Item Acesso aberto (Open Access) Avaliação da percepção dos servidores sobre a gestão dos riscos nas Instituições Públicas de Ensino Superior no Estado do Pará - Brasil(Universidade Federal do Pará, 2023-06-05) NASCIMENTO, Michelly Cristina Bacelar Tavares do; LUCENA, Bruno Rafael Dias de; http://lattes.cnpq.br/0451524747464562Risk management is an activity that is constantly growing, driven by the exposure of entities to uncertainties that affect their operations and the delivery of goods and services. Public Higher Education Institutions should identify areas that can be improved to seize growth opportunities. In this regard, it is essential to understand the perception of the stakeholders involved. A study focused on the perception of university employees, particularly those affiliated with the vice-rectorate, was conducted. To this end, a survey was carried out, and the obtained results were analyzed using Item Response Theory, as well as the construction of the Cronbach's Alpha coefficient. The hypotheses were confirmed: failure to implement guidelines in line with Corporate Risk Management principles can lead to inconsistencies in the implementation of Public Governance in the university environment, and the lack of awareness among federal public servants about the established guidelines is a factor contributing to non-compliance with institutional risk mitigation. The dimensions of internal and external communication, with a Cronbach's Alpha coefficient of 0.67, and evaluation and strategic planning, with a Cronbach's Alpha coefficient of 0.73, indicate that it is possible to address the opportunity to avoid, reduce, minimize, manage, and even transfer risks through the implementation of communication programs and transparency in accountability. An interdisciplinary and multidisciplinary approach is necessary to construct comprehensive solutions within the context of continuous improvement.Item Acesso aberto (Open Access) Brasil, mostra tua cara: as (in)visibilidades estatísticas de LGBTQIAP+(Universidade Federal do Pará, 2024-03-12) MATTOS, Marcos Fabrício da Costa; LUCENA, Bruno Rafael Dias de; http://lattes.cnpq.br/0451524747464562This dissertation brings to light the relevance of discussions on the dynamics and understanding of LGBTQIAP+ identities in their multiple daily lives involving gender relations and sexual diversity in the Brazilian socio-political context. It is a study based on the 1988 constitutional premise, which states that it is the duty of the state to promote the well-being of all, without prejudice to origin, color, age, or any form of discrimination. Its importance is therefore justified in three respects: a) Social, since the issue of promoting citizenship for vulnerable populations is a current debate in various fields, pointing to constant transformations and, consequently, advances and setbacks in Brazilian society over the last thirty years; b) Academic, since research related to LGBTphobia is of the utmost importance to encourage studies on the practice, delimitation and analysis of this type of violence, as a way of confronting all types of violence and prejudice, making a great contribution to scientific, social and political circles and, based on this understanding, it was also observed that there is still no debate on Organizational Management related to the LGBTQIAP+ population in the PPGAD/UFPA database, making the work unprecedented. c) Institutional Practice, since it can help in the creation, implementation, and maintenance of policies, as a conquest of rights for LGBTQIAP+ people in the country. In view of this, the research was mainly dedicated to qualifying the citizenship of this population, understood in the concept of Human Rights, with the aim of making it a reality, using statistical indicators generated by organizations, in this case the IBGE, as a possible instrument for the effectiveness of current policies carried out by the Brazilian state. Therefore, understanding that the problem of discrimination permeates the intersectionality of various social markers that make up Brazilian society, the study sought to answer the question: What is the importance of adopting the terms "sexual orientation" and "gender identity" in government instruments for the dynamics of public policies for LGBTQIAP+ people? To achieve this goal, the methodological approach was qualitative research, as well as a systematic and bibliographical review of the themes necessary for critical and constructive interpretation in terms of identifying the political and identity processes of the movements and the violations of their rights. It also used documentary analysis of the activities conducted regarding public policies in Brazil, in the legislative, judicial, and executive spheres from 1992 to 2022. The results led to an eminently historical observation and recovery of the memory of the struggles of the LGBTQIAP+ movement and the particularities of its achievements, through programs, plans and policies implemented in the aforementioned period, presenting themselves as advances but at the same time not so effective, with many failures and moments of setbacks. Another piece of evidence is the mismatch between government institutions when it comes to dealing with and resolving LGBTQIAP+ demands. Therefore, during the research, it became clear