For this it was reviewed thoroughly the history of agriculture in Brazil; the establishment of agricultural policy, since the colonization until nowadays and how part of it, the technical assistance used by state as strategy of formation for farmer and still, the process implemented by city hall in the community and what its contribution for sustainability of the families attended .It was used method of bibliographic research ,documentary and field. In the research of field, it was realized interviews semi-structured with 20°/ of the members of the neighborhood association .It was analyzed the qualitative and quantitative data, seeking to understand that knowledge, abilities and attitudes was acquired throughout the process. As result was obtained that the sustainability expected wasn’t achieved. The reordering of capital sought to transform their lifestyle, but, like the Cabanos , the familiar farmers of the community of Marupaúba resist to power of big capital and keep their culture with millennial production practices.Item Acesso aberto (Open Access) A atuação do Conselho Municipal de Habitação de interesse social em Belém(Universidade Federal do Pará, 2013-09-05) PARENTE, Eneida Barbosa; SANTANA, Joana Valente; http://lattes.cnpq.br/1192736573759096This paper aims at analyzing the performance of the City Council for Social Housing ( CMHIS ) while policy management Social Housing in the City of Bethlehem from 2005 until 2012 . The specific objectives are intended to identify and analyze the composition of CMHIS , and analyze the dynamics and structure , noting that the Council can maintain autonomy in decision -making and participation of civil society , as well as observe the process of elaboration of the Municipal of Social Housing 2012, the jurisdiction of the board . . The methodological approach was guided by qualitative research , and used as tools to bibliographic and documentary research , and field research with the application of semi-structured interviews to members of the City Council for Social Housing . The survey results indicated that CMHIS as an instrument of mediation between the government and civil society in policy Social Housing , was not (for the most part of its history ) and is not in line with the objectives set in its creation , it was the guarantee of social participation in the management of social housing policy in Bethlehem Only in the period from 2011 to 2012 , when preparing the Municipal Plan for social Housing , the CMHIS exercised its functions effectively.Item Acesso aberto (Open Access) Avaliação pós-ocupação da habitação de interesse social no Brasil: uma revisão sistemática da literatura(Universidade Federal do Pará, 2015-07-02) SANTOS, Laira Vasconcelos dos; COSTA, Solange Maria Gayoso da; http://lattes.cnpq.br/2325286514501589This study corresponds to the systematic review of the literature (SRL) on Post Occupancy Evaluation (POE) of Social Housing in Brazil (SHB), produced in the 2013-2014 period. CAPES, Scielo, Habitare Collection, Repository of universities and academic google were the databases used for research. Thirty-eight studies were carefully selected for analysis, based on criteria of inclusion and exclusion. We conducted an analysis of studies from the classification of the nature of the assessment of impacts and results for evidence. The studies were conducted mainly in the South and Southeast, it was not located any studies in the North, and the ratings are most frequent in recent years (2011-2014). The evidence was analyzed according to the nature of the assessment (outcome or impact) and the main evidence cited in the results of evaluation studies were dissatisfaction with housing typology, lack of constructive flexibility, recurrent constructive modifications (reforms / changes) of functional character, symbolic or economic, insufficient size of the housing unit, excessive standardization of housing units, location (cheap land, large areas devoid of infrastructure), low cost and quality material, predominantly-condo increased expenses, noncompliance / failure of normative of housing programs. And in impact assessments found the exclusion of the right to the city, uniformity, mass assemblies, the standardization of housing solutions, mono-functional sets, the lack of security, lack of urban integration by the lack of infrastructure and poor location, (In ) families remain in housing units, except adaptation (physical and budget), that residents do not participate in project planning, the feedback data of assessments does not occur and the irregular transfer of housing units. We conclude that the POE is an appropriate tool for evaluating the housing policy.Item Acesso aberto (Open Access) Bolsa família em Ananindeua: estudo de caso de devolução do benefício(Universidade Federal do Pará, 2014-08-29) SOUSA, Ivana Augusta Brito de; PONTES, Reinaldo Nobre; http://lattes.cnpq.br/8577276734482884This study aims to understand the phenomenon of voluntary return to the conditional cash transfer "BolsaFamilia". This study is based on the critical-dialectical theory, uses the categories of social policy, social work, empowerment / autonomy, citizenship, income transfers and poverty. The method