Item Acesso aberto (Open Access) Agenda ambiental na administração pública A3P: estudo da adesão e ação em uma universidade pública(Universidade da Amazônia, 2015-12) VIEGAS, Socorro de Fátima Souza da Silva; CABRAL, Eugênia Rosa; GOMES, Sérgio Castro; CARVALHO, André CutrimThe paper analyzes the actions of an Institution of Higher Education Federal - IFES in relation to the directives of the Environmental Agenda in Public Administration - A3P, which expresses inclusion of environmental issues in management. In response to pressure, the IFES are adhering to the A3P through adoption of sustainable practices. This is a qualitative study, based on desk research and a questionnaire with the managers of the organization. The results show that the adequacy of the IFES A3P is partial, especially regarding the disposal of waste, the use of natural resources and sustainable procurement. Greater coherence between the policies of A3P and the organization’s actions searched was identifi ed in the actions that show quality of life of the servers in the workplace. In Brazil, the incorporation of previously inaccessible or relatively unpopulated, as in the case of the Brazilian Amazon, by agricultural activities is the result of the advance of capitalist economic frontier. It is clear, therefore, that in Brazil, especially in the Amazon, the advance of capitalist agricultural frontier is occurring within the logic of capital accumulation, however one can not ignore the institutional elements that are present in their interests, and conflicts that permeate the process of economic occupation in a border region so important to the development of capital.Item Acesso aberto (Open Access) Características socioeconômicas pré-industriais e a eclosão do processo de industrialização na Alemanha(Universidade Federal do Pará, 2014-10) CARVALHO, André Cutrim; DUARTE, Pedro Henrique Evangelista; CANO, WilsonThis article seeks to identify means of rapid change and development for which Germany has passed. It must be said that there were a number of favorable factors for the process of industrialization was initiated, such as resource potential and underutilized labor looking for entrepreneurs willing to invest their capital, and the influence of English industrialization process, while Germany led to new products, creating markets for the products of this country and incited interest in using new technologies. In addition, another key aspect of German industrialization was the practice of protectionism. While large parts of the industrialized countries followed the liberalizing logic in relation to international trade, Germany followed the opposite path, protecting their industry from international competition and limiting access to technologies developed. It is clear, therefore, that there were many propulsion for the German industrial development, among them forces: a consolidated banking and commercial base, an industrial tradition, natural resources largely favoring the improvement of existing technologies, and finally a population very receptive on this new industrial “wave” as well as a dynamic nationalism seeking expression.Item Acesso aberto (Open Access) Certificações socioambientais: desenvolvimento sustentável e competitividade da indústria mineira na Amazônia(2005) ENRIQUEZ, Maria Amélia Rodrigues da Silva; DRUMMOND, José Augusto LeitãoThe text deals with the relations between economic growth of a sector responsible for consuming non-renewable natural resources and the process of sustainable development in the Eastern part of the Brazilian state of Pará. The mining of metallic ores in Pará has been growing strongly; local mines are global leaders in their respective fields and must operate in tune with established global social-environmental norms. Therefore, almost all of these mining companies are certified, both socially and environmentally. This behavior presupposes that these companies adhere to the principles of sustainability. Thus, the object of this research effort is to inquire about the effectiveness of these certifications for the process of sustainable development of the territorial sections in which those companies operate. Until now, economists investigate the causes of this terrible pandemic. Hyman Minsky, following the trail of John M. Keynes, developed theories of financial fragility and instability that explain the causes of financial crisis in contemporary capitalism. The large current global recession has its origin in the subprime crisis that occurred in 2008 in the U.S. and spread to the rest of the world. The criticism against this principle in Keynes's General Theory was so overwhelming that eventually causing a division in economics: classical economics (sustained by the principle Say) and saving Keynes (underpinned by the principle of effective demand). In this context, this paper discusses the original formulation of Say's Law, as the basic principle of sustaining the economy of the classical and neoclassical, and its connection with the formulation of the Law of Walras, as well as presenting the criticism that John M. In recent years, Brazilian government policies aimed at fighting unemployment and eradicating extreme poverty, have contributed to preventing