Item Acesso aberto (Open Access) A Relação entre o público e o privado no investimento em infraestrutura: o caso do FI-FGTS(Universidade Federal do Pará, 2022-11-08) SALES, Mariane Lima de; PUTY, Cláudio Alberto Castelo Branco; http://lattes.cnpq.br/5885474167011571Throughout Brazilian history, it is clear that a fine line marks the relationship between the public and the private sectors. In infrastructure investment, as the literature points out, the public presence is still the majority, with little expressiveness of the private sector. The private sector emerges as a supporting player, having its investments conducted from the mobilization of resources from the treasury and having in its portfolio fundamentally the execution of essentially governmental infrastructural policies. In an attempt to attract and increase private participation, the Investment Fund of the Guarantee Fund for Length of Service (FI-FGTS) was created, responsible for contributing to the policy of investments in infrastructure in Brazil. However, even with the efforts undertaken, it is believed that most of the investees have state participation. This research aims to elucidate the application of FI-FGTS resources and provide a panorama of the network of organizational relationships involved. Based on an exploratory analysis, using the techniques of the multi-method approach, descriptive statistics and triangulation, the results showed that, in fact, the investments have been directed to state-owned companies or with state participation. The findings are emblematic, since in addition to the FIFGTS organizational relationship chain having considerable public sector participation, discontinuity of the companies involved and possible management failures.Item Acesso aberto (Open Access) Governança relacional na terceirização de tecnologia da informação: o papel da Teoria da Autodeterminação e o efeito mediador do controle percebido pelos gestores públicos(Universidade Federal do Pará, 2022-12-09) FRIAES, Ligiane Cristina Braga de Oliveira; POLETO, Thiago; http://lattes.cnpq.br/2623462990819090; https://orcid.org/0000-0001-7100-2319Researchers in the field recognize the importance of the relationship between contractor and contractee in the process of Information Technology (IT) outsourcing. However, little is known about the impact of the manager's profile in this process. Thus, the objective of this research was to analyze the impact of the perception of competence, autonomy and relationship of public managers on Relational Governance (RG), as well as, to identify the effect of perceived control in this relationship. Design/methodology/approach: This study uses a quantitative approach to investigate the impact of the behavioral characteristics of IT managers from the Self-Determination Theory (SDT). The data were collected in Brazilian public institutions active in the areas of education, finance, statistics, and technology, and the hypotheses were identified and evaluated using the technique of Partial Least Squares Structural Equation Modeling (PLS-SEM). Findings: The results identified that managers' selfdetermination is related to the perception of control, which consequently this impacts the RG by providing feelings of competence and autonomy capable of building a beneficial relationship with the IT provider. Practical implications: This study, promotes the understanding that upper management needs to support the autonomy of managers to increase their levels of intrinsic motivation when managing supplier deliveries. As a secondary objective, we sought to extend the post-Keynesian literature to the point where it relates to ecological macroeconomics. To achieve the proposed objective, the dissertation is divided into two chapters, the first chapter discusses the convergences and divergences between post-Keynesian theory and ecological macroeconomics and the second chapter explores the relationships between environmental risk, fundamental uncertainty during the process of decision making. The first chapter adopts a context of climate change where there is growing concern about environmental sustainability and financial stability. Thus, the characteristics of post-Keynesian theory and ecological economics are often associated, as it is considered that together they can contribute to solutions to economic, social and environmental problems. The first chapter performs a theoretical approximation between post-Keynesian theory and ecological macroeconomics, identifying their main convergences and divergences. From a bibliographic survey, it appears that the currents of thought have significant similarities and an approximation between the two is possible and can be beneficial for both. The second chapter points out that there is a need to fill the knowledge gap between the uncertainty of the occurrence of climate phenomena and the risk of these phenomena occurring and aims to understand the relationship between fundamental uncertainty and environmental risk in the context of the economic system and how this can affect the decision-making process. Based on a bibliographic survey, it appears that fundamental uncertainty is an intrinsic characteristic of environmental risk and negatively interferes with decision-making. There is a multiplication of the set of uncertainties associated with the absence or insufficiency of knowledge during the decision-making process, which adds to the uncertainty intrinsic to environmental risk. The final result is expected to contribute to the