adopted is dialectical, from which the case study with in-depth interviews will be adopted. The data were processed through content analysis that consists of "an investigation technique that aims at objective, systematic and quantitative description of the manifest content of communication" from systematic and objective procedures to describe the content of the messages, indicators (quantitative or otherwise) that allow the inference of knowledge concerning the conditions of production / reception (inferred variables) of these messages and the quantitative aspects of the method. The BolsaFamília program has brought benefits to the target audience, the volume of information leaves no doubt, however the cases studied indicate that the return of the benefit of this program did not occur spontaneously, but stimulated without that beneficiaries were effectively emancipated. Thus there was voluntary but lock cancellation, guidance and induced output. Some families were detected by the program system and were automatically blocked because they are nonstandard income to continue receiving the benefit; others were detected at the time of re-registration. As for this shutdown, the positioning of the people interviewed was divided between those who understood that still needed a lot of money to continue the improvement of their lives; and those that have not even request the shutdown of the spontaneous coordination of the program form, agreed with institutional procedures, because they understand that other needy people need the opportunity generated by this policy.Item Acesso aberto (Open Access) Caminhos da política de saúde no Brasil: determinantes da “universalização excludente” em curso(Universidade Federal do Pará, 2014-06-27) TAKESHITA, Marcella Yumi da Rocha; RODRIGUES, Olinda; http://lattes.cnpq.br/7223337303425352The interest of this study is, in general, to identify how the privatized model influenced the actions of public health policy in Brazil, also how it gave the impacts of macroeconomic policy in this regard. One of the key points to be checked revolves around the inequality of the population access to health services, the non-occurrence of universality, generating a process called "excluding universality". This process consists of the migration of the SUS users for operators of private health insurance that contributes to the change of the rationality of health as a right for the rationality of efficiency, bourgeois rationality. The Brazilian Sanitary Reform was a landmark of the struggle of social movements for democratization in the country and a starting point the recognition of health as a right and duty of the State; because of that, we sought a historical survey of this movement. It also has reference to the assumption of the minimization of state action in dealing with social policies and direct interference of international financial institutions on how the State makes health policy, such as the World Bank. This study consists of a qualitative research, with theoretical nature, with the goal of providing subsidies to the discussion of health policy in Brazil, as well as promote and expand the theoretical debate about the role the State plays in thinking and executes this policy.Item Acesso aberto (Open Access) O cerco da empresa Suzano no assentamento Califórnia e na Vila Sudelândia: resistência frente ao agronegócio(Universidade Federal do Pará, 2014-07-31) TAVEIRA, Marizangela Ribeiro; NASCIMENTO, Nádia Socorro Fialho; http://lattes.cnpq.br/0757907626776627This paper discusses the processes brought to rural settlements in the Amazon of Maranhão from the presence of a large agribusiness enterprise. It has the general objective to demonstrate how the process of densification of land concentration in that territory, especially in the Tocantins Area, from the establishment of agribusiness projects – Suzano Papel e Celulose – it has intensified the historical processes of rural workers struggles. It also seeks to demonstrate the conditions of life and work in two rural settlements – California and Vila Sudelândia – directly affected by the mentioned company and the organizational processes of resistance derived. While methodological processes bibliographical, documentary and empirical research were conducted. The literature search was focused in the land concentration processes, especially from the Agribusiness as a development model in the Brazilian countryside. While the documentary research has focused on the SUZANO company , from the impossibility of access to the primary company data, empirical research - through qualitative sample - focused on California and Vila Sudelândia settlements. The results indicate that the spoliation of land in the Amazon of Maranhão in the context of the last decades, especially for the use of agribusiness, the example of other areas of the Brazilian Amazon, come densifying the process of land concentration and, consequently, the production of expressions of "social question" in the region.Item Acesso aberto (Open Access) Concepções e práticas dos sujeitos envolvidos no curso de licenciatura em educação do campo no polo de Castanhal/PA(Universidade Federal do Pará, 2013-09-13) SILVA, Maria