The literature highlights the adoption and use of digital competence for the development of educational services in Higher Education Institutions (HEIs), but it's still necessary to understand its influence on the innovative behavior of the public official. The aim of this study was to investigate the influence of digital competence, based on the predictors’ infrastructure, integration, and digital management, on innovative work behaviors. The research was applied to 540 public employees of a Federal Institution of Higher Education (IFES) in northern Brazil. The response rate for this study was 33.5%. For data analysis, the Structural Equation Modeling approach by Partial Least Squares (PLS-SEM) was used. The results confirm hypotheses H1, H2 and H3 and indicate that public emplo yees with a high level of perception of digital competence more often develop challenging work to generate new innovative behaviors at work. Adherence to infrastructure, integration and digital management can help the institution to obtain behaviors aimed at innovation, thus, it is up to university public management to conduct them effectively. This research was limited to investigating the influence of digital competence on innovative work behaviors of public employees of a Brazilian IFES. Future studies may address other contextual factors in this relationship. The research is structured based on the discussions proposed by the theoretical framework throughout two chapters that address the Theory and the Managerial Public Administration model, based on the principle of efficiency, according to the model proposed by Bresser-Pereira in the 90s, highlighting the regulatory frameworks, and finally, a literature review, based on Povedano et al. (2021). For this, Data Envelopment Analysis – (DEA-BBC model) was used, output-oriented, which makes it possible to comparatively analyze the efficiency of DMUs. To measure the efficiency of Municipalities' spending, data from INEP and the Transparency Portal of the State Attorney General's Office were used. The DEA results indicated that the Tocantins RI obtained the lowest efficiency score, with increasing returns to scale, indicating that to achieve efficiency, optimal use of inputs is necessary, necessitating some reductions in its numbers of teachers and schools, so that each municipality remains on the production frontier. The scale efficiency had an average of 0.3968. Participatory management has been an alternative in the area of public administration, in the participation of the servants in the production of the common good is a measure of the processes of deliberative participation. The research begins to understand the participative management in the university context, the participation of a process of real participation in the administrative processes and managers in the decision making in the educational environment, besides of Exact and Natural Sciences of the Federal University of Pará. The discussion problematized environmental education in new theoretical and methodological bases, as an instrument of conflict mediation in the participatory process, with administrative and academic units as spaces for such mediation. A questionnaire was prepared with 28 open and closed questions, based on Normative Instruction 10/2012. They answered the research TA and Managers, all act in the Institute of Exact and Natural Science. The questionnaire was used as a collection instrument and the data were submitted to content analysis. The results served to outline a methodological profile and the dissemination of environmental education strategies and activities in the participatory environmental management process adopted at ICEN / UFPA. The analysis of the data indicated that the idea of using environmental education as an interdisciplinary tool allied to participatory practice, a priori operationalized aspects of the theoretical approach of human resources management in ICEN / UFPA.Dissertação Acesso aberto (Open Access) Governança ambiental: demonstrativo para unidades de conservação no município de Ananindeua/PA(Universidade Federal do Pará, 2019-12-06) SANTOS, Fernanda Gabrielle Filiphina Paixão dos; SIMONIAN, Ligia Terezinha Lopes; http://lattes.cnpq.br/6620574987436911; https://orcid.org/0000-0001-6690-7244The research sought to develop a specific instrument to support the participation of the population in decisions that affect well-being in conservation units (UC), having as their ambit the municipal conservation units Parque Ambiental Antônio Danúbio and Museu Parque do Seringal, both located in Ananindeua-Pará-Brazil. The results of the research are aimed at verifying the governance structure existing in the municipal conservation units of Ananindeua; develop a protocol with the necessary requirements to highlight the UC's heritage; and test the applicability of the instrument to the municipal conservation units of Ananindeua. With the qualitative approach and the hybridism resulting from the use of dialectic and deductive methods, the work brought together a set of research techniques and varied sources of evidence. The techniques used were bibliographic, field research, image production and study, multiple cases and Likert scale. The sources of evi dence we re documents, records in archives, interviews, direct observation and physical artifacts. As research products, two cartographic maps of the two UC were elaborated; organization and execution of