The investigation was conducted in six states portals Amazon. The analysis model encompasses, on the one hand, the most technology and how these portals are providing information to citizens aspects in order to create facilities and opportunities for their lives. And secondly - and this is the most important aspect - those relating to accountability and popular participation. All this has the sense to see how the portals have been constituted as an instrument to deepen democracy in the Amazon states and realization of a new type of society: the digital. The theoretical model undertakes categories of e-government, accountability and popular participation. The results are not encouraging, also converging with international experience. What is observed is that the portals, in general, have adequate technological resources, there are conditions of good navigation, information search. Thus, the technology does not seem to be a problem. What portals resent really is greater interactivity, it can be inferred that the relations established are fundamentally the government-to-citizen type, with the government issuing and society, it seems, the receiver liabilities, while away the inversion of this relationship for citizen-to-government.Item Acesso aberto (Open Access) O Estatuto da Criança e do Adolescente em discursos autoritários(Universidade Federal do Pará, 2009-04) LEMOS, Flávia Cristina SilveiraIt is with this article question the ownership of the Statute of the Child and Adolescent in power and know practices driven by populist policies and authoritarian soon after the promulgation of this code, at the inauguration of the Ministry of the Child. Through a historical and genealogical methodology of Michel Foucault and theoretical contributions of anthropologist Marilena Chauí, analyzes the speeches that built the children and young people as the goal-Brazilian synthesis of the New Republic. We know the city has one of the biggest miner reserves from Brazil and also the world, and a revenue from the greatest ones. This fact helps on decrease criminal activities which falls over its citizens. Also, if that revenue would distribute the capital goods and servicing inside of territory in a equanimity way or if it endures some of the same troubles that has been lived in other Para's cities. Therefore, a historic set up was made of economic and population data beyond countryside research. In the study's progress, rises an important and serious revelation and it is the likely reduction and a probably end to the reserve in mid-2035, fact that can intervene in the revenue's catchment. And considering this, the city is already working in economic and alternative ways for its population. So they shouldn't feel the impact from the revenue's decreasing, as a consequence, could increase the violence levels, which already is a dangerous reality today. This assignment analyse the criminality considering qualitative and measurable aspects from research data explained in historical and rational materialism also construction, which are connected in suburban's formation that turn into violence's producers and products. The central idea to be explained is, if the social and economic relationships in a city like Parauapebas can offer a better reality than ones that are proposed in other cities, or if nothing changes from some realities that has been lived in the country. The high city's revenue couldn't help in making a better life to the population. The violence levels, that's still too high, could be a reflection of a bad money distribution? Therefore, drinking water becomes a tension element between the administrative authorities and the different actors that need adequate water for consumption. Space that inherited social inequalities resulting from their peripheral status, from its location on the margins of State. So, our purpose is to analyze the national public water policy in Colombia and Brazil, and its effects on municipal context in Amazonian border urban areas (Leticia and Tabatinga). From an interdisciplinary perspective, based mainly on reflexive sociology and political science, as well as social mapping and conducting interviews, it reveals that the effects of national public policies for water in territory analyzed contradict its effectiveness in these local contexts.Item Acesso aberto (Open Access) "Salve o Itapecuru": aspectos público e político da emergência de um território sob as exigências da ambientalização(Universidade Federal do Pará, 2016-03-14) MUSSARA, Raissa Moreira Lima Mendes; CARDOSO, Denise Machado; http://lattes.cnpq.br/2685857306168366; TEISSERENC, Maria José da Silva Aquino; http://lattes.cnpq.br/1799861202638255This work aimed at understanding and monitoring of dynamics involving the use and management of natural resources in the state of Maranhão. In this context we highlight the Itapecuru river as dynamic target of public action directed towards its use and management, that is, government actions, alone or with private actors that attempt to respond to situations perceived as "problems." Thus, the question is: How, along the ancient and recent history, society and the state have been making use of the Itapecuru river water and how this use commit the life and health of this river? The State is materializing actions to repair the damage historically accumulated in the life of the river to ensure its durability and use by current and future generations? In order to answer these questions the research was made up from field work using the ethnographic method to characterize the social setting in the city Itapecuru Mirim / MA, combined with the implementation of semi-structured interviews with state government officials. Analyzes were performed with legal and procedural frameworks related to the observed issues. In the adopted approach to the systematization of observation of such public action dynamic the emergence of a "public problem" the mobilization of groups directly affected by a considered prejudicial situation to their interests was observed, and the presence and discussion in the public space, as well as the emergence of a "political problem" as inscribed on a government agenda, seeking to understand what the conditions and the effects of the passage of the public question the political issue, domain issues of public action sociology (Lascoumes and Le Galès, 2005 ) especially the sociology that deals with policy responses to environmental issues (Lascoumes, 2012). Through research it was found that environmental issues are outside the traditional administrative territorial divisions and the relationship between social actors and between them and the resources emerging challenges require responses capable of articulating different interests and perspectives on a river-territory subject to intervention political, technical and economic, in permanent construction from local actions. The context of institutional precariousness regarding the answers to the "ambientalização" or "environmentalization", requirements is revealed in the lack of arenas to debat environmental degradation that is exposed to Itapecuru river and basin in overlapping actions, in the absence of interventions articulating scales space and different territories, and in the chaotic management of resources, which is strongly related to undemocratic power structures at the local and state levels, which makes the relationship not only between actors, but between policies that enable the inclusion of environmental issues in management of local public interest and social policies that address the complexity of public action.