Divanete Sousa da; NASCIMENTO, Nádia Socorro Fialho; http://lattes.cnpq.br/0757907626776627This paper discusses the concepts and practices of the subjects of the Full Degree in Rural Education/LPEC developed at the Instituto Federal de Educação do Pará/IFPA in polo Castanhal/Pa, which is political-pedagogical foundation Program Rural Education/PROCAMPO. Based on the object of study were defined in order to identify the design theory / methodology of PROCAMPO in rural teacher training; analyze the dynamics of the Course in LPEC polo Castanhal and identify the contributions of the course in the practice of educators in the rural. To achieve the proposed objectives investigative process conducted bibliographic research, desk research and rural research. Literature search were reviewed for authors give theoretical support on education as a practice humanizing especially Brandão (2007), Saviani (1994), Mészáros (2008), Freire (2011), Caldart (2004), Fernandes (2004), Arroyo (1999) among others. The desk research covered the Pedagogical Project Courses full Degree in Rural Education; Original Draft MEC / Secad; Notice No. 02 of 23/04/2008 (concerning public call for the selection of projects of public higher education for PROCAMPO); Notice of 16/04/2009 and Notice No. 026/2010 (both corresponding to the selection process of the LPEC IFPA) and the list of students enrolled in PROCAMPO IFPA / Castanhal in 2010, among others. The rural of qualitative character, used the case study and time frame defined for the period 2008-2012, due to the implementation of PROCAMPO have occurred in the initial year of the period mentioned and semistructured interviews. The results indicate that the materialization of course Castanhal despite the difficulties of pedagogical and financial has caused positive effects on the role of rural educators.Item Acesso aberto (Open Access) Condições de trabalho do assistente social nos centros de referência de assistência social dos municípios de Castanhal e Vigia: uma aproximação crítica(Universidade Federal do Pará, 2015) SILVA, Suellen Cardoso da; CAMPOS, Edval Bernardino; http://lattes.cnpq.br/3431272588158801This work deals with the professional working conditions of social workers while employed dependent on their employers, since they guarantee them material means to carry out the work and also their livelihood through salary, a condition that limits their professional autonomy. Thus, we discuss these conditions of remuneration that has been shown in contemporary precarious for many workers, also for these professionals, by low wages, versatility functions, fragility of labor relations, in order for the exploitation of their work. These conditions common to workers were investigated and identified in field research conducted in reference centers for social assistance in the municipalities of Castanhal and Vigia. During this period, two laws have regulated the Council. The State Law Nº. 5.751/93 and the State Law Nº. 6.370/01 antagonized and eliminated the basic principle of the participation of the organized civil society in the constitution and composition of the CES/PA by explicitly listing the name of the institutions that could have vote in the collegiate. For this reason the same institutions remained in the Council for more than eight years and the assignment of the Council members occurred by decrees that the managers understood as necessary. This determination in the legislation denied to the population of the State of Pará their right in participating of an open and ample process of choosing of new institutions and Council members each two years. This practice has contributed to what became known as “bionic council” from 2001 on. The method adopted to the development of this Dissertation is the qualitative approach, which demonstrated to fit better to the analysis of social processes. The empirical analysis involved the research of several document types, such as minutes, reports, decrees and other documents. The results allow to conclude that: (1) the type of participation exerted in the CES/PA during the considered nine years was that of the liberal conception and the social control was provided by the State Government on sectors of the civil society; (2) the relationships established between the State Government and the civil institutions of the Health Council was characterized by the cooptation of the civil society that became an instrument of collaboration, with the Council activities being limited to the approval of decisions previously undertaken by the State Government; and (3) the role of the civil institutions in the decision processes and in the task of participation and social control revealed to be of the passive type.Item Acesso aberto (Open Access) Conselho Municipal de Assistência Social de Soure: participação democrática ou participação gerencial?