    Comunicação e resistência: meios e usos da comunicação por grupos sociais atingidos pelo desastre da Hydro Alunorte em Barcarena, Pará

    communication triggered by the social groups affected by the Hydro Alunorte disaster, in Barcarena, Pará, located in a historical context of environmental injustice (ACSERALD, 2001) that crosses the socio-environmental conflicts in the Amazon. What motivated our study was the fact that the media coverage of the environmental disaster, denounced by local communities and occurred in the beginning of 2018, involving the leakage of tailings from the Norwegian company Hydro Alunorte, leader in the global aluminum market, has achieved national repercussion. and international, but with little space for popular and local voices (STEINBRENNER, GUERREIRO NETO; BRAGANÇA; CASTRO, 2020). Thus, our intention, based on an exploratory study of a qualitative character (YIN, 2016), considering a period of 24 months from the occurrence of the disaster, was precisely to seek the other voices, usually and historically invisible, in order to understand, from the perspective of mediatization (HEPP, 2014), the communication processes and practices (FRANCE, 2016) for resistance (PERUZZO, 1998) that mark in this period the actions of the mobilized social groups, in what we call the field of communicative resistance, in reaction to the impacts caused by the disaster and in the defense of rights and their territories in the municipality of Barcarena, understood as mining "sacrifice zone" (CASTRO, 2019).

    The study investigated the relationship between socio-environmental conflicts and the management of natural resources in quilombola territories on the island of Marajó / PA. To this end, the context of quilombola communities in the municipality of Salvaterra was taken, more specifically, that of the Deus me Ajude community. The assessment, conducted under the theoretical perspective of socio-environmental conflicts and natural resource management, was based on a qualitative investigation, using documentary and bibliographic analysis, in addition to conducting field research. In the research universe, it follows that adjoining farmers, aiming to satisfy their interests, take particular advantage of necessary areas for quilombola communities, something that has generated a series of conditions limiting the ways of producing and organizing the social life of community members. However, in the face of the action of the farmers, the reaction of the community members is not of a doldrums, on the contrary, the quilombolas intensify their collective organization and position themselves in front of the opposing group. There arises, due to the abrupt reduction of natural resources to quilombola access and control, an autonomous movement for the collective construction of organizational and adaptive strategies that figure, in this scenario, regarding the management of natural resources. The quilombola group creates, independently and endogenously, ways to manage the available resources, aiming to satisfy the demands and needs of the family support. From this perspective, socioenvironmental conflicts, although they cause innumerable negative and harmful effects to the quilombola daily life, the density of the quilombola struggle is substantial, as well as it favors / helps the management of natural resources.

    The coastal erosion on Ajuruteua Beach has been intensifying over the last years.The beach advances about five meters annually, destroying the streets and houses that were inserted there improperly. The current work purposes to study the fields of coast line management at Ajuruteua, Bragança – PA aiming to create new instruments that can contribute to building solutions to minimize social and environmental problems arising from the process of appropriation and use of the beach.Through three chapters with distinct and complementary themes and by semi-structured interviews, analysis of documents and exploratory fields, this work has succeeded in pointing the main actors of the conflicts in the region and how they are related to coastal erosion besides the analysis of the process of municipal Coastal Management and of these main gaps. Taking into account these analyzes it was possible to carry out a participatory cartography as a participatory tool of how the community perceives its own territory and the significant characteristics of it. Among such limitations, has been shown that Ajuruteua suffer the issue of management competences since there is currently no body entirely responsible for the beach. This problem rise a conflict in competences influencing directly the community there, in reason of not even the port owners knew who is in charge of the beach. In view of the importance of this work mainly from the participatory mapping that serve as an instrument to empower and strengthen the Ajuruteua community.

