Item Acesso aberto (Open Access) Avaliação de substratos orgânicos no cultivo de orquídeas nativas da APA ilha do Combu, Belém, Pará, Brasil(Universidade Federal do Pará, 2009-05-22) VALENCIA, Wilmer Herrera; JARDIM, Mário Augusto Gonçalves; http://lattes.cnpq.br/9596100367613471The natural fibers are being considered in the cultivation of orchids, including the coconut fiber as the most promising. However, other natural organic waste can be used in the cultivation. The study was conducted in the Area of Environmental Protection Island Combu located in Belém. The objective was to evaluate the effects of organic substrates in orchids cultivation, where were selected Brassia chloroleuca Barb.Rod. and Sobralia macrophylla Rchb f. native of APA and subjected to four substrates considered as treatments (T1 - fiber from the stem of açai palm; T2 - the coconut fiber, T3 - seeds of açai palm and T4 - sawdust). The experimental design was completely randomized with 4 treatments and 4 replicates (10 individuals/replicate). The parameters were evaluated: the diameter, length, number of shoots, leaf number and rate of survival for pseudobulbos of Brassia chloroleuca and shoots of Sobralia macrophylla. Data were inserting into the spreadsheet program Bioestat 5.0. and subjected to analysis of variance and averages compared by the Tuckey test at 5% to assess the degree of significance of the effects of treatments. The results showed that the fiber from the stem açaí palm promoved development of vegetative structures followed by sawing in pseudobulbos of B. chloroleuca and S. macrophylla fiber to the stem and seeds of the açaí palm promoved greater growth. It was concluded that the fiber of the stalk of açai palm can be used in the cultivation of species with ecological and sustainable recovery after cutting the açaí palm.Item Acesso aberto (Open Access) “A voz da selva”: comunicação para o desenvolvimento(Universidade Federal do Pará, 2009-10-06) FIGUEIREDO, Thiago Antonio de Sousa; SILVA, Marilena Loureiro da; http://lattes.cnpq.br/7261982145077537This work was carried out from a communication and local development discussion, in order to verify if the social use of communication by residents in communities included in Sustainable Use Conservation Units has contributed to the organization and therefore to the development of community activities in the locality. This study was performed using the case study and participant observation method in a community located within the Sustainable Development Reserve (RDS) Amana in the state of Amazonas. Two theoretical orientations were used for the analysis: a) the critical theory, initiated by the Frankfurt School and well known in Brazil by the works of Paulo Freire, associated to, b) the reception theory that directs communication studies to the cultural phenomena, showing that the reception is something that is related to local people’s way of life, also considering the importance of media and communication techniques. Particularly, the study analyses a quilombola community called Itacoã-Miri located at município of Acará, Pará State. The research central question is: to what extent does people participation on community development project mean incorporation of empirical local knowledge and community demands to legitimate a planning process? The theoretical framework is based on the following literature: (a) meanings and interrelationships between planning, development and participation; and, (b) informal knowledge for sustainable development choices. In addition, the research also takes into account the concepts of social networks and local organisation for their links to the main research debate. The theoretical framework has been used to understand the links that has been established between governmental institutions and local organisations (associations, groups of production, co-operatives, etc.) and also between local government actors and ordinary people for building up local development projects using the approach of participatory planning. Its particular focus is on the Brazilian Amazonia. The unities of analysis were a social group that was formed to build up a local development project and the participatory process carried out by them to raise the project. This was for three basic reasons: Firstly, because a social group is the political arena where individual actors interact between each other; secondly, because it is the arena where social actors implement their meaning of social participation; and, thirdly, because is inside a social group that internal and external (and also formal and informal) relationships take place to make participatory planning effective. The study concludes that most of regional and community planning carried out by federal and regional government from 1970s to the end of 1990s failed for three reasons: (1) firstly, because there were gaps between local people demands and government actions; (2) secondly, the regional planning did not take into account the intercultural differences between local people and government staff; and (3), thirdly, the non-existence of a participatory tool for people involvement in the planning process. The study applied an innovative methodological framework for community people participation in