(Universidade Federal do Pará, 2006-03-07) OLIVEIRA, Marcia Cristina Sarges de; MACIEL, Carlos Alberto Batista; http://lattes.cnpq.br/1050426471077266This Study analizes the kynd of participation that is but into effect in Soure municipality through its social work municipal council identfying as democratico management or conducted participation. As participation if to develop in the public space of council of the elderly, the locus of the research was the Cit y Council of the Aged, Belem. To see how members of council participate of exercising social control, we performed a desk review of Council the period 2006 to 2010. It might be found a fragility in the documents of the Council, particularly in record of the minutes that inform about the deliberations and about the absence of records about actions as the visits to the organizations and the organization of the Conference Hall. The document analysis reveals that the actions developed by the Municipality Council of the Elderly is diferent that provided in public policy how much the role of Council. To do this we conducted a field research at those CRAS's, which had as its subject the social workers who have temporary contracts in these socio- occupational spaces in these last two years. In this research it is aimed to identify the organizational politic determinants in this form of work, the objective and subjective conditions of work of the aforementioned practitioners and their relationship witer the world of work changes that have occurred in recent years. It was used the theoretical and methodological Marxist theory believing that it provides a critical reading of social reality as a whole, not by fragmenting it disconnected from a political, economic and social development of a given society. The form was chosen as an instrument of data collection that was made up of open and closed questions. Thus, this study is structured in three parts, besides the introduction and the conclusion. The first try perform a approach to the transformations that are occurring in the workplace in recent decades aimed to uncover the determinants of temporary contracts in social worker in CRAS's the city, the second part all about of the neoliberalism and of the state reform in the Brazil; in the third part went perform a analysis about conditions of the social work in CRAS's, so it is possible to understand the impact of temporary employment contracts of these professionals in the operationalization of Policy Social Assistance. In this way, it was considered initially influences the conditions for social integration, productive and economic incentives and the Prelature and advisory institutions that reinforced the organization. In this way, the Union of Rural Workers struggles of demand led to the improvement of socioeconomic conditions in Cametá City. The theoretical reflections and practical reality, these actors, show that the relationships have been articulated to promote a view of the changes that have impacted this city, which has been compounded since the implementation of major projects in the Amazon, such as the deployment of Hydroelectric Tucuruí, which significantly changed the lifestyle of this population. Thus, the Rural workers, organized collectively, now play for overcoming these difficulties through productive activities as a strategy for local sustainable development, highlighting instruments to guarantee the production and marketing of fruits, with emphasis on açaí, but also in other products such as cassava flour and recently oilseeds. The empirical universe of this research, through the direct contact with four segments of subjects in the context of SUAS distinctly identified, are: Managers; Counselors; Technicians and Users of the Social Assistance Policy of the municipalities of Salinópolis - PA and Inhangapi - PA, both municipalities chosen to be part of the Regional Survey EVALUATING THE IMPLEMENTATION OF THE SINGLE SYSTEM OF SOCIAL ASSISTANCE IN THE NORTH AND NORTHEAST REGION: SUAS meaning for coping with poverty in the poorest regions of Brazil, which is part of the National Survey EVALUATING STUDY OF THE IMPLEMENTATION OF THE SINGLE SYSTEM OF SOCIAL ASSISTANCE IN BRAZIL, through this study, we seek to understand the Political Culture implicit in the management process in small municipalities and how, after nearly two decades of implementation of SUAS, understandings, attitudes, and practices in the operationalization of social assistance policy still reflect non-democratic principles of a non-citizen political culture. The objectives of the study sought to characterize the health conditions and environment, employment and income and also the community organization of the population from impacts caused by development projects in the area. From a critical perspective, it was carried out in addition to the Bibliographic and document research, a survey of secondary data obtained by consulting the research already carried out in the Low Pequiá district by public and / or non-governmental organizations entities. Also were conducted interviews with residents. The results obtained indicated that, even with the social organization emerged in coping with the social impacts caused by Steel Pole, the living conditions of the residents of that area proves the extreme violation of social rights.Item Acesso aberto (Open Access) Demissões (in)voluntárias dos trabalhadores: uma análise da desestruturação do trabalho no setor elétrico paraense(Universidade Federal do Pará, 2015-08-31) SOUZA, Carla Caroline Barisão de; GOMES, Vera Lúcia