Item Acesso aberto (Open Access) Caminhos da política de saúde no Brasil: determinantes da “universalização excludente” em curso(Universidade Federal do Pará, 2014-06-27) TAKESHITA, Marcella Yumi da Rocha; RODRIGUES, Olinda; http://lattes.cnpq.br/7223337303425352The interest of this study is, in general, to identify how the privatized model influenced the actions of public health policy in Brazil, also how it gave the impacts of macroeconomic policy in this regard. One of the key points to be checked revolves around the inequality of the population access to health services, the non-occurrence of universality, generating a process called "excluding universality". This process consists of the migration of the SUS users for operators of private health insurance that contributes to the change of the rationality of health as a right for the rationality of efficiency, bourgeois rationality. The Brazilian Sanitary Reform was a landmark of the struggle of social movements for democratization in the country and a starting point the recognition of health as a right and duty of the State; because of that, we sought a historical survey of this movement. It also has reference to the assumption of the minimization of state action in dealing with social policies and direct interference of international financial institutions on how the State makes health policy, such as the World Bank. This study consists of a qualitative research, with theoretical nature, with the goal of providing subsidies to the discussion of health policy in Brazil, as well as promote and expand the theoretical debate about the role the State plays in thinking and executes this policy.Item Acesso aberto (Open Access) O Conselho Municipal do Idoso de Belém e a participação: reflexões críticas(Universidade Federal do Pará, 2011-08-31) MUNÕZ AGUIRRE, Rocio Tamara; MACIEL, Carlos Alberto Batista; http://lattes.cnpq.br/1050426471077266This work starts from the realization that aging must be recognized as a social process of continuous transformation of human being and one social construction, which depends on social structure, cultural and economic structure of each people, considering the reality of the National Policy for the Elderly and the Statute Aging in Brazil, and the principle of participation into social policies. As participation if to develop in the public space of council of the elderly, the locus of the research was the Cit y Council of the Aged, Belem. To see how members of council participate of exercising social control, we performed a desk review of Council the period 2006 to 2010. It might be found a fragility in the documents of the Council, particularly in record of the minutes that inform about the deliberations and about the absence of records about actions as the visits to the organizations and the organization of the Conference Hall. The document analysis reveals that the actions developed by the Municipality Council of the Elderly is diferent that provided in public policy how much the role of Council. To do this we conducted a field research at those CRAS's, which had as its subject the social workers who have temporary contracts in these socio- occupational spaces in these last two years. In this research it is aimed to identify the organizational politic determinants in this form of work, the objective and subjective conditions of work of the aforementioned practitioners and their relationship witer the world of work changes that have occurred in recent years. It was used the theoretical and methodological Marxist theory believing that it provides a critical reading of social reality as a whole, not by fragmenting it disconnected from a political, economic and social development of a given society. The form was chosen as an instrument of data collection that was made up of open and closed questions. Thus, this study is structured in three parts, besides the introduction and the conclusion. The first try perform a approach to the transformations that are occurring in the workplace in recent decades aimed to uncover the determinants of temporary contracts in social worker in CRAS's the city, the second part all about of the neoliberalism and of the state reform in the Brazil; in the third part went perform a analysis about conditions of the social work in CRAS's, so it is possible to understand the impact of temporary employment contracts of these professionals in the operationalization of Policy Social Assistance. In this way, it was considered initially influences the conditions for social integration, productive and economic incentives and the Prelature and advisory institutions that reinforced the organization. In this way, the Union of Rural Workers struggles of demand led to the improvement of socioeconomic conditions in Cametá City. The theoretical reflections and practical reality, these actors, show that the relationships have been articulated to promote a view of the changes that have impacted this city, which has been compounded since the implementation of major projects in the Amazon, such as the deployment of Hydroelectric Tucuruí, which significantly changed the lifestyle of this population. Thus, the Rural workers, organized collectively, now play for overcoming these difficulties through productive activities as a strategy for local sustainable development, highlighting instruments to guarantee the production and marketing of fruits, with emphasis on açaí, but also in other products such as cassava flour and recently oilseeds. Therefore, it develops a socio-productive from Cametá, analyzes the rise of STR - Cametá, the creation of the CART, specifying their relationship marketing strategies in the network through the organization of the Consortium of Trade and the Federation of Cooperatives Family Farming and Solidarity Economy - FECAFES productive as an instrument of strategic value to the organization of small farmers from Cametá.Item Acesso aberto (Open Access) Demissões (in)voluntárias dos trabalhadores: uma análise