This research considered the technical administrator federal and freeholder employees that develop their activities in the units of the Upper Management, supplementary units, University Hospitals and in the Planning Coordination, management and Evaluation (PCMEs) of Institutes, Centers and Campuses. The range of information were obtained from official documents based on documentation analysis technique, allowing defining specific characteristics, establishing relations between the several variables linked to their responsibilities. The qualitative approach considered the subjectivity in the interpretation, attributing general meanings to the phenomena to identify sectorial and individual competences linked with the strategic objectives of the institution. Quantitative analysis used the essential individual competences for the organization, translated in numbers and based on the questionnaires results. The first and second phases of the research identified and validated the sectorial and individual competences. The third and fourth phases defined the importance degree of competence to the unit and the domain degree of the employees in those competences. The last phase was generated the Training Degree Request (TDR) for the technical administrator federal and freeholder employees. In general, the results indicated the TDR related to the individual competences, but the main result was the acquirement of the TDR related to units of the Upper Management, supplementary units, Institutes, Centers and Campuses and the University Hospitals. The research aims to analyze work engagement and self-efficacy and establish the relationship between these constructs, guided by the following questions: what are the characteristics of work engagement and self-efficacy among employees of the Federal University of Pará (UFPA) and how do these constructs relate? Therefore, a literature review was carried out to theoretically and methodologically support the investigation of how it occurs and what influences engagement and self-efficacy at work. For data collection, questionnaires were applied to employees of the Federal University of Pará with questions adopted in other similar studies to assess engagement and self-efficacy in a sample of 326 employees, including teachers and technicians. From the results, median general indices for the intensity of engagement and self-efficacy of the sample were inferred. The study's hypotheses were tested indicating that there are no significant differences in the scores of men and women regarding work engagement and self-efficacy, similar indices for occupants of managerial position and teaching positions and administrative technicians and more engaged older employees and higher self-efficacy beliefs. One group proved to have the highest intensity of self-efficacy beliefs and high intensities of vigor, dedication and absorption, being classified as having “high self-efficacy beliefs and engagement at work”. The people management area has a fundamental role in this process of change. With Decree No. 5,707 / 2006 establishing the National Policy Staff Development (PNDP), federal public organizations should adopt the model of management competency for the management of training. The training provides for public organizations the development and acquisition of skills by servers, with results as the improvement of organizational performance. Because of this, the Federal University of Pará (UFPA) began the process of implementation of the management model of competencies in 2011 with the mapping skills by conducting interviews with 832 technical and administrative staff. This research developed a proposal for diagnosis of training needs based on skills through the development of a self-assessment questionnaire and observer (is when the manager evaluates the subject). This instrument evaluated the degree of importance and mastery of competencies identified for the units (Coordination Planning, Management and Infrastructure Assessment and Coordination) of the interior campuses. With ratings of importance and control, we calculated the degree of training needs, as proposed by Brandão (2012). The research was exploratory and descriptive, considering the performance of document analysis and individual interviews, in order to describe the current survey of training needs (LNC) UFPA. The results of the research arising from the questionnaires were described as means and standard deviations, so be analyzed perception of similarity in self-assessments and heteroavaliações. In this background, the process mapping and competencies arise as a tool necessary to the attendance of changes to be implement in the organizations that search the monitoring of these changes. However, there are few information in the literature about the importance of process mapping in the identification of competencies in a public management. Thus, the research had a goal to map the necessary competencies for secretaries of programs of post-graduation stricto sensu at UFPA, identifying if the competencies described in focal group attend all activities of servers. After collections and analysis of data, obtained in focal groups and with the application of questionnaire, competences was validated as necessary to this servers, close to institution which act, in case UFPA. The results demonstrated that to relate the process with competencies identified for a focal group, one new competency was added only. Water scarcity and global warming are just two examples of many circumstances that alert us towards the search for solutions. For this reason, the International agreements is proposing a model of production and consumption that considers the best use of resources, quality of life and reduction of environmental impacts, so that the model meets current needs without impacting on future generations. This purpose is best achieved when public institutions contribute with encouragment due to the relevance and power of these organizations. The Federal Government is now elaborating a policy for promoting sustainable development, example of this is the legal requirement to include sustainability criteria in public procurement. Thus, the research aimed to identify the main opportunities and challenges for Sustainable Public Procurement (SPP) at Universidade Federal do Pará (UFPA), which provided to suggest process improvements that will also serve as the basis for other public institutions. To support this analysis, we used the legal, administrative and conceptual referential, as well as desk research and interviews, targeting the convergence of data. Among the identified limitations, we cite: the difficulty of specifying product in the Government Cataloguing System (CATMAT), the need for clearer guidelines on legislation and better coordination of laws, the indispensability of changing the culture and the development of internal sustainability policy at UFPA. The main reasons for this policy are: induction standards for more sustainable consumption and production, declining prices of products through the scale, improving the government procurement system, strengthening the political sustainability at the public institutions and constant awareness and training of servers. The entities that make up the structure of the Brazilian public administration are required by the Federal Constitution to account for the use of public resources and to respect the principle of publicity, among other principles of public administration. In this way, the path of good governance permeates, among other principles, the transparency of the accounts of public entities and their component bodies in direct and indirect administration. This theme has received greater prominence in recent laws, such as the Fiscal Responsibility Law (LRF), of May 4, 2000, Complementary Law 131/2009 - Transparency Law - and Law No. 12.527/2011 - Access to Information Law (LAI). Considering that SUDAM is in this context of a government agent that has an obligation to provide transparency in its purchases, this work is based on proving good public governance, with regard to active transparency of bids and contracts in the period from 2015 to 2022. Thus, the following problem was formulated to be addressed and contextualized: How can SUDAM demonstrate the level of active transparency in its contracts carried out in the period from 2015 to 2022? Based on a bibliographical and documentary exploration, the proposed methodological scope is divided into two parts. In the first, the application of an indicator capable of measuring the levels of transparency in the acquisition and contracting process in public administration was presented; and the second presented an indicator that proposed to measure the levels of transparency in the publicity process in public acquisitions and contracting.