project planning and then found that local people have great cognitive capacity to participate from their empirical knowledge and that their knowledge is a result of their historical involvement with diverse spaces of interaction with external (governmental and non-governmental organisations) actors. The research aims a further understanding about the factors that influence on cooperatives performance. Particularly, the research concentrates on politicalinstitutional, organisational and management factors that influence on cooperatives of production performance and results. The research is a multiple case studies based on two cooperatives of production located in Pará state, Brazil. The theoretical framework is based on solidarity economy and local sustainable development and the economics transformations that may result from these new approaches that use cooperativism and local potentialities as a way for natural resources management and local sustainable development achievements. The data gathered from the selected case studies show that cooperatives performance e results derivate from internal and external factors such as: support from external organisations (governmental and non governmental organisations); capacity building for working in the sense of cooperativism; knowledge about cooperativism philosophies; participation in socioproductive networks; access to external financial resources; productive practices integrated with natural resources management; and, formal education.Item Acesso aberto (Open Access) Abastecimento de água na cidade de Marabá - Pará(Universidade Federal do Pará, 2009-12-17) MORAES, Lindalva Canaan Jorge; ROCHA, Gilberto de Miranda; http://lattes.cnpq.br/2436176783315749This work analyzes the formation, expansion and management of the water supply system of the city of Marabá, in the State of Pará. In the mid-‘70s, the city became the locus of a strong demographic growth, exacerbated by an intensive migration process, resulting from several public initiatives connected with a policy of national integration This policy comprised the development of infrastructure such as roads, hydroelectric plants, official colonization plans, implementation of big projects, as the mining complex of Carajas, incentives to agriculture and cattle-raising and timber exploration. This demographic boom increased by four times the city’s urban population creating a big impact in the supply of public services, overburdening, inclusive, the water supply system. Aiming to contribute to the debate on the question of water supply in the aforementioned city, we concentrated our efforts to analyze how the city’s water supply is being made throughout these years. Its present supply structure, which areas are covered by the services provided by the Company of Water Supply of the State of Pará and which are not and which alternatives of water supply are being adopted to secure water supply services in areas not covered by the official water supply system.Item Acesso aberto (Open Access) Análise da metodologia de gradação de impacto ambiental para cálculo de compensação ambiental no estado do Pará(Universidade Federal do Pará, 2010-02-10) PEREIRA, Nívia Gláucia Pinto; SZLAFSZTEIN, Claudio Fabian; http://lattes.cnpq.br/1348005678649555This work aims to analyze the methodology of environmental impact gradation in order to calculate the environmental compensation in the State of Pará established in the Regulatory Statement 006/2007. Environmental compensation is an instrument of the National Environmental Policy stated by the National System of Conservation Unit – SNUC (Federal Law 9985 of July, 18 of 2000), being obligatory for projects that cause significant environmental impact. It compensates the negative impacts, through the establishment and/or maintenance of the conservation units of total protection. The Law 9985 determines that the licensor is responsible for developing a methodology that calculates the value of environmental compensation based on the impact degree. However, in April 2008, the Federal Supreme Court decided that the art. 36th of SNUC became unconstitutional, so the States already had methodology would manage to new definitions for the application of environmental compensation. After the discussion of important concepts, the methodology is examined and possible elements to be changed are identifies in order to adapt the methodology to the environmental conditions of the State of Pará. Finally, a study case is presented comparing the results between the original and the proposed methodology. The community development means the development of all its members jointly, united by the mutual help and for the collective ownership of certain essential means of production or distribution, in this way through meetings among community and technicians were proven that the fish culture is activity that better if insert, for being an activity that doesn't request a high instruction level tends in view the result obtained for the I diagnose as well as its age group of the habitants' instruction level, in that way it is objectified to Restructure the fish culture system, because they already meet existent before structures in the studied area. However, creating not only ensures its protection, and