Item Acesso aberto (Open Access) Emendas parlamentares no contexto da pandemia de covid-19 no Brasil(Câmara dos deputados, 2021-03) BONFIM, Raul; FREITAS, Vítor Eduardo Veras de Sandes; RUBIATTI, Bruno de CastroThe aim of this paper is to analyze the role of budgetary amendments proposed by Brazilian parliamentarians to combat Covid-19. The pandemic demanded an unprecedented effort from the federal government in managing resources in fighting the virus, leading to the relocation of budgetary allocations for specific actions. However, was the Brazilian Legislative able to reorient its priorities and reallocate its budgetary amendments for actions to fight the new Coronavirus? To answer this question, all individual and state benches’ amendments approved by the National Congress and paid by the Executive between the March and September 2020 were analyzed. Our results indicate that not only did the legislator reallocate their amendments to the specific actions indicated by the government, but also these resources were one of the pillars of the Ministry of Health’s budgetary execution in the first months of the pandemics in Brazil.Item Acesso aberto (Open Access) O lobby da confederação nacional da indústria na câmara dos deputados: novas regras para o licenciamento ambiental(Câmara dos deputados, 2020-12) CRUZ, Mariana Trindade; CABRAL, Eugênia RosaThe Bill entitled "General Law on Environmental Licensing" (PL 3729/2004) authored by Deputy Luciano Zica (PT) is being processed in the brazilian House of Representatives and raises controversies among groups in favor of and against the flexibilization of environmental rules. For considering the National Confederation of Industry (CNI) a group responsible for pressure activities, our objective was to identify the strategies used by CNI to influence the formulation of PL. We use documentary analysis as methodology, through data collection on the online website of the House of Representatives, as well as documents produced by CNI. The results point to the success of the business lobby, because the group was able to intervene in decision-making arenas, regiment allied parliamentarians to defend their interests and incorporate their preferences in the entire content of the PL, the substitute approved by the Finance and Taxation Committee (CFT).Item Acesso aberto (Open Access) Nem localistas nem setorialistas, as assembleias estaduais são “classe-médistas”: ganhos e perdas das leis estaduais durante a crise da covid-19(Câmara dos deputados, 2021-03) JUNQUEIRA, Murilo de OliveiraThis aim of this paper is to analyze the content of the state’s laws in the fight against the economic and social crisis generated by Covid-19. Sixteen Brazilian states were analyzed, including 309 laws. The methodology used was content analysis and exploratory data analysis. It was observed that the pattern of relations between the Legislative Assembly and State governments varied enormously, with some parliaments passing many laws and others very few. Especially in the parliaments that passed many laws, there was a notable increase in economic interventionism, mainly in policies that benefited, in a diffuse way, the middle class. This finding is contrary to what is expected by the literature, which advocates that the greatest interest of parliamentarians are measures of local or sectorial interest.Item Acesso aberto (Open Access) Produção legislativa em saúde nos estados de Amapá, Minas Gerais e Pará (2004-2010)(Câmara dos deputados, 2021-08) SILVA, Raimunda Eliene Sousa; SILVA, Maria Dolores Lima da; SALES, Camila Maria RissoResearches on legislative production in Brazil allow us to understand the relationship between state powers, as well as to verify the role of political institutions in the implementation of the democratic rule of law and in the definition of public policies. This paper aims to analyze the legal production on health issues from 2004 to 2010 in the states of Amapá, Minas Gerais and Pará, with the objective of identifying the contribution of the states Executive and Legislative powers to enforce citizens' rights. Therefore, we will make an exploratory approach to data researched in the Legislative Assemblies, specifically the Ordinary Law Projects (OLP), in order to identify the proposals that were processed in the Legislative Assemblies of the states, their rites and processing times. We found that in the analyzed states there is an internal dynamic between the Executive and Legislative powers directed towards legislative production in health issues.