the spread of poverty in the country. The 2000s, in contrast to previous decades, showed a systematic reduction of poverty in Brazil from a number of government initiatives in an environment of economic growth. The main conclusion of this study is that inequality of income and poverty rate in Brazil fell between 2005 and 2011. Moreover, the index (coefficient) Gini, one of the indicators most widely used by researchers in the social economy, decreased 0.532 in 2005 to 0.501 in 2011, so the decline in regional income inequality is important because it shows that the reduction of inequality was not partial and not localized in some regions of Brazil, however, despite the accelerated reduction of inequality income, Brazil still does not occupy a prominent position among the countries with better distribution of income, which means you have to persist with social policies to reduce income inequality.Item Acesso aberto (Open Access) Desigualdade de renda, desemprego e pobreza nas regiões metropolitanas do Brasil: uma perspectiva heterodoxa(Associação Keynesiana Brasileira, 2019) CARVALHO, André Cutrim; CARVALHO, David Ferreira; RODRIGUES, Phelipe da SilvaThe present paper aims to deal with the theoretical and empirical view of the evolution of income inequality, unemployment and poverty in the Brazilian metropolitan regions from 2001 to 2011. For this purpose, it is necessary to recover the theoretical framework from the theories of John Maynard Keynes and even Hyman Philip Minsky. The main conclusion is that the social diagnosis, during this period, showed an impressive reduction in income inequality and poverty. In this way, it can be seen that the reduction of income inequalities are extremely important parameters for the expansion of the national domestic market. On the other hand, family income transfer programs, such as “Bolsa Família”, have contributed to the reduction of absolute poverty. However, its is relatively scarce the studies and researches that seek to study the effects of the inter-regional economical inequalities on the inter-regional tax inequalities of the collection execute and potential of the brazilian states. For that, the results of the measurement of the capacity of the outturn of the Brazilian states were analysed, with prominence for the states of the North area, for the years of 1970 up to 2006. The methodology used to esteem the capacity outturn and to determine the state governments fiscal effort was the econometric model of stochastic border adapted for this end.Item Acesso aberto (Open Access) Desindustrialização e reprimarização da economia brasileira contemporânea num contexto de crise financeira global: conceitos e evidências(Universidade Federal de Uberlândia, 2011-12) CARVALHO, David Ferreira; CARVALHO, André CutrimThe purpose of this article is to discuss the meaning of deindustrialization and assess empirically to what extent are experiencing a process of deindustrialization in the Brazilian manufacturing industry, especially in the context of the current global financial crisis that began with the subprime crisis in the real estate industry 2008 U.S.. Furthermore, the article seeks to address the issue of reprimarization due to so-called "Dutch disease" that, like every country rich in natural resources, could mean the risk of changing the agenda of foreign trade of primary commodities rather than manufactured goods. This research covers the period 2000-2011. The empirical methodology performs the analysis based on tabular data organized in tables and figures. The main conclusion here early, is that there are signs that point to a process of deindustrialization recent manufacturing in Brazil due to the increase of the service sector and the decline in industrial productivity revealed by the decline in exports of manufacturing goods to market exterior. The data presented in this study showed a favorable change in the tariff on exports of commodities that suggest a reprimarization. The reason for this is linked to increased global demand for commodities that has raised the prices of food and raw materials from natural resources. Methodologically, the methods used were agglomerations, also called clustering with application of 84 questionnaires in mobile firms in the state of Pará, in order to reveal the industrial clusters and the relationships between some variables indicative of the competitiveness and wooden furniture companies in the region. The next section assesses NAFTA and the growing integration of Mexico’s economy with the US, and the particular role of the maquiladora industry in the context of Mexico’s development strategy. The next section presents the results of two decades of neoliberal policies in Mexico, considering the impact on workers, the environment and the Mexican population overall, with particular emphasis on the peso crisis of 1994-95. The main results for the neoliberal period are the following: GNP growth rates are roughly half of the level for the ISI period; real manufacturing wages in 2004 are only 70% of their level in 1980; and unemployment and poverty clearly increased. Finally, the attempts to challenge the specific neoliberal model that Mexico has been pursuing are presented and discussed.