for this, it was legally established that they would have a period of 05 years to develop their management plans, the main instrument of planning Unit, which establishes the zoning and standards of the area. The fact is that management plans drawn up are hardly implemented due to various reasons, including: lack of human resources, finance, and preparation not consistent as a working tool applied to the manager because their massive actions to be implemented. In order to optimize the directions of the efforts in UC, this dissertation aims to develop a methodology to prioritize activities to implement the Management Plan for the Conservation Unit, which is composed of identifying the structural variables of the Management Plan, use of AHP method, and refinement of prioritization with universal criteria. In order to check and to improve the methodology, it was performed a case study in the Management Plan of Serra dos Martírios/Andorinhas’s. This methodology proved quite satisfactory, serving with an effective tool to support decision making by managers.Item Acesso aberto (Open Access) Subsídios à formulação de políticas de desenvolvimento local: diagnóstico da pesca familiar extrativista com espécies ornamentais na vila Igarapé-Açú, no município de Capitão Poço, no nordeste do Pará(Universidade Federal do Pará, 2010-03-12) IMBIRIBA, Kianya Granhen; SANTANA, Antônio Cordeiro de; http://lattes.cnpq.br/2532279040491194This paper gives a brief account of the ornamental fish farm in Brazil and its development, emphasizing the concept of such activity and the main areas of development in order to detect than the practice of fishing for ornamental fish, owners of commercial value that comes suffering from the reduction of its natural stock due to overfishing. At the level of Brazil, it was observed that the Amazon has more representation on the national scene, because they act on the market for over 50 years in the region, while in Pará, this activity began to be developed at less than 20 years nationally and only 10 years for the export market. It was observed that the state of Para can not reach the state of Amazonas as a matter of inadequate logistics function, economies of scale and cost disadvantage compared to Amazon, with a result of tax benefits offered by this state. The main objective was to analyze and seek to understand the formation of the production of ornamental fish. The results showed the viability and socioeconomic development in the region, exposing its major obstacles: lack of well-educated workforce, lack of bureaucratic procedures of foreign trade by the fishermen, absence of daily international flights from the airport of Bethlehem causing the fishermen picked up the goods from other states, leaving to create wealth for the state of Para and the last obstacle relates to environmental legislation differs from state to state, resulting in Pará has the disadvantage relative to other states, especially the Amazon.Item Acesso aberto (Open Access) Parque Estadual do Utinga (PA): uma gestão ambiental participativa(Universidade Federal do Pará, 2010-03-12) BRITO, Susy Kellen Miranda; ROCHA, Gilberto de Miranda; http://lattes.cnpq.br/2436176783315749This paper analyzes the current management of State Park Utinga (PEUt), in order to understand the possibilities and limits of participatory management of natural resources. It is known that the preservation of PEUt is of fundamental importance for Belenenses, as the “Água Preta” and “Bolonha” lakes are among the springs that supply the metropolitan area of Belém. The PEUt is being threatened by the disorderly process of urbanization that the city has suffering, which has inflicted irregular occupations in the area surrounding the park, as well as within. This process has required the awareness of all actors involved in environmental issues, namely the administration of PEUt, local community, non- governmental organizations (NGOs), Higher Education Institutions (HEI), notably the Center for the Environment ( NUMA), Federal University of Pará (UFPA). To minimize conflicts of interest, the current administration PEUt has sought to involve all segments, adopting what he calls a "participatory management" through the effective operation of the Management Council in decision-making. To this end, we adopted the following practices methodological literature and documents, both in the media, physical and virtual, participation in meetings of the Management Council, the period of field research, visiting the spot areas of PEUt, and interviews with local leaders. At the end of the study, it was felt that it was too recent a real community participation in managing the park, so that it can be said about its limits and possibilities. However, the state has sought to improve its performance in the control area PEUt, taking the first steps towards an effective community participation in the destiny of the place where its people produce and reproduce life.Item Acesso aberto (Open Access) Diagnóstico participativo qualitativo sobre a pesca artesanal no município de Salinópolis-PA(Universidade Federal do Pará, 2010-04-16) FERRO, Antonio da Silva; MORAES, Sérgio Cardoso de; http://lattes.cnpq.br/4568311568729454The Amazon estuary extends along the