development of a post-Keynesian macroeconomics that takes environmental aspects into account. In this way, the present work contributes to the extension of the post-Keynesian literature in the point where it relates it to ecological macroeconomics, in addition to generating a new theoretical approach on the relationship between environmental risk, fundamental uncertainty throughout the decision-making process of decision.Item Acesso aberto (Open Access) Estilos de liderança e clima organizacional: um estudo comparativo(Universidade Federal do Pará, 2023-02-14) SILVA, Gesuino Carlos Caninde; RAMOS, Camila Carvalho; http://lattes.cnpq.br/4681656913940932Analyzes of organizational behavior involving leadership and organizational climate provide benefits when performed in both private and public organizations. In this premise, leaders emerge in the management process, influencing their subordinates and contributing to the feeling of a collaborative climate that encourages individuals. Thus, this study investigated the perception of 129 servants working in Institutes that bring together 22 Faculties of a Higher Education Institution (HEI), regarding aspects related to leadership and the organizational climate. The specific objectives of the research were to identify leadership styles; assess the organizational climate; and relate the leadership style with the assessment of the climate. Methodologically, it was a quantitative research, of a descriptive nature, applied to IES servers, through two questionnaires adapted from previous research. To assess leadership, a questionnaire consisting of ten questions with three statements each was used, based on the leadership styles: Autocratic, Democratic and Liberal. In the climate assessment, the Support from Management factor was applied, which comprises 9 statements on a five-point Likert scale, ranging from (1) totally disagree to (5) totally agree. To relate the leadership style with the climate assessment, the Spearman Correlation Coefficient was used. As a result of the study, the Democratic leadership style was predominant (70.54%), with a positively perceived organizational climate. In the correlation between styles and climate, there was no association for the Autocratic leader; there are positive and moderate correlations for the Democratic leader; and a decline in the assessment of climate variables for the Liberal style. In conclusion, the study provides public managers with a better understanding of leadership styles and how much they can reflect, under the perception of public servants, on the organizational climate.Item Acesso aberto (Open Access) Cultura organizacional, compartilhamento do conhecimento, habilidades profissionais e seus efeitos no desempenho organizacional em uma IFES(Universidade Federal do Pará, 2023-03-28) NOGUEIRA, Nathalia Maciel; MARTINS, Harley dos Santos; http://lattes.cnpq.br/3094067019584624; https://orcid.org/0000-0002-1400-0939This study started from a literature review to examine the relationship between Organizational Culture, Tacit and Explicit Knowledge Sharing, and Professional Soft Skills and Hard Skills, investigating their impacts on Organizational Performance, proposing a conceptual model that evidences the relationship that was empirically tested in a federal institution of public higher education of reference, using the path analysis model. The analysis validated the hypotheses formulated and demonstrated that tacit knowledge sharing has a partial mediating effect on the relationship between organizational culture and performance. This study will contribute theoretically with a little-explored approach on the connection between knowledge sharing and professional skills, with a proposition of the concept of skill, and with the strengthening of the approach to building a culture of knowledge sharing in organizations. Its managerial implications, on the other hand, consist of management's investment in knowledge-sharing strategies and practices for the success of organizational performance.Item Acesso aberto (Open Access) Análise da relação entre qualidade de vida no trabalho, comprometimento organizacional e a intenção de permanecer na organização a partir da percepção dos servidores de uma instituição de ensino superior pública(Universidade Federal do Pará, 2023-03-28) CARDOSO, Lídia Maria Begot Bento; MARTINS, Harley dos Santos; http://lattes.cnpq.br/3094067019584624The multidimensional needs of employees can directly impact their choice to stay or leave the organization they are a part of; therefore, investing in quality of work life has become an advantageous strategy to improve working conditions, retain employees, and foster the expected organizational performance. The present study aimed to analyze the perception of employees in a public higher education institution (HEI) regarding "Quality of Work Life" (QWL) and its relationship with "Intention to Stay in the Organization" (IS), with this relationship mediated by "Organizational Commitment" (OC). A theoretical study was carried out on the selected constructs, with the creation of research hypotheses. Methodologically, the research has a descriptive and quantitative approach, with path analysis through structural equation modeling. Data were obtained from a questionnaire composed of 45 items, with 148 respondents. The results confirmed only 4 out of 15 formulated hypotheses, namely that only the QWL dimensions of "Training and Development" and "Job Satisfaction" demonstrated significant value in