that in contemporary Brazil, there is no official data on this population, which are important tools for legitimizing citizenship and guaranteeing rights. Therefore, as a final product, this highly significant research is presented as a contribution to the present and future debates on issues concerning the LGBTQIAP+ population in Brazil.Item Acesso aberto (Open Access) Captação de recursos para organizações sem fins lucrativos através de negócios sociais: uma visão através da Teoria da Liderança Adaptativa(Universidade Federal do Pará, 2023-08-01) BARBOSA, Kathúcia da Silva; LUCENA, Bruno Rafael Dias de; http://lattes.cnpq.br/0451524747464562There is a constant need for Non-Profit Organizations (NPOs) to adapt to changing contexts and reinvent themselves, mainly to find new mechanisms for raising funds in order to guarantee the continuity of their activities in favor of the social good. In this sense, Social Business represents a hybrid perspective of social impact and financial self-sufficiency. Thus, a systematic literature review was carried out in order to understand the contributions of articles published in the last 10 years on Social Business in the Brazilian context, in addition to the elaboration of a theoretical essay outlining the dimensions of adaptive leadership and relating them to fundraising for a OSFL through social businesses. The review made it possible to outline gaps regarding the expansion of publications on the subject to other regions of Brazil, especially the Amazon region due to its global relevance, in addition to the focus on the environmental aspects of social businesses. When comparing the dimensions of adaptive leadership, a model was obtained in which it is clear that the action of an adaptive leader in an NGO can be a means of changing traditional aspects of the organization to the evolution of fundraising through social businesses.Item Acesso aberto (Open Access) Cidadania organizacional, satisfação e engajamento no trabalho: um estudo com servidores federais da educação(Universidade Federal do Pará, 2023-05-16) ARAÚJO, Kelline Feitosa de; MATTOS, Carlos André Corrêa de; http://lattes.cnpq.br/3337808570398709; https://orcid.org/0000-0002-3027-7479This paper aims to analyze the correlation among organizational citizenship (OC), job satisfaction, and work engagement. It is a quantitative descriptive research developed with 488 employees of federal institutions of education. One questionnaire was applied using the Utrecht Work Engagement Scale, the Organizational Citizenship Scale for Knowledge Workers, and the Generic Job Satisfaction Scale. Data were analyzed by descriptive statistical techniques and structural equation modeling. It was found that job satisfaction is positively influenced by OC practices with emphasis on civic virtue and without effects on voice. Tests indicated a positive and significant correlation between job satisfaction and work engagement. This study differs from the others by exploring organizational elements insufficiently studied in the Brazilian civil context and broadens the discussion on the factors that can lead civil officers to work with greater satisfaction and engagement, bringing theoretical contributions and practical implications for public managers and organizational studies.Item Acesso aberto (Open Access) Cultura e comportamentos de cidadania organizacional em uma instituição de ensino superior: uma aplicação de modelagem de equações estruturais(Universidade Federal do Pará, 2024-02-16) VASCONCELLOS, Caitto Arroyo; MATTOS, Carlos André Corrêa de; http://lattes.cnpq.br/3337808570398709; https://orcid.org/0000-0002-3027-7479This study aims to analyze how different cultural characteristics impact Organizational Citizenship Behavior (OCB) in Higher Education Institutions (HEIs). To achieve this, an exploratory-descriptive survey of a quantitative nature was conducted among 401 employees of a Federal University located in the state of Pará, Brazil. The questionnaire utilized the Organizational Culture Assessment Instrument (OCAI) and Organizational Citizenship Behavior (OCB) scales. Data were processed using the partial least squares structural equation modeling (PLS-SEM) technique through SmartPls4® software. Results indicated a prevalence of hierarchical and clan cultures, along with high OCB scores, both individual-focused (OCBI) and organization-focused (OCB-O). It was concluded that OCB-I is positively and significantly influenced by clan (H1a), adhocratic (H3a), and market (H4a) cultures, while OCB-O is influenced by clan (H1b), hierarchical (H2a), and adhocratic (H3b) cultures. The research contributes theoretically to understanding the role of OCB and its interrelation in the workplace. The expectation is that these findings guide managers in formulating organizational strategies, especially in the public sector.Item Acesso aberto (Open Access) Eficiência no ensino fundamental: uma análise por região de integração do Estado do Pará 2012 a 2020(Universidade Federal do Pará, 2023-09-12) SANTANA, Chiara Fernanda Gomes; PUTY, Claudio Alberto Castelo Branco; http://lattes.cnpq.br/5885474167011571This study aimed to investigate which integration regions are considered inefficient in the application of their resources. The research is structured based on the discussions proposed by the theoretical