north-eastern South America, starting from the Maranhão, extending into the Oyapock River at the northern end of the State of Amapá. It is a region where there is much activity takes place industrial and artisanal fishing. This estuary is the scene of intense fishing activity, this study aims to conduct a participatory diagnosis among the fishermen of the area of salt in the city of Salinópolis-PA, but precisely in the village of Cuiarana. They are fishermen whose concepts are varied, in practice small-scale fishing and being self-employed or with respect to work in partnerships with neighbors or relatives, providing little capital and small production. Employing technologies and methodologies to capture with simple technologies, but no less complex. They act in the estuary and even today many do not participate in public policy programs that are effectively targeted to these fishermen. We realize today that the government has long sought an efficient administrative system of fishing. Despite this order, remain the uncertainties of the systematic action in the development of effective targets in the medium and long-term resolution of problems in Para fisheries, particularly the fishermen. The object of this research is to develop a participatory diagnosis based on previous studies on the causes of the decline of fish, environmental degradation, the need for public policies in education on the coast of Para, in particular in the village of Cuiarana in Salinópolis. This diagnosis intends to discuss with local stakeholders, their representativeness and local government, it’s social, environmental and economic, due to the difficulty of local fisheries. To achieve these purposes, I'm doing literature reviews and evaluations of research in areas adjacent to this study. I want to discuss and get answers from the community about the current social, economic, educational and environmental these fishermen. The surveying of cultural and historical facts about the beginnings of its settlement, as well as qualitative and quantitative survey of fish species caught in the periods during and between harvests, comparing their market value and its economic implications for fishermen. To this end, we used techniques based on interviews, meetings, discussions, questionnaires and applications of methods of participatory strategic planning to discuss with the community: a) major implications sites identified as factors reducing fish in the region, b) the removal of fish more captured during crop harvests and c) the production and manufacture of pre-prepared leaflets and educational brochures with information on: the social, economic, environmental and fishing d) provide meetings and discussions systemic character information on the issues fisheries, environment, culture, education, health, safety and leisure, e) strengthen the fishing community through the provision of news, using the local community radio station in order to provide clarification most significant and productive for fishing, the period closure of the protection of wetlands, the use of preventive measures, etc.. f) point out and discuss with the riverine, proposes solutions to combat or minimize the decline in fish stocks local g) assist in the development of community projects, in pursuit of public policy for the purpose of improving the quality of life and the inclusion of such fishermen and their families. Although its origin has been from times of great institutional crisis arising from the revolutionary left, Brazil has achieved great democratic status, since the prevailing idea was that citizen participation could indeed resolve the historical problems of the country. The wave environment, experienced in international and national level were created spaces for preservation and conservation, among them, the Extractive Reserves. Built in the midst of a democratic direction, lived in Brazil, the Extractive Reserves configured as a locus of public action by turning to an innovative public administration, composed of elements of civil society and the State. In following the guidelines and democratic demands, the deliberative councils are chosen as the form most appropriate management of space reservations, allowed for the inclusion of sectors previously excluded from any policy making process, the traditional population and guarantee the involvement of the same. However, the territory of the Reserva Mãe Grande consisted Curuçá superimposed on the municipality, which carries low levels of development and has already had its traditional executive power already installed. Such overlapping territories concerned a dispute of political power within the executive branch and between the city and leaders RESEX. As the Reserve will be contending with their public policies, the Deliberative Council of the Reserva Mãe Grande will reach high profile in local dynamic, moving players who step into there to get the prestige arising from that public space.Item Acesso aberto (Open Access) O consorcio público intermunicipal como instrumento de gestão dos resíduos sólidos urbanos: um estudo de caso nos municípios de Tucuruí e Breu Branco (estado do Pará)(Universidade Federal do Pará, 2010-09-27) FONSECA, Devanilda Ranieri Martins da; SZLAFSZTEIN, Claudio