Item Acesso aberto (Open Access) O enfrentamento ao trabalho escravo na Amazônia maranhense: uma análise da atuação do CDVDH/CB no município de Açailândia/MA(Universidade Federal do Pará, 2013-09-13) SILVA, Fabrícia Carvalho da; NASCIMENTO, Nádia Socorro Fialho; http://lattes.cnpq.br/0757907626776627This dissertation has as study object the performance of the Center for Defense of Life and Human Rights Carmen Bascarán (CDVDH/CB) in fighting slave labor in the municipality of Açailândia / Ma . Its objectives are 1 To describe the creation of CDVDH/CB from the view of socio-economic dynamics of the city of Açailândia located in Maranhão Amazon 2. To identify actions and projects performed by the organization for confronting slave labor. To achieve these objectives, this study, with investigative character, it used bibliographical research, documentary research and field research as methods. In the bibliographical research, emphasis was given to studies in work category and studies about socio-historical processes that have deepened human being degradation within the framework of capitalism, highlighting the presence of slave labor in contemporary times. Documentary research collected statistical data and documentation produced by institutions such as the Comissão Pastoral da Terra/CPT, "Open Eye Campaign for Non Became Slave" and News Agency Reporter Brazil, as well as, records of the own CDVDH/CB. In Fieldwork was used semi-structured individual interviews and open questions with members, servants and employees of the CDVDH/CB who work in actions and projects for confronting slave labor. At the end, are presented results which indicate the limits and possibilities of the performance of CDVDH/CB in fighting slave labor in the municipality of Açailândia / Ma.Item Acesso aberto (Open Access) Os Impactos do neoliberalismo sobre as estratégias e ações das ONGS fase e SDHH: limites e desafios(Universidade Federal do Pará, 2011-02-25) MORAES, Maura Rejane Lameira de; SANTANA, Joana Valente; http://lattes.cnpq.br/1192736573759096This paper aims to identify if the non-governmental organizations Organ Federation for Social and Educational Assistance and Pará Society of Human Rights Defense, characterized by political resistance in the 1970s, changed their strategies and actions with the face of the new configurations of capital, particularly the neoliberal logic implemented in Brazil in the 1990s. The specific objectives aims to characterize the historical road of these NGOs, rebuilding their position in a relation to different contexts of state expression and economic, political and social scenarios in Brazil during the period investigated; and to examine in what extent the answers and policy positions taken by these NGOs in different historical contexts contributed to the democratization of Brazilian local society. The methodological approach considered the qualitative methodology as the main basis of analyses, in addition documental and literature research, field research, and application of semi-structured interviews with the coaches, former coaches, managers and former managers of two entities surveyed. The results of research indicate that there were changes in the strategies and actions of NGOs studied, caused by the entry of Brazil in the circuit of capital reproduction, guided by the globalization of economy and neoliberal policies. However, despite the intensity of these processes, these changes coexists with a social and political practice that points to process of resistance.Item Acesso aberto (Open Access) Impactos socioeconômicos nas estratégias de sobrevivência das famílias reassentadas pelo Programa de Saneamento da Bacia da Estrada Nova (PROMABEN)(Universidade Federal do Pará, 2017-08-29) OLIVEIRA, Aricarla Batista de; SANTANA, Joana Valente; http://lattes.cnpq.br/1192736573759096This study aims to analyze the socioeconomic impacts on the lives of families resettled at the Residencial Antônio Vinagre by the Estrada Nova Basin Sanitation Program (PROMABEN), in the city of Belém-PA. The research was developed based on the dialectical method for the investigation of the phenomenon, having as methodological procedures: bibliographical survey, documentary and field research. The study is based on theoretical references on the production of the capitalist city and the inequality of appropriation of the urban land, processes that directly impact on the production of precarious housing for the fractions of the Brazilian working class that can not access the private housing market , given the price formation mechanisms of urbanized land. With this in mind, in the bibliographical survey, classical and contemporary authors discuss the logic of city production focusing on the process of removing precarious settlements in Brazil throughout the history of urban housing policy. The documentary research consists of the readings and analysis of PROMABEN documents, made available by the Municipality of Belém and the IDB, in order to verify the information about the urban intervention, as well as the new guidelines and / or technical norms for resettlement of families. For the data collection, the application of a structured form with the following variables was used: profile of the resident; work and income; housing situation; situation of public services; political participation and the