da desestruturação do trabalho no setor elétrico paraense(Universidade Federal do Pará, 2015-08-31) SOUZA, Carla Caroline Barisão de; GOMES, Vera Lúcia Batista; http://lattes.cnpq.br/9114006776434389This study, in the light of the theory of dialectical historical materialist method, has the purpose to analyze the changes occurring in the workplace, the subsumption of labor to capital, as well as the functionality of voluntary redundancy programs in a productive restructuring scenario, element that enables the capitalist mode of production in the contemporary front profit rate of reestablishment systemic crisis since the 1970s is effective. The content analyzed in this research demonstrates the suitability of the Brazilian electric sector and its productive and organizational architecture to the new model of flexible accumulation dictated by neoliberal adjustments, which promotes the dismantling of labor rights, precarious practices of working conditions, outsourcing to promote new alternatives for domination and control that go beyond the productivist and economistic logic, passing the subjective and cultural order of the worker. Centered on the experience of Pará electricity sector particularity and its relationship with the metabolic system of capital questions the breeding and production of social relations in the context of chronic unemployment in society. Exposes how workers in the electricity sector Para viewing your desktop, the process of privatization and restructuring process, the processuality the Second Voluntary Retirement Program, and how their decisions in their professional, family and social life. At this, this work accomplishes a study about the social participation of Jaderlândia and Maguariaçú residents in “Sanear Ananindeua” Project, and it has as an objective to identify in what extent the social participation is being contemplated in this project and if Caixa Econômica Federal (CAIXA) , as operator of this project, foments a participation that is in consonance with the democratic management of cities model, the time of this study is from 2006 until 2010. The social participation is the central theme of this study because the project is receiving resources of Acceleration of Increase Program (A.I.P.) and because currently the social participation in town planning projects is an exigency of Cities Ministry. To reach its objectives, this study prioritized the qualitative research, as well as bibliographic, documental and field research. As a result, it was identified that the municipal management of Ananindeua is far of be a democratic management, for does not guarantee a real participation for the project‟s beneficiaries, but just a symbolic participation where users has the smaller influence in project decisions and operations, despite this, they have the illusion of having a power with them.Item Acesso aberto (Open Access) Economia solidária e política pública de geração de trabalho e renda – uma análise do Programa Bolsa Trabalho do estado do Pará(Universidade Federal do Pará, 2012-03-24) SILVA, Leny da Gama e; BARBOSA, Maria José de Souza; http://lattes.cnpq.br/6967470592226610The dissertation is entitled "Solidarity economy and public policy to generate jobs and income: an analysis of the Bolsa of Pará Work" includes contributions from the proposal to include socially and economically excluded young workers in the formal labor market from a political strategy which articulated the solidarity economy, generating jobs and income and financial incentive temporary and conditioning. The survey was developed based on the experience of that program, conducted from 2007 to 2010, while government proposal who wrote the Public Policy Work and Income of the state, signaling the possible strategies for the construction of the fight against unemployment, poverty, social exclusion, especially of young people from the social economy. The Work Scholarship Program had three main social and professional qualification: professional training for the formal market, creation of individual and family development and organization of enterprises collective solidarity. For analytical purposes the research was defined in the latter axis, given their difference in promoting inclusive production through cooperative work and self-managing. Thus, he was elected a qualitative approach to realization of this dissertation combining documentary research on projects and reports related to Work Scholarship Program with the completion of an interview with engineers and technicians who participated in the program. In addition to research on books, dissertations, monographs and other productions on the policies discussed in this work. Tour the goal of this dissertation consists in analyzing the Work Scholarship Program, in its articulation of policies to transfer income, social economy and creating jobs, the survey results showed that the proposal to include socially and economically from this young workers strategy proves possible, however demand interaction with other social and economic policies of the country in relation to the social economy, because it is a new policy and how to organize the paper notes that failed mainly clarification of the proposal , demand for the beneficiary group and financing policies for implementation of the projects formed by the program.Item Acesso aberto (Open Access) Gênero e serviço social análise dos trabalhos apresentados nos encontros nacionais de pesquisadores em serviço social no período de 2000 a 2012(Universidade Federal do Pará, 2015-03-09) PORTO, Tainã de Sá; NASCIMENTO, Maria Antônia Cardoso; http://lattes.cnpq.br/2918467728101022The purpose of this dissertation is to identify the place occupied by genre discussion within the production of knowledge in the Brazilian Social Service during the last twelve years. This is a review study of the production of social work, where work research was characterized by the review of paper published in the Annals of the ENPESS, in poster and oral