an improvement course for UC's employees and other interested parties; development of an assessment protocol for environmental and social wealth, considering non- economic-financial aspects; and development of the Social and Environmental Statement for Conservation Units (DSAUC). In addition, DSAUC underwent interdisciplinary technical analysis for validation as an instrument. Of the validators, 71.4% agreed that the DSAUC can be an instrument for measuring environmental and social wealth in UC. Of the respondents, 85.7% confirm the need for a specific statement to inform environmental and social issues in UC. Of the respondents, 42.9% are not satisfied with the traditional accounting statements to inform environmental and social issues. DSAUC proved to be easy to understand regar ding env ironmental and social wealth, corresponding to 85.7% of the validators. The instrument also proved to be a stimulus to increase the number of visitors in the UC, since 100% of the validators were interested in visiting or returning to the Parque Ambiental Antônio Danúbio and/or the Museu Parque do Parque do Seringal.Dissertação Acesso aberto (Open Access) Regime de dedicação exclusiva: desafios e perspectivas na Universidade Federal do Pará(Universidade Federal do Pará, 2020-12-17) MIRANDA, Liovanny Alves Favacho de; TEIXEIRA, Eliana Maria de Souza Franco; http://lattes.cnpq.br/5865287894194983This research consisted of verifying, through the evolution of the Brazilian Public Administration, the way in which the lack of internal regulation in the Federal Institutions of Higher Education, about the Exclusive Dedication Regime, contributes to the occurrence of cases of transgression to that work regime. The referential started from a historical focus on how the theoretical contribution related to public management evolved to the present approach, based on results-oriented management and guided by the principle of efficiency to clarify the mechanisms that strengthened social control and, therefore, the identification of infringing acts such as transgression to the DE regime. The methodological procedure used to implement the research objectives, as to the purpose, can be classified as "applied or practical research", in addition to explanatory research, using data from documentary research, based on secondary data. In this sense, the data collection process had two stages: first, the collection of Resolutions, from the websites of the Superior Councils and academic units, having adopted, as a criterion for sample selection, the existence, in the content of the Resolution, of devices that regulated the exceptions provided for in art. 21 of Law no. 12,772 / 2012; in the second stage, the data already compiled by CGU were used, through the management track n. 201413612, made available through three spreadsheets of the excel software. In this sense, the information worked on in this stage was extracted from the fields referring to the sex of the offending teachers, the amount of the debt of each teacher, the number of occurrences in each type of infraction, in addition to the time of entry of the server at UFPA. The association of the results obtained in the two stages indicates that the University has issued adequate and sufficient norms for the regulation of all exceptions provided for by Law and, therefore, this aspect would not directly influence the occurrence of the infractions. In addition, considering the average profile of the offending teacher, it was suggested, as a product of this dissertation, the development of a booklet that would allow teachers to identify, in a simplified and summarized way, what they can or cannot do.Dissertação Acesso aberto (Open Access) Transparência pública e a influência no controle social: uma pesquisa com agentes públicos(Universidade Federal do Pará, 2024-07-09) MANSUR, Jamylle Hanna; MATTOS, Carlos André Corrêa de; http://lattes.cnpq.br/3337808570398709; https://orcid.org/0000-0002-3027-7479The Democratic Rule of Law, set out in the 1988 Federal Constitution, institutionalized citizen participation in the political process and scope of public management. The objective of the research is to identify factors and prove the influence of the transparency of government information on social control and citizen participation of public agents in the state of Pará. An exploratory and descriptive survey was carried out with quantitative treatment and non-probability sampling for accessibility. The population consisted of 402 respondents. The data obtained through a questionnaire with 67 indicators were treated with quantitative techniques in the form of descriptive, correlational and multivariate statistics (exploratory factor analysis) and structural equation modeling in the form of partial least squares (PLS-SEM), to confirm the factors and test three research hypotheses. The first, whether the improvement of Transparency exerts a positive and significant influence on the evaluation of Social Control (H1), the second, whether the improvement of Transparency exerts a positive and significant influence on Citizen Participation (H2) and the third, whether Social Control exerts positive and significant influence on Citizen Participation (H3). It was found that transparency has a positive and significant influence on the perception of social control and citizen participation, however, the perception of social control is not capable of motivating citizen participation