Batista; http://lattes.cnpq.br/9114006776434389This study, in the light of the theory of dialectical historical materialist method, has the purpose to analyze the changes occurring in the workplace, the subsumption of labor to capital, as well as the functionality of voluntary redundancy programs in a productive restructuring scenario, element that enables the capitalist mode of production in the contemporary front profit rate of reestablishment systemic crisis since the 1970s is effective. The content analyzed in this research demonstrates the suitability of the Brazilian electric sector and its productive and organizational architecture to the new model of flexible accumulation dictated by neoliberal adjustments, which promotes the dismantling of labor rights, precarious practices of working conditions, outsourcing to promote new alternatives for domination and control that go beyond the productivist and economistic logic, passing the subjective and cultural order of the worker. Centered on the experience of Pará electricity sector particularity and its relationship with the metabolic system of capital questions the breeding and production of social relations in the context of chronic unemployment in society. Exposes how workers in the electricity sector Para viewing your desktop, the process of privatization and restructuring process, the processuality the Second Voluntary Retirement Program, and how their decisions in their professional, family and social life. Initially, it was attempted to comprehend the role of the State in modern society and its relation with the social movements which struggle for education; after that, it was attempted to know about the historical trajectory of the Public Policy of Field Education and to present the main challenges of the LPEC of the PROCAMPO/IFPA Abaetetuba campus from the perspective of those involved in the course. This is about a unique study of case of qualitative approach carried out with those involved in the course of LPEC of the PROCAMPO, based on several sources and consolidated by the bibliographical incursion that gives theoretical basis to the study herein. It was used the participant observation, interview structured with ten collaborators (3 teachers and 5 pupils) and closed questionnaire to collect the data in the field. The thematic axis emerged from the theoretical basis, from the analysis of documents, and from the material collected in the field through the content analysis technique. The results of the Field indicated that the Course of Major in Field Education - LPEC/PROCAMPO promoted by the IFPA Abaetetuba campus presents challenges of pedagogical order and infrastructure, what partially affects the quality of the formation. However, the implementation of the course in the municipality represents a considerable gain for the movement that struggles for a Field Education, principally because there are innumerous communities which are located in the rural area of the municipality and the proposal of the Major in Education is to form teachers to work based on the valorization of the culture of subjects from the field (that in the Abaetetuba case is the riverside culture), reverting a serious matter of the Brazilian education, which is the imposition of the urban culture in the rural area through education.Item Acesso aberto (Open Access) Desemprego e qualificação profissional em Parauapebas no estado do Pará(Universidade Federal do Pará, 2016-06-29) SALES, Carla Rafaela Lemos; MATHIS, Adriana de Azevedo; http://lattes.cnpq.br/4097998262711403This thesis has as study object the unemployment between the workers who are submitted to professional qualifications processes. It aims to analyze the relation between the unemployed workers growing and the strong presence of transnational company Vale in the Parauapebas municipality. The research was oriented methodologically by the critical-dialectical method in order to go beyond the appearance of the phenomenon, and apprehend how the international, national and regional trends associated with historical and social reality of the region influence the particularity of unemployment and professional qualifications of Parauapebas. Among the conclusions, are highlighted in the three chapters that: the world trends of work reflect the work precarious process, especially informality, employability and the feminization of labor which are the most characteristics found out in the municipality and contribute to increase in unemployment. Thus, are configured speeches and ideological concepts which provide the capital profitability needs. When verifying the repercussions of precarious process in the Amazon, we see the region functionality to the accumulation capital and, for this, they are Amazon peculiarities. Therefore, it is possible to characterize the interviewees’ profile. It is pointed out as one of the main conclusions which the requirements for entry into the labor market are configured intentionally and to individualize the mechanisms of access and permanence to the labor market, because they potentialize competitiveness through selective criteria and ensure the existence of a reserve army of extremely functional labor to capital expansion.