communication modalities, from 2000 to 2012. As a methodological procedure, there were reading the abstracts and keywords, followed by the classification of work in thematic areas. In the communications analysis considered two aspects: the treatment of the woman theme and the category of gender and the theoretical perspective adopted at work. It was found that the 3 508 works submitted, 267 were identified with a gender perspective and 154 jobs with the approach of studies on women. Moreover, the themes that most articulate Women and Gender violence are, work, social work and family. This workspace requires specific knowledge such as Social Work, Psychology and Pedagogy for interdisciplinary interventions. It is a qualitative research that based on the criticaldialectic method sought to present the results of the analysis on the need of the State to hire knowledge to fulfill its public mission; On interventions and dialogue between professions; On the existence or not of the perspective of interdisciplinarity in the CREAS space; On interventions considered interdisciplinary by professionals. The interdisciplinarity being studied in the field of professional practice presents some challenges that go through the precariousness in the work in the current conjuncture that hinder the possibilities for the development of the perspective; Also, in the theoretical field we present different authors with different theoretical-methodological conceptions about multidisciplinary/multidisciplinary conceptions, interdisciplinarity and transdisciplinarity and their implications in professional action. The study aimed to analyze the forms, working conditions and the results of the AMA, as well as identify the profile of the young settlement, His objectives were to identify the profile of the young settlement Martyrs April/AMA, to characterize the forms of youth work and youth organization of the April Martyrs. The research was quantitative and qualitative character and its methodological procedures involved the realization of bibliographical research and document search plus field research through observation and semi-structured interviews with twelve (12) young AMA, aged 15 to 29 years in accordance with the provisions of the Statute of Youth. The survey results indicate that the rural youth of the AMA, as indeed the settlement, experiencing difficulties in gaining access to education, work and technical assistance without which the agricultural labor and rural worker identity itself can be compromised, nevertheless, even with the absence of public policies that encourage work on earth and life in the settlement, the youth said to identify with the work on the ground, as the youth political organization, despite difficulties in the activities organized by the MST youth still brings with belonging to this movement.Item Acesso aberto (Open Access) O lugar (in) existente do BPC na Política Municipal de Assistência Social: o caso de Castanhal(Universidade Federal do Pará, 2012-12-29) SILVA, Marcella Miranda da; MACIEL, Carlos Alberto Batista; http://lattes.cnpq.br/1050426471077266This study has as objective to analyze how municipal management of Continued Installment Benefit happens, this is an assistance program ordered by Federal Constitution of 1988 and regulated by Organic Law of Social Assistance – Law 12.435/11 that it is a payment of 1 minimum salary by a month for people with 65 years old or more than that and for people with a disabling deficiency for an independent life and for work, and the familiar income of both has to be less than ¼ of minimum salary. For that, it was chosen Castanhal as the local of empiric research. The reason for this research is from the fact that Continued Installment Benefit is inscribed in Federal Constitution / 1988 and for demand a huge volume of financial resources, but even so is unknown for most part of the population and few published by Executive Power. This study started with bibliographic research about social assistance politic. After that, it was achieved a documental research where were analyzed the National Conferences of Social Assistance deliberations, Municipal Council of Social Assistance’s minutes of the meetings from Castanhal since 2010 until 2011 and V and VI Municipal Conference of Social Assistance’s reporters from Castanhal. Interviews were conducted with the coordinators of CRAS with the Coordinator of Basic Social Protection and the Municipal Social Welfare of Castlebay. The study founds and establishes a social mediations that refer beyond itself, in a continuous development that drives humanity to a omnilateral development, that is, in all its dimensions, a development that covers all the real needs of human beings. The development of the complex of relations generated by the work, known as the productive forces, was exponentially amplified by the method of production of capital, however, the capital decouples the worker of his means of production, so that the development of productive forces does not reflect the development of the properties are truly human. This is because the capital has as sociometabolic need to accumulate and expand uninterrupted, a phenomenon only reached with the extraction of surplus labor of workers, which is the extension of the duration of the journey of a single work process, an excessive expenditure workforce, a farm worker, called surplus value. It is this movement that generates a surplus on the original amount invested by the capitalist amending the sphere of circulation the greatness of its value. The surplus labor and surplus labor which produces surplus value is an imperative or an imposition objective of capital, without which there is continuity in the capitalist cycle of production. The production of wealth, under the regime of capital, always reveals its pair, the production of absolute misery for the overwhelming majority of humanity. While the relations of production are mediated by the imperative of extraction of surplus