predicting the intention to stay, with the mediation of organizational commitment in the relationship also confirmed. Thus, it is concluded that employees who perceive quality of life in the work environment are more likely to stay in the organization, which can positively affect organizational performance. This study contributes academically to the Brazilian literature that has a shortage of investigations of these variables through structural equation modeling, and practically to strategic management by highlighting the importance of quality of work life and organizational commitment in talent retention. Evidence shows that social value influences investor decisions, partnership formation, social participation and volunteering. But this relationship is not explained by the literature. Therefore, this study investigates “how” this relationship can boost IS and benefit its sustainability (longevity). A case study was carried out in a district in the north of Brazil, through qualitative methods and content analysis, five social innovations were approached. The findings suggest that democratic governance practices favor the creation of social value by providing trust, belonging and behavior change. The social value affects interested parties and positively influences sustainability variables such as: financial (donations, income and local consumption) and formation of collaboration networks. The findings reveal that this relationship can affect the long-term sustainability for the maintenance of the IS (survival), and also support the sustainability strategy through expansion at the local level, allowing the entry of new actors.Item Acesso aberto (Open Access) Dimensionamento da força de trabalho em organizações públicas: incorporando competências ao modelo(Universidade Federal do Pará, 2023-04-24) ROCHA, Thiago Almeida da; RAMOS, Camila Carvalho; http://lattes.cnpq.br/4681656913940932This study aims to present a Workforce Dimensioning (WD) method that allows Brazilian public organizations to identify and integrate the professional profile based on competences into their WD processes. The research involved collecting data related to the work routine of 111 units of a public institution of the Brazilian judiciary system, such as productivity, quantity and duration. The results indicated the professional profile required by each of the 111 participating units and pointed out a deficit of 98 civil servants. Based on this, the applied methodology can indicate to the researched institution, in a technical way, how to raise and attract the appropriate number of personnel based on the profile of necessary servants. It is expected that this approach can help the studied organization to achieve a more efficient management of its workforce and, consequently, improve its personnel practices.Item Acesso aberto (Open Access) Indicadores de desempenho como instrumento de transparência e gestão organizacional(Universidade Federal do Pará, 2023-04-27) MARQUES, Gisele Cristiane Andrade; RAMOS, Camila Carvalho; http://lattes.cnpq.br/4681656913940932The present study was to investigate the perception of public managers about the use of indicators to evaluate and monitor the performance of those who work in public organizations, as well as to increase the transparency of the public institution results. For that end, a descriptive study was carried out, guided by a quantitative approach, with the application of questionnaires with 72 managers of the participating institution. The behavioral decomposition technique was used to create indicators, in which 27 competencies were decomposed into 97 performance indicators. The results showed that m anagers were able to relate the indicators to their respective competences and recognized their contributions to increasing the transparency of the institution's results. Therefore, this study innovates by presenting a methodology capable of creating performance indicators to make the performance evaluation process carried out in Brazilian public institutions more objective and transparent, thus avoiding conflicts and contradictions in the process.Item Acesso aberto (Open Access) A Relação dos critérios de decisão da qualidade da tomada de decisão organizacional e da inovatividade gerencial em Instituições de Ensino Superior (IES)(Universidade Federal do Pará, 2023-04-28) AMARAL, Eleide Rose Cristo de Oliveira; MATIAS, Isaac; http://lattes.cnpq.br/5296007792634529The objective of this research was to analyze the relationship between decision criteria, the quality of organizational decision-making and managerial innovativeness in the environment of a higher education institution. The literature has pointed out that the more the management has the ability to interpret the risks inherent in the organizational context in a more rational, intuitive way and that envisions a certain degree of expectation that the decision-making will be the most correct, the better the solution for the problems that satisfied them. This is because, in a faster and innovative way, they reorganize their resources through the adoption of new management processes in complex environments. Thus, the discussion of this work is centered on this type of environment, the locus being a Federal Institutions of Higher Education, in which managers are involved in decision-making, with the aim of obtaining the best and greatest organizational effectiveness from their individual choices and its consequences on the collective organization. Through the application of a