perception of the resident. Field research, carried out in the second half of 2016, reached 52 (fifty-two) resettled residents for the Comandante Cabano Antônio Vinagre Residential Complex, corresponding to 49,52% of the total families resettled to the Residential until the date of the survey. The analyzes point to the precarious conditions of popular housing constituted in unhealthy and inadequate areas, such as slums, favelas, and, in the case of Belém, the lowlands, which historically are the targets of sanitary urbanistic experiences that prioritize the infrastructure space, to the detriment of the conditions of social reproduction of the families removed. Therefore, the results of this dissertation show that the resettlement of families to the Residencial Antônio Vinagre, carried out by PROMABEN, provoked the disarticulation of the residents' survival strategies. That is, resettlement did not alter the subaltern condition of the working dweller, because the production and use of the city directly corresponds to the social division of labor in space. Therefore, only the change of the place of residence of the workers does not change their survival condition as a working class, because the income conditions remain the same as in the previous area or even worse, and the residents are not able to use in the new residential space the survival strategies they used in precarious settlements, in this case in the lowlands.Item Acesso aberto (Open Access) Movimentos sociais urbanos nos novos espaços de participação popular: atuação e organização(Universidade Federal do Pará, 2016-06-23) COSTA, Larissa Marinho da; SILVA, Olinda Rodrigues da; http://lattes.cnpq.br/7223337303425352Capitalism development brings within it a necessity for organizing civil society by their dissatisfaction with the economic, political and social situation experienced. And thus, the social struggles are intensified in twentieth century in the 1970s and 1980s, having as major subjects of this process the urban social movements. With the country's redemocratizantion, it is created new spaces for participation (Forums, Conferences, Counsels, among others), in which the urban social movements are inserted as main "voice" of the people with lower income. In this sense, this research aimed to analyze the operation and organization of urban social movements in Belém/PA nowadays (2003-2013) in the spaces of Forums, Conferences and Councils related to Urban Policies. Accomplished by means of the Materialist Historical and Dialectical Method, in a descriptive and explanatory research; and a qualitative approach, therefore was divided into bibliographical, documentary and field research, followed by data analysis and processing. It is showed in the discussions of this research classical and contemporary authors that deal with the theme researched, among them, it can be highlighted the sociologists Manuel Castells and Jean Lojkine, as well as the studies of Maria da Glória Gohn, Ilse Scherer-Warren and Ermínia Maricato. In the documental analysis were consulted reports, records and, meeting frequencies of the spaces of participation analyzed. For the field research, it was used as instrument the participating-observation in the meetings of the working spaces, the appliance of semi-structured interviews with representatives of the articulated urban social movements in active conferences, in counsels and forums in Belém during the investigated period, and reports of experiences with representative subjects among the chosen for interviews. This research had as main result that the operation and the organization of urban social movements nowadays have been in the spaces of conferences, councils and forums. But it was also concluded that there is a weakening in the struggles of these collective political subjects, as well as street protests. And also it can be seen that the main advances of urban social movements are related to housing policy.Item Acesso aberto (Open Access) A política de assistência social e o CRAS Salinópolis na discussão de gênero(Universidade Federal do Pará, 2017) COSTA, Débora Raimunda Ribeiro; NASCIMENTO, Maria Antônia Cardoso; http://lattes.cnpq.br/2918467728101022This paper aims to examine the gender approach in socioassistenciais services offered by the Centro de Referência de Assistência Social (CRAS) of the municipality of Salinópolis-PA, sought to identify the possible contributions of this service for women users, since they are the main demandatárias of this policy. To achieve this goal of qualitative research was bringing the voice of users collected through semi-structured interview, the method of analysis of this dissertation is oriented under the light of dialectical and historical materialism, which enabled a broad analysis of reality. Thus it was observed that despite the CRAS have potential to contribute significantly to improving the participation of women in public spaces, particularly the poorest, this potentiality is sterilized by the absence of emancipative content, which leads to the conclusion that genre is a category not yet worked on welfare policy, especially in the CRAS of Salinas.Item Acesso aberto (Open Access) As políticas públicas de segurança e saúde do trabalhador e a (des) proteção da força de trabalho no município de Parauapebas-PA(Universidade Federal do Pará, 