value, capital resists and contradicts all the arguments about a "humane capitalism", because the added value is the essence of exploitation, domination and opulence of capital at the expense of the worker. So there will only be a real satisfaction of human needs to overcome the added value that ensures the recovery of capital, this means that if the capital is imperative for the constant appropriation of surplus value, it is imperative for humanity's emancipation capital, this means a radical transcendence of the hierarchical division of labor and complete overcoming of all relations of capital.Item Acesso aberto (Open Access) Mercado de terras, apropriação e exploração dos recursos naturais na Amazônia: o caso da Gleba Nova Olinda no Estado do Pará(Universidade Federal do Pará, 2016-08-30) CATETE, Vania Lucia Lemos; COSTA, Solange Maria Gayoso da; http://lattes.cnpq.br/2325286514501589This dissertation research is aimed at understand the process of appropriation, exploration and use of natural resources and their determinations in land market organization on Gleba Nova Olinda I, located at Santarem county of Pará state, as long as its implications for the demarcation of Indigenous Land Maró. For comprehending this process, has been utilized as theoretical referential and methodical Bourdie’s field theory and as empiric, the emblematic case involving the process of land demarcation of land of TI Maró peoples. The main results indicate that: the existence of an escalate process for restructuring the land market, which the State, an important agent for defense of business interests, acting through reorganization, creation and/or flexibilizing legal and administrative instruments – as ADIP’s, swaps, plans of forest managment and others – as strategies to liberate lands for market. As resistance to this process, are peoples and traditional communities, that caused for land market warming , have their territories permanently threatened and as a form of resistance claim ancestral rights to land as the peoples Borari and Arapium, by demarcation TI Maró, thus ensuring survival material and symbolic.Item Acesso aberto (Open Access) Movimentos sociais urbanos nos novos espaços de participação popular: atuação e organização(Universidade Federal do Pará, 2016-06-23) COSTA, Larissa Marinho da; SILVA, Olinda Rodrigues da; http://lattes.cnpq.br/7223337303425352Capitalism development brings within it a necessity for organizing civil society by their dissatisfaction with the economic, political and social situation experienced. And thus, the social struggles are intensified in twentieth century in the 1970s and 1980s, having as major subjects of this process the urban social movements. With the country's redemocratizantion, it is created new spaces for participation (Forums, Conferences, Counsels, among others), in which the urban social movements are inserted as main "voice" of the people with lower income. In this sense, this research aimed to analyze the operation and organization of urban social movements in Belém/PA nowadays (2003-2013) in the spaces of Forums, Conferences and Councils related to Urban Policies. Accomplished by means of the Materialist Historical and Dialectical Method, in a descriptive and explanatory research; and a qualitative approach, therefore was divided into bibliographical, documentary and field research, followed by data analysis and processing. It is showed in the discussions of this research classical and contemporary authors that deal with the theme researched, among them, it can be highlighted the sociologists Manuel Castells and Jean Lojkine, as well as the studies of Maria da Glória Gohn, Ilse Scherer-Warren and Ermínia Maricato. In the documental analysis were consulted reports, records and, meeting frequencies of the spaces of participation analyzed. For the field research, it was used as instrument the participating-observation in the meetings of the working spaces, the appliance of semi-structured interviews with representatives of the articulated urban social movements in active conferences, in counsels and forums in Belém during the investigated period, and reports of experiences with representative subjects among the chosen for interviews. This research had as main result that the operation and the organization of urban social movements nowadays have been in the spaces of conferences, councils and forums. But it was also concluded that there is a weakening in the struggles of these collective political subjects, as well as street protests. And also it can be seen that the main advances of urban social movements are related to housing policy.Item Acesso aberto (Open Access) Ouvidoria do SUS: um instrumento de gestão participativa?(Universidade Federal do Pará, 2013-05-22) LIMA, Marcus Wilke Silva; GOMES, Vera Lúcia Batista; http://lattes.cnpq.br/9114006776434389This dissertation discusses the brazilian public ombudsman as defense mechanism of citizens' rights, specifically the Ombudsman's Unified Health System (SUS) in the state of Pará and if this constitutes as an instrument of participatory management, as recommended by the Ministry Health. In the study it was observed the process of implementation, implementation and decentralization in the management of state policy in the state of Pará. A qualitative approach was adopted which allowed the investigation of processes of social relations, whose data could be obtained through documents and interviews with those involved in the issue at hand. It is evident that the public ombudsman, like any state apparatus is an arena of political struggle, thus wove considerations on the state from Marx, Gramsci and Poulantzas, highlighting the reform suffered by the Brazilian government in the 1990s, which Behring characterized the counter-Reformation because of his tendency to write off social and labor rights already conquered. Then we present different points of view regarding so-called participatory democracy that can identify with both the Reformed liberal