structured questionnaire, directed to the managers of a public institution of higher education, 159 requests were answered, after deleting data outliers. The result of the processes revealed that there is influence between the constructs thought and the managerial innovation proxy, triggering a better performance in terms of operations, as well as the creation of a more proactive and innovative operational environment. It is also observed, in the model presented, that in the organizational environment, innovative actions tend to grow proportionally to the increase in the levels of decision criteria adopted in accordance with the quality of integrated decision-making. With a relevant and original approach, the research contributes to scientific and academic knowledge by investigating the interaction of two constructs in a performance proxy based on decision theory, which points to the behavior of managers, with the aim of developing managerial innovation, facing an environment in constant transformations, allowing them to optimize their praxis in the organizational routine. In the social sphere, it contributes to improvements in the entity’s internal activities, by considering the best choices in terms of decision-making, starting to create more innovative actions and thus optimizing public policies, programs and services provided to the community. Finally, it contributes in managerial terms, as it shows that greater administrative efficiency and follow-up of actions are stimulated by managerial innovations when mediated by the quality of decision-making.Item Acesso aberto (Open Access) Motivação e engajamento no trabalho: uma pesquisa com servidores da educação superior(Universidade Federal do Pará, 2023-05-11) RODRIGUES, Rômulo Augusto Parente; MATTOS, Carlos André Corrêa de; http://lattes.cnpq.br/3337808570398709; https://orcid.org/0000-0002-3027-7479Motivation is a construct that has been studied for decades and is characterized as a driving force that boosts people to make personal efforts to achieve something. Engagement at work, on the other hand, concerns the worker's immersion in his organizational role, when expressing himself physically, cognitively, and emotionally throughout his work activity. Thus, motivation and engagement at work stand out for organizational performance. Considering this aspect, this yresearch aims to analyze the motivation and engagement of public education workers in Federal Institutions of Higher Education (IFES, Brazilian acronym) in the Pará State, Brazil, and to identify the connection of constructs. For this purpose, the Work Preference Inventory (WPI) scale was used to measure motivation, and the Utrecht Work Engagement Scale (UWES) was used to measure work engagement. The survey method with treatment of quantitative data used the Structural Equation Modeling. The questionnaire was applied using the SurveyMonkey® digital platform. The results confirmed the study's hypotheses that there was an influence of extrinsic motivation on intrinsic motivation and of extrinsic and intrinsic motivation on engagement at work, showing that workers motivated by both internal and external reasons are more engaged in their work activities and that organizational strategies that encourage worker motivation are beneficial at both the individual and organizational levels.Item Acesso aberto (Open Access) Cidadania organizacional, satisfação e engajamento no trabalho: um estudo com servidores federais da educação(Universidade Federal do Pará, 2023-05-16) ARAÚJO, Kelline Feitosa de; MATTOS, Carlos André Corrêa de; http://lattes.cnpq.br/3337808570398709; https://orcid.org/0000-0002-3027-7479This paper aims to analyze the correlation among organizational citizenship (OC), job satisfaction, and work engagement. It is a quantitative descriptive research developed with 488 employees of federal institutions of education. One questionnaire was applied using the Utrecht Work Engagement Scale, the Organizational Citizenship Scale for Knowledge Workers, and the Generic Job Satisfaction Scale. Data were analyzed by descriptive statistical techniques and structural equation modeling. It was found that job satisfaction is positively influenced by OC practices with emphasis on civic virtue and without effects on voice. Tests indicated a positive and significant correlation between job satisfaction and work engagement. This study differs from the others by exploring organizational elements insufficiently studied in the Brazilian civil context and broadens the discussion on the factors that can lead civil officers to work with greater satisfaction and engagement, bringing theoretical contributions and practical implications for public managers and organizational studies.Item Acesso aberto (Open Access) O efeito dos preditores da competência digital de funcionários de uma universidade pública e o impacto no comportamento de trabalho inovador(Universidade Federal do Pará, 2023-05-23) CARVALHO, Larissa Pinon de; POLETO, Thiago; http://lattes.cnpq.br/2623462990819090; https://orcid.org/0000-0001-7100-2319Digital competence plays an important role in higher education. The literature highlights the adoption and use of digital competence for the development of educational services in Higher Education Institutions (HEIs), but it's still necessary to understand its influence on the innovative behavior of the public official. The aim of this study was to investigate the influence of digital competence, based on the predictors’ infrastructure, integration, and