framework throughout two chapters that address the Theory and the Managerial Public Administration model, based on the principle of efficiency, according to the model proposed by Bresser-Pereira in the 90s, highlighting the regulatory frameworks, and finally, a literature review, based on Povedano et al. (2021). For this, Data Envelopment Analysis – (DEA-BBC model) was used, output-oriented, which makes it possible to comparatively analyze the efficiency of DMUs. To measure the efficiency of Municipalities' spending, data from INEP and the Transparency Portal of the State Attorney General's Office were used. The DEA results indicated that the Tocantins RI obtained the lowest efficiency score, with increasing returns to scale, indicating that to achieve efficiency, optimal use of inputs is necessary, necessitating some reductions in its numbers of teachers and schools, so that each municipality remains on the production frontier. The scale efficiency had an average of 0.3968. These results show that the municipalities in the state of Pará urgently need to have a better use of inputs in relation to expenses, which may have been caused by the poor application of public resources, which should be reviewed by the mayors and by the governor of the State of Pará, with the insertion of public policies to reverse this situation of inefficiency in Elementary EducationItem Acesso aberto (Open Access) Engajamento e autoeficácia entre estudantes de administração: um estudo com equações estruturais(Universidade Federal do Pará, 2023-06-14) FERNANDES, Juliana Teixeira; MATTOS, Carlos André Corrêa de; http://lattes.cnpq.br/3337808570398709; https://orcid.org/0000-0002-3027-7479The academic performance of students arouses strong interest from educational institutions, professionals in the field and governments, a condition that highlights studies on self-efficacy and academic engagement. Self-efficacy refers to self-assessment regarding one's own abilities to achieve goals, while academic engagement expresses a positive behavior of satisfaction related to learning characterized by vigour, dedication and absorption. Considering these aspects, the objective of this research is to analyze the relationship between engagement in studies and self-efficacy in Business Administration students linked to Federal State Education Institutions in the state of Pará. For that, an exploratory and descriptive survey was carried out with non-probabilistic sampling for accessibility with 417 respondents. Data collection was online and data processing used structural equation modeling (PLSSEM). The results confirmed the positive and significant relationships between engagement and self-efficacy and the conclusions recommend strategies to increase students' self-efficacy and engagement through teacher training and encouragement to the development of new teaching-learning methodologies. One of its main functions is the provision of public services that meet local needs regarding the realization of human rights. The work began with an in-depth review of the national literature that generated the article “Local Public Management and Human Rights: A bibliometric study in national literature”, submitted to the Humanities and Innovation. The second paper analyzes the governance instruments of municipal management in human rights, particularly the actions implemented for selected vulnerable groups, aiming to create a general indicator of municipal management performance using the Item Response Theory technique. In addition to enabling a comparative assessment of local governments in human rights, the approach allows identifying actions with greater or lesser implementation, providing managers with the possibility of identifying points in which they need to improve their performance. With the results obtained, it was possible to create performance levels of municipal management in human rights and make comparisons between regions of Brazil.Item Acesso aberto (Open Access) Influência da autoeficácia na satisfação no trabalho na intensão de rotatividade: um estudo com professores federais da educação superior(Universidade Federal do Pará, 2024-12-18) ANDRADE, Nilda Maria da Cruz; MATTOS, Carlos André Corrêa de; http://lattes.cnpq.br/3337808570398709; https://orcid.org/0000-0002-3027-7479This study aims to analyze the relationship between self-efficacy and job satisfaction, both individual and group-based, and the implications of these relationships on turnover intention among federal higher education professors. A survey was conducted with 165 federal professors selected through non-probabilistic convenience sampling. Data were collected using a questionnaire based on the New General Self-Efficacy Scale (NGSE), Short Index of Job Satisfaction (SIJS), Group Work Satisfaction Scale (ESAGT), and Turnover Intention Scale (EIR), and analyzed using structural equation modeling (PLS-SEM).The results indicated that self-efficacy is a significant predictor of job and group satisfaction. However, a paradox was observed: while self-efficacy generally enhances satisfaction, in contexts of low professional recognition, it may increase turnover intention. This finding highlights the need for strategic actions that foster professional development and recognition, creating an environment that enhances self-efficacy while reducing