2016-10-05) SILVA, Andréa Ferreira Lima da; MATHIS, Adriana de Azevedo; http://lattes.cnpq.br/4097998262711403This study aimed to analyze the implementation and operation of public policies for worker safety and health in the municipality of Parauapebas-PA. Therefore, the research sought to study the global and national economic policy environment in the contemporary world; perform historical review of the National Policy Institution of Occupational Health and Working (PNSTT) and the National Policy on Safety and Health work and analyze the actions and policy interventions at national, state and municipal level. Developed a research work contemplating the formulation and implementation of actions on workers' health, considering the makers represented in the survey by the ILO member company Vale S / A and trade unions; the Enforcers, represented by managers and employees of the security services and health of workers and beneficiaries, represented by the mining workers. The phenomenon studied showed permeated with contradictions and social determinations and could not be considered only within the limits of public policy for worker safety and health, it became necessary to analyze other social elements, which directly and indirectly determine the dynamics public policy in the municipality of Parauapebas. Through the critical-dialectical method it was possible to carry out the "way back" and understand the nuances of the unfavorable environment for public policy safety and occupational health in the Region. It points out that the ineffectiveness of these policies is determined by economic policy conditions in Brazil, but also by the local environment, where we observe the extension of the "industrial reserve army", the preference for Health Insurance, the (un) social control in health worker and neo-corporatist role of the unions. Contradictorily, the survey that sought information on the implementation of public policies for worker safety and health found more data on intensification of exploitation and control of labor power than promoting the health of these workers. Given the results revealed by the research work, it is concluded that the labor force in the municipality of Parauapebas-PA, despite the existence of legal framework and apparatus of public policy protection remains unprotected in all aspects of the fence, in special, safety and occupational health.Item Acesso aberto (Open Access) Vila da Barca, das palafitas ao conjunto habitacional: análise sobre a (im)permanência dos moradores na área(Universidade Federal do Pará, 2011-08-31) SOUZA, Alessandra Kelma de; SANTANA, Joana Valente; http://lattes.cnpq.br/1192736573759096The presented task brings before the public a reflection about the current orientation over the brazilian housing politics concerning the interference in areas of flawy bases, without removal of dwellers, in order to garantee their permanence on restructured places. The axis of the investigation relies on the following question: In what degree does the current orientation of the brazilian housing politics of interference in flawy bases, without removal of the population, may garantee effective permanence of the dwellers in these places, particularly the “Projeto de Urbanização e Habitação da Vila da Barca” (“Vila da Barca” Urbanization and Housing Project). The study relies on theoretical references about the production of the capitalist city and the unbalanced appropriation of urban land, which cause impact on the constitution of flawy bases, as a home space for part of the brazilian working rank, who cannot access the real state private market, due to the mechanisms to form the prices of the urbanized land. The research was developed on the basis of the dialectic method, adopting the bibliographic, documental and field data gathering, having 35 dwellers interviewed, those who were replaced by the urbanistic project of “Vila da Barca”. The results show that flawy forms of popular housing, settled on diseased and inappropriate areas, such as tenement and slum-dwellings, and, concerning Belém, the suburbs were repressively removed by the government along history. It‟s understood that the standardized urbanistc projects develop nowadays towards the fulfilment of housing needs of workers, even if presenting in their configuration the permanence issue, preserve the interests of the production of the capitalist city, and bring to evidence the logic of the social-space segregation, for they don‟t set consistent changes in the families‟ reality. Besides, on the contrary of what‟s spread by the government‟s speech, the accomplished research in “Vila da Barca” shows that such projects don‟t manage to guarantee the permanence of dwellers in places suffering intervention, once they tear the families‟ survival strategies apart, who, without financial conditions and unable to afford new homes (urban services‟ taxes), tend to sell the realty that was meant to be theirs, reproducing the previous life conditions in other flawy bases. This way, the “Projeto Vila da Barca” (“Vila da Barca” Project), concieved to solve the homing situations of the families in the area, generated severe consequences to themselves, specially the wrecking of their occupational activities, showing the limits of governmental intervention, according to the production of the capitalist city.