digital management, on innovative work behaviors. The research was applied to 540 public employees of a Federal Institution of Higher Education (IFES) in northern Brazil. The response rate for this study was 33.5%. For data analysis, the Structural Equation Modeling approach by Partial Least Squares (PLS-SEM) was used. The results confirm hypotheses H1, H2 and H3 and indicate that public emplo yees with a high level of perception of digital competence more often develop challenging work to generate new innovative behaviors at work. Adherence to infrastructure, integration and digital management can help the institution to obtain behaviors aimed at innovation, thus, it is up to university public management to conduct them effectively. This research was limited to investigating the influence of digital competence on innovative work behaviors of public employees of a Brazilian IFES. Future studies may address other contextual factors in this relationship. One of the managerial implications is the need for Educational managers to support the construction of guidelines for educational and technological innovation to expand innovative behavior at work.Item Desconhecido Avaliação da percepção dos servidores sobre a gestão dos riscos nas Instituições Públicas de Ensino Superior no Estado do Pará - Brasil(Universidade Federal do Pará, 2023-06-05) NASCIMENTO, Michelly Cristina Bacelar Tavares do; LUCENA, Bruno Rafael Dias de; http://lattes.cnpq.br/0451524747464562Risk management is an activity that is constantly growing, driven by the exposure of entities to uncertainties that affect their operations and the delivery of goods and services. Public Higher Education Institutions should identify areas that can be improved to seize growth opportunities. In this regard, it is essential to understand the perception of the stakeholders involved. A study focused on the perception of university employees, particularly those affiliated with the vice-rectorate, was conducted. To this end, a survey was carried out, and the obtained results were analyzed using Item Response Theory, as well as the construction of the Cronbach's Alpha coefficient. The hypotheses were confirmed: failure to implement guidelines in line with Corporate Risk Management principles can lead to inconsistencies in the implementation of Public Governance in the university environment, and the lack of awareness among federal public servants about the established guidelines is a factor contributing to non-compliance with institutional risk mitigation. The dimensions of internal and external communication, with a Cronbach's Alpha coefficient of 0.67, and evaluation and strategic planning, with a Cronbach's Alpha coefficient of 0.73, indicate that it is possible to address the opportunity to avoid, reduce, minimize, manage, and even transfer risks through the implementation of communication programs and transparency in accountability. An interdisciplinary and multidisciplinary approach is necessary to construct comprehensive solutions within the context of continuous improvement.Item Desconhecido A Moderação do prestígio percebido com o uso de novas redes sociais entre a preocupação com a privacidade e a adoção de novas tecnologias(Universidade Federal do Pará, 2023-06-07) CARNEIRO, Marcelo Pamplona; ARRUDA FILHO, Emilio Jose Montero; http://lattes.cnpq.br/9895428179606886; https://orcid.org/0000-0002-1574-8332This research analyzes the power of influence of prestige in association with the phenomenon of the privacy paradox, based on three studies developed according to scenarios that present characteristics of innovation based on access to materialism in the form of a stimulus to obtain prestige as a sign of status. To this end, the aspects that stimulate the effect of the privacy paradox and influence the perception of prestige, concern with privacy and access to new Social Media were identified, as well as the analysis of trust as a antecedent variable to adoption, constituting a mediation between the concern for privacy and the adoption of these Media. The examination of the data showed that trust acts as a mediator of the effect of concern for privacy in the adoption of new Social Media and prestige, when associated with brands of companies with consolidated reputations, motivates the reduction of concern for privacy in consumers, considering the unique opportunities offered by Social Media in the content of perceived prestige, increasing its adoption.Item Desconhecido Engajamento e autoeficácia entre estudantes de administração: um estudo com equações estruturais(Universidade Federal do Pará, 2023-06-14) FERNANDES, Juliana Teixeira; MATTOS, Carlos André Corrêa de; http://lattes.cnpq.br/3337808570398709; https://orcid.org/0000-0002-3027-7479The academic performance of students arouses strong interest from educational institutions, professionals in the field and governments, a condition that highlights studies on self-efficacy and academic engagement. Self-efficacy refers to self-assessment regarding one's own abilities to achieve goals, while academic engagement expresses a positive behavior of satisfaction related to learning characterized by vigour, dedication and absorption. Considering these aspects, the objective of this research is to analyze the relationship between engagement in studies and self-efficacy in Business Administration students linked to Federal State Education Institutions in the state of Pará. For that, an exploratory and descriptive survey was carried out with