dissatisfaction and turnover intentions. In this way, the objective of this research is to analyze the importance of leadership in engagement at work and its effects on creative self-efficacy and turnover intention among state civil servants working in a public institution in the state of Pará. Thus, the study is classified as exploratory and descriptive, with non-probabilistic sampling by judgment, through a survey with 252 questionnaires. Data collection was online and data processing used structural equation modeling (PLS SEM). The results presented in this research confirmed the influence of leadership, as an organizational resource, to maintain workers' engagement, and the effect relationship between engagement, self-efficacy and turnover intention was also confirmed. The conclusions recommend the improvement of people management policies so that interpersonal relationships can be developed beyond respect for technical skills, so that greater organizational commitment and improvements in public service can be fostered.Item Acesso aberto (Open Access) Interação entre estilos de liderança e dimensões da cultura organizacional: avaliação do impacto no desempenho na indústria de transformação(Universidade Federal do Pará, 2024-10-22) SILVA, Luciana Lobato; LUCENA, Bruno Rafael Dias de; http://lattes.cnpq.br/0451524747464562The research that resulted in this dissertation sought to empirically investigate the interaction between leadership and culture, as well as the effect of this interaction on the performance of manufacturing companies in the Amazon region. A multi-method methodological approach was used, starting with a Systematic Literature Review (SLR) on the aforementioned themes and object of investigation. Based on this review, the dimensions of culture and consolidated leadership styles were shown, and how they interact to contribute to companies in terms of improving organizational performance, be it operational, financial or environmental. An article was formatted with the results of the SLR, which was accepted at the XV Colloquium on Organizations, Development, Sustainability & II International Conference on Creative Economy and Public Policies. After the SLR, an empirical survey was conducted with 80 manufacturing companies located in the state of Pará, Amazon region of Brazil. In the discussions of the statistical analyses, Contingency Theory was applied to explore how contextual variables and scarce resources influence performance. The results reveal that the effect on organizational performance measures in view of the interaction between leadership styles and organizational culture adopted by companies in the Amazon Region is not homogeneous. Thus, it has become necessary to search for solutions capable of changing the current economic model, represented by the “linear economy”, so that a sustainable production method can be achieved. Among the alternatives to this format, there is the circular economy, object of this research, which had as a research problem to investigate how the solid waste management of supermarkets in the metropolitan region of Belém occurs, bringing in its scope the objective of proposing, to supermarkets, a solid waste management model through the Circular Economy. This research, based on a literature review, built a theoretical framework on the Circular Economy, which served as the basis for the elaboration of the data collection instrument and, later, the collected data and the framework were used to build the model of solid waste management. The research revealed that supermarkets carry out sustainable actions, but that they are isolated practices. Engagement at work, on the other hand, concerns the worker's immersion in his organizational role, when expressing himself physically, cognitively, and emotionally throughout his work activity. Thus, motivation and engagement at work stand out for organizational performance. Considering this aspect, this yresearch aims to analyze the motivation and engagement of public education workers in Federal Institutions of Higher Education (IFES, Brazilian acronym) in the Pará State, Brazil, and to identify the connection of constructs. For this purpose, the Work Preference Inventory (WPI) scale was used to measure motivation, and the Utrecht Work Engagement Scale (UWES) was used to measure work engagement. The survey method with treatment of quantitative data used the Structural Equation Modeling. The questionnaire was applied using the SurveyMonkey® digital platform. The results confirmed the study's hypotheses that there was an influence of extrinsic motivation on intrinsic motivation and of extrinsic and intrinsic motivation on engagement at work, showing that workers motivated by both internal and external reasons are more engaged in their work activities and that organizational strategies that encourage worker motivation are beneficial at both the individual and organizational levels.Item Acesso aberto (Open Access) A Nova gestão pública na perspectiva da descentralização ambiental(Universidade Federal do Pará, 2024-05-21) RIBEIRO, Rayssa Caroline da Conceição; LUCENA, Bruno Rafael Dias de; http://lattes.cnpq.br/0451524747464562Analyzing the literature on environmental management in the state of Pará, it is observed that there is no study that carries out a situational diagnosis of