thought or put yourself in the perspective of transforming society through radical democracy. Grounded in Marxist theoretical framework analyzes the existing literature on public ombudsman and presents the National Policy for Strategic and Participative Management SUS, whose ombudsman is one of its elements. The results showed that the way the Ombudsman SUS was designed and the design of participation adopted by this which is limited to a mere instrument for measuring user satisfaction are undoubtedly the main obstacles to the Ombudsman is, in fact, an instrument of participatory management.Item Acesso aberto (Open Access) O PAC social e urbano na Comunidade Fé em Deus – Belém/PA: a participação como premissa para a execução do trabalho social(Universidade Federal do Pará, 2016-11-07) BORGES, Odália Lima; CRUZ, Sandra Helena Ribeiro; http://lattes.cnpq.br/6427847823348453This researh aims to discuss the urban intervention of the Social and Urban PAC in the community "Fé em Deus" and also verify if the program guaranteed the effective participation of the residents in the planned actions, whereas the PAC program has presented as differential the proposal of popular participation in its execution, which would differentiate it from the centralizing and bureaucratic urban policies historically implemented in the country. This study is based on local observation, photographic record, consultations at official websites, documentary and bibliographical research and interviews, with the theoretical-methodological contribution of authors that discuss urban development policies. The study aimed to characterize the political profile of LGBT's movements, and to identify the current situation of the strategic actions of the movement in the construction of public LGBT's policies and addressing homophobia; pointing out the achievements and contributions of these movements in dealing with violations segment which is under the aegis of compulsory heterosexuality and contemporary heteronormativity. And in this sense does not have to unlink the problem of the proposed study, the investigation of the dialectical method, which enables the analysis of capitalist society and social relations, therefore, the formation of this society is built by a set of elements consisting of values and standards cultural heteronormativity driven by capitalist ideology. However, the consolidation of capitalist society and impose invisibly the hierarchy of sexuality and sex-power relationship, has shown through statistical data and indicators that breach those who do not follow the heteronormativity has grown from year 2000. The methodological approach was through qualitative research, as well as documentary research, systematic observation, bibliographic and field. Our results direct to an eminently historical analysis and recovery of the LGBT movement memory as well as its restrengthening this contemporary conjuncture current setback collapse of the Brazilian Magna Carta and the violation of citizenship. As a general objective we sought to investigate how the intersectoral approach is being worked on CES / PA for the effectiveness of health services. And, as a specific objective sought to identify in the ESC / PA documents are actions that characterize the intersectionality are developed, as well as analyze the understanding of the directors on the intersectionality, and identify the limits and possibilities of the ESC / PA for effective intersectoral. The development work was guided by the method of qualitative research, taking as input the bibliographical research, documentary and field, being used in the latter semistructured character interview as instrument to data collection, as well as the systematic observation technique. The results showed, in turn, as the ESC / PA have been inserting in its agenda the discussion of intersectionality, as regards the field of public health policy. So that the documents analyzed (in the period 2013-2015) show that the Council presented actions that denote the intersectionality. In addition to understanding of respondents advisers on intersectionality, in such a way that was undertaken an approach work of the interviews with the literature worked as regards the issue in question, presenting the view of the directors on the subject. Its main objective is to identify how policies are structured, what communication strategies are used, and what are the socio-environmental impacts caused in affected communities. Critical social theory was used to analyze the data and information obtained, which involved mining companies from the three mesoregions that make up the state of Pará. In the empirical research, representatives of communities, government, corporate companies and private organizations were interviewed using the following methodological tools: on-site observation/interviews, field diary, writing and transcription of interviews, analysis and systematization of interviews, and essay writing. The main results of the research indicate that the "socially responsible" stance affirmed by the corporate companies is based on the need to create consensuses in the communities, to reduce local poverty and to establish the legitimacy of the company over the territory; and also that strategic communication methodologies have influenced the way of thinking and acting of those affected by the mining and the professionals involved, due to the existence of life conditions materialized in everyday life and create illusory concepts to explain the reality of those who suffer the socio-environmental impacts of mining-metallurgical projects. In addittion, it is concluded that despite the economic growth generated by mining and the investment in “social” corporate policies to mitigate socio-environmental impacts in the cities surveyed the communities affected by mining-metallurgical projects continue to suffer from violations of rights and intensification of social, political, economic, cultural, territorial and labor inequalities.