non-probabilistic sampling for accessibility with 417 respondents. Data collection was online and data processing used structural equation modeling (PLSSEM). The results confirmed the positive and significant relationships between engagement and self-efficacy and the conclusions recommend strategies to increase students' self-efficacy and engagement through teacher training and encouragement to the development of new teaching-learning methodologies. There was a certain scarcity in the literature of approaches to this relationship between constructs in the Brazilian Amazon region, which motivated this research. To this end, explor-atory research was carried out, with a quantitative approach, with the field research technique of application of questionnaires with the social actors who carry out traditional activities in the region of Marajó Island/PA, in the municipality of Soure and four other surrounding cities, and data analysis through Structural Equation Modeling (MEE). It was evidenced that Social Cap-ital influences Eco-innovation, by uniting social norms and obligations in networks of trust with mutual cooperation, through the sum of efforts that help in the local development of small busi-nesses, and added to the actions of Eco-innovation influence the result of the Operational Pro-cess of the researched actors. The findings indicate that Social Capital directly affects Eco-innovation, that Eco-innovation directly affects the Operational Process and that Social Capital indirectly influences the Operational Process through Eco-innovation. Thus, it has become necessary to search for solutions capable of changing the current economic model, represented by the “linear economy”, so that a sustainable production method can be achieved. Among the alternatives to this format, there is the circular economy, object of this research, which had as a research problem to investigate how the solid waste management of supermarkets in the metropolitan region of Belém occurs, bringing in its scope the objective of proposing, to supermarkets, a solid waste management model through the Circular Economy. This research, based on a literature review, built a theoretical framework on the Circular Economy, which served as the basis for the elaboration of the data collection instrument and, later, the collected data and the framework were used to build the model of solid waste management. The research revealed that supermarkets carry out sustainable actions, but that they are isolated practices. Artificial intelligence is playing an increasingly important role in the treatment of patients in various areas of medicine. The aim of this research was to identify how the use of Artificial Intelligence (AI) has contributed to patient care. To this end, a literature review was carried out in order to research the theoretical framework that underpins the construction of the research. A framework was then drawn up based on the main theoretical approaches in the current literature. In conjunction, field research was carried out, which included an empirical investigation in the place where the phenomenon occurs, using a semi-structured interview script with health professionals working in Federal University Hospitals (HUFs) located in the Legal Amazon region. The research is justified by the need to improve patient care in the HUFs, with the aim of contributing to new models of service provision. The data obtained from the interviews with professionals at these hospitals was compared with the results from the literature review, and the empirical characteristics of the research brought out positive and negative points in relation to their use of AI in patient care. As a solution, this research presents a model to support patient care with the insertion of AI in HUFS, considering the concept of mimetic isomorphism, in which this practice tends to be homogenized or standardized imminently through its consolidation in the market.Item Desconhecido Influência da liderança no engajamento no trabalho e os efeitos na autoeficácia e intenção de rotatividade: um estudo com servidores públicos estaduais no Estado do Pará(Universidade Federal do Pará, 2023-08-01) MOREIRA, Maria Luiza Rodrigues; MATTOS, Carlos André Corrêa de; http://lattes.cnpq.br/3337808570398709; https://orcid.org/0000-0002-3027-7479Leadership can be considered as an organizational resource capable of contributing to the engagement of workers and, consequently, creative self-efficacy and turnover intention can be influenced by this relationship. In this way, the objective of this research is to analyze the importance of leadership in engagement at work and its effects on creative self-efficacy and turnover intention among state civil servants working in a public institution in the state of Pará. Thus, the study is classified as exploratory and descriptive, with non-probabilistic sampling by judgment, through a survey with 252 questionnaires. Data collection was online and data processing used structural equation modeling (PLS SEM). The results presented in this research confirmed the influence of leadership, as an organizational resource, to maintain workers' engagement, and the effect relationship between engagement, self-efficacy and turnover intention was also confirmed. The conclusions recommend the improvement of people management policies so that interpersonal relationships can be developed beyond respect for technical skills, so that greater organizational commitment and improvements in public service can be fostered.