the environmental management of Pará municipalities. There is an opportunity for research to investigate whether Pará municipalities are implementing environmental management through environmental secretariats. This environmental management monitoring helps to identify and correct problems. As a social impact, this research will assist in the quality of life of local communities, through a sustainable environment. Evidence shows that social value influences investor decisions, partnership formation, social participation and volunteering. But this relationship is not explained by the literature. Therefore, this study investigates “how” this relationship can boost IS and benefit its sustainability (longevity). A case study was carried out in a district in the north of Brazil, through qualitative methods and content analysis, five social innovations were approached. The findings suggest that democratic governance practices favor the creation of social value by providing trust, belonging and behavior change. The social value affects interested parties and positively influences sustainability variables such as: financial (donations, income and local consumption) and formation of collaboration networks. There was a certain scarcity in the literature of approaches to this relationship between constructs in the Brazilian Amazon region, which motivated this research. To this end, explor-atory research was carried out, with a quantitative approach, with the field research technique of application of questionnaires with the social actors who carry out traditional activities in the region of Marajó Island/PA, in the municipality of Soure and four other surrounding cities, and data analysis through Structural Equation Modeling (MEE). It was evidenced that Social Cap-ital influences Eco-innovation, by uniting social norms and obligations in networks of trust with mutual cooperation, through the sum of efforts that help in the local development of small busi-nesses, and added to the actions of Eco-innovation influence the result of the Operational Pro-cess of the researched actors. The findings indicate that Social Capital directly affects Eco-innovation, that Eco-innovation directly affects the Operational Process and that Social Capital indirectly influences the Operational Process through Eco-innovation. Rational actions tend to be influenced by the decision-making process, which, together, influence organizational efficiency. Decision-making based on rationality has been the subject of studies in several theoretical and empirical studies. In the field of rational choice, there is extensive literature involving private sector entities; however, few studies are found regarding public sector organizations. The efficient execution of operations in public administration has been increasingly demanded by society, especially after Constitutional Amendment No. 19/1998, which introduced the principle of efficiency in the Brazilian constitution, imposing that public administration be exercised with promptness, quality, perfection, effectiveness and functional performance. The reality exposed was motivating for carrying out this research, which demonstrated the importance of rational decision-making by public managers to improve organizational efficiency. Thus, exploratory research was conducted with a quantitative approach, using the field research technique, through the application of 167 questionnaires to decision-makers in Public Higher Education Institutions in the city of Belém, state of Pará. Our findings show, through the theoretical model adopted in the research, that the Decision-Making Process directly influences Rational Choice and Operational Efficiency. In turn, Rational Choice directly influences Operational Efficiency, that is, there is a strong interrelationship between the Decision-Making Process, Rational Choice and Operational Efficiency constructs. Exploratory factor analysis explains 59% of the variance of the proposed model. Another finding of this research is the confirmation that rational choice mediates the relationship between the Decision-Making Process and Operational Efficiency with a statistical significance level lower than 0.05%. With a relevant and original approach, the research contributes to scientific and academic knowledge by investigating the interaction of two constructs in a performance proxy based on rational choice theory. That said, it points to the behavior of managers adopting a growth and agile mindset, even in public organizations that adopt a more traditional type of management, since managers aim to improve decision-making in a rational way, even when they are in an environment of uncertainty and constant evolution. In the social sphere, this research contributes to better practices in the provision of services offered to society, in a timely and high-quality manner, guiding, in some way, institutional governance. The literature has pointed out that the more the management has the ability to interpret the risks inherent in the organizational context in a more rational, intuitive way and that envisions a certain degree of expectation that the decision-making will be the most correct, the better the solution for the problems that satisfied them. This is because, in a faster and innovative way, they reorganize their resources through the adoption of new management processes in complex environments. Thus, the discussion of this work is centered on this type of environment, the locus being a Federal Institutions of Higher Education, in which managers are involved in decision-making, with the aim of obtaining the best and greatest organizational effectiveness from their individual choices and its consequences on the collective organization. Through the application of a structured questionnaire, directed to the managers of a public institution of higher education, 159 requests were answered, after deleting data outliers. The result of the processes revealed that there is influence between the constructs thought and the managerial innovation proxy, triggering a better performance in terms of operations, as well as the creation of a more proactive and innovative operational environment. It is also observed, in the model presented, that in the organizational environment, innovative actions tend to grow proportionally to the increase in the levels of decision criteria adopted in accordance with the quality of integrated decision-making. With a relevant and original approach, the research contributes to scientific and academic knowledge by investigating the interaction of two constructs in a performance proxy based on decision theory, which points to the behavior of managers, with the aim of developing managerial innovation, facing an environment in constant transformations, allowing them to optimize their praxis in the organizational routine. In the social sphere, it contributes to improvements in the entity’s internal activities, by considering the best choices in terms of decision-making, starting to create more innovative actions and thus optimizing public policies, programs and services provided to the community. In infrastructure investment, as the literature points out, the public presence is still the majority, with little expressiveness of the private sector. The private sector emerges as a supporting player, having its investments conducted from the mobilization of resources from the treasury and having in its portfolio fundamentally the execution of essentially governmental infrastructural policies. In an attempt to attract and increase private participation, the Investment Fund of the Guarantee Fund for Length of Service (FI-FGTS) was created, responsible for contributing to the policy of investments in infrastructure in Brazil. However, even with the efforts undertaken, it is believed that most of the investees have state participation. This research aims to elucidate the application of FI-FGTS resources and provide a panorama of the network of organizational relationships involved. Based on an exploratory analysis, using the techniques of the multi-method approach, descriptive statistics and triangulation, the results showed that, in fact, the investments have been directed to state-owned companies or with state participation. As a secondary objective, we sought to extend the post-Keynesian literature to the point where it relates to ecological macroeconomics. To achieve the proposed objective, the dissertation is divided into two chapters, the first chapter discusses the convergences and divergences between post-Keynesian theory and ecological macroeconomics and the second chapter explores the relationships between environmental risk, fundamental uncertainty during the process of decision making. The first chapter adopts a context of climate change where there is growing concern about environmental sustainability and financial stability. Thus, the characteristics of post-Keynesian theory and ecological economics are often associated, as it is considered that together they can contribute to solutions to economic, social and environmental problems. The first chapter performs a theoretical approximation between post-Keynesian theory and ecological macroeconomics, identifying their main convergences and divergences. From a bibliographic survey, it appears that the currents of thought have significant similarities and an approximation between the two is possible and can be beneficial for both. The second chapter points out that there is a need to fill the knowledge gap between the uncertainty of the occurrence of climate phenomena and the risk of these phenomena occurring and aims to understand the relationship between fundamental uncertainty and environmental risk in the context of the economic system and how this can affect the decision-making process. Based on a bibliographic survey, it appears that fundamental uncertainty is an intrinsic characteristic of environmental risk and negatively interferes with decision-making. There is a multiplication of the set of uncertainties associated with the absence or insufficiency of knowledge during the decision-making process, which adds to the uncertainty intrinsic to environmental risk. The final result is expected to contribute to the development of a post-Keynesian macroeconomics that takes environmental aspects into account. In this way, the present work contributes to the extension of the post-Keynesian literature in the point where it relates it to ecological macroeconomics, in addition to generating a new theoretical approach on the relationship between environmental risk, fundamental uncertainty throughout the decision-making process of decision.