    Conflitos socioambientais e limites da gestão compartilhada em unidade de conservação na zona costeira amazônica

    The paper discusses the emergence of socio-environmental conflicts and the limits of shared territory management in Brazilian Amazonian coastal zone. Particularly, the article debates socio-environmental conflicts and the limits of shared management in 3 (three) Conservation Units (UC) in the coastal zone of Pará state, precisely: RESEX Mãe Grande de Curuçá, RESEX Mestre Lucindo and APA Algodoal- Maiandeua. Theoretically, the paper is based on the concepts of socio-environmental conflict and shared management, the latter within the analytical field of social management. Methodologically, it is a study based on action research supported by method of participant observation and techniques of semi structured interviews. For data examination, it was used the method of network analysis. The article demonstrates the existence of four categories of conflicts: (1) first, conflicts related to economic enterprises, (2) second, those related to the degradation of the environment and natural resources, (3) third, conflicts that arise from local economic and occupational practices and (4) fourth, those resulting of legal and social inferences. The different categories and types of conflict demonstrate the complexity that management councils face in the shared management process. The research shows that shared management has limitations, however it is, so far, the best pattern for UC management. The article concludes that shared management is a process and practice and that it becomes more potent as the actors involved gain experience and increasingly promote dialogue and well-understood interest based on social participation.

    The destination of solid waste in most Brazilian cities is usually the Sanitary Landfills. The big problem around this theme is that many of these places do not strictly follow the mandatory environmental precepts recommended by the Law and thus cause several environmental and social damages to the communities that surround them. Therefore, this work presents as a general objective to understand the socio- environmental conflicts between the Urban Waste Processing and Treatment Center (CPTR) in Marituba of the company Guamá and the Quilombola Community of Abacatal. Having thus, the following specific objectives: to describe the political- administrative context of the implementation of the enterprise in Marituba; to analyze the main types of conflicts and to identify what were the resistance strategies of the community in the face of the problems suffered and as a product the elaboration of a Documentary to give visibility to the forms of resistance and the impacts caused. This enterprise, in turn, meets the demand of the Municipalities of Belém, Ananindeua and Marituba, located in the Metropolitan Region of Belém and is meeting some popular resistance by the organized social movement called: FORA LIXÃO! in the sense of ending its activities in the place where it is inserted. The concepts used in the context of the project are based on the current Environmental Legislation such as the National Solid Waste Policy and others and the theoretical contribution is anchored in Leff and Litlle. For the development of the work, qualitative research was used with methodological procedures such as: Bibliographic Research, Documentary Research, Participant Research and Field Research and others. In the results, Conflicts related to Social and Environmental Impacts generated by human and natural action were predominant.

    This paper analyzes socio-environmental conflicts, limits and possibilities in the context of the shared management of the Marine Master Lucindo Extractive Reserve (RESEX), in the municipality of Marapanim. Among the general aspects of RESEX, one that deserves to be highlighted is its recent creation, a factor that allowed monitoring from the embryonic stages of management. RESEX does not yet have a Management Plan in place, which provides the opportunity to suggest intervention techniques, and reinforces the relevance of the research. This work presents an article that discusses RESEX's socioenvironmental conflicts. In this article, the main socioenvironmental conflicts verified were overfishing, degradation of mangroves, predatory extraction of crab, extraction of wood in mangrove and dry land areas, improper disposal of solid waste, fires, accumulation of solid waste in rivers and streams, and land conflicts. With that, the bases were created to deal with the second article, which deals with the limits of shared management considering the existing conflicts. At this stage, the analyzes were restricted to the Deliberative Council, since this is the main instrument of shared management. The result of the reflections in this article pointed out that the limitations of shared management in the RESEX are: inefficiency of the information system among the majority of councilors, low level of participation of the population, difficulty in mediation regarding the interests of the members of the Deliberative Council, weak communication between the RESEX communities and the implementation of the Integrated Management Center (NGI). From these results, it was possible to think of techniques to be suggested in order to better deal with these limits. The techniques aimed at increasing social participation, income generation opportunities, strengthening interrelationships and partnerships between Council institutions, training and awareness of all those involved, increasing the dissemination of information about RESEX, encouraging communication between communities, with an emphasis on those furthest from the city center, encouraging organization and proactivity, in addition to the search for continuous improvement.