Fabian; http://lattes.cnpq.br/1348005678649555This work aimed to analyze the public intermunicipal trust as a viable instrument from the urban solid waste management in the municipalities of Tucuruí and Breu Branco in the state of Pará, by means of literature review on the topic, analysis of public trusts experiences reported in literature and semistructured interviews with representers from public trusts in Pará and technicians from State Secretariat (SEIR,SEGOV) as well as the application of the sustainability indicators in evaluation of the current urban solid waste management in the cities studied. It was observed, by the proposed methodology, that, despite the difficulties presented in the formation of a public intermunicipal trust in Pará State, such as individualism of public managers, management ability and support (judicial, technical and financial) of the State entity on the implementation of management models associated to the execution of public services of mutual interest, the instrument of public intermunicipal trust seems to be feasible for the urban solid waste management in the cities studied. It can be concluded that the associated management in urban solid waste management allows the minimization of environmental risks and impacts with the optimization of the uses of areas for its final disposal, as well as the gains in production scale with the rationalization of financial, human and technological resources, aiming to increase efficiency in the use of public resources, ability to perform public service of municipalities from Pará in urban solid waste management.Item Acesso aberto (Open Access) Empreendimentos econômicos e política ambiental na Amazônia: um estudo sobre os programas ambientais e a educação ambiental no contexto da Mineração Alcoa no município de Juruti no estado do Pará(Universidade Federal do Pará, 2010-09-27) VELLOSO, Leônidas Pompeu Leão; SILVA, Marilena Loureiro da; http://lattes.cnpq.br/7261982145077537This work aims to study the relationships that have to build from the installation of Bauxite Mine Extraction Company by Alcoa in the municipality of Juruti. The objective is to study the social and environmental impact that the installation of mining is causing and from a critical and emancipatory understand how the state, society and business are related and what interests are served. The theoretical construction of this work takes as a foundation for discussion of environmental complexity, environmental education in environmental management, development processes in Amazonia, democracy and modes of production, together with these elements that the discussion of the logic of capital. The mining company has to change production methods and habits of a significant part of local people to understand that the methodology was the lifting of quantitative and qualitative data, which were constructed from interviews with local actors, information collected through institutions working with statistical data and literature surveys for the construction of the theoretical discussion together with the reports that were presented in the media. The analysis of the indicators presented by the company and its program of environmental education were two important instruments for the analysis of work, because it is possible to see how weak the process of building a real alternative to improving the lives of people where the lack of governance and straightforward way to ensure governance dictate orders. The completion of the work shows that the social and environmental impact caused by the company significantly changed the lives of local people, their habits, their customs, their mode of production. Promoted the increase of diseases and injuries caused by poisonous animals, caused the swelling of the headquarters of the city and that so far the measures the company took in March of mitigation are small impacts, such as improving the selective collection of solid waste.Item Acesso aberto (Open Access) O papel da espacialização de informações nos planos diretores municipais do estado do Pará: caso de estudo da Região Metropolitana de Belém(Universidade Federal do Pará, 2010-09-28) COSTA, Andréa Fernandes da; SZLAFSZTEIN, Claudio Fabian; http://lattes.cnpq.br/1348005678649555Considering the constant process of transformation of urban and rural areas of the municipalities, the Estatuto da Cidade provides that they should be reviewed (evaluated and updated) every ten years. Than the creation of methodologies for analysis, evaluation and updating of Municipal Master Plan is very important. One of the important elements to be reviewed is the role played by the specialization of information. This research was to examine the role played by the spacialization of information in Municipal Master Plans to subsidize management and municipal environmental planning in the Metropolitan Region of Belem (RMB), in Para State. Specifically, it sought to characterize and analyse the use of cartography and geographic information systems as tools and instruments of spacialization of information, and submit proposals for changes in cartography and information tools in Municipal Master Plans to subsidize these tools in the process of updating the plans. The methodology understood reading and interpreting work on