in the Spanish economy, the 'whitening' of the Brazilian population policy and the need to populate the Brazilian Amazon. The migrants are mostly male, working age and peasants. With the existence of few sources of information on the Spanish presence in Pará, it is important to preserve and diffuse this documentary heritage. In this direction, the search for national and intenational tecnique cooperation is a necessary strategy to archival institutions that guard documents of Spanish immigration in Brazil.

Condicionantes socioeconômicos e ambientais dos clubes de convergência da renda na Amazônia Legal 1985 a 2007

This paper analyzes the formation of convergence clubs in Amazonia in the period 1985 to 2007 conditional on socio-economic, institutional and environmental. The innovative nature of this work is to test the first time the importance of deforestation and environmental condition of the formation of convergence clubs in the Amazon. A methodology through the nonparametric estimation of kernel densities, the transition matrix and estimation of stochastic kernels to test the evidence of convergence between the municipalities. The results confirmed the hypothesis of convergence, large intra-sectional dynamics of income and the formation of three convergence clubs among the municipalities of legal Amazonia. Human capital appears as a major constraint and the cattle and livestock area has low significance in determining the rent for municipal. Deforestation and institutional variables were not significant for economic growth municipalities of Amazonia.

Os conhecimentos tradicionais dos(as) erveiros(as) da Feira do Ver-o-Peso (Belém, Pará, Brasil): um olhar sob a ótica da Ciência da Informação

Study about the traditional knowledge gotten by the herb sellers of the Ver-o-Peso free market, in Belém, Pará, Brazil. On the whole, it aims to contribute with the theme in the perspective of the Information Science. From the point of view of the investigation, it uses the bibliographic and ethnographic research towards the comprehension of the process of acquisition, warehousing and transference of the information about plants, peels and medicinal roots traded by the authors in focus. It verifies that the acquisition and the transmission of this knowledge occurs by the observation and by the orality in the day-to-day contact of the work with those products, kept only in the memory of the owners. Finally, this study shows the risks that permeate the traditional knowledge of the herb sellers of the Ver-o-Peso free market and the possibilities that the theme offers to the Information Science.

Crescimento econômico na fronteira e dinâmica urbana na Amazônia: uma abordagem histórica

The aim of this paper is to outline a historical analysis of the effects of insertion of the Amazon in Pará in the international and national actions through international coordination of policies and national integration on the socio-spatial formation of the State of Pará, mainly focusing about the process of urbanization. The periodization adopted to describe and analyze the process of space-occupying territory of Para economy does not follow the criteria of the traditional product life cycles, such as the cycle of drugs from the interior, rubber, livestock, mining, but the criterion of identifying the key characteristics of the patterns of settlement and economic development in the socioeconomic determinations involving the formation of domestic and international market with the mediation of the state.

Crise do capital e desmonte da Seguridade Social: desafios (im)postos ao serviço social

This article proposes a critical reflection on the capital crisis, its inflections in labour's world, in the Brazilian conjuncture and impacts on the regression of rights. It analyzes the counter-reforms implemented since 1990s and the successive dismantling process of Social Security Policy. From the perspective of the professional ethical-political project, it problematizes the challenges before social workers as a constituent part of the working class.