    Traditional communities and Indigenous Peoples living in transition areas between the Amazon and Cerrado biomes are suffering pressure from the spread of forestry monocultures over their territories. The present work aims to understand the perception of indigenous people from Aldeia Cocalinho, in the Apinayé Indigenous Land, in Tocantins, and the Community of Quebradeiras de Coco Babaçu Sete Barracas, also in Tocantins, about reforestation activities based on projects developed in the region do Bico do Papagaio (TO), in the municipalities of São Bento do Tocantins and São Miguel, respectively by the companies Suzano and Nobleinvest. The research proposes to observe the reforestation projects of forestry companies in perspective of the traditional agricultural practices of these two communities, in order to highlight the contradictions of the corporate reforestation model, predominant in the Bico do Papagaio region. The approach of this research is qualitative, with ethnography and semistructured interviews. The thesis defended is that the forestry companies Suzano and Nobleinvest caused and still cause accumulation through spoliation, especially through deforestation in areas appropriated or acquired for eucalyptus and teak monocultures. As part of the consolidation of these companies over collective territories, there is a justification for carrying out reforestation activities, which create a new mechanism for expropriation of ways and means of life in Aldeia Cocalinho and the Sete Barracas Community.

    The research aimed to study the port activity and its expansion as a possible generator of socio- environmental conflicts in the communities surrounding the Port Zone of the Municipality of Barcarena, identifying and analyzing these conflicts arising from the installation and operation of the ports to, in the end, propose instruments for conflict mediation. . It is necessary to understand how socio-environmental conflicts occur to motivate sustainability actions and policies that preserve the community against recurring environmental damage in its territory. In addition, it is important to promote transparency in the process and use conflict management tools in the face of complex territorial relations, structuring the agents involved in the search for consensus and equity of rights. Data were obtained through bibliographic and documentary surveys and individualized interviews with residents, port officials, municipal and state authorities. It was concluded that the port activity has great potential for generating conflicts and that the dynamics that involve actions for the operation of the ports of Barcarena cause environmental damage and lasting conflicts between the actors: port companies; community and public power. These conflicts are aggravated by the lack of transparency in Environmental Impact Studies and the absence of the use of self-composition tools for conflict management.

    This study discusses the increase in socio-environmental conflicts and social injustices that affect the way of life of riverside populations, artisanal fishermen, rural farmers and others, considered vulnerable minorities due to the implementation of large projects in the Amazon, more precisely the possible implementation of the port terminal of private use TUP of Abaetetuba of the North American company Cargill in Urubuéua- Abaetetuba. This is an analysis of the indirect impacts, since the port has not yet been implemented. The general objective is to understand how the latent socio-environmental impacts of implementing the Cargill port relate to the social organizations of the Ilha do Capim community. Documentary, bibliographic research, semi-structured interviews and direct observation were carried out. The results show that the socio-environmental impacts caused by the process of installing the Port of Cargill brings harm to residents, harming traditional activities, such as fishing, directly interfering in the daily life of the community, in turn generating a dialectical process with the creation of new processes and organizational spaces and political resistance.

    This research aims to analyze the traditional and the quilombolas indigenous communities of Barcarena in regards to resistance strategies to the loss of their specific territorialities. Living the dilemma of socio-environmental conflict in which they are victimized by environmental crimes, successive displacements and expropriation, they still manage to maintain forms of living, social, and cultural reproduction that differs from those imposed by industrial capitalism and the development project. Through legal plurality, they seek the recognition to their specific territorialities ownership and keep their place, or even to choose to move out. The research aims as an empirical field the quilombolas indigenous communities located around Murucupi river, in “Vila dos Cabanos” and the traditional communities of the Industrial District of Barcarena. The research initially analyzes the previous period to the presence of the mining complex, the universe of the site and territorialization of indigenous and quilombola units when they were usurped and expropriated by the Church, and later their territorial domains passed on to CDI and CODEBAR. It deepens its study in the illusory and mediatic force of the development progress, inaugurating the socio-environmental conflict in Barcarena, which makes the inhabitants of the traditional communities vulnerable to environmental crimes and displacement processes, due to irresponsible, degrading practices of mining companies and by the developmental project adopted by the state that seeks "development" even based on social and environmental costs. Despite the annihilating attempts to their forms of existence, the Industrial District traditional communities require the recognition of specific territorialities to guarantee their rights in the current relocation and indemnification negotiations, while the quilombolas indigenous communities require rights to remain in the place through the legitimate recognition of theirs specific territoriality along with the MPF, Cultural Foundation Palmares and INCRA.