analyses of management instruments, such as the Municipal Master Plan, cartography and geographic information systems; semi-structured interviews with technicians and managers of municipal offices of environment, creating arrays of categories for the purpose of analyzing, specialization policies and cartographic elements of thematic maps present in Master Plans of municipalities in the Metropolitan Region of Belem and to check on other Master Plans of the Amazon Region, thematic maps serve as examples. From the analyses was possible to make propositions subsidies as new thematic improvement of cartography used in Master Plans that should be reviewed and updated and to assist the process of preparation of new plans. We have as focus the Carlos Augusto Nobre Ribeiro Comunity. In this dissertation we select the pattern of generation of hidraulic energy to get a little knowledge about how this system works and it importance to a region development. This way we opted to study the Balbina hydroelectric power, detaching principally, it director paper in respect of the generation of energy to development of the Amazonas State. Since that we emphased the social situation of the communities located in ebb tide of the hydroelectric power, with emphasis to Carlos Augusto Nobre Ribeiro comunity. That comunity was choosed because it did not present cataloging in the Director Plan of the municipality of Presidente Figueiredo and because it has relative importance about the social environment aspects. In this study we got evidences that the hydroelectric power was built in an illconsidered region, because the Uatumã riverbed did not present in the period of the building, suficient conditions to generate the energy that would feed Manaus Free Zone, because this region has pratically a plane raise. The building of the hydroelectric, contributed to since alterations in the scene, populational displacements as also implatation of substructures that nowadays are responsable for the raising of the Presidente Figueiredo municipality. This study showed us that hydroelectric power, in spite of big impacts they generate, they are yet considerated the renewable fountains of energy and cheap also if we compare to the density of energy in other fountains. From the critical view of several authors on the impacts resulting from the construction of the hydroelectric plant of Balbina, we noted that the size of the pervasive impacts on the same line of intensity, since studies have shown the multiplicity of effects on local communities.Item Acesso aberto (Open Access) Segurança ambiental: mapa de riscos ambientais da pesca artesanal com espinhel, litoral nordeste do Pará(Universidade Federal do Pará, 2010-10-08) ARCANJO, Carlos de Souza; MORAES, Sérgio Cardoso de; http://lattes.cnpq.br/4568311568729454This research was conducted in the Village of Caratateua and environs, part of the micro bragantina, northeastern Pará, in order to identify, assess and map the occupational risks inherent in the use of longline artisanal fisherman, through a qualitative assessment spot during the execution of this type of fishing, with the collaboration of participatory experienced fishermen. As a result, we elaborated a map of occupational risks of this type of fishing, which should be used in programs of occupational safety management (PPRA, PCMSO, PPP) preventers and public policy for the sector, being an important tool for the fisherman. Their analysis enables the identification, the layout of the desktop, accident vulnerabilities. Particularly, it deals with the superposition of actions for environmental license between the three levels of government entities. This is because superposition of actions generates conflict between the three levels of government entities in the environmental license process. In this study, conflict means a disagreement between the government entities to carry out the environment license process. Methodologically, the research takes a case study of two projects that have been involved in the environmental license process carried out by different entities. The study analysis is centered into three main issues. Firstly, it deals with the national environmental policy; the regional (Estado) structure and policy; the município autonomy; and, the legal background for environmental licensing and decentralization policy. Secondly, the study tries to understand the meaning of conflict to the government entities that belong to SISNAMA. Thirdly, the study focuses on the forms of management and conciliation to overcome the conflicts. The second and thirdly issues were examined from semi-structures interviews with government staff members. The study identified two kinds of conflict: (a) a horizontal kind of conflict which is stressed by a disagreement between government entities and (b) a vertical kind of conflict that involves government entities and civil society organizations. The research concludes that conflicts are generated by lack of definition of the licensing entity in the legal structure that in its turn impacts on the licensing process and on the environmental management. However, the research identified that conflict is part of the social dynamics that involves